Sub: Speed certificate for running of Rajdhani type of trains with WAPI class a.c. electric locomotives between New Delhi and Madras, The WAP1 locomotive as shown in RDSO Sketch No. SK.DL-3031 Alt.5 is a 4000 hp a.c. electric locomotive using HETT 3900 transformer with 2S-3P permanent connection of the axle hung nose suspended TAO-659 traction motors and flexicoil bogies with two- stage suspension. Detailed oscillation trials were conducted on the New Delhi-Howrah section of Northern and Eastern Railways upto a maximum speed of 145 km/h. The results of these trials as contained in RDSO Report No. M-418 indicated that on the track maintained to standards as specified in RDSO Report No. C&M-1 Vol.I, the locomotive exhibits acceptable riding stability and running characteristics on straight track upto a maximum speed of 145 km/h and on curves at such lower maximum speed based on considerations of maximum permissible cant deficiency of 100 mm. 1,1 The operation of WAP] class locomotive has been permitted to haul Rajdhani type traingupto a maximum speed of 120 km/h between New Delhi - Lalitpur and 110 km/h between Lalitpur - Balharshah, 100 km/h between Balharshah ~ Gudur and 110 km/h between Gudur-Madras vide this office letter No. SD.POL.12.6 dated 13-8-92. Single WAP1 class of a.c. electric locomotive hauling Rajdhani Express between Vadodara and New Delhi consisting of upto 19 IcF all coil air - braked coaches has also been permitted to operate upto a maximum speed of 130 km/h on New Delhi - Ratlam section vide this office letter No. SD.POL.12.4 dt. 22.9.89. 1,2 After attending the track, the route proving runs were repeated with WAP] locomotive on Ballarshah-Gudur section of S.C.Rly. upto a maximum speed of 110 km/h and the results as contained in RDSO Technical Note No. RM2/HS/5 PT.II. of Oct 1992, indicate that WAP1 locomotive exhibits satisfactory riding characteristics upto a maximum speed of 110 km/h on Ballarshah-Gudur section of S.C.Rly. 2. Based on the results of the above investig&tions and trials, it is certified that, the operation of single WAP] a.c. electric locomotive hauling upto 19 ICF all coil air-braked coaches on New Delhi - Madras section upto a maximum speed of 130 km/h between New Delhi -Mathura, 120 km/h between Mathura - Lalitpur, and 110 km/h between Lalitpur - Madras may be permitted subject to the following conditions :- 21 2.161 2.1.2 2.1.3 2.2 2.2.1 Track The track shall be to a minimum standard of 52 kg rails on sleepers to M+7 density and depth of ballast cushion below sleepers of 250 mm which may consist of atleast 100 mm clean and the rest in caked up condition on compacted and stable formation and maintained to the standards as recommended in RDSO's Report No. CaM - 1, Vol.1, In this connection the instructions for mainte- nance of track on high speed routes, circulated to the Railways under RDSO'’s D.O. letter No. CRA/509 dated 7.71971 and approved by the Railway Board under their letters No. 71/W6/HS/8 dated 27.8.1971 and No. 71/W6/HS/1 dated 21.10.1971 should be also followed. For max. speed upto 110 km/h The track shall be to a minimum standard of 90R rails on sleepers to M+4 density and depth of ballast cushion balow sleepers of 200 mm, which may consist of at least 75mm clean and rest in caked up condition, on compacted and stable formation. For track of lower standard than that mentioned above, the Chief Engineer concerned shall decide the lower maximan permissible speed. In this connection, Railway Board's letter No. 65/WDO/SR/26 dated 19/20.10.66 may be seen, when the Chief Engineer considers that the road bed is not compacted or there is improper drainage, he may suitably restrict the maximum permissible speed depending on the local conditions. The speed on curves will be decided on the basis of the existing provisions of the Indian Railways Permanent Way Manual-1986. Higher speeds may, however, be permitted in case of track maintained to the standards recommended in RDSO's Report No. C &M- 1, Vol. 1 subject to a maximum cant deficiency of 100 mm. The rate of change of cant and cant deficiency shall not exceed 55 mm per second, Bridges Bridges shall be to MBG-1987, RBG or BGML standard drawings. 