Caltrain eyes eminent domain

Transit agency unable to negotiate land deal for San Mateo grade separation

may face eminent domain proceedings as
transportation officials look to secure a
strip of land needed for Caltrains plans to
create three new grade-separated crossings
and relocate a nearby San Mateo train sta-
tion.
A jury could eventually determine how
much the transit agency pays to the private
property owner since negotiations are
stalling over the undisclosed price of a
16,330-square-foot strip of land spanning a
parking lot slated to become a public road
immediately east of El Camino Real
between Ana Furniture and the vacant TGI
Fridays building.
Caltrains long-planned $180 million
project includes moving the Hillsdale
Caltrain station further north and raising
the tracks at 25th Avenue, and adding new
crossings at 28th and 31st avenues.
Creating the new connection at 31st
avenue, which currently dead-ends at the
railroad tracks to the east and at El Camino
Real to the west, will require purchasing
land from property owner Bohannon
Development Company. The local compa-
ny owns the shopping center and property
across El Camino Real near the existing
Hillsdale Caltrain station.
Transit officials are now slated to file a
court action in the coming weeks after
negotiations over the price of a portion of
parking lot next to Bohannons Ana
Furniture building havent led to a deal.

In a world where meals are ordered
and delivered with a few touches on a
phone, owning a restaurant that pre-
pares dishes as customers order them
may seem behind the times.
But for Vladimir and Tatiana
Sommer, the owners of Russian
Family Restaurant in Redwood City,
making sure each dish is prepared to
order is the best way to bring the
bright, authentic flavors from the for-
mer Soviet Union and its surrounding
regions to the Peninsula.
Vladimir Sommer said on Friday and
Saturday nights, the restaurant typical-
ly fills up with diners eager for the
restaurants most popular dishes,
among them bliny po-tsarsky, or
crepes assembled with smoked
salmon, caviar and sour cream, and
vareniki s kartoshkoy, traditional
Russian dumplings filled with vegeta-
bles. But when ingredients run low, the
Sommers are upfront with customers.
We run out of things, we run out of
things. Thats it. And people under-
stand, he said.
And they likely understand because
the dishes Tatiana Sommer makes with
her small team are carefully chosen
from her repertoire of hundreds of tra-
ditional recipes she taught herself as a
child and young adult growing up in
the former Soviet Union.
Many of the Sommers customers
have experienced Russian food before
at fairs or bazaars, and have noted the
difference between the flavors they
experience in those dishes and at his

Redwood City schools pursue budget cuts

With nearly $11 million in cuts spread
across the next few fiscal years needed to
balance the Redwood City Elementary
School District budget, officials are mov-
ing ahead with initial plans to trim spend-
ing on staff and programs.
The district Board of Trustees approved
last week a plan aiming by the 2018-19
fiscal year to cut $10.5 million in costs, a
large portion of which are culled from a
proposed elimination of 38 teaching posi-
tions.
Officials are holding out hope though
that the savings drawn from teacher
salaries could be accomplished without cut-
ting any existing staff and instead elimi-
nating the positions of educators lost via
attrition, said board President Hilary
Paulson.
At this point, we are doing our very,
very best to not lay off teachers, said
Paulson, of the $1.17 million expected to
be saved through reducing the districts
overall certificated staff numbers.
Superintendent John Baker said the vari-
ety of cuts are difficult for officials to
examine.
The reduction in funding that we are fac-
ing is significant and I wish we didnt have
to make these cuts. Cutting the budget is
most painful part of the job for a superin-
tendent, he said in an email. Everything
we do supports the education of our stu-
dents, so the decision of what to reduce or
eliminate is never easy.
The budget discussion Wednesday, Feb.
22, sets the stage for a final decision
expected to be made on the issue at the next
board meeting Wednesday, March 8.
Officials are required to approve a balanced
budget plan for review by the county Office
of Education due to the monetary issues the
district has faced in previous years.
Officials have surveyed teachers regard-
ing their future plans and whether they
expect to retire, move, change careers or
take other action in the next couple years
potentially leaving their position vacant.
Paulson said it is reasonable to expect
the 38 teachers may leave the district on
their own terms, as an average of about 75
certificated staff have taken similar action
each summer over the past three years. The
largest exodus the district has experienced
recently was after the 2013-14 year, when
85 educators voluntarily ended their tenure.
So far, she said about 26 teachers have
indicated they may be exiting this year.
The high cost of living is one of the
most common reasons cited by those decid-
ing to depart, said Paulson.

