Internal Regulations of VB Technical University of Ostrava

for Doctoral Degree Programmes
at VB-Technical University of Ostrava

Art. 1
Introductory Provisions
(1) Doctoral degree programmes (hereinafter studies) are provided pursuant to the
Section 47 Act No. 111/1998 on Higher Education Institutions and on the amendment and
supplement to some other Acts (the Higher Education Act), as subsequently amended,
(hereinafter Act).
(2) Doctoral degree programmes are aimed at scientific research and independent creative
activity in the field of research, development and technology. Studies are therefore aimed at
gaining deeper knowledge of the theoretical rudiments of the whole field of studies and
further on detailed study of the outstanding findings in the chosen specialization, which are
then resumed in the doctoral thesis. The studies are oriented towards preparation for
independent creative scientific work within the chosen branch and a standard level of
knowledge is proved during the doctoral state examination. Ability to attain original scientific
findings and develop them further is proved by the defence of the completed doctoral thesis.
(3) VB-Technical University of Ostrava (hereinafter VB-TUO) is authorized to
provide accredited doctoral degree programmes. The list of these study programmes is posted
on the official notice board of VB-TUO, with information on the faculty that provides the
programmes.
(4) The doctoral degree programmes may also be provided in co-operation with other
university institutions (faculties) or other scientific workplaces under contracts.
(5) Studies within the framework of doctoral degree programmes are subject to a personal
study plan of a student in the doctoral degree programme (hereinafter referred to as a
doctoral student) under the guidance of a supervisor.
(6) VB-TUO awards its graduates of doctoral degree programmes the academic degree of
Doktor (i.e. Doctor), abbreviated as Ph.D., used after the name.

Art. 2
Doctoral Studies Board
(1) Each doctoral degree programme is managed by the Doctoral Studies Board, which has
at least five members. The Doctoral Studies Board, consisting of distinguished members of
the academic staff and scientists from VB-TUO, other universities, or scientific, research
and development workplaces, as well as other specialists outside the university, is appointed
by the Dean after authorisation by the Scientific Board of the faculty.
(2) For those fields of studies that are provided by several faculties the common Doctoral
Studies Board is appointed by the Deans of all faculties involved, after authorisation by their
Scientific Boards.
(3) The Chair of the Doctoral Studies Board is chosen from its members on the basis of
their voting and appointed by the Dean.
(4) The Doctoral Studies Board primarily:
a) proposes the constitution of the admission board,
b) proposes candidates for supervisors to the Dean, who introduces them to the
Scientific Boards for approval,
c) initiates, discusses and coordinates the characterisation of individual subjects of
study (hereinafter subjects), seminars, further student learning activities and
scientific work within the doctoral degree programmes,
d) approves a doctoral students personal study plan and its possible adjustments,
e) expresses their opinion on topics of doctoral thesis and their possible changes,
f) responds especially to the students applications for changes of the mode or field of
studies,
g) proposes the Chairperson and the members of the Examination board for the doctoral
state examination, its date and place to the Dean of the faculty
h) proposes opponents, the Chairperson and the members of Board for the Defence of
the Doctoral thesis (hereinafter the board for the defence), its date and place to the
Dean,
i) evaluates regularly, at least once a year, the quality of realizing the studies and
submits the evaluation to the Dean,
j) performs also other activities to maintain a high level of studies and initiates
proposals for possible changes in the doctoral degree programmes.
(5) Meetings of the Doctoral Studies Board are called by its Chair when necessary, as a
rule twice a year. The programme follows the rules of procedure of the Doctoral Studies
Board set by the Dean. The Dean receives a copy of the minutes. Another copy is sent to the
office keeping the administrative and curriculum agenda at the faculty (hereinafter
administrative office).

