Chapter Two

2.0 Case Study: Identification of SOCSO System, Problem, and Suggestions of then The
Solution.

2.1 Introduction

Beginning at 1st September 2016 until 31th December 2016, practical student have go

through Industry Training at Social Security Organisation (SOCSO) in Kota Bharu and

have been part in 4 department in that organisation which are Enforcement Department,

Administration Department, Employer Enforcement Department, Interest Department,

and also customer Services Counter Department. All those department have their own

functions and specific roles to smooth the organisations operations. Every trainer have

gave the chance and expose about the duty or work scope also working field for every

work that gave to the trainer.

The exposure of this working scope it is very helps the trainer to gain some useful

new knowledge, experience and benefits also to us. Along the industry practical training

period around all department in SOCSO, the trainer have gain some new knowledge

and also learn about systems that have been use in all department and trainer also

already have make some analysis for every systems for improve and make some

suggestions to decrease the problem that have faces during using those applications

systems.

The systems that have in SOCSO are like the following:

1. PINTAR System
2. E-Pemulihan System
3. Punch Card System

20

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

2.2 PINTAR SYSTEM

PINTAR System it is the one system that have use the internet which is this

system functioning to check the contributions, employer lists, contributions payment

for employees and to register for new company as well as also to register the

employer and the employee. To use this PINTAR system, just only the SOCSO staffs

can excess by log in it and using the password and words name that already state to

them.

Diagram 2.1: Flow Chart before the Improvement

SOCSO Staffs who have the password and words name can excess the web

site or that system. For log in that system, SOCSO staffs need to inserts theirs own

21

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

password and words name, for the purposes for easier the organization to excess the

system to register employers and employees, for check the contribution for the

employees, for make the payment of contributions, and to check the total of

employees contributions.

In addition, for the example if have the employers want to register their

company at SOCSO, employers need to fill in the form and put together the needs

document in complete. Next, SOCSO staffs will receive those form and will register

that through the PINTAR System. All the information in the form which are Form 1

and Form 2 will be scan and then upload to the PINTAR System. After all the process

key in the information done, then SOCSO staffs will be excess for log out from the

system.

2.2.1 Problem

Among the problem that have been identify in this system which is the

employers hard to check the contributions for their new employee. So that, if

employers need to make the reference which are their employee already make the

contributions in SOCSO or not yet, this will easier for employers in the process of

registering of their employees.

Second problem have been identify, it is employer not afford to check the total

of interest on late payments contributions (ILPC). If, the employers have late make

the payment of contributions, SOCSO will charge the fine which is the interest on late

payments contributions (ILPC).

Next, is the problem that employee cannot to check their status especially for

the total of monthly in SOCSO contributions. If, the total of contributions in SOCSO

not fulfills the qualifications level, employees not qualify to make the any claims.

22
FINAL REPORT UNIVERSITY FOR INDUSTRTY TRAINING AT PERKESO OFFICE IN KELANTAN.
SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

Fourth, employers need to register the contributions for every new employees by use

manual method that is fill in Form 2.

2.2.2 Suggestions

Hence that, the existing of those problem the suggestions to improve the

system should be implement by SOCSO to help increase the quality level of

to check for the total of contributions through online for the employees.

Diagram 2.2: Flow Chart after the Improvement

23

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

Based on diagram 2.2, it have explains that about several steps for

improvement which is has suggest. For those process, by having the added some

improvement from those consumer aspect in online services which are employers.

Before this, users just only limits to SOCSO staffs. The register employer, will be

give the password and words name to excess this services.

Next steps, is to excess by log in the system, employer can check the

contributions, interest the late payment of contributions, and register employers and

employees, and also make a payment through by online. For example, for employer

which needs to fill in all the information about their employees that have need to

register in SOCSO as like as in Form 2, which are include the employer code, number

of employees identification card, employees name, employees birthdate and type of

works that have offer to those employees.

Hence that, after all the information already fill in by complete, employer need

to check and next approve by confirm those application. When all already done sends

those application towards SOCSO by online, that application will need to sends

SOCSO office as the confirmation of registering. Next steps, is by print the

2.3 E-PEMULIHAN SYSTEM

This E-Pemulihan system is the one of the system that have been use by

organisation to simplify for SOCSO staffs to get the files that have keep in the shelves more

easily and fast. This system are very important to make it easy for all duty staffs to detect the

position of those file whether already long time keep or just use it for urgent. Besides that,

this system also can help to give good services and fulfil the satisfaction for the customers.

For example, the receiver Invalidity Pensions or Permanent Disablement Benefit or the

26

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

Based on the above diagram, it is shows that one move system for the process in

findings and getting the files that have implement in SOCSO Kota Bharu. The beginning is

find the file for current use to get the equipment and necessity stuff things for the receiver

Invalidity Pensions (ILAT) and Permanent Disablement Benefit (HUK) at SOCSO Kota

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

2.3.1 Problems

After make the analysis and study the system that have implement by SOCSO

Kota Bharu, have founded that are needs to the improvement for prepare good

services towards customers. Among the problems are like the following:

No have the turn or queue connection in waiting to get the services.

Not good in customer services from the officer effect of the situation not arrange exist

by customer.

Period of time to get theirs stuff become too long.

2.3.2 Suggestions

Because of exist that problems and disadvantages in the E-Pemulihan System,

here there are several suggestions to improve the system must be implement. Example of

the suggestion to restore already have is through by E-Pemulihan System. This is

because, by having the E-Pemulihan it will smoothly the customer to waiting to get the

services. Customer Services Officer also can manage to give the service as good as

SESSION A152 (2016)
PRACTICUM REPORT (GFPX 4908)

Second suggestion is prepared the Complain Box of Customer Services in the

waiting room, this because customer can easy to make the choice in value the services

that provide by the SOCSO Officer.

Based on that diagram, it have shown the connection process to get the form

and stuff. First steps, it is customer or Insured Persons or their representative when

In the waiting room, on behalf of SOCSO have provide some reading material

for the customer while waiting the process of taken their equipment and stuff are

smoothly. Next, that SOCSO staff will key in the number of identification card into E-

Pemulihan System to detect the position of theirs file, when that file already detected

3.1 Suggestions for Improvement in Industry Training

After going on the industry training or practical training in the chosen

organisation, here have a suggestions to improve this program. As we know that,

industry training which a compulsory program for all students University Utara

Malaysia as a conditions and qualifications for graduate after finish study. But, this

program must be improve a little bit by add some aspect.

That suggestion which is by added the period time for industry training from 4

months until 6 months. This is because, this time the experience is one of the

important aspect. If the period of time are long than before it will gave more time for

the students to gain their knowledge and some experience. Besides that, industry

organisation should have the conditions for offering industry training students based

on qualifications itself. For example, most of the employer needs most of the students

to go with for the industry training around 6 months at least. Hence that, hope that

University Utara Malaysia will consider this suggestion for this cost especially

Bachelor of International Affairs Management with Honors as likes as other cost at

this university.