cations according to average daily atten-
dance and enrollment has declined over
recent years as families have left the area in
favor of less expensive options.
Beyond the potential certificated staff
cuts, officials also examined an opportuni-
ty to trim from the districts strategic
accountability plan, plus fold in higher
than expected returns from average daily
attendance allocation due to fewer students
leaving the district in favor of local char-
ters. The district expects to receive $1.8
million over the next two years in money
from the fund fed by Redwood Citys former
redevelopment agency as well.
In all, these few primary efforts com-
bined are expected to close the funding gap
by about $5.1 million, according to a dis-
trict report.
Increasing class sizes in transitional-
kindergarten, kindergarten and first-grade
by four students to 28 kids per class, reduc-
ing administrative staff and trimming allo-
cations for site-specific support programs
are among other steps identified to address
the budget struggles as well, according to
the report.
Paulson said the ongoing discussions in
Redwood City are especially difficult
because the district leans so heavily on
state funding to fill its budget, but the
California Legislature does not pass its
final spending plan until June.
Further complicating the matter is the
districts requirement by the county Office
of Education to propose a balanced budget
for future fiscal years, since the money
available for public schools can be difficult
to predict, said Paulson.
For a school district, planning two
years out can be very difficult, she said.
She noted Redwood City schools are in a
tough spot because so many programs and
positions are paid for by grants, founda-
tions or private donations, the amounts of
which can fluctuate significantly between
years.
Examining the variety of financial hur-
dles facing the district, Paulson said offi-
cials are doing the best they can to assure
teachers are protected from the budget cuts.
The goal is to stay out of the class-
room, she said.
But considering the substantial work
associated with developing a balanced
spending plan, Paulson said officials are
facing a variety of difficult choices.
When you are cutting budgets, it never
goes well, she said.
While acknowledging the cuts are trying,
Baker said he believed in the ability of the
district community to rally together and
persevere.
We have survived tough budget times
before, and we will get through this lean
time, too, thanks to our excellent teachers
and staff who put students first no matter
what challenges we face, he said.

PG&E customers shocked over high heat-
ing bills this winter prompted a state sena-
tor to ask the company to lower heating
bills during the coldest winter months, the
senators office said.
State Sen. Jerry Hill, D-San Mateo, made
the request Wednesday as part of releasing a
staff report that says Pacific Gas and
Electrics rate structure, the cold weather,
recent rate increases and challenges with
tracking customer usage all contributed to
the high bills.
Hill expressed particular concern for cus-
tomers on fixed incomes who may not be
able to afford volatile bills.
The research showed that the most vul-
nerable are being hit hardest at a time when
they need heating the most, Hill said in a
statement. PG&E and the public utilities
commission need to prioritize customer
heating needs in a way I have not yet seen.
Hill wants PG&E and the California Public
Utilities Commission to fix the rate struc-
ture, which currently contributes to higher
bills in the winter.
PG&E has a tiered rate structure and the
lowest tier can easily be exceeded, accord-
ing to Hills office.
Hill is also asking PG&E and CPUC offi-
cials to consider whether

understand when their
usage climbs is effective
so customers can cut
their usage before their
billing cycle ends.

