 ABSTRACT
It is common knowledge that corruption cases in Public Administration
come to the fore, haunting public life and undermining our democracy
quality.

State so as to curb the rapid pace manifestation of such cases, adopted the
Programme Di@vgeia a structural reform of vital importance for Greek
Public Administration. States strategic priority is to shield transparency of
government policy and administrative activity, by facilitating citizens
access to public information goal that Programme Di@vgeia achieves.

In context of Programme Di@vgeia extroversion boost, the National Centre

of Public Administration and Local Government (NCPALG) arranged on 4
and 5 April 2012 an innovative training workshop titled Programme
Di@vgeia : Present and Future of Transparency in Public Life, with the
participation of executives from public and private sector.

Innovative workshops echo a new conception as regards training activities,

through which NCPALG aspires to become an institution of participatory
democracy and deliberation.

The objective of the workshop was to approach any critical issues that arise
from the implementation of the Programme Di@vgeia from the pilot run
of the project to the full application to emphasize its comparative
advantages, to detect any failings and to recommend actions and measures
aiming to its upgrading mainly through the transfer of good practices and
know-how.

During the first day, the agenda in Plenary Session included the following
thematic units :

1. Business Plan Action of the Programme Di@vgeia

3. First evaluation results of the Programme Di@vgeia implementation by

the students of the National School of Public Administration

During the second day, the individual workshops focused on the following
topics :

1. Institutional Framework : Interpretation, Implementation and Evolution

Issues

2. Business Analysis, Procedures and Applications Reconstruction

3. Administrative Support, Publicity, Information and Training

4. Technical Support

This Policy Report encompasses the conclusions and suggestions of all the
participants both in the Plenary Session as well as in the individual
workshops.

Finally, some of the suggested actions are :

1. Inspector mechanism establishment

2. Digital signature development

3. Backing of the interactions of the Programme Di@vgeia with other

information systems

4. Training actions (seminars, meetings etc)