Art. 3
Supervisors and Teachers
(1) On the proposal of the Doctoral Studies Board the Dean appoints each student a
supervisor for the whole course of studies. The supervisor guarantees the students quality of
scientific activities and supervises his/her study activities, as well as doctoral thesis. Records
on the registration of supervisors and their students are kept by the administrative office.
(2) Any professor or associate professor of the corresponding faculty or of VB-Technical
University of Ostrava, or an outstanding specialist in the given field can be appointed as a
supervisor. Such person must be the holder of the Ph.D. academic degree, respectively of any
of the following academic degrees: Dr., CSc., DrSc., DSc., Doc., or Prof.
(3) A supervisor makes proposals for the research topics which deal with scientific issues.
Together with the student the supervisor draws up a doctoral students personal study plan,
supervises the student as to the organizational and scientific matters, checks that the student
performs his/her duties and submits an annual evaluation of the students achievements to the
Doctoral Studies Board. The supervisor also supervises the progress of a students doctoral
thesis, is entitled to be present at the students examination taken in the framework of his/her
studies, guarantees the activities of the doctoral thesis seminar, determines the students
scientific activities and evaluates his/her achievements.
(4) Should it be proved that the supervisor has failed to perform his/her duties or the
students performance reveals to be insufficient, which was not reported by the supervisor, or
should the supervisor be unable to exercise activities concerning the supervisorship, the
Doctoral Studies Board can make a proposal to the Dean to assign the relevant student
another supervisor.
(5) Subjects can be lectured on by professors, associate professors and other distinguished
specialists. Laboratory, theoretical and field seminars can be led by lecturers as well.
(6) If the topic of the dissertation has an interdisciplinary character and requires specific
guidance in the narrow specialization topic that cannot be ensured by the supervisor, an expert
supervisor is appointed, who ensures the agreed proportion of mentoring of the doctoral
student under the accord with the supervisor. The expert supervisor is suggested by the
supervisor and after being approved by the Doctoral Studies Board, he/she is appointed by
the Dean. The expert supervisor may be a member of the academic staff acting as a supervisor
at another university or a leading expert with a scientific degree working in practice.
Art. 4
Forms of Studies, Interruption of Studies
(1) Studies are carried out in a form of:
a) on-site studies
b) a combination of on-site and distance studies
c) distance studies
(2) A study is carried out on-site mostly in the presence of the student at the workplace
guaranteeing his/her doctoral students personal study plan (hereinafter supervisoring
centre).
(3) Studies are carried out in the distance form mainly on the basis of the independent
preparation of the student, mostly away from the supervisoring centre.

(4) A combination of on-site and distance forms of studies means that the time-designated
part of study proceeds in the form of the on-site studies and another time-designated part
proceeds in the distance form.
(5) The standard length of all forms of studies is three years, and the maximum length of
study is four years. The standard length of studies determines the study load, which is
necessary to get through under standard conditions in on-site studies within the period of three
years in case of a three-year doctoral degree programme and four years in case of a four-year
doctoral degree programme. The standard length of studies is the base for a doctoral students
personal study plan.
(6) Studies within a degree programme may be interrupted, even repeatedly. Interruption of
studies is permitted by the Dean upon the written request of the student. For serious reasons,
the Dean may interrupt studies at the supervisors proposal, even repeatedly, for necessary
period, however, up to a maximum period of 2 years.
(7) However, the student has to submit the dissertation thesis no later than 7 years from the
start of the study. This period of 7 years is intended for all forms of study and includes the
maximum period of interruption for two years. Without interruption of study, the student must
submit the dissertation thesis within 5 years from the start of the study.
(8) The Dean on his own initiative will also interrupt a students studies if the student, who
was obliged to pay the fee associated with the study according to Section 58 Subsection 5 of
the Higher Education Act, did not pay the fee within 30 days of sending the invitation to pay
the fee into his/her own hand; this does not apply if it appears that there is a case worthy of
special consideration, which would otherwise lead the Dean to set different conditions for the
fulfillment of the obligation to pay the fee. Studies are interrupted for the time remaining to
expiration of the maximum period of study. If the fee is paid and the person applies for the
interruption of studies to be ended, the Dean will comply with this request and decides on the
interruption of studies to be ended no later than on the last day of the semester in which the
request was submitted, or on the last day of the academic year, if the request was submitted
during the summer term or during holiday.
(9) The student always has the right to interrupt studies in connection with pregnancy,
childbirth or parenthood, namely for the whole recognized period of parenthood.
(10) The time of the interruption of studies for the recognized period of parenthood is
included neither in the complete period of the interruption of studies according to Par. 6 or the
maximum time of studies specified in Par. 6.
(11) In connection with child care, the student has the right to extension of the time to
discharge study obligation and to fulfil the conditions for the advance to the next semester,
year or block arising mainly from the study and examination rules and regulations by the
period of time otherwise taken by maternity leave (Sections 195, 197 and 198 of the Act No.
262/2006 of the Labour Code as subsequently amended and supplemented), respectively
under the condition that s/he will not interrupt the study during this time. For the stated
period, the student may apply for an individual personal study plan. An individual personal
degree programme allows the student a specific organization of study on the condition that the
subject matter and its extent given in the curriculum of the relevant degree programme (field
of study) are properly followed.
(12) Upon expiration of the period of interruption the person, who has interrupted the
studies, is again eligible to enrol in studies. If the person fails to enrol on a given day and does