PG&E officials implemented a simplified
rate structure and a surcharge for high usage.
The surcharge is meant to promote conser-
vation, PG&E officials said.
PG&E spokesman Donald Cutler said, We
are reviewing Senator Hills study. All of our
current rate structures, including baseline
allotments, have been subject to review and
approval by the CPUC.
Cutler said, But of course we understand
that any changes to a customers rate that
result in an higher than expected bill are
frustrating and we are here to help our cus-
tomers take control of their energy use and
manage costs.
CPUC officials said the report has made
some solid recommendations and said they
will review it to implement appropriate
changes and that the rate structure could
change in the future.

wrists. One of the intruders demanded money,
but when she wouldnt tell them where her
money was, they ransacked the house, prose-

The victim told investigators that she rec-
ognized her caretakers voice as one of the
assailants. Mapapalangis husband was ini-
tially arrested and charged with robbery as
well, but later released when prosecutors
decided they could not prove his involve-
ment.
The second assailant in the case has never
been identified and remains at large.
Inmate pleads not guilty to alleged
escape at drug treatment center
A jail inmate who allegedly tried to escape
from a substance abuse treatment facility in
San Mateo last week pleaded not guilty
Tuesday to felony escaping and resisting
arrest, prosecutors said Wednesday.
Salvador Aguirre, 47, is a registered sex
offender who has been serving time in a
treatment center at Second Avenue and South
Claremont Street on Friday to interview for
admission to the program, according to the
San Mateo County District Attorneys Office.
Aguirres probation officer left him with
the center staff while he got lunch. When
Aguirre went to the restroom, he allegedly
climbed out a window and escaped, still in his
orange/tan jail jumpsuit.
The probation officer notified San Mateo
police and after an extensive search he
allegedly was seen at the Hayward Street
Caltrain station. He allegedly tried to elude
officers but was caught after a short chase,
prosecutors said.
Aguirre remains in custody without bail. He
is set to return to court on March 13.

OAKLAND Police arrested three suspects
on Thursday who are alleged to have partici-
pated in the shooting at an off-duty police
officer while he was driving on a Northern
California freeway.
The officer was not injured but the officers
vehicle was struck by bullets shortly before
midnight Wednesday while driving south on
Highway 880 in Oakland.
A nearby patrol car was able to pursue the
shooters car immediately after the shooting,
but the suspects escaped on foot after ditching
their vehicle. They were arrested Thursday.
The Oakland Police Department didnt release
the officer or suspects names.
The incident was the third freeway shooting
in the region since Saturday. Investigators
say they dont yet know if the shootings are
related.
On Saturday, a man died in nearby Antioch
following a shooting on Highway 4. On
Monday, a man driving on Interstate 580 in
Pleasanton escaped injury after shots were
fired at him following an alleged road rage
incident.

closing a loophole that justices said could
have allowed the most sensitive and poten-
tially damning communications to be

With the ruling, California joins a grow-
ing list of states that treat public business
done through private accounts as public
records.
This ruling is a model for giving govern-
ment transparency laws meaning in the dig-
ital age, said Matthew Cagle, an attorney at
the American Civil Liberties Union of
Northern California, which filed a brief in
the case.
The ruling came in a lawsuit against the
city of San Jose. City Attorney Richard
Doyle said he was not surprised by the deci-
sion and did not plan to challenge it.
But he said it raised practical challenges
for cities and counties.
The question is how do we access those
communications on personal devices with-
out the government being overly intru-
sive, he said. I dont expect and intend to

estimated $22,000 for time he was playing
online games and watching YouTube videos
at work, according to a state auditors report
released Thursday.
The case was one of 10 highlighted in the
report on investigations into improper
activities by state employees during the
second half of last year. The state employ-
ees, who were investigated after whistle-
blower tips, cost the state nearly $40,000
through misuse of state resources, improper
payments and other issues, according to the
report.
The report also identified instances where
state employees improperly disclosed con-
fidential information and kept an indefen-
sible do-not-hire list.
Investigators found the Fresno State
employee used his work computer to visit
nearly 50,000 web pages related to online
videos and games over the course of a year.
The state auditors report estimated he may
have spent 85 hours a month about half
of a typical 160-hour work month visit-
ing these sites.
The employee told a Fresno State investi-
gator that he watched YouTube videos and
played online games during downtime or
after he finished assigned tasks early.
The university recommended the employ-
ees supervisor give the employee more
work, tell him to limit his Internet use and
supervise him more closely. The university
did not recommend firing the employee,
according to the report.
Deborah Adishian-Astone, the schools
vice president for administration, said the
university does not comment on personnel
decisions but said in some instances where
an employee misused substantial work time
such conduct could result in findings of sus-
pension or termination of employment.
Recommendations as a result of investi-
gations are handled on a case-by-case
basis, Adishian-Astone said in a statement.

