Im glad you asked me to answer this question.
Id like to keep it simple. If I start writing about all the roles in detail, I might end up
writing a Tech Novel :D
Working out with the quantities required to cover the total scope of project
for preparing the Project completion schedule using Project Management
tools like MS Project/Primavera and get them approved by the Project
Manager for preparing the Budget Work plan for the year under
consideration.

Well, everyone have answered excellently. However, its also depends on which
company youre gonna join.
Some companies uses MSP, P6, but still many companies are using only MS Excel.
If you get a job as a Planning Engineer, your job mostly will be either in site oce or
Regional oce or head oce. But, you should be thorough in the project details
including Technical, Commercial, Daily Activities, productivity of labour,
machinery,Processes, Turnover , budget, sub contracts, lenders, clients and all those
related things. Prior to that you should be technically sound or at least should know
the mechanism of how each and every activity will be progressed. The logical
sequence of each activity should be known well.
These are the areas you should get thorough knowledge and monitor the daily
activities and should plan accordingly.

Planning is often considered as of the key area in Project Management. The key to
a Planning Engineer is to have a better understanding of the scope of work and
strategic sequencing of the work in timely manner.
1. Study and understand the scope of work from the Drawings, BOQ and
specs in order to prepare the Program of Works. We call it the Clause 14
Program of Works using Project Management tools such as Primavera and
MSP.

2. Generate Weekly, Monthly Progress Reports.
5. Analyse time over run and cost over run(generally done by Cost Engineers
in big projects.
6. To keep a track of the project and ag the concern during short falls.
13. Maintain Risk Register in order to forsee the possibility of occurence and
take corrective actions in conjuction with the Project Manager.
14. Act as a wing man/buddy to the Project Manager through out the course
of the Project.
16. Chair the progress meetings and track the outcomes & deliverables.
