ABSTRAK

Pendidikan dan pelatihan dalam instansi Pemerintah bertujuan untuk

meningkatkan pengetahuan, keahlian, ketrampilan dan sikap untuk dapat
melaksanakan tugas jabatan secara prefesional dengan dilandasi kepribadian dan etika
pegawai sesuai dengan instansi. Permasalahan dalam penelitian ini adalah meskipun
upaya-upaya pendidikan dan pelatihan telah dilaksanakan, namun sorotan publik
terhadap kinerja PNS pada Kantor Bupati Kabupaten Serdang Bedagai menurut
penulis masih sering diperdengarkan, bahkan pada perkembangan terakhirnya, PNS
justru diidentikkan dengan kemalasan, kelambanan serta tidak profesional termasuk
dalam prestasi kerja dan pengembangan karir pegawainya. Pegawai yang telah
mengikuti pendidikan dan pelatihan belum tentu dapat memiliki prestasi dan
dipromosikan kejabatan yang lebih tinggi dalam pengembangan karir pegawai. Maka
perlu diketahui sejauhmana pendidikan dan pelatihan serta prestasi kerja berpengaruh
terhadap pengembangan karir pegawai dan apakah ada perbedaan pengembangan
karir pegawai sebelum dan sesudah diadakannya pendidikan dan pelatihan pada
Kantor Bupati Serdang Bedagai Provinsi Sumatera Utara.
Teori yang digunakan dalam penelitian ini adalah teori-teori Sumber Daya
Manusia yang berkaitan dengan pendidikan dan pelatihan serta prestasi kerja dan
pengembangan karir.
Penelitian ini menggunakan metode survey, jenis penelitian deskriptif
kuantitatif dan sifat penelitian ini adalah explanatory research. Jumlah sampel yang
digunakan adalah 80 responden dari 378 orang pegawai yang telah mengikuti
pendidikan dan pelatihan dan diukur dengan skala likert serta menggunakan teknik
analisis regresi berganda untuk menguji hipotesis pertama dan uji perbedaan untuk
hipotesis kedua.
Hasil uji regresi linier hipotesis pertama diperoleh nilai koefisien determinasi
sebesar 25,8%, pengujian secara simultan pendidikan dan pelatihan serta prestasi
kerja berpengaruh sangat signifikan terhadap pengembangan karir, sedangkan secara
parsial pendidikan dan pelatihan serta prestasi kerja masing-masing berpengaruh
sangat signifikan terhadap pengembangan karir pegawai, tetapi yang memiliki
pengaruh terbesar terhadap pengembangan karir pegawai pada Kantor Bupati
Kabupaten Serdang Bedagai adalah variabel prestasi kerja dan terdapat perbedaan
yang sangat signifikan terhadap pengembangan karir pegawai sebelum dan sesudah
mengikuti pendidikan dan pelatihan ini berarti kemudahan yang dirasakan pegawai
dalam melakukan tugas pokok dan fungsinya serta motivasi pegawai untuk
berprestasi dalam pengembangan karir setelah mengikuti pendidikan dan pelatihan.
Kesimpulan penelitian ini adalah pendidikan dan pelatihan serta prestasi kerja
berpengaruh positif dan signifikan terhadap pengembangan karir pegawai pada
Kantor Bupati Kabupaten Serdang Bedagai.

 ABSTRACT

Education and training program is a mandatory of bureauctrat organization

and it is a part of the human resources development strategy. Education and training
in govermental institution intends to improve the knowledge, skill, and attitude that
can the job professsionally underlined by personality and ethic of the officials as
required by the institution.
The problem of study included although the efforts of education and training
have been made, however, the public claim for the performance of civil servants is
often heard and even in the curren progress, the civil servants are indentified into the
laziness, slowness, and unprofessional including in the performance and career
develoment of the officials. Those official who have attended the education and
training not always can have performance and promotion of the higher level in
developing their career.
The present study intends to know and anelyze the effect of education and
taining and performance on career development of the official of the regencial
difference before and after anttended he education and training program. The
approaches used in the study included a case study using a survey method by
questionnaire. The date were colleted by interview and qeustionnnaire to the
respondent consisting of 80 sampels teken from the population of 378 official who
have attended the education and training programs and measured by using likert
scale and the multiple regression analysis for testing teously on the career
development of the he frist hypothesis and nonparametric the second hypotesis. The
types of the study included a descriptive quantitative survey and explanatory
research.
The result of the study showed that the education and traing and performance
have significant effect simultaneously on the career development of the regencial
office of Serdang Bedagai. It was indicated by the F-test in which the F-count > F-
tabel at 5%, both variables can describe the variables of career development of
25,8 % (R2 = 25,8) whereas the remaining can be described by the other variables
excluded from the study. Whereas, partially, the most dominant included the
performance and there was difference of the career development prior and after the
education and training as indicated by the Z-test in which Z-count > Z table at 5%.
The result of the study showed that the education and traing and performance
have significant effect simultaneously on the career development of the regencial
office of Serdang Bedagai.
