This report discusses the prospects for 2008 season contract and submit a budget
summary of the development of national bargaining in 2007. The report considers
driving over the 84 contracts (including those of managers contracted Public Ad
ministration) monitored in Istat Survey on wages contrattuali1 also the main sec
tor of employment contracts dell'artigianato2.

The contracts to be renewed in 2008
The program of the 2008 season got underway with a view to more than ten million
workers involved in the renewal of employment contracts. With the signing, in t
he first weeks of January, the hypothesis of agreement Metal Workers (1.5 millio
n employees), textile crafts (205 000) and employees of companies that provide g
as and water (52 000), remain well 8.5 million workers (Table 1) with their cont
ract expired or will expire during the year.

considered contracts drive each sector contract under which they are assigned th
e same number of employees in the sector, without considering, then, the number
of contracts arising from the multiplicity of actors contract for each contract
area or segmentation sector in a variety of contract areas. For example, with re
ference to agriculture, the ISTAT survey gives the Competitive farm workers all
the contract cases in the area (land reclamation consortia, companies, cooperati
ves, agricultural associations, forestry hydraulic, etc.).. For the calculation
of earnings guidance contractual agreements are monitored 76. Istat also follows
the leadership of the PA 8 contracts contracted but not considered for the cons
truction of the index monthly. 2 With regard to the consistency of employment,€
contracts for the crafts, reference was made to employees of small businesses th
at can be derived from the 8th general census of industry and services. The cons
istency of employment, available by sector of economic activity, was then reassi
gned to the various contracts considered by fields of application of the same. T
he number of employees assigned from the survey on each contract, contractual wa
ges in the industrial sector was therefore reduced by subtracting (contract by c
ontract) that correspond to contracts awarded craft

Distinguishing between four-year renewals (the regulatory and economic) and bien
nial (only the economic), the former are the overwhelming majority of contracts
to be renewed interest and almost 80 percent of the employees involved. A large
number of workers involved in the contract renewal comes from the accumulation o
f delays in negotiations with the resulting "crowding" the contract next season.
In fact, the more than eight million employees involved in the contract renewal
in 2008, almost half (4.3 million), including about 700 thousand employees of s
mall businesses, representing a queue of past contract rounds, confirming the gr
adual lengthening of the time renewal that characterized the negotiations in rec
ent years, with the remaining 4 million employees, however, saw his contract exp
ire at the end of 2007 (3 million employees) or will expire in 2008 (1.3 million
workers). Recent years have, in fact, a deterioration of the climate of industr
ial relations as you can see from the indicators shown in the figures below.

Industry, which is the area where the situation looks more favorable, there are
usually quite content values for both indicators considered. The peaks observed
in 2001 and 3
2005 (share of employees waiting equal to 23.9 and 45.9 per cent and months of a
ttesa3 of 1.4 and 2.9) are related to the continuation of contractual holiday fo
r employees of engineering. In market services and public administration the sit
uation is definitely much more worrisome. With reference to the tertiary market
difficulties related to more specific signs of certain contracts of so-called "n
etwork services (postal, rail and credit) mean that by 2002 the proportion of em
ployees pending contract, with the exception of 2005, is always above 40 percent
, with peaks of 64.7 and 84, 8 per cent respectively in 2004 and 2007, the month
s of waiting for the employee, after three years (2002-2004) characterized by a
mean value to 5.4, seems to be distinguished values lower in 2005 (two months),
but already the following year to grow back, to stand at about 8.8 months of 200
7. The area where the situation appears more compromise is that of public admini
stration. In this sector, characterized by chronic delays in renewals from the e
arly applications of the July recording the highest share of employees waiting:
in eight years has seen an average of 84, 6 percent with the value lowest in 200
1 (47.7 percent) and averaged over the last four years equal to 93 percent. As f
or the months of waiting for employees is evident from the chart a growing trend
: over the whole horizon is equal to the average wait 10.5 months and the highes
t peak occurs in 2007 with 16.2 months.

