1. Introduction
1.1 Purpose
The purpose of this engineering safety report is to provide an overview of the Work Health and Safety
(WHS) regulatory implications of operating mobile robotic plant in the workplace, where the members of
the general public may also be present. This document will offer brief recommendations to RSSL
managers about how to provide a safe working environment for the inspection/maintenance workers who
will conduct this work.
1.2 Scope
This engineering safety report has brought certain regulatory and ethical requirements which are placed
on RSSL personnel to provide safe working conditions. The document describes the important aspects of
the South Australian legislation, which are relevant to the topic Robot Moving in the Workplace. Hence
the report includes a brief of Work, Health and Safety Act, Work Health and Safety Regulations and
Code of Practice for Managing the Risks of unsafe use of mobile plant in the workplace relevant to the
topic. The report also includes specific recommendations made for the RSSL personnel based on the
Codes of practice.
This report is limited to the WHS aspects of operating mobile robotic equipment in the Royal Adelaide
Hospital.

2. Report Summary

3. Task Description
3.1 Background/Context
RSSL is developing a new business stream in pharmaceuticals handling. This new business stream is a
robotic hospital delivery and asset management service for advanced healthcare applications. The
HIDAMS will provide a full service to hospitals for the internal delivery of pharmaceuticals.
By requiring workers (including hospital workers and members of the general public) to conduct their
work in an environment where mobile plant is present, certain regulatory and ethical requirements are
placed on employers (persons) to provide safe working conditions, so as far as reasonably practicable.
The regulations require persons who control work to reduce safety risks by taking appropriate risk
minimisation steps that in themselves do not introduce new risks.
There are severe penalties for persons who do not comply with these requirements so it is essential that, in
addition to ethical considerations, RSSL ensures a safe workplace for all people present in the workplace.
The tasks that are addressed in this report are listed below
The first task of the report is to identify and highlight the specific requirements of the South Australian
work health and safety legislation relevant to robot moving in the workplace. The work health and
safety legislation includes the work health and safety act, work health and safety regulations code of
practice for managing the risks of unsafe use of mobile plant at workplaces.
The second task of the report is to provide recommendations according to the code of practice for
managing the risks of falls at workplaces to the RSSL personnel to prevent them from potential falling
incidents.
Preventing injury and illness in the workplace, where mobile plant is present, is essential. That is why the
tasks mentioned in this safety report plays a significant role to help employers and employees understand
the potential hazards they are exposed to on a daily basis. This report also educates workers effectively on
the benefits of practicing proper workplace behaviors. Companies must take an active approach in
educating workers on the importance of practicing safe habits in order to maintain a healthy and safe
working environment.
4. Levels of Regulation
In order to manage risk under the WHS Regulations, responsible personnel must:
o identify reasonably foreseeable hazards that could give rise to the risk
o eliminate the risk so far as is reasonably practicable
o if it is not reasonably practicable to eliminate the risk, minimize the risk so far as is reasonably
practicable by implementing control measures in accordance with the hierarchy of control
o maintain the implemented control measure so that it remains effective
o review, and if necessary revise, risk control measures so as to maintain, so far as is reasonably
practicable, a work environment that is without risks to health and safety.
5.1 Noise
As it is known that patients in the hospital must feel quit, and thus ensuring the absence of noise in the
place. In order to ensure the normal operation of robots, it is necessary make sure that robots movement in
the hospital does not issue any noise.
For company managers, they must make sure that the RSSL Company should manufacture robots which
move without annoying in the hospital environment. They should make sure that robots are provided by
safety system that enables operators to control robots in case of any problem without annoying patients.
The hospital is a public place with a large flow of people. It should be noted that these people would have
an adverse impact on robot moving in workplace. In order to ensure the normal operation of the robots, it
is necessary to set up a robot path in the hospital. This will not only improve the efficiency of the robots,
but also reduce conflicts between robots and human.
For company managers, they should design a special path for robot moving in the hospital. The special
path should be set with warning signs to remind patients or visitors. In addition, it is necessary to set up
noticeboard to introduce the function of robot path.
A person with management or control of plant at a workplace must ensure that an emergency warning
device is positioned on the plant to ensure that the warning device will work to best effect. Warning
devices should be used where there is a likelihood of moving plant colliding with other plant or workers
in the vicinity of the plant.
For company managers, they must make sure there are a number of warning devices that can be fitted to
moving plant to alert the operator and others in the workplace such as: automatic audible alarms, motion
sensors, flashing lights, radio sensing devices, air horns.