not apologize in writing within five days, this is considered as failing the requirements
specified in the degree programme as per Subsection 56(1b) of the Act and Art. 22, Par. 4,
letter (b). In legitimate cases the Dean may remit the delay of the term. If the reasons for the
interruption have passed, the Dean may terminate the interruption of studies even before the
expiration of the period of interruption at the request given in writing by the person who has
interrupted the studies.
Art. 5
A Student
An enrolled applicant becomes a student of VB-TUO on the day of enrolment for studies.
He/She is a member of the Academic Community of VB-TUO, and an appropriate faculty,
and the rights and obligations given by the law, Internal Regulations of VB-TUO and a
faculty and doctoral degree programme are related to him/her. A student ceases to be a
student:
a) on the day of defending his/her doctoral thesis which is the last part of the doctoral state
examination,
b) during an interruption of studies,
c) by abandoning his/her studies and after he/she has informed the Dean about this
decision in writing,
d) by terminating his/her studies through the Deans decision as per Subsection 56 (1b) of
the Act; in case the student fails to meet the requirements of a personal study plan,
especially when he/she does not submit the doctoral thesis in due time, within seven
years, including the length of all possible interruption periods,
e) by the revoking of the accreditation of a doctoral degree programme,
f) by the expiry of the accreditation of a doctoral degree programme as per Subsection 80
(4) of the Act,
g) by exclusion from studies as per Subsection 65 (1c) or as per Section 67 of the Act.
The procedure of the Deans decision letters b) and d) and e) complies with Section 68
of the Act. Should the student not pick up the resolution on matters given in Subsection 68
(3a-e) of the Act either personally in the administrative office of the faculty or could it not
be delivered to him/her in the form of a registered delivery to the last declared address, the
presentation of this decision on the official notice board of the faculty for 15 days is
considered as compensatory delivery. The last day of this term is considered the day of the
delivery.
Art. 6
Admission Procedures
The requirements for enrolment are stipulated in Subsection 48 (3) of the Act, the Statute
of VB-TUO and Regulations of Admission Proceedures at VB-TUO.
Art. 7
Credit Hour System
(1) For a quantifiable evaluation of the course of study in doctoral degree programmes a
uniform credit hour system is used at VB-TUO. It has the following characters:

a) one credit hour usually represents 1/60 of a students annual average load at a standard
length of study, i.e. 30 credit hours in one semester and 60 credit hours in one
academic year,
b) each subject is assigned a specific number of credit hours, which represents a relative
load rate for the student, so that he/she meets the requirements of the given subject,
c) the same credit hour evaluation is assigned to each subject in all doctoral degree
programmes and all forms of studies,
d) after completing the specified subject stated in a personal study plan of a doctoral
student (Art.3 Par. 3) the student can obtain an adequate number of credit hours
assigned to this subject,
e) all credit hours gained in the framework of one doctoral degree programme are added
up,
f) the obtained number of credit hours represents the measure for quantifying the
learning outcomes,
g) the student is awarded credit hours for a particular subject in the course of his/her
study only once.
(2) A student shall be considered for a degree in the doctoral degree programme when
he/she has obtained a number of credit hours which equals at least a multiple of 60 of the
number of years of the standard length of study, in harmony with the study programme and a
personal study plan of a doctoral student.
(3) The credit hour system of VB-TUO is compatible with the European Credit Transfer
System (hereinafter "ECTS") enabling the mobility of students within the bounds of European
educational programmes.
Art. 8
Checking the Course of Studies
(1) Studies are carried out in conformity with a doctoral students personal study plan. A
doctoral students personal study plan determines which study subjects are compulsory for a
student, and determine the details and the time plan of his/her further individual study and
technical scientific activity, eventually a study stay and practice at other workplaces (also
abroad), its programme and orientation of doctoral thesis, and pedagogical activities. A
doctoral students personal study plan, which is made by a doctoral student in the information
system, is suggested by a supervisor under the accord with a student and it is approved by the
responsible Specialized Board. Teaching subjects of doctoral studies at VB Technical
University of Ostrava primarily takes place through lectures, seminars, practical training, field
trips, internships and experimental work in the laboratory or in the field, courses, managed
consultations and workshops leading to dissertation thesis processing. Participation in
teaching and testing is reserved for members of the academic community of VB Technical
University of Ostrava, unless the content of the programme or of the field of study implies
otherwise.
(2) Students are involved in pedagogical activity which can have the form of guided unpaid
practice which is a part of the studies or part-time paid teaching. The maximal total extent of
the students unpaid pedagogical practice is 4 hours per week on average in the winter