The tails of previous seasons contractual
Regarding the contracts expired before 31 December 2007 (Table 2) in 2008 are st
ill to be renewed 31 four-year agreement involving more than four million worker
s. At the industry level of 15 000 employees are affected industry, more than 2.
1 million service workers, nearly 1.4 million public employees and about 700 000
workers craftsmen.€In industry there are only two contracts expired before the
end of 2007, the agreement of journalists waiting for renewal for almost three
years, and one that the workers of enterprises producing cement, lime and plaste
r ( expired at the end of September 2007). In the field of market services, comp
ared to industry, the situation is considerably worse: six agreements (nearly 2.
2 million employees involved) who have found successful in previous years. In pa
rticular, in two cases (social assistance services and private nursing homes) ha
s been pending for two years, four for a year and in the case of laundries and d
ry cleaners for six months. Between renewals, those most relevant in terms of em
ployees involved will indicate those trade (1.8 million employees), of the railw
ay and private nursing homes (both 105 000 workers).

As regards the civil service are 14 contracts expired in December 2005 and one t
hat the leadership of Area 7 (academic and research) is even pending the renewal
of six years. But having been signed in 2007 between the Government and Trade U
nions agreement on the Memorandum on Civil Servants (April 6, 2007) and the fina
l allocation of economic resources for the biennium 2006-2007 (May 29, 2007), wh
ich led to the closure during the same five contracts, it is likely that 2008 wi
ll be able to close the game of renewals in relation to 2006-2007. Without doubt
, in terms of bargaining the craft sector is characterized by major difficulties
. Compared to the regulatory arrangements for the situation of 700 000 employees
has been stalled for years. Updating the economic and proceed through transitio
nal arrangements under the Agreement interconfederal of March 17, 2004, allowed
the contracts expired and suspended at 31 March 2002 or June 30, 2002 coverage

contract until December 31, 2004. For all contracts are open to negotiations but
it is serious delay in the path of renewal that records to date, only four agre
ements.

The contracts expired at the end of 2007 and those ending in 2008
As already seen, to some six million people with the contract expired before the
end of 2007 it added 3 million of which expires 31/12/2007 (Table 3) and the ot
her 1.3 million which expire during or at end of 2008 (Table 4). Regarding the c
ontracts expired at the end of 2007 it is 24 agreements in 16 of the party four
years (1.3 million employees) and 8 only to the economic part (1.7 million emplo
yees). In the industrial (7 renewals four-year) contracts for the most important
pending renewal are construction, wood and rubber and plastic that involve a to
tal of almost 700 000 employees.€Among the major contracts to renovate the fiel
d of market services (7 and 2 four-year renewals every two years) are those of r
ailwaymen (145,000 employees) and sales throughout the air (pilots, flight atten
dants and ground personnel) at a time particularly sensitive to this area. In la
te 2007, are again also expired six contracts for public employee who has reache
d an agreement in the second half of 2007 and are awaiting the renewal of the se
cond economic biennium (2008-2009), so that again in 2008, the entire public sec
tor (about three million people) will be waiting for renewal.

Contracts expired at the end of 2007 will be added during 2008 another 16 agreem
ents for a total of more 1.3 million employees (Table 4). There are 12 four-year
renewals (1.2 million employees) and 4 year agreements (122,000 employees). Amo
ng the major contracts expiring in the industrial sector (4 and 3 four-year rene
wals every two years) we will have to renew the law for all workers in the fashi
on sector (textiles, leather and leather and footwear) that employs over 400,000
workers in the field market services (four four-year renewals and a two-year) a
greements expire in August of employees governed by contract road haulage and st
orage services (respectively 173,000 and 89,000 employees) and year-end as telec
ommunications, port services and transport seafarers.