Dakota and ran for the city commission (council) of Pierre.
In 1963, the family moved to San Carlos, CA. There Marion became president of the
Brittan Acres PTA, substitute taught, and earned a teaching credential from NDNU. She
began full time at San Carlos High and moved to Carlmont High where she taught social
studies. She progressed to student activities director and earned her pupil personnel
and administration credentials from CSU Hayward.
She transferred to the Sequoia Union High School District as assistant to the
Superintendent and then became Deputy Superintendent, Personnel Services.
Appointed to the State Board of Education by both governors Deukmejian and Wilson,
she was elected Chair, became a board member and Chair of WestEd, and taught at
NDNU in the Masters of Public Administration program.
After retirement, Marion volunteered as the Director of Education for Hiller Aviation
Museum, formed an educational consulting rm, and lectured at Stanford and UC
Berkeley.
She was a member of many community boards, including: President, Holy Trinity
Lutheran church council; Board Chair, Sunny View Lutheran retirement community;
Foreperson, San Mateo County Civil Grand Jury; Board President, Casa de Redwood
retirement home; President, San Mateo County Civil Service Commission; President,
Peninsula Sunrise Rotary; President, Association of California School Administrators;
Member San Mateo County Community College District bond oversight committee; and
Member San Mateo County Republican Party Central Committee.
In 2010, she and Duane moved to the Sunny View Retirement Community in
Cupertino, CA. There she lost her battle with dementia, which she struggled with over
the last several years.
Pre-deceased by her husband Duane and sister Frances, she is survived by her son
John of San Carlos, CA.

Retired neurosurgeon Ben Carson was
confirmed as secretary of the Department of
Housing and Urban Development on a vote
of 58-41. A few hours later, the Senate
backed former Texas Gov. Rick Perry to be
energy secretary, 62-37.
Carson and Perry are the 17th and 18th of
Trumps 22 Cabinet and Cabinet-level
nominations to win Senate approval.
Carson has never held public office and
has no housing policy experience.
Republicans have praised the life story of a
man who grew up in inner-city Detroit with
a single mother who had a third-grade edu-
cation.
Perry, who once pledged to eliminate the
department, has repeatedly promised to be
an advocate for the agency and to protect
the nations nuclear stockpile. Perry also
pledged to rely on federal scientists,
including those who work on climate
change.
Perry, who served 14 years as Texas gov-
ernor, has said he will seek to develop
American energy in all forms, from oil, gas
and nuclear power to renewable sources
such as wind and solar power.
Democrats say they accept Perrys dis-
avowal of his 2011 pledge to abolish the
department, but they worry he may not
stand up to GOP proposals to slash the
departments budget.
Carson, 65, will lead an agency with
some 8,300 employees and a budget of

