Whereas, the 27th Buklod Atenista Conference was held in Ateneo de Manila
University last May 26 -29, 2010;
Whereas, Article II Section III subsection “a” of the 2005 Buklod Atenista
Constitution states “That education is a basic right and must be accessible to
everyone regardless of race, color, creed, or political coalition;
Whereas, the representatives from the 5 Ateneo Student Councils agreed that the
Magna Carta is vital in facilitating greater student engagement in policy making
towards genuine Humanistic Liberal Education espoused in our Jesuit Education;
Whereas, The Magna Carta of Students’ Rights insures the protection and
advancement of the students’ interest;
Whereas, the there is a need to establish a basic list of principles for the benefit of
Ateneo de Naga and Ateneo de Zamboanga which intends to create and lobby a
Magna Carta of Students’ Rights;
Whereas, the basic principles of the Magna Carta of Student’s Rights are as follows:
Academic Freedom
Evaluation of Teachers
Evaluation of Courses
Right to Organize
Freedom of Expression
Right to Security

Wherefore, be it finally resolved that, this resolution take effects upon approval of
2/3 of the Buklod Atenista Congress.
I. Academic Rights
Quality students shall be admitted to Xavier University, regardless of their handicap, socio-
economic status, political or religious belief, ethnic origin, sexual orientation, citizenship or
membership in student organizations that will not run counter to CHED Order No. 4, S..1995; not
shall pregnant students and certified reformed substance abusers and those who are HIV positive
be discriminated against. Once students are admitted to any program, they should be allowed to
continue up to the completion of that program unless they have incurred academic deficiency or
violated school rules and regulations punishable by suspension, dismissal, or expulsion.