At year-end deadline will also only four agreements craft (communication, stone,
wood and textiles) that were renewed in 2007 with contract duration 2005dicembr
e January 2008. 3.1 The economic demands
The economic demands of the contracts to be renewed in 2008 are different from s
ector to sector: the differences are determined by the various deadlines, the ne
ed for greater or lesser recovery of lost purchasing power in former times, the
value of earnings taken as a reference for the increases. The requests range fro
m 101 euros in all public sector contracts for which agreements interconfederal
last spring indicated an average increase of that size, that, trade (78), wood c
onstruction and rubber and plastic ( 105), to textiles (95).

Contracts renewed in 2007
The season of 2007 contract was presented earlier this year as very busy coverin
g the renewal of 66 contracts (55 renewals and 11 four-year biennial), which acc
ounted for almost 10

dipendenti4 million. At the end of 2007 are signed 36 agreements (24 agreements
and 12 four-year biennial) involving a total of about 4.3 million workers (Table
5).

4.1
Industry
In the industrial sector (Table 6) 9 renewals were signed (5 related to the four
-year and 4 to one part economic) that involved over 700 000 workers. As we saw
previously in this area the problem of delays in renewal is generally lower comp
ared to other sectors, major delays were reported for renewals regulatory offici
als of the industries of gas-water (the only case in which ' wait lasted for ove
r a year), and those of glass and ceramic industries (both nine months of delay)
. Significant in this sense, the signing of the renewal of the second period of
economic contracts Chemical and Energy and petroleum in advance of the natural e
xpiry of December 31, 2007, representing a major achievement for the consolidati
on of industrial relations in this sector. Be noted that with the renewal of the
contract workers to the oil and margariniera has achieved the objective of conf
luence in the food industry
still maintaining some specific areas. 4.2 The market services
In the field of market services were registered 17 renewals (10 and 7 biennial f
our-year agreements) involving approximately 1.8 million workers.

Distinguishing features of this season contract in the services sector were the
difficulties and the slowness with which agreements have been concluded. Of the
17 renewals recorded in only six cases (transport