2.3 2.3.1 2.4.1 For bridges of lower standard than that mentioned above, the Chief Engineer concerned should be referred to. The clearance with reference to bridges refers to standard designs of girders, slabs, pipe culverts etc. issued by RDSO but not to: i) non-standard designs; ii) piers, abutments & foundations; iii) bridges on curves etc. which are to be examined under the direction of Chief Engineer concerned and certified by him in terms of current IRS Bridge Rules, Steel Bridge Code and Bridge Sub-structures & Foundation Code, read with upto date correction slips. Traction Installation The OHE is provided with swivelling type of cantilever assembly, having the tension in the conductors regulated automatically, with a presag of 100 mm and a design speed potential upto 160 km/h. The presag is on contact wire for a maximum span of 72m, proportionately less for smaller spans. At locations where porcelain section insulators are installed on main line within one third of the span immediately after the OHE structure and the runners are in the trailing direction, the speed shall be limited to 120 km/h. At all other locations where porcelain section insulators are installed, the speed shall be limited to 80 km/h. In addition to the above, the Chief Electrical Engineer may impose any temporary speed restrictions on the basis of his personal knowledge and experience of the OHE and the conditions prevailing on any particular section. Signalling a) New Delhi-Mathura (upto 130 km/h The distant signal shall be visible to the driver from a distance of at least 800m under normal visibility conditions. During abnormal conditions like thick fog dust storm, heavy rain, etc., the visibility shall be reduced and the driver shall follow the speed restrictions stipulated in the extant G & SR Rules. Where the above visibility is not available, distant signal shall be shifted to such a location so that the sum of its available visibility distance plus the distance between the shifted distant signal and the corrgspanding home signal shail be 1800m or more. 2.5 2.5.1 b) Mathura-Lalitpur (upto 120 km/h) fhe distant signal shall be visible to the driver from a distance of at least 600m under normal visibility conditions. During abnormal conditions like thick fog, dust storm, heavy rain, etc., the visibility shall be reduced and the driver shall follow the speed ristrictions stipulated in the extant G& SR Rules. Where the above visibility is not available, distant signal shall be shifted to such a location so that the sum of its available visibility distance plus the distance between the shifted distant signal and the corresponding home signal shall be 1600m or more. c) Lalitpur-Madras (upto 110 km/h). The distant signal shall be visible to the driver from a distance of at least 400m under normal visibility conditions. During abnormal conditions like thick fog, dust storm, heavy rain, etc., the visibility shall be reduced and the driver shall follow the speed ristrictions stipulated in the extant G & SR Rules. Where the above visibility is not available, distant signal shall be shifted to such a location so that the sum of its available visibility distance plus the distance between the shifted distant signal and the corresponding home signal shall be 1400m or more. The signalling on the section shall conform to instructions contained in Board's letters No. 68/W3/SG/G/5/4 dated 1.7.69 and No. 74/W3/SG/6/8 dated 7.10.74. Where these instructions have not so far been complied with, suitable speed restriction shall be imposed by the Chief Signal and Telecommunication Engineer. To give timely warning to gateman/ road users about impending arrival of train and also to reduce the detention to road traffic, train actuated approach warning system shall be provided at such level crossings finally. Other Special Conditions The WAP] a.c. electric locomotive for hauling the Rajdhani type of trains shall be fitted with IRAVB-6 twin pipe air-brake system and provided with airflow indicator suitable for twin pipe graduated release type air-braked trailing stock. Attention is also invited to the Note on “Preparation of Electrical Equipment of Diesel and Electric Locomotives for High Speed Operation" circulated with this office letter No. BL/3.3.15/WAM2/GR-CON dated 24.12.1970 and the locomotives shall be attended to accordingly. 2.5.5 The all coil ICF coaches shall be fitted with twin pipe graduated release air-brake system and shall be without lateral shock absorbers. These coaches shall be maintained in accordance with the instructions contained in RDSO's tecnical pamphlet No. C7807(Rev.1). The air-brake system of the coaches shall be maintained as per RDSO's technical pamphlet No. C-8805. In case of air braked trains, instructions contained in Technical Pamphlet no. C-9206 of Feb. 1992 be complied with to the extent applicable. All the permanent and temporary speed restrictions due to curves, bridges, track and signalling and inter- locking in force and those that may be imposed from time to time, shall also be observed. The design of WAP1 locomotive infringes items No, 12 and 13 of Chapter Iv (c) of the B.G. Metric Schedule of Dimensions-1973 Reprint. Railway Board's sanction for the above infringements has been obtained vide their letter No. 79/WDO/SR/6 dated 7.4.1979, the initial designation of the loco being WAMAR. 3. This speed certificate supersedes earlier speed certificate issued vide this office letter No. SD.POL.12.6. dt. 13-8-1992.
