NATIONAL STAFFING STANDARDS

The Department of Justices staffing standard for police departments on


average is 22.2 officers per 10,000 residents

The average for 12 agencies in the State of Tennessee was also 22.2 officers
per 10,000 residents (Chattanooga PD 24.7 officers per 10,000)

The City of Cleveland averages 20 officers per 10,000 residents

RECOMMENDATIONS

Larry Wallace made 10 recommendations related to the operations of the


Cleveland Police Department in 2015.
Recommendations 1-7 and 9-10 have been accomplished/implemented
1. Chief Selection.
2. Synchronization of CPD Policy and City of Cleveland Policy.
3. Development of Strategic Safety Plan with County and District Agencies.
4. Diversity Initiative.
5. CPD Internal Chain of Command.
6. Command Staff Organization/Captains Selections.
7. CPD Promotion Process / Leadership training curriculum.
8. Completion Pending.
9. Equipment Needs : Body Cameras, GPS, and in-car cameras.
10. Building Safety / Bullet Resistant Glass.
RECOMMENDATION 8 ADDRESSES STAFFING
AND CURRENT PRACTICES

Wallaces Report recommended (2) additional Narcotics Detectives.


Currently we have only (2) assigned at the CPD. These detectives are assigned to
the 10th Judicial Drug Task Force.
The (2) recommended additional positions have not been funded.
Wallaces Report recommended (1) Intelligence Analyst.
This position has not been funded.
Wallaces Report recommended (2) officers assigned as K-9 officers.
Two officers have been assigned as K-9 officers with no additional staff added.
Wallaces Report recommended (1) additional SRO for Cleveland High School.
Sergeant Moses was assigned to work out of CHS with no additional staff added.
Wallaces Report recommended (6) patrol officers (1 per team) be added to patrol
division.
These (6) positions have not been funded.
GOAL: TEAM DEVELOPMENT
Measure:
Increase sworn positions in order to optimize team sizes based on city
growth and population increase.

Recommendation:
FY 18: 4 Patrol Officers, 2 Narcotics Detectives
FY 19: 4 Patrol Officers, 1 Crime Analyst
FY 20: 3 Patrol Officers, 1 School Resource Officer (new school
Georgetown Rd ; School Board Funded?), 1 Detective
IMPLEMENTATION OF A
CRIME SUPPRESSION UNIT
OBJECTIVES
Members of the team will use community policing as a means to better understand the needs of the residents and create an
information exchange.

Support patrol in day-to-day operations.


Target areas where our crime analysis process has identified a crime trend.
Investigate the problem, attempt to identify and arrest perpetrators, and prevent further criminal activity from
individuals and criminal groups.

Apprehend wanted individuals and provide other services directly related to the prevention of crime and the
apprehension of violators.
IMPLEMENTATION OF A CRIMINAL
SUPPRESSION UNIT

Share information within the department and other local agencies (DTF, BCSO)
with the objective of preserving the mutual aid relationship.

Conduct aggressive drug enforcement, gather narcotics based intelligence and


focusing on violent offenders in this community.

Implement educational programs based off trends and criminal activity


identified within community.
SUMMARY

Larry Wallaces recommendations were 23.3 officers per 10,000 residents (*2016
to add 12 officers to CPD staff in 2015 population)
6 member Crime Suppression Unit
In three years CPD would add 14 officers
to the CPD staff. (91 sworn to 105 sworn) 2 additional Narcotics Detectives
1 Criminal Intelligence Analyst
1 additional CID detective
10 total officers for 4 CPD patrol teams
11 total officers for the two 2nd shift patrol teams
1 additional SRO (CHS or New elementary school)
