TVETA

The Technical and Vocational Education and Training Authority (TVETA) is a State
Corporation established under the Technical and Vocational Education and Training
(TVET) Act, 2013 that was Publicized in a Special Issue of the Kenya Gazette
Supplement No. 44 (Acts No. 29) on 25th January 2013 and commenced on 24th June
2013. The TVET Authority Board was appointed on 9 th May 2014 through a Gazette
Notice No.. 3134 and inaugurated on 4th June 2014. The mandate of the Authority is
to regulate TVET sector through Licensing, Registration and Accreditation of
institutions, programs and trainers

To be a leading Authority in the regulation, quality assurance and accreditation of technical and
vocational and training for the provision of Competent Human capital

Mission
To regulate and coordinate Technical and Vocational Education and Training through registration
and licensing of institutions and trainers and the development of standards and guidelines for a
globally competitive human capital

Functions
The functions of the Authority shall be to

(a) Regulate and coordinate training under this Act,


(b) Accredit and inspect programmes and courses;
(c) Advice and make recommendations to the Cabinet Secretary on all matters related to training;
(d) Determine the national technical and vocational training objectives;
(e) Promote access and relevance of training programmes within the framework of the overall
national socio-economic development plans and policies;
(f) Prescribe the minimum criteria for admission to training institutions and programmes in order
to promote access, equity and gender parity.
(g) Recognize and equate qualifications awarded by local or foreign technical and vocational
education institutions in accordance with the Standards and guidelines set out by the Authority
from time to time;
(h) Develop plans, and guidelines for the effective implementation of the provisions of this Act;
(i) Establish a training system which meets the needs of both the formal and informal sectors as
provided under this Act;
(j) Collect, examine and publish information relating to training;
(k) Inspect, license, register and accredit training institutions;
(1) Advise on the development of schemes of service for trainers;
(m) Assure quality and relevance in programmes of training;
(n) Liaise with the national and- county governments and with the public and the private sector
on matters relating to training;
(O) Undertake, or cause to be undertaken, regular monitoring, evaluation and inspection of
training and institutions to ensure compliance with set standards and guidelines;
(p) Mobilize resources for development of training;
(q) Ensure the maintenance of standards, quality and relevance in all aspects of training,
including training by or through open, distance and electronic learning;
(r) Approve the process of introduction of new training programmes and review
existing programmes in Technical and Vocational Education and Training Board institutions;

TVETA Board Members


The Late Professor Wilson Ogola
Professor Wilson Ogola is the former Chairperson of the Technical and Vocational Education and
Training Authority (TVETA) . He is the first Chairman of this authority and was appointed on
25th April 2014. He is a full Professor of Mechanical and Mechatronics Engineering at the
Technical University of Kenya-Nairobi. He is in charge of Industry and University Partnerships
Directorate as a Director. He is also the Honorable Secretary for the Institution of Engineering
Technologists and Technicians. Prof. Ogola is widely published in the area of Mechanical
Engineering (Composite materials) and Mechatronics Engineering.

Dr. Dinah Mwinzi


Principal Secretary Vocational and Technical Training Dr. Dinah Mwinzi is an educationist,
enterprise, youth, gender and public policy practitioner with more than twenty five years
experience across higher education, administrative levels of Government and development
sectors. She is also a certified business mentoring, ICT, knowledge society and e-learning
specialist. In her professional career, she is the founding Director of the Department of
Vocational Education and Training (DVET), Ministry of Education, Science and Technology
(Formerly in Ministry of Youth Affairs and Sports). She holds a Doctor of Philosophy in
Education and a Master of Philosophy from Moi University, a Bachelor of Education from
Kenyatta University. Also a Graduate Diploma in Leadership Development in ICT and the
Knowledge Society, from Dublin City University, Ireland. Dr. Mwinzi has been a recipient of the

