Sub : Introduction of high speed trains on New Delhi -
Chandigarh section of Northern Railway.
Based on the detailed oscillation trials and other
investigations and studies regarding stability and riding quality
of WDM2 locomotive and ICF ali coil coaches, emergency braking
distance trials, acceleration and haulage capacity trials etc.,
WDM2 locomotive, with modified axleboxes having thrust pads,
hauling air-braked ICF all coil coaching stock has been permitted
to run at a maximum permissible speed of 120 kmph between New
Delhi and Bombay Central vide this office letter No. SD.POL.12.4
dated 20-2-82.
2. Board have proposed to run Shatabdi like express trains
on the New Delhi - Chandigarh section of Northern Railway at a
maximum speed of 120 kmph for which route prooving runs were made
with WDM2 locomotive and ICF all coil coaches on the New Delhi -
Delhi - Ambala section on both Up & Down lines of Northern
Railway upto a maximum speed of 120 kmph and the results are
contained in RDSO Technical Note No. RM2/HS/4/A of Sept.89.
3. Based on the results of these trials, it is certified
that single WDM2 loco with modified axle boxes hauling 9 air
braked ICF all coil coaches may be permitted to run up to™ a
‘maximum speed of 199 kmph on the New Delhi = Delhi = Ambala
section of Northern Ratiway subject to the following conditions :
3.1 Track
oy The track shall be to a minimum standard of 52kg
rails on sleepers to M+7 density and depth of ballast
cushion below sleepers of 250 mm which may consist of
at least 100 mm clean ballast and the rest in caked up
condition, on compacted and stable formation and
maintained to the standards as recommended in RDSO's
Report No. CéMl, Vol.I. In this connection, the
instructions for maintenance of track of high speedse
routes circulated to the Railways under RDSO's D.O.
letter No, CRA/509 dated 7.7.71 and approved by the
Railway Board vide their letters No. 71/W6/HS/8 dated
27.8.71 and No. 71/W6/HS/1 dated 21.10.71 should also
be followed.
Por track of lower standard than that mentioned above,
the Chief Engineer concerned shall decide the lower
maximum permissible speed. In this connection, Railway
Board's letter No. 65/WDO/SR/26 dated 19/20.10.66 may
be seen. When the Chief Engineer considers that the
road bed is not compacted or there is improper
drainage, he may suitably restrict the maximum
permissible speed depending on the local conditions.
The speed on curves will be decided on the basis of the
existing provisions of the Indian Railways Permanent
Way Manual-1986. Higher speeds may, however, be
permitted subject to a maximum cant deficiency of 100
mm. The rate of change of cant and cant deficiency
shall not exceed 55 mm per second.
Bridges
Bridges shall be to MBG loading-1987, RBG or BGML
standard drawings.
For bridges of lower standard than that mentioned
above, the Chief Engineer concerned should be referred
to.
The clearance with reference to bridges refers to
standard designs of girders, slabs, pipe culverts etc.
issued by RDSO but not to:
i) non-standard designs;
ii) piers, abutments & foundations;
iii) bridges on curves etc.
which are to be examined under the direction of Chief
Engineer concerned and certified by him in terms of
current IRS Bridge Rules, Steel Bridge Code, Bridge
Sub-structures & Foundation Code etc., read with upto
date correction slips.
Signalling :
The distant signal shall be visible to the driver from
a distance of at least 600 metres under normal
visibility conditions. During abnormal conditions like
thick fog, dust storm, heavy rain, etc. the visibility
shall be reduced and the driver shall follow the speed
restrictions stipulated in the extant G & SR rules.2
Where the above visibility is not available, distant
signal shall be shifted to such a location so that sum
of its available visibility distance plus the distance
between the shifted distant signal and the
corresponding home signal shall be 1600 metres or more.
Where despite the above shifting, the distance of 1600
metres is not available, suitable speed restrictions
shall be imposed.
The signalling on the section shall conform to
instructions contained in Boards letter No.
68/W3/SG/6/5/4 dated01-07-69. Where these instructions
have not so far been complied with suitable speed
restrictions shall be imposed by the Chief Signal and
Telecommunication Engineer.
To give timely warning to gateman/road users about
impending arrival of train and also to reduce the
detention to road traffic, train actuated approach
warning system shall be provided at such level crossing
finally. Till such time this is done, telephone
communication with the adjacent station should be
provided.
Other Special Conditions
The modified WDM2 diesel electric locomotives used for
hauling the above express{with 9 coaches shall be
fitted with 28 LAV] twin pipe air brake System and
provided with air flow indicator suitable for twin pipe
Graduated release type air braked trailing stock. |These
locomotives shall be fitted with modified trimount
bogies having thrust pads in end axle boxes and maximum
root wear on wheel flanges limited to 4 mm
corresponding to about 45,000 km in normal service.
Attention is also invited to the Note on “Preparation
of Electrical Equipment of Diesel and Electric
Locomotives for High Speed Operation" circulated with
this office letter No. EL/3.2.15/WAM2/GR-CON dated
24.12.1970 and the locomotives shall be attended to
accordingly.
The all-coil ICF coaches shall be fitted with twin-pipe
graduated release air brake system and shall be without
lateral shock absorbers. These coaches shall be
maintained in accordance with the instructions
contained in RDSO Technical Pamphlet No.C 7807 (Rev.1).
The air brake system of the coaches shall be maintained
as per RDSO Technical Pamphlet No. C-8805.
All permanent and temporary speed restrictions due to
curves, bridges, track and signalling and inter-locking
in force and those that may be imposed from time to
time, shall also be observed.5 In running the high speed trains with the wDM2
locomotive, technical instructions contained in RDSO
instructions that may be issued from
letter No. MC/APB dated 20-2-1982.\and any
shall be observed. )