semester and summer semester. The unpaid pedagogical practice of the student is included
into the credit hour evaluation of the basic activities as given in Appendix No.1.
(3) The studies are divided into two parts which can overlap in time
a) a study part finished by the doctoral state examination,
b) a technical scientific part aimed at working on a doctoral thesis finished with the
defence of doctoral thesis.
(4) The total scope of the study part in the doctoral degree programme usually contains 70
credit hours and it is fixed by a personal study plan of a doctoral student. The part aimed at
working on a doctoral thesis is oriented on technical scientific activity and contains usually
110 credit hours in case of a three-year doctoral degree programme, and 170 credit hours in
case of a four-year doctoral degree programme. The content is set in a personal study plan of
a doctoral student. It is evaluated and added up to the doctoral thesis seminar activities. Credit
hour evaluation of the basic activities included in the doctoral thesis seminar is specified in
the Appendix No. 1.
(5) The point quantification of the subject ranges from 10 to 20 credit hours, and is
specified in a personal study plan of the doctoral degree programme. The study load of a
standard monothematic subject in the doctoral degree programme or a foreign language is 10
credit hours. The maximum of 20 credit hours is granted in case of a complex subject with a
broader theoretical basis, where there are more teachers involved in its teaching and
examination process.
(6) The doctoral state examination is evaluated with 20 credit hours, whereas 10 credit
hours are reserved for academic discussion on three selected subjects (the study part) and 10
credit hours are granted for the debate on the doctoral thesis (the technical-scientific part).
(7) The usual number of subjects within the study part is five, except for at least one
foreign language (English, German, French, Spanish and Russian). The foreign language must
not be the native language of the student. A significant part of the whole studies is an
independent technical study under the leadership of a supervisor.
(8) The minimal number of enrolled students for the allocation of organized teaching in a
study is given by the decision of the Dean. In case of a lower number of enrolled students in a
given subject, the teaching is carried out in the form of individually guided study.
(9) Fulfilment of the study part of a personal study plan of a doctoral student is proven by
passing examinations in the subjects of the study part (hereinafter examinations) and a
doctoral state examination.
(10) The knowledge and ability of a student in a subject and activity determined by a
personal study plan of a doctoral student are proven by examinations. Examinations take
place minimally in the presence of an examining person (a teacher of a given subject) and an
observer who is usually the supervisor or a member of the Doctoral Studies Board.
Examinations are classified vyhovl (passed), or nevyhovl (failed) and can be
repeated once. Exceptionally the Dean, at a students request, can allow a second repetition of
the examination in the case of an affirmative view of the supervisor and the Chair of the
Doctoral Studies Board. In this case the examination takes place in front of an examination
board composed of a supervisor, a representative of the Doctoral Studies Board, who is the
Chairperson of the Examination board, a teacher of a given subject, eventually other members
designated by the Doctoral Studies Board. The result of vyhovl (passed) is registered in

the information system and, as the case may be, written down into the students book and into
the examination record. The result of nevyhovl (failed) is registered in the information
system and the examination record. Examination records are registered by the administrative
office.
(11) Student continuously adds data on completed dissertation seminar activities to the
information system. By each June a student works out a written report about the results of his
activity in the past academic year and passes it on to the supervisor. This report is one of the
documents for the evaluation of a student. Based on the submitted outputs of the students
technical scientific activity the supervisor will approve the credit hours and recognize them in
the framework of the doctoral thesis seminar. The result of the student evaluation within the
doctoral thesis seminar is registered in the information system and, as the case may be,
written down into the students book and the examination record in which the result
vyhovl (passed) and the recognized activities as well as the gained credit hours are
given. Records are registered by the administrative office.
(12) After finishing each academic year a supervisor presents an annual evaluation of a
student to the Doctoral Studies Board. A supervisor enters information about the course of
study and a recommendation in the information system, or possibly also in the prescribed
form and it is signed by a student. A student thus confirms that he/she was acknowledged
with the evaluation and agrees with its content. In case he/she does not agree with the
evaluation, it is forwarded to the Doctoral Studies Board. The Board appoints a commission
consisting of at least three members to deliberate on the students evaluation. The supervisor
of the student is not a member of this commission, however, is present at its session and
comments on the evaluation. To continue the course of studies without any changes in an
individual study plan of a doctoral student it is necessary to be awarded at least 40 credit
hours, or in some special cases at least 30 credit hours in the combined form of studies. In
case of a lower number of obtained credit hours, the supervisor is entitled to propose the
Doctoral Studies Board an adjustment of in an individual study plan of a doctoral student.
After discussing an annual students evaluation in the Doctoral Studies Board and following
their viewpoint the Dean is entitled to decide about the termination of studies as per
Subsection 56 (1b) of the Act.
(13) Checking the course of the study is done electronically and it includes the students
duty to verify the data for the checked period. If the student does not verify the data within the
specified period or s/he does not apologize or his apology is not accepted by the Dean, it is
viewed as a failure to meet the requirements arising from the study programme and the study
is terminated as per Subsection 56, Par. 1, letter (b) of the Act and Art. 9, Par. 2. The decision
made is subject to Section 68 of the Act.
(14) Enrolment into another year of study takes place in the term stated by the Dean. In the
case when a student is not enrolled in a stated term and if he/she does not apologize within
five days, or if his/her apology is not accepted by the Dean, the studies shall be terminated as
per Subsection 56 (1b) of the Act on the stipulated date.
(15) The time plan of studies in the course of an academic year (especially the beginning
and end of organized teaching in separate semesters, vacations, a period of free days and
holidays) is stated by the Dean.
(16) The technical scientific part of study is based on the working out of a doctoral thesis
in which a student shows his/her ability to reach original research results.