In his Feb. 21 letter to the editor,
Sanctuary city resolution is a bad
idea, Mr. Scott stated that he felt
like it sounded like a great idea, but
then later, after further review, he
felt it was a bad idea because of the
possible future unintended nancial
concerns to the city of San Mateo
should the federal government with-
hold funding to the city because the
city doesnt agree with the federal
governments policy.
To Mr. Scott, and those of you who
respectfully feel as Mr. Scott does; I
simply say: What is right is right.
Understandably, this may mean that if
we declare how we want to proceed
with our collective wishes regarding
the immigration issues in being dif-
ferent than how the federal govern-
ment wants us to be, then we must be
more concerned with what is the right
thing to do versus worrying about the
potential of defunding by the federal
government. We cant let extortion
dictate what we know is the right and
humane way to treat people (this
means all people, including immi-
grants legal or otherwise).
Havent we learned anything from
our governments lack of action for
many years regarding slavery? Or the
concentration camps for Japanese-
Americans here in our backyard at
what is now The Shops at Tanforan?
The beauty of where we live is not
just the weather but the diversity of
people and cultures. Its time we stand
up for what is right. We should have
sanctuary cities, counties and our
state of California. For those of you
who are unaware, the illegal immi-
grants are not taking the precious
jobs you want. They are taking the
numerous jobs nobody wants and
working harder, with longer hours and
for less pay than you would be will-
ing to take for the same job.

Electrication funds in peril in the
Feb. 18-19 edition of the Daily
Journal, what were they thinking of?
Where was the urgency? Where was
their calendar?
Caltrain management has been
working on electrication since
1999. So how on Earth could they fail
to get the sympathetic, eight-year-
long Obama administration to sign
off before Jan. 20 on the $647 mil-
lion federal contribution they needed?
After almost 20 years of planning,
they let the critical appropriation
slide ve days into the reign of a new,
unsympathetic secretary of trans-
portation. How smart was that?
During those decades, couldnt they
have foreseen the approaching dead-
line and speed up their workby ve
days? Yes, the federal government
failed to sign off, but surely the local
government carelessly set the stage
for the disaster.

Many thanks to Tom Huening for
raising the issue of Caltrain in his
guest perspective Caltrain
Lemonade in the Feb. 24 edition of
the Daily Journal).
He is absolutely right in his call for
Silicon Valley to support regional
transit and especially Caltrain. The
solution, however, is not new tech-
nology, but organizing transit for
efciently. Ideally, all the more than
dozen transit agencies in the Bay Area
would be merged, including BART and
San Franciscos MTA. This is an
enormous political job, and a more
viable rst step would be merging
Caltrain with SamTrans (which
already manages it) and Santa Claras
VTA. A Peninsula Transit Authority
could not only more effectively man-
age and plan public transportation
from Gilroy to South City, but also
could oat bonds to electrify Caltrain
(if federal funds dont come through),
for grade separation and other proj-
ects.

We often hear our ofcials tout
some project as a job creator, but
that is disingenuous. It takes at least
10 private sector workers to pay for
every public sector employee, regard-
less whether they are civil servants or
private contract employees working
on public projects.
That number rises when bonds are
used for funding. Public projects are
debt creators, not job creators.Many
projects are necessary and must be
funded, but we should not embrace
them as job creators in the same
sense as private businesses and
should be skeptical of anyone who
touts a public project as a job cre-
ator.

