Sub: Speed certificate for operation of Rajdhani type of trains with WOM2 locomotive on Secunderabad- Vikarabad, Wadi-Gooty sections of S.C.Rly. and Bangalore City- Dharmavaram section of S.Rly. at maximum speed of 110 km/h. Based on the detailed oscillation trials and other investi- gations, double headed WDM2 locomotives in multiple operation have been permitted to haul passenger trains consisting of all- coil ICF, IRS, BEML coaches fitted with DA/QA valves and slack adjusters at a maximum speed of 110 km/h on track maintained to RDSO's Report No. C&M -1 Vol. T as per speed certificate issued vide this office letter No.SD.WDM2.11 dated 01-09-1971 on the routes mentioned below : i) New Delhi - Madras G.T. Express route ii) New Delhi - Bombay Frontier Mail route iii) Igatpuri - Nagpur - Howrah route iv) Delhi - Kanpur route 1.1 Double headed WDM2 locomotives in multiple operation have also been permitted to haul passenger trains consisting of all- coil ICF, IRS, BEML coaches fitted with air brake equipment including slack adjusters at a maximum speed of 110 km/h on track maintained to RDSO's Report No. C&M-1 Vol.-I on the above routes vide this office letter No.SD.WDM2.11 dated 24.7.92. 1.2 In order to increase the speed of North-South Rajdhani express, route proving runs were conducted with WDM2 locomotive on Secunderabad-Vikarabad and Wadi-Gooty sections of S.c.Rly. and Bangalore City-Dharmavaram section of S.Rly. at a maximum speed of 110 km/h. The results of these route proving runs as contained in RDSO's Mech. Engg. Investigation Report Nos. MR-423 and MR-425 indicate that WDM2 locomotive is fit to run on these sections upto a maximum speed of 110 km/h. 2. Based on the above investigations and trials, it is certified that passenger trains consisting of all coil coaches provided with air brake equipment including slack adjusters when hauled by single/double headed WDM2 locomotives fitted with dual/ pure air brake equipment or passenger trains consisting of all coil coaches provided with vacuum brake equipment including DA/QA valves and slack adjusters when hauled by single/double headed WDM2 locomotives fitted with vacuum/dual air brake system may be permitted to run on Secunderabad-vikarabad and Wadi-Gooty sections of S.C.Rly. and Bangalore City-Dharmavaram section of S.Rly. upto a maximum speed of 110 km/h subject to the following conditions + 2.1 track: 2eLeL The track shall be to a minimum standard of 90R rails on sleepers to Mt4 density and depth of ballast cushion below sleepers of 200 mm, which may consist of atleast 75 mm clean and the rest in caked up condition, on compacted and stable formation and maintained to the standards as recommended in RDSO's Report No. C&M - 1, Vol.I. In this connection the instructions for maintenance of track on high speed routes, circulated to the Railways under RDSO's D.O. letter No. CRA/509 dated 7.7.1971 and approved by the Railway Board under their letters No. 71/W6/HS/8 dated 27.8.1971 and 71/W6/HS/1 dated 21.10.1971 should also be followed. 2.1.2 For track of lower standard than that mentioned above, the Chief Engineer concerned shall decide the lower maximum permissible speed. In this connection, Railway Board's letter no.65/WDO/SR/26 dated 19/20.10.1966 may be seen. When the Chief Engineer considers that the road bed is not compacted or there is improper drainage, he may suitably restrict the maximum permissible speed depending on the local conditions. 2.1.3 The maximum permissible speed on curves shall be decided on the basis of the existing provisions of the Indian Railways Permanent Way Manual 1986. Higher speeds may, however, be permitted subject to the maximum cant deficiency of 100 mm and the rate of change of cant and cant deficiency not exceeding 55 mm per second. 2.2 Bridges: 2.2.1 Bridges shall be to MBG-1987, RBG or BGML standard drawings. 2.2.2 For bridges of lower standard than that mentioned above, the Chief Engineer concerned shall be referred to. 2.2.3 The clearance with reference to bridges refers to standard design of girders, slabs, pipe culverts etc. issued by RDSO but not to : (i) non-standard designs ii) piers, abutments and foundations (iii) bridges on curves etc. which are to be examined under the direction of Chief 2.3 2.341 2.3.3 2.41 2.4.2 Engineer concerned and certified by him in terms of current IRS Bridge Rules, Steel Bridge Code, Bridge Sub-structures and Foundation Code etc. read with upto date correction slips. Signalling: Multi-aspect Colourlight Signalling shall be provided with distant signal located 1 km in rear of home signal. In case of 2 aspect lower quadrant signalling territory, where replacement of conventional signalling by multiaspect signalling has been planned for, the distant signal shall be located 1 km in rear of the home signal. During the interim period suitable speed restrictions shall be imposed at stations, where the outer warner signals are not visible from a distance of 1400 m under normal visibility conditions. On sections having 2 aspect lower quadrant signalling, the outer/warner signals shall be split up and the warner signal shall be mounted on a separate post, located 1 km in rear of the home signal. The warner signal shall be motor operated and electrically lit. General All the permanent and temporary speed restrictions in force and those imposed from time to time due to track, bridges, curves, signalling and interlocking etc. shall be observed. Attention is also invited to the note on "Preparation of Electrical Equipment of Diesel and Electric Locomo- tives for High Speed Operation" circulated with this office letter No. EL/3.3.15/WAM2/GR-CON. dated 24-12-70 and the locomotives shall be attended accordingly. he coaches shall be fitted with either vacuum brake or air brake system and shall be without lateral shock absorbers, The bogies and undergeat of these coaches shall be maintained as per instructions laid down in unified maintenance manual for coaching stock (BG) issued by Railway Board irrespective of the type of brake system provided on them. Coaches with vacuum brake system shall be fitted with double acting slack adjusters, DA valves, modified hose pipe cages, improved (modified) brake cylinders and their brake system shall be maintained as per instructions laid down in unified maintenance manual. However, if the coaches are provided with air brakes, their brake system shall be maintained to the standards specified in Technical Pamphlet No. C-8805 to the extent applicable. 2.404 2.4.5 2.4.6 hel: Copy ° Encl: Nil to: In case of air braked trains, operating instructions contained in Technical Pamphlet no. C-9206 of Feb. 1992 shall be complied with to the extent applicable. However, if the train is to be run double headed with WDM2 locos, current limit as mentioned in Para 4.5 of operating instructions No. C-9206 circulated vide RDSO's letter No. MC/APB dated 20-1/13-2-92 shall be followed. In case of vacuum braked trains to be hauled by double headed WDM2 locomotives, instructions contained in RDSO's letter No.MC/SPD/BG/110-130 dated 3.1.81 shall be complied with to the extent applicable. The transition coupler of the locomotive used for hauling double headed superfast trains should be of strengthened design to RDSO Drawing Nos. SK.DL-2494 Alt. 5 and 2493 Alt. 3. WDM2 locomotive infringes Clause 11 (ii) and 12 of Chapter IV (c) of BG Schedule of Dimensions 1973 Reprint and side slopes at top of the profiles to maximum moving dimensions of 1929 as indicated in RDSO Drawing No. SK.DL~3591. Board have condoned these infringements vide their letter No.SD/WDO/SR/29 dated 3.12.80. — (N.C.
