A. RATIONALE
The Federated Supreme Student Council (FSSC) is a duly recognized and active co-curricular
organization in this academe institution. It promotes the rights and responsibilities of the students not only
for their welfare but for the betterment of the community, anticipates and acts upon the problems and
concerns of the students and for the stakeholders of the institution for the betterment of the community as a
whole.
In undertaking the task given to the FSSC, there is always an organization that bargains assistance
and support that brings success in the activity. The recognized Fraternities, Sororities and other Students
organizations in this institution showed a spectacular performance in terms of service not only to show
support in this institution but also in terms of service in the community.
The annual celebration of February Fair highlights different events with which the best upshots are
geared for the students in providing an alternative way of gaining knowledge. This is the only event wherein
the different students organizations are forming as one, uniting to conduct the said activity. This is also a
way of recognizing their contributions as one of the great implementers of service.
With the theme Sapatos this event will bring realization to the students that every person has its own
journey, wisdom and capacity to learn more about life. People have to struggle whatever shoes they have.
Either new or old, thick or thin, clean or dirty as long as you have your own shoes you can run your own
life. This theme also would add emphasis that in every action we have to put our feet on the shoes of other
people so that we can feel exactly what they really feel.

B. OBJECTIVES
The CNSC February Fair aims to:
1. To recognize the contributions of different student organizations in this institution.
2. To share and bring significant impact in learning of every student and for their organization.
3. To foster unity and integrate the importance of friendship and sportsmanship.
4. To promote camaraderie and harmonious relationship.
5. To enhance public participation of the community through engage in regular community service.

D. METHODOLOGY, GENERAL RULES AND GUIDELINES

1. No other activity/event shall take place during the February fair except for the above mentioned
activities.
2. The participants in all activities in February Fair must be a student of Camarines Norte State
College only. Except for the event: 1 st Wenceslao Q. Vinzons Cup of Public Speaking and Debate
Society. (See the attached proposals)
3. The facilitator will be the host organization of each event, provided that there will be a
representative from the Federated Supreme Student Council to conduct monitoring in every
event.
4. Tickets will be sold as NON- COMPULSORY.
5. In order to maintain the cleanliness of the place, this council deems to conduct a clean-up drive
after each event, which shall be participated in by the different organizations under the CNSC and
the FSSC to do the following tasks;
-Removal of the stage decoration.
-Cleaning and sweeping the place.
-Picking up trashes on the venue.
-Returning of all the equipment borrowed.
6. Communication and necessary documents regarding requests, proposals and all others will be
utilized for proper documentation referrals.
7. After the event, the facilitators will submit a narrative report to the Office of the Federated Supreme
Student Council for documentation purposes.
8. To secure the venue, the FSSC will ask the help of ROTC Unit in maintaining the peace and order
during the whole event.
9. For any untoward physical discomfort the FSSC will ask for the medical assistance of Red Cross
Youth organization.

D.1. BOOTH
1. Booth shall be inspected before and after the operation will take place.
2. The cleanliness of the place will be maintained by the organizations concerned.
3. No deadly weapons, explosive materials shall be place and showcase on the booth.

D.2. FILM SHOWING


1. The title of the film shall be submitted to the monitoring officer of the FSSC in order to screen the
film before showing.
2. Maximum capacity of one (1) show room is forty (40) persons only to maintain the proper
ventilation.
3. The tickets for the show will be sold at five pesos only (P 5.00) per movie and it should be non-
compulsory.
4. There is no other show room except for CBPA Room 1-6.
5. No pornographic movies shall be played during the film showing.

D.3. TRAINING, SEMINAR, AND COMPETITION


1. The cleanliness of the place will be maintained by the organizations concerned.
2. The facilitators shall assure the safety and orderliness of the event.
3. The facilitator must provide an evaluation form for the participants.

D.4. ORGANIZATIONS NIGHT


1. The organizations night is exclusive for CNSC students only. No outsider is allowed.
2. Deadly weapons are not allowed inside the venue.
3. Alcoholic drinks in any form are prohibited.
E. BUDGETARY REQUIREMENTS

Note: See the attached proposals of Leadership Training and Pink Shadow for the breakdown of
expenses. The financial assistance for organizations refers to the materials needed for their
activities. The FSSC will not shoulder all the materials they need. The P 20, 000.00 for Leadership
training will come from the allocated fund on February Fair and the budgetary requirements for
Pink Shadow and the Assistance for Organization will come from the allocated fund for the
System-wide organizations. Please refer to the revised budget plan of FSSC.