Art. 9
Termination of Studies
(1) Studies are properly completed according to Subsection 47 (4) and Subsection 55 (1) of
the Act.
(2) Termination of studies for other reasons, not stated in Subsection 1, is followed by
Article 56, Subsection 1 of the Act and Art. 5.
(3) The decision on the termination of studies as per Subsection 56 (1b) becomes effective
on the day following the term for submitting a request for review expires in vain, one day
after the student has surrendered the right for this request in writing, or on the day following
the date of delivery of the Rectors written resolution on the terminating of studies.
Art. 10
Doctoral State Examination
(1) In the conclusion of a study part a doctoral state examination takes place. It concludes
the academic discussion on three in advance determined subjects and the debate on doctoral
thesis proposition. The aim is to check on the students ability to think in connection with
study subjects and on a thematically elaborated doctoral thesis. Subjects of the doctoral state
examination need not differ from subjects of the study part. The doctoral state examination is
classified "vyhovl" (passed), or "nevyhovl" (failed). The doctoral state examination is
public.
(2) The condition for carrying out a doctoral state examination is the fulfilment of the
duties determined in a personal study plan of a doctoral student.
(3) The doctoral state examination proceeds the defence of the doctoral thesis.
(4) The doctoral state examination takes place in front of the examination board for the
doctoral state examination. The board is permanent or replenished "ad hoc". This board
consists of a Chairperson, Vice-chairperson and at least five other members including
specialists in the particular branch, or, possibly specialists appointed by the Ministry of
Education, Youth and Sports (hereinafter referred to as "the Ministry").
(5) Only professors, associate professors and specialists approved by the Scientific Board
and specialists appointed by the Ministry are entitled to examine at the doctoral state
examination.
(6) The Dean appoints the examination board for the doctoral state examination. The
Chairperson and Vice-chairperson are appointed from professors or associate professors. At
least two members of the examination board must not be employees of VB-TUO. The
proceedings of the board are called by the Dean. The board for the doctoral state examination
has a quorum if at least four members including the Chairperson or Vice-chairperson are
present. At least one of the members present must not be an employee of VB-TUO.
(7) The examination board evaluates the course of the doctoral state examination at a
closed session and in a ballot they decide its whole classification. If a classification grade
vyhovl (passed) does not obtain an absolute majority of all those present, the doctoral
state examination is classified with the grade nevyhovl (failed). The examination board
makes out the record about the doctoral state examination signed by all present members.
Immediately after finishing a session, the Chairperson of the examination board informs the
student about the whole evaluation of the doctoral state examination.