maritime, postal and laundry for the part four, port services, telecommunication
s and garages and car rental for the two years) has managed to contain the expec
ted within six months. In other cases the delay was varied between 15 months of
the contract of ground personnel transport aircraft, 23 months for employees of
banks (ABI) and cleaning companies, reaching nearly three years for employees of
houses private care in January 2007 we have seen renewed economic biennium 2004
-2005. Given the time delay of negotiations in four cases the agreement was reac
hed on arrangements involving both the legislation is to pay respect to both eco
nomic biennium. In particular, in the case of contracts of tourism, insurance an
d private religious schools have a validity of contract agreements from January
2006 to December 2009, in the case of credit has also established the extension
of validity of one year contract which ends in December 2010. 4.3 The staff
As for bargaining in the public sector, as discussed, the situation that present
ed itself in early 2007 saw all the employees with their contracts expired in De
cember 2005. Same situation for all officers except those in the 7 (universities
and research) that have yet to close the deal on the period 2002-2005, both for
the legislation, both for two year periods cheap. The long negotiation process
for the formal opening of the tables of negotiation for the renewal of legislati
on (2006-2009) and first two years of economic (2006-2007) started with the Budg
et Law for 2006. On that occasion they were stationed, for 2006-2007, resources
consistent only with the approval of vacation allowance contract (which, however
, is for the vast majority of civil servants irrecoverable unless a specific col
lective agreement in whole similar to ordinary contract renewals). The second st
ep was taken with the Budget Law for 2007, in which one side resources have been
allocated for the same 2007 and 2008, and other important changes were introduc
ed in contracting procedures. Concerning the financial resources available, the
unions have got to re-open negotiations to obtain than fixed in the Budget Law f
or 2007, a full economic recognition during the reference period. With the agree
ments of April 6, 2007 and May 29, 2007 the Government has committed to allocate
in the budget law for 2008, additional amounts necessary to ensure economic ben
efits to the average scheme in February 2007 amounted to 101 euros per month for
staff of the sector ministries and corresponding increases based on average ear
nings guidance for other sectors. Set the guiding principles to be followed for
contract renewals, which were formally initiated the negotiations and in six cas
es (ministries, government non-economic, school, police 11
order and military) for a total of about 1.6 million people came to the final ra
tification of the agreements. To these are added the extension of the second eco
nomic biennium (2004-2005) of about 10 000 heads of regions and local government
s. 4.4 The craft
Regarding the field of craftsmen have been signed only three contract renewals (
communication, stone and wood and furniture) that affected a total of around 160
000 employees. The aim in all three cases, have effect in January 2005 and expi
re in December 2008. The agreements are mainly involved in regulatory aspects of
the labor market (implementing part-time and temporary contract and settle the
contract of apprenticeship vocational placement) to the operating (it establishe
s a joint committee 's the proposals for change of classification in the contrac
t of communication, has adopted a new classification of the contract in case of
wood) and training (leave and training). Compared to the economic part is expect
ed to increase salary (equivalent to an increase of around 9 per cent) in two tr
anches (May 2007 and February 2008 for the contract of communication, November 2
007 and May 2008 for those of stone and wood);€is also provided a one-off (resp
ectively EUR 380 for employees of companies craft communications and 400 for tho
se of stone and wood) paid in three installments to cover the holiday period con
tract. 4.5 Economic aspects
As we have seen, one aspect common to most contracts renewed was the delay has l
ed to a symbol of the agreements. The extension of negotiations after the expiry
affects increases agreed and, in cases of particularly significant delays, the
problem of how to adjust economically previous period. In Table 7, show relative
ly steady increases in absolute figures the most representative (or average valu
es) for each contract, even if the data are not directly comparable (in fact, th
ey refer to different pay levels that are the basis calculation, as well as peri
ods and different situations). Relation to contracts more representative in term
s of employees covered, the biggest increase (Table 7) was that of credit (282 e
uro) but you must remember that it refers to a period of 5 years (the agreement
also provides for 'payment of arrears for about 1600 euros) .. Considering the c
ontract period, gains are slightly lower than those recorded by food contracts (
108 million), chemicals (103 million), telecommunications (94 euros), nursing ho
mes (96 million) and ministries (101 euros). For contracts of nursing homes and
ministries, because of the delay, the previous period has been set in the first
case through 12
the provision of one-off amounts (2004 and 2005) and backward (2006) and second
with the only instrument of arrears.

For renewals, tourism (135 euros, for about four years) and wood crafts (102 eur
os), the contract term is four years for the Post Office (100 euros) in three an
d contract cleaning rooms (115 euros ) expired in May 2005 and has a total lengt
h, then four and a half years.

Contracts renewed in January 2008
In the first weeks of January have expired three renewal agreements (two four-ye
ar and one every two years) that affected some 1.7 million employees. The contra
ct of 2008 season began with the renewal contract for the estimated 205 000 empl
oyees of companies craft textile clothing. The main new set in the agreement, wh
ich runs from January 2005 and will expire at the end of 2008, the extension of
scope (is extended to the production of brushes, paint brushes, pencils and toys
), recognition during the compulsory leave from work for maternity integration o
f treatment insurer paid by the institution to ensure 100% of net monthly salary

nuary 2008 and January 2009), and full coverage in the period January 2005-Janua

ay in April 2008 and May 2009. On 15 January, with great speed, was signed the a
greement for the renewal of the second period of economic contract gas-water sec
tor (52,000 employees) expired in late December 2007. The agreement provides a s
teady increase of 113 euros to the V level on three tiers. On 20 January, in the
end, the hypothesis has been signed an agreement of contract engineering. This
agreement, which came to fruition after several strikes, through the mediation o
f the Minister of Labour (practice also used for the closure of the negotiation
of the contract cleaning) introduces several new features. Among the main, from
the regulatory point of view, unification from 2009 treatment of employees and c
ontract workers, the extent of overtime exempt from bargaining (from 32 to 40 bu
sinesses with more than 200 employees and 40 to 48 businesses under 200 employee
s), the extension of the series of multiple weekly time legislation offset risin