Priorities shift for
tenant protection
A
ccording to the most recent county data, the
average rent for a two-bedroom unit in San
Mateo County is $2,980 and $2,622 for a one-
bedroom unit. That is an increase of just under 40 per-
cent in four years. The average vacancy rate is 4.4 per-
cent, according to the same data.
While there is some anecdotal data that rents are
going down, or at the very least stabilizing, it still
costs a lot for the average renter to live here.
Both Burlingame and San Mateo went through con-
tentious ballot measures in November on rent control
and just cause eviction poli-
cies. Both measures were
soundly defeated.
So is this the end of the
discussion?
It might appear to be in
San Mateo, where recently
the City Council decided not
to make tenant protection
measures a priority topic for
this year during a recent
annual goal-setting session.
Its an abrupt turnaround from
last year when there was
some significant momentum
toward enacting measures to
ensure a certain segment of our population is not priced
out of the city. In fact, it was the topic of the year with a
task force and report setting the stage for some signifi-
cant discussions in several meetings about what interest
the council had in moving forward with tenant protec-
tion measures. Though contentious, there was some
progress being made toward potential policies that
could help when the process was taken over by a ballot
measure which sought a dramatic and sweeping, or as
some may suggest, ill-suited, agenda of rent control and
just cause eviction with the formation of a rent commis-
sion that would have somewhat limited city oversight.
Without getting into the nitty-gritty of that entire cam-
paign season, the measure failed by a pretty large mar-
gin.
But that does not mean that the issue went away, just
that the political momentum toward ameliorating the
issue did. One could say that the voters spoke, which
they did, but that does not mean there could not be
another effort by the city to see what measures could
work for most stakeholders through the staff and coun-
cils typical process of study, deliberation, consensus
building, compromise and decision. However, it is also
an election year so bringing up a heated and divisive
topic may not be the best way to construct a foundation
for a council campaign.
This is not to suggest that the citys leaders are turn-
ing a blind eye or sitting on their hands. San Mateo has
long been a relatively progressive city when it comes to
affordable housing. It has had an inclusionary zoning
ordinance for far longer than most Peninsula cities; it
has worked in partnership with countless developers and
nonprofits to create new housing opportunities; when
federal funding was available, it had a robust range of
programs to keep people in their homes and to assist
first-time homebuyers; and it has been pro-active in cre-
ating transit-oriented development. Right now, city
officials are exploring the possibility of workforce
housing at two former redevelopment sites at the edge of
downtown and are moving forward with new plans for
below-market-rate housing at the new Bay Meadows
development. It also recently passed commercial link-
age fees to raise revenue for new housing, along with
many other cities in San Mateo County. That last piece
of effort, combined with the collective effort by county
officials through their Home For All initiative is a
strong step, and more should be done and will be done
on this front.
Yet it still feels as if an opportunity was passed up in
the city of San Mateo to provide leadership on the issue
after there was so much investment of time and effort by
so many and while the issue of the rising cost of living
in this area continues to build. It could be that the rent
control measures campaign just simply left a bad taste
in the mouths of too many for the discussion to contin-
ue in any productive way at the city level. That was a
concern I had when the measure was first introduced and
it appears to have manifested itself in this way today.

McCaffrey, the only thing harder than skip-
ping the Sun Bowl was having to inform his
teammates.
He stood before them to say he wouldnt be
suiting up for his final game at Stanford to
avoid risking injury on the cusp of his NFL
career. Then, he braced for the blowback.
Instead, he got goosebumps.
They gave him a little ovation and a lot
of love, McCaffrey recounted Thursday.
And that was one of the toughest decisions
Ive ever had to make. I was just real lucky to
have a bunch of guys that had my back.
Outside the locker room, McCaffrey has
drawn plenty of praise and criticism alike for
his decision, which he didnt address publicly
until meeting with the media at the NFL scout-
ing combine.
Teams are also peppering him with ques-
tions about bypassing the bowl game, he said.
I just tell them how it is when they ask,
McCaffrey said. Im extremely honest with
them and then we move on to now and playing
football.
What he tells them, he said, is it was a
career decision ... to try to protect my dream of
playing and succeeding in the NFL.

Classic returns Monday for its fourth edi-
tion, growing slowly yet still far from ris-
ing to the prominence of soccers World

South Korea hosts Israel at the opener of
the 16-nation tournament in Seoul, and the
Dominican Republic starts its title defense
March 9 against Canada in Miami.
The tournament remains very much in
the early innings of its development,

all, they expect their superstar for-

The NBA will launch an

The current staff of 64 will grow
to at least 70 next season and the
league plans to increase it by 25
percent over the next three years.

game administrators, who would
sit courtside and communicate
between the game officials and the
Replay Center. And it would have
more refs in place if the league
ever decides to have more than the
current three-person crew calling
games. It has experimented with
four- and five-man crews in the D-
League, which will continue.

second-period tie with his first NHL goal and
the San Jose Sharks beat the Vancouver
Canucks 3-1 on Thursday night, ending a six-