(8) In the case the classification is nevyhovl (failed), a student has the right to repeat
the doctoral state examination at a term and under conditions determined by the Dean on the
basis of a proposal of the examination board. The doctoral state examination can be repeated
only once.
(9) The application form for the doctoral state examination is applied by a student after
fulfilment of all the other duties of the study part of his/her personal study plan to the Dean by
means of the administrative office electronically or in a printed form. The application is
provided by the supervisors opinion and the opinion of the Doctoral Studies Board that name
the composition of the examination board and a term for taking the doctoral state
examination.
(10) To the application form the student encloses the propositions of the doctoral thesis in
a scope of ten pages containing an evaluation of his experience in given field, formulation of
targets and the solution methods of his doctoral thesis.
(11) On the basis of the Doctoral Studies Boards standpoint the Dean decides about the
taking of the doctoral state examination. In the affirmative case the Dean appoints the
examination board on the proposal of the Doctoral Studies Board. The decision of the Dean is
announced with an explanation of an appropriate negative standpoint within thirty days from
the day of lodging an application to the Chair of the Doctoral Studies Board, supervisor and
student.
(12) The Dean determines at least one opponent out of the members of the examination
board for the evaluation of the doctoral thesis proposition of the doctoral state examination.
The opponent cannot be the supervisor.
Art. 11
Doctoral Thesis
(1) A doctoral thesis is the result of completing a particular research task and proves the
students ability of independent research work done in a creative way, and it must contain the
original results of research work. A doctoral thesis is a self-contained work containing the
originally published research results of the students or the results accepted for publication. In
special cases, it is possible to admit as a doctoral thesis a collection of publications or
typescripts obtained for publishing, supplied with an integrated text.
(2) In the case a collective work has more than one author, the proportion of the student
must be defined unequivocally and relevantly and an attachment stating all contributors and
containing their percentage rates must be added.
(3) A doctoral thesis is written in a language in which the doctoral degree programme is
accredited and the studies are realized. If a study programme is accredited in the Czech
language, the doctoral thesis can also be written in the Slovak language. On the students
request and after an agreement with a supervisor and the Chair of the Doctoral Studies Board
the Dean can allow to write the doctoral thesis in some other language according to Art. 8,
Par. 7.
(4) A doctoral thesis mostly contains the following parts:
a) annotation in the Czech or Slovak language and in the English language, to the extent of
one page of the text,
b) introduction and summary about the present state of the problems which are the topic of

the doctoral thesis,
c) goal and content of doctoral thesis,
d) methods of elaboration,
e) results of the doctoral thesis by putting forward new knowledge and its analysis,
f) concrete conclusions for implementing in practice or for the further development of the
research field,
g) a list of references and other sources the student has proceeded from or reacted to,
h) a list of the students own work related to the topic of the doctoral thesis,
i) the conclusions of the doctoral thesis and recommendations for further progress in
research or development written also in one of the languages given in Art. 8, Par. 7; the
extent of these conclusions is approximately one page (if the doctoral thesis is written in
one of the languages according to Art. 8, Par. 7, the conclusion and recommendation
must be written in the Czech or Slovak language.)
A formal arrangement of the doctoral thesis is determined by the faculty.
(5) The student submits a doctoral thesis at the admnistrative office electronically and in a
printed form at least in five copies, together with the required documents, specified by the
administrative office; the student also submits a request for defence. One copy of the doctoral
thesis will be filed in the University Library.
(6) The doctoral thesis supplement is the authors summary informing the scientific
community about the main results contained in the doctoral thesis. In the authors summary
the contents of the doctoral thesis is presented. The formal arrangement is determined by the
faculty. The summary is written in the Czech language and its enclosure is a one-page abstract
in the English language. The number of copies submitted is determined by the Chair of the
Doctoral Studies Board.
Art. 12
Defence of Doctoral Thesis
(1) The student submits an application for a defence of doctoral thesis together with the
copies of the doctoral thesis and the authors summary to the administrative office, see Article
11, paragraphs 5 and 6. The application is provided with the statement of the supervisor and
the Doctoral Studies Board as a testimonial or non-testimonial of the defence of doctoral
thesis. The application can be submitted under the condition that at least three authors own
publications in professional journals or proceedings (seminars) are enclosed. The student need
not be the only author of these publications.
(2) If the application and the submitted documents comply with all formal appurtenances,
the administrative office proceeds the application for the defence of doctoral thesis to the
Dean, who at the Doctoral Studies Boards suggestion appoints the Board for the Defence, its
Chairperson and the opponents within thirty days.
(3) A defence of doctoral thesis takes place in front of the Board for the Defence. The
defence of the doctoral thesis is public.
(4) The Board for the Defence always has seven members at least including the specialists
eventually appointed by the Ministry. The Board for Defence consists of the Chairperson, the
Vice-Chairperson, three opponents and other distinguished members of the academic staff and