Dr. Kamau Thugge


Dr. Kamau Thugge is currently the Principal Secretary at the National Treasury. He has oversight
responsibility for the National Treasury. He has previously worked in the Ministry of Finance as
Head of Fiscal and Monetary Affairs Department, Economic Secretary and as Senior Economic
Advisor. Before joining the Ministry of Finance he worked with the International Monetary Fund
(IMF) both in the policy making Departments and non-policy making Departments as
Economist/Senior Economist and Deputy Division Chief. Dr. Thugge holds a Bachelors of Arts
(Economics) (1980) from Colorado Collage, USA, Master in Economics (1982) from Johns
Hopkins University, USA and a Doctor of Philosophy (PhD) in Economics (1990) from Johns
Hopkins University, USA

Catherine Auma Nyambala


Catherine is the Founder of STEMAfrica an organization that promotes careers and innovation in
Science, Technology, Engineering and Math. STEMAfricas goal is to see a new generation in
Science and Technology in Africa with the goal of reducing poverty. An alumnus of the US State
Department and Fortune Global Womens Mentoring Program (2010), Catherine was mentored
by Marissa Mayer (Yahoo CEO) at Google. She has got experience in Energy, Telecoms and
Manufacturing and has been successful in implementing Strategic Quality Management at the
Kenya Electricity Generating Company. She holds a BSc in Electrical Engineering and an MBA
in Operations Management. She is a Business Excellence and Innovation Management Expert
and has been a participant in several local and international Innovation Awards including the

Dr. Ahmed Kibet Ferej
Dr. Ahmed K. Ferej holds a PhD in Education (TVET and Entrepreneurship) from the University
of Illinois in the US (1994). Prior to his higher education, he completed a Diploma in Mechanical
and Electrical Engineering as well as a technical teachers certificate at the Kenya Polytechnic in
1975. He is presently a Senior Lecturer at the University of Eldoret, in the Department of
Technology Education. Dr. Ferej has over 30 years professional experience in the field of
education and training, mostly TVET, where he has taught at the technical secondary, middle
college and university levels. He has contributed in national curriculum development and as
examiner in national examinations. He has supervised several Masters Degree and PhD
candidates and served as external examiner for Kabarak University and Gold Coast University in

Eng. Nebart Bernard Muriuki


Engineer Nebart Muriuki is a holder of Bsc. in Electrical Engineering from University of Nairobi
(Kenya), Msc. in Digital Communications systems from Loughborough University of
Technology (UK). He has also done an MBA course in University of Nairobi specializing in
Management information systems (MIS). Engineer has extensive training in Electrical and
Telecommunications Engineering, as well as in Management.. Engineer has thirty years of
experience in the ICT industry; and has served in all aspects of telecommunications engineering
services such as telecommunication equipment installation, operation and maintenance, New
technologies and infrastructural development; telecommunications consultancy services, type
approvals and licensing various service providers and development (training) of technical
personnel for ICT industry. He has served as a a Principal Executive Engineer in charge of
consultancy services in the defunct Kenya Posts and Telecommunication Corporation

Dr. Hazel Gachunga


Dr. Hazel Gachunga is a senior lecturer at the Jomo Kenyatta University of Agriculture and
Technology and has a considerable wide teaching, research and consultancy experience in the
areas of Leadership, Change Management, Human Resource Management, and Organizational
Behaviour amongst others. She is a holder of a Doctorate from the University of
Nairobi/University of Sheffield and an alumni of IESE on international faculty development and
executive programs management. She has also conducted extensive research in the areas of
leadership from the University of Sheffield, United Kingdom. Hazel is a board member at the
Institute of Human Resource Management Kenya, college board and also a board member in the
Technical and Vocational Education and Training Authority Kenya. She is a certified Balanced

Beatrice Wangui Gathirwa
A Senior Deputy Accountant General/ Director Investment- Currently working in the Department
of Government Investment and Public Enterprises in The National Treasury. She Holds a Masters
of Business Administration, Moi University, Bachelors of Commerce (Accounting Option),
University of Nairobi, Certified Public Accountant (K), other short term courses in Management,
Leadership, Accounting, Finance, Corporate Governance, and Audit. Currently working in the
National Treasury, at the Department of Government Investment and Public Enterprises. Her
responsibilities includes; management and reporting of Government investments, management of
loans and payment to State Corporations, analysis of budgets and financial reports and policy
development of State Corporation. She has long and wide experience in the Public Sector, having
previously worked in the Ministry of Finance in various departments, and various Ministries, and

