Sub: Final maximum permissible speed certificate for 3 - coach BG Self-propelled Accident Relief Train (SPART) converted from 2- coach SPARMV / SPART, upto 105 knV/h on track maintained to other than C&M - I, Vol. - I standards, Existing 2 - coach BG SPARMY, a self - propelled 8 - wheeler, twin car unit consisting of driving power car (Auxiliary Tool Van) and a driving trailer car (Medical Relief Van) has been designed and manufactured by Integral Coach Factory, Chennai, as per their general layout drawing nos. ARTV-9-0-001 (Alt. h) for DPC (Auxiliary Tool Van) and ARMVAC-9-0-001 (Alt. c) for DTC (Medical Relief Van). The bogie arrangement of DPC is as per ICF drawing no. ARTV-0-0-001 and that of DTC is as per ICF drawing no. WTAC3-0-0-301. DPC is a twin power pack unit of total power of 690 hp. The axle load of DPC is 17.32t 42% and that of DTC is 13.76t + 2%. As per recommendation of High Level Committee on Disaster Management, this is proposed to be converted into 3 - coach BG SPART by inserting one additional ICF GS Coach to RDSO drawing no.CG - K 4061 as new Tool Van in the middle. The additional tool van is fitted with ICF all coil bogie to ICF drg. no. WTAC 3-0-0-301 with maximum axle load of 13.76t + 2%. 1.1 _ Existing 2 - coach BG SPART, a self - propelled 8 - wheeler, twin car unit consisting, of driving power car (Supervisor Van) and a driving trailer car (Tool Van) has been designed and manufactured by Rail Coach Factory, Kapurthala, as per their general layout drawing Nos. RT- 90001 (Alt.b) for DPC (Supervisor van) & RT- 90002 for DTC (Too! 1 21 241 212 Van), The bogie arrangement of DPC is as per ICF drawing no. DHMU/DPC-0-0- 001(Alt.b) and that of DTC is as per ICF drawing no. WTAC3-0-0-301. DPC is a twin power pack unit of total power of 690hp. The axle load of DPC is 17.32 + 2% and that of DTC is 13.76t + 2%. As per recommendation of High Level Committee on Disaster Management, this is proposed to be converted into 3 - Coach BG SPART by inserting one additional ICF GS Coach to RDSO drawing no. CG - K 4046 as new Medical Van in the middle The additional medical van is fitted with ICF all coil bogies to ICF drg. no. WTAC 3-0-0-301 with maximum axle load of 13.76t + 2%. 1.2. Formation of 3 - coach SPART based on conversion from 2 - coach SPARMV or 2 - coach SPART shall be likely as under: i) Converted from 2- Coach SPARMV as per RDSO drg. no. SK.DP - 3714: Supervisor van (earlier called as Aux. Too! Van) as driving power car (DPC) + Tool Van (Newly inserted coach) as TC + Medical Van as driving trailer car (DTC). ii) Converted from 2- Coach SPART as per RDSO drg. no. SK.DP ~ 3718: Supervisor Van as driving power car (DPC) + Medical Van (Newly inserted coach) as TC + Tool Van as driving trailer car (DTC). 1.3 To establish the full speed potential of the 2-coach BG SPARMV, detailed oscillation trials were conducted on Bareilly - Moradabad section of Northem Railway upto a maximum test speed of 115 km/h, The results as contained in RDSO’s report no. MT- 466 of February’ 2004 show satisfactory stability and riding behaviour upto a test speed of 115 kmv/h on track other than C& M - I, Vol.- I standards. Accordingly, 2 - coach BG SPARMV was permitted to operate upto a maximum speed of 105 km/h vide this office speed certificate of even no. dated 26.3.2004. Based on dispensation of oscillation trials for 2- coach BG SPART accorded vide CCRS’s letter no. Q.17016/01/2004-TW dated 9.3.2004, speed certificate of 2- coach BG SPART was issued vide this office letter of even no. dated 5.4.2004 permitting its running upto a maximum speed of 105 km/h. 2. In the formation of 3 - coach BG SPART, two coaches earlier i.e. DPC and DTC are same as that of earlier 2- coach BG SPARMV / SPART cleared for operation upto a maximum speed of 105 km/h while the third coach inserted as Tool van / Medical van as per RDSO drg. no. CG - K 4061 / CG - K 4046 respectively fitted with ICF all coil bogie has already been cleared for maximum operating speed of 110 km/h vide RDSO speed certificate no. MC/SPD/BG/1 10-130 dated 20.01.1981. Based on above, it is certified that both the variants of 3 - coach converted BG SPART mentioned above may be permitted to run upto a maximum speed as mentioned below: ‘Track For speed upto 70 km/h ‘The track shall be to a minimum standard of 90R rails on sleepers to M+7 density & minimum depth of ballast cushion below sleepers to 200 mm which may consist at least 75 mm clean and the rest in caked up condition on compacted and stable formation. For speed upto 105 km/h The track shall be to a minimum standard of 52 kg rails on sleepers to M+7 density & minimum depth of ballast cushion below sleepers to 250 mm which may consist at least 100mm clean and the rest in caked up condition on compacted and stable formation. 2 2.2.1 22.2 223 224 2.25 23 234 For track maintained to lower standard than that mentioned above, the Chief Engineer shall decide the lower maximum permissible speed on the basis of maintenance condition. In this connection, Railway Board's letter no. DO/SR/26 dated 19/20.10.1966 may be seen. When the Chief Engineer considers that the road bed is not compacted or there is improper drainage, he may suitably restrict the maximum permissible speed depending upon the local conditions. The maximum permissible speed on curves to be decided on the basis of the provisions of the Indian Railway Permanent Way Manual, Second Reprint - 2004. ing, (A) Wherever condition warrants on account of corrosion on rail / weld collar, wear on rail, cupping in welds, necessary precautions should be taken for fish plating / joggle fish plating before commencement of the tral. (B) Railway may ensure other detailed examination of track as deemed fit based on age and condition of track, over due renewal and condition of formation etc. Bridges The clearance refers to bridges with standard design of girders, slabs, pipe culverts, and abutments etc. issued by RDSO for BGML, RBG and MBG-1987 standard loadings. However, the bearings of span 78.8m (effective) designed for BGML standard loading as per RDSO’s drawing no, BA-11154 should be strengthened by providing two additional anchor bolts. Superstructures and bearings of non-standard spans including Arches and sub-structures of all bridges are to be examined under the directions of the Chief Bridge Engineer concern and certified safe by him in terms of current IRS Bridge Rules, Steel Bridge Code, Concrete Bridge Code, Arch Bridge Code, Bridge Sub-Structures and Foundations Code etc, read with up-to date correction slips. Zonal Railways to certify the adequacy of existing bridges for permitting rolling stock based on physical condition of bridges by keeping them under observations considered necessary by the Chief Bridge Engineer of Railway. Location of bridges on which speed restrictions are imposed shall be notified by the Railways and incorporated in the working timetable. General All the permanent and temporary speed restrictions in force and those that may be imposed from time to time due to track, bridges, curves, signaling and interlocking etc. shall also be observed, The infringements of the profile of Supervisor Vans i.e. DPCs of existing 2- coach BG SPART & 2- coach BG SPARMV have already been condoned by Railway Board vide their letter nos, 99/CEDO/SR/12 dt.19,07.1999 and 23.07.1999 respectively. Both DTCs & additional new coaches (Tool Van & Medical van) as per RDSO drg. no. CG - K 4061 & CG - K 4046 respectively do not infringe to Chapter — IV A of BG SOD- Revised 2004.