scientists or research workers from the faculty, other faculties of VB-TUO, other universities
or scientific, research and development centres, conceivably, also of other significant
specialists outside the university. At least two members of the board for the defence must not
be employees of VB-TUO. The members of the Board for the Defence can only be
professors, associate professors and specialists approved by the pertinent Scientific Board and
specialists appointed by the Ministry.
(5) The opponents are the specialists in an appropriate scientific field. They are appointed
by the Dean on the basis of the proposal of the Doctoral Studies Boards Chair after
discussion in the Doctoral Studies Board. At least two opponents must be professors or
associate professors. At most, one opponent can be an employee of VB-TUO. The
supervisor, direct superior or subordinate of the student cannot be appointed an opponent.
(6) Each opponent works out an independent review in writing at the latest within two
months from the day of delivery of his/her appointing an opponent or notifies within fifteen
days from the delivery of his/her appointing an opponent that he/she cannot work out the
review. It is not admissible to substitute an opponents review for a statement that he/she goes
along with another opponents review. In case the administrative office does not receive the
review within two months, the Dean appoints another opponent.
(7) The opponents review must particularly contain:
a) an evaluation on how the doctoral thesis fulfils the stipulated goal,
b) a statement on the procedure of solving the problem and on the results of the doctoral
thesis as well as a statement on the students particular contribution,
c) a statement on the importance for practice and progress of a scientific field,
d) a statement on the formal arrangement and the language level of the doctoral thesis,
e) a statement on the students publications,
f) a unequivocal opponents statement, if he/she does or does not support the doctoral
thesis for defence.
(8) The Chairperson of the Board for the Defence informs the student and his/her
supervisor about the opponents reviews. In case of a negative assessment by at least two
opponents, the Chairperson of the Board for the Defence decides on terminating the
proceedings and informs the Dean and the student about the decision in writing. The student
has the opportunity to submit a rewritten doctoral thesis at the term stipulated by the Board
for the Defence.
(9) In case no obstacles mentioned in Article 8 have been found and the doctoral thesis
does not have any basic formal or technical drawbacks, the Chairperson of the Board for the
Defence sets the term and the venue for the defence of the doctoral thesis within four weeks
after receiving the last review and the administrative office informs the Dean about it together
with a request for the announcement of the defence. The administrative office informs also the
student and the members of the Board for the Defence about the term and the venue of the
announced defence at least fourteen days before this term and posts this information up on the
official notice board of the faculty.
(10) At least five working days before the defence of the doctoral thesis takes place, the
doctoral thesis together with all opponents reviews are on display at the place posted up on
the official notice board of the faculty. Everybody interested in the researched problems has

the possibility to look into the doctoral thesis, take notes and excerpts and submit his/her
review or comments in writing to the Chairperson of the Board for the Defence at the latest on
the day of the defence or express his review orally during the public defence. The student is
obliged to take a stand on them.
(11) The student is allowed to withdraw the submitted doctoral thesis and the request for
its defence during the whole course of the preparatory proceedings up to the start of defence.
(12) The defence of the doctoral thesis consists of two parts:
a) proceedings in front of the board for the defence,
b) a closed session of the board for the defence.
(13) The public defence of the doctoral thesis is guided by the Chairperson of the Board for
the Defence. In a short talk the student informs the Board for the Defence about the objective
and the main conclusions of the doctoral thesis, after it the opponents statements are
presented and the students answers and a general debate follow.
(14) The presence of at least five members of the Board for the Defence including two
opponents is necessary during the defence. The absence of the third opponent is possible only
if his/her review was positive and all the present members of the Board for the Defence agree
with taking the defence without this opponents presence. In such case his/her review is read
aloud.
(15) If the author of a negative review is not able to take part in the defence for a period of
three months from the date of the initial defence, the Chairperson of the Board for the
Defence postpones this and proposes another opponent to be appointed.
(16) The Board for the Defence evaluates the doctoral thesis as well as the course of the
defence at a closed session and in a ballot they decide whether the defence shall be classified
as vyhovl (passed) or nevyhovl (failed). The position of the Board for the Defence
is positive, if the absolute majority of the present members of the Board for the Defence
express themselves for the classification vyhovl (passed). The Chairperson of the Board
for the Defence makes out the record about the result of the defence signed by all present
members of the Board for the Defence. Immediately after completing the record the
Chairperson of the Board for the Defence publicly announces the result of the defence to the
student. If the defence is classified as nevyhovl (failed), the student has the right to
submit a rewritten doctoral thesis in the term set by the Board for the Defence.
(17) Records with the classification for the defence of doctoral thesis, doctoral state
examination and the combined result of the studies and the proposal to awarding the academic
degree Doctor are submitted by the Chairperson of the Board for the Defence to the Dean
within 10 days after the defence of the doctoral thesis.
(18) The student is entitled to write a request to the Dean and ask for the possibility to
complete and/or defend the doctoral thesis or to take the doctoral state examination in a
foreign language (English, German, French, Spanish, or Russian).
(19) The student may repeat the defence after rewriting the doctoral thesis once more at
most, however, not earlier than after six months. Should the student fail to defend the doctoral
thesis even if he/she is convinced that it meets the required standard, the student is entitled to
launch an objection to the Scientific Board of the faculty. He conveys his/her objections to the
Doctoral Studies Board. The resolution of the Scientific Board is deemed final.