Prof Faith Muli


She is an Associate Professor of Pathology in the field of Medical Microbiology and holds a PhD
degree from the University of Manchester faculty of Medicine, UK. She has a wealth of
experience in the world of academics, research, technical diagnostics and consultancy. She has
taught at Kenyatta University, Jomo Kenyatta University of Science and Technology, Egerton
University, Moi University faculty of health sciences at Moi teaching and referral hospital and
Kenya Methodist University. She has published extensively in internationally recognized
journals and has presented many papers at international, regional and local conferences. She has
also served as a WHO consultant in Curricula review for training on the control and management
of HIV/AIDS in Kenya, Ethiopia and Tanzania under the Africa Regional Capacity Building on
HIV/AIDS Network project (ARCAN) and in policy development for the [...]

Director General of TVETA


Dr. Langat was appointed the first Director General of TVET Authority on 30th April 2015. He
has a wealth of experience from both public and private sector. He has close to 20 years
experience in TVET sector having joined Rift Valley Training Institute as Assistant lecturer in the
Department of Automotive Engineering in 1996. He was promoted to a position of lecturer and
appointed head of Department in 1998. He joined Eldoret Polytechnic in 2002 as a lecturer in the
Department of Mechanical Engineering before being appointed Deputy Dean of students a year
later. In 2004 he joined Egerton University as a lecturer in the Department of Industrial and
Energy Engineering. While in Egerton University, he was instrumental in implementation and
reviewing Bachelor of Industrial Technology programme where he was programme coordinator,

The Directorate is responsible for Human Resource issues, Finance matters, administration and
ICT among others. It is headed by a Director, assisted by three managers

The functions of the directorate:


1. Staff Recruitment and placement

2. Staff training and development

Staff welfare, discipline and remuneration

1. Advice on legal matters concerning the Authority

2. Financial management of the Authority

3. Ensure the Authority obtains goods and services in a timely manner

Management and coordination of ICT services

Offer ICT technical support

1. Maintaining of professional standards and practices in procurement

2. Coordination and management of all aspects of corporate communication

3. Managing the audit function

Coordinate the risk management function

Ensure the smooth logistical operation of the Auth

ACCREDITATION

The core mandate of this Directorate is accreditation of institutions, course approval,


accreditation of trainers and equation of certificates. It is headed by a Director assisted by two
managers.

The functions of the directorate:

1. Evaluate applications for accreditation of institutions and licensing of programmes and


courses

2. Categorize and schedule institutions for assessment

3. Assess TVET institutions and prepare reports

4. Coordinate evaluation of assessment reports


5. Accredit institutions

6. License programmes and courses

7. Develop and maintain database of accredited institutions, and programmes and courses
licensed

8. Liaise with TVET examining bodies and curriculum developers in the management of
examination

9. Maintain and disseminate updated record of all courses examined by various examining
bodies

10. Equate certificates and undertake recognition of prior learning

11. Evaluate applications for registration and accrediting of trainers

12. Develop, manage and maintain register of TVET trainers

13. Liaise with professional bodies on accreditation of programmes

STANDARDS

The core mandate of this Directorate is to inspect institutions to ascertain compliance with set
standards and recommend curriculum review. It is headed by a Director and assisted by two
managers.

The functions of the directorate:

1. Categorize and schedule institutions for standards compliance assessments

2. Inspect institutions for compliance with set TVETA standards and guidelines

o Coordinate evaluation of standards compliance assessment reports

3. Liaise with National and County Governments on compliance with TVETA standards

4. Coordinate field offices and liaise with field officers on mapping of TVET institutions

5. Monitor advertisement by TVET institutions in print and electronic media for


enforcement and compliance with standards

o Update TVET database for standards compliance

o Enforce industrial attachment and internship policies as per the TVET Act 2013
o Advise on the development of schemes of service for trainers

o Benchmark best practices on training standards compliance

o Develop guidelines for TVET training facilities

o Curriculum review for programs or course of study

o Monitor examinations by various examining bodies for standards compliance

o Vetting of foreign examining bodies for compliance with TVETA standards