Art. 13
Awarding the Academic Degree
On the Deans proposal the University Diploma is issued by the VB-TUO where the
doctoral degree programme, field of studies and the awarded academic degree Doktor (i.e.
Doctor) are given. The graduate of the studies also receives the Diploma Supplement,
documenting the contents of the studies and the results achieved in the course of the studies.
Art. 14
Organization and Financial Support of the Studies
(1) The specialist backup for the studies is provided by the departments and institutes at the
faculties of the VB-TUO or other specialist research institutes.
(2) The tuition of general subjects (mainly mathematics, physics, chemistry and languages)
and the tuition of specialist subjects common for more branches of study are coordinated by
the administrative office in cooperation with the Doctoral Studies Board.
(3) The technical scientific part of the study within the framework of the grant projects
and the assigned topics of doctoral thesiss is backed-up by the specialized departments and
other specialist research institutes.
(4) The study is financed from the VB-TUO budget.
(5) Topics of doctoral thesis are chosen in view of the personal and material backing of the
studies, experiments, educational stays, participating in conferences, Czech and international
grants, compatibility with scientific and research programmes of the faculty, the interest of
the industry and the expected results.
Art. 15
Foreigners
Foreigners studying in the Czech language are looked upon as students who are the citizens
of the Czech Republic.
Art. 16
Student's Rights and Obligations
(1) Student's rights and obligations are stipulated in Sections 62 and 63 of the Act, internal
regulations of VB-TUO and the faculty. The decisions made on students rights and
obligations are amended in Section 68 of the Act.
(2) While taking tests and examinations, students are prohibited to use mobile phones,
audiovisual equipment and other electronic equipment without the prior consent of the teacher
or examiner.
(3) Students may not fulfil the study requirements (in particular, to participate in teaching,
excursions, credits, examinations) under the influence of alcohol, narcotics or psychotropic
substances.
(4) Student identity card is a technical device that allows unambiguous personal
identification of its holder. Student identity cards are issued by the Card Centre of VB
Technical University of Ostrava. Student identity card is used mainly for identification on the
premises of VB Technical University of Ostrava. Each student identity card holder is
obligated to show it at university whenever s/he is requested to demonstrate prove his/her
identity in situations where circumstances require identification, especially during lessons,

examinations, experimental work in the laboratory or the field, individual Ph.D. students
activities and excursions.
Art. 17
Student - Faculty Communication
If a student does not come forward, being called forth to discuss questions pertaining to the
course of study or other important facts related to his/her studies by a given date, in spite of
being verifiably invited or his/her excuse was not justified, his/her behaviour can be
understood as a disciplinary infraction as per Section 64 of the Act.
Art. 18
Alternative Method of Delivery
If a student has not received the resolution on matters given in Subsections 68 (3a - f) of
the Act either personally at the Department for Study Affairs of the faculty or it could not take
the form of personal delivery to the last declared address, the presentation of this decision on
the official notice board of the faculty or the official notice board of VB-TUO for 15 days is
considered as alternative delivery. The last day of this term is the day of the delivery.
Art. 19
Temporary and Concluding Provisions
(1) Students enrolled in the doctoral degree programme before 1 September 2007 do not
undergo the credit hour system even if their curricula has been rearranged. The
accomplishment of their degree programme is supervised on the basis of their individually
outlined and accepted curricula without using credit hours and the assignments stipulated in
Article 8, par. 2, 4 to 6 and 12 are evaluated in agreement with the curriculum and aimed at
the successful and well-timed completion of the doctoral degree programme. In case the
curriculum is not observed, the supervisor shall propose its change to the Doctoral Studies
Board.
(2) The Study and Examination Regulations for doctoral degree programmes at VB-TUO
from 1 July 2014 registered by the Ministry under reference number MSMT-23317/2014-30
are invalidated.
(3) These Study and Examination Regulations were approved as per Subsection 9 (1b) of
the Act by the Academic Senate of VB-TUO on 22 March 2016.
(4) These Study and Examination Regulations come into effect as per Subsection 36 (4) of
the Act on the day of their registration by the Ministry.
(5) These Study and Examination Regulations come into force on the date of validity.