44 in Pac-12 action Thursday night.
The Utes stayed alive in their pursuit of a
first-round bye in the conference tourna-
ment. The top four teams in the standings
earn a bye and Utah (19-10, 10-7) and Cal
(19-10, 10-7) are now tied in the fourth
slot.
The 30 points win over Cal is the largest
Utah has in the series dating back to 1940.
Utah blew the doors open with a 32-10

even deeper. When he drilled another long 3
with 2:05 left in the opening quarter, it gave
the Cherokees an 18-9 lead and they just kept
adding on for the next two quarters.
LeBlanc would go on to finish with a game-
high 15 points, 13 of which came in the first
half.
LeBlanc admitted this game was huge for
the Cherokees.

better of his counterpart, Jack Wilson. Ziggy
Lauese outscored the 7-footer 10-5 and outre-
bounded him 5-1 as well.
I thought he played him (Wilson) really
well, Coach Lauese said. [Ziggy] did a good
job defensively. For him to play as good as
he did against a 7-footer is huge. We dont see
that too often (7-footers).
Sequoia connected on five 3-pointers in the
first quarter as the Cherokees built a nine-
point lead after eight minutes. Kyle
Pruhsmeiers 3 at the 6:10 mark of the second
quarter pushed their lead to 10, 23-13, and
after Wilson made one of two free throws for
Serra, the Cherokees embarked on a 8-0 run
to push their lead to 31-15 with 2:57 left in
the half. Up 35-19, Sequoia closed the half
with six unanswered points for a 41-19 half-
time lead.
Coach Lauese, however, was not concerned
with big lead.
I was more focused on defense, he said.
The first half, we came ready to play. I
thought we did well in the first half, making
everything hard for [Serra].
And the Cherokees did not take their foot
off the gas pedal in the third quarter. While
Serra (14-13) played much better over the
final two quarters, Sequoia matched the Padres
in the third quarter as each team scored 19
points.
Serra is a good team, Coach Lauese said.
You cant fall asleep on them up 20, up 30.
The fourth quarter was mostly reserved for
the reserves for both teams, with Serra final-
ly getting the better of the Cherokees.
But it was much too little, much too late.
We got down 9-2 and they were like, Eh.
Its only a consolation game, Dugoni said.
Hopefully theyll do a little soul searching
this weekend.
Despite it being the last CCS game for
both squads, the season is not over. By virtue
of qualifying for the Open Division, both
were already assured of a berth into the
Northern California playoffs. Sequoia will be
slotted into the Division I bracket, while
Serra will go into Division II where the
Padres will attempt to defend their state title.
We can play with anybody, LeBlanc said.

Construction of the new kinesiology
complex is scheduled to take two years,
with the grand opening scheduled for
January 2020. For the next two seasons,
the Caada mens basketball and womens
volleyball teams will relocate to College of
San Mateo, where both teams will share the
main gym with CSMs womens basketball
and volleyball teams for practices and
games.
The project at Caada is being funded 60
percent from bond money via Measure H
from the November 2014 ballot in San
Mateo County, with the other 40 percent
coming from private investors, according
to Jose Nunez, vice chancellor of facilities
planning, maintenance and operations for
the San Mateo County Community College
District.
The collective funding for the Caada
project is similar to the arrangement struck
at CSM, when the current Health and
Wellness Center was constructed in part
with bond money, and in part with private
money. CSM now houses the San Mateo
Athletic Club and Aquatic Center, a private-
ly-run business entity with approximately
4,000 memberships that shares the space including sophomore Richard Reed, who
with the college, according to Caada ath-
letic director Mike Garcia.
Also like CSM, the Caada project will
see the addition of two new 25-foot swim-
ming pools. The difference between the two
projects is Caadas new facility will house
the entirety of the indoor kinesiology
department, Nunez said.
Its going to be state of the art,
Reynoso said. Its going to be nice. Its
going to be well worth the wait, is what
were hoping. Dickerson should give the Colts their best

play, were not going to go out and hold a
team to 50 or below, Reynoso said.
Sophomore guard Mike Pickney led the
offense with 19 points and six assists.
Freshman forward Antony Navarrete added
12 points and a team-high nine rebounds.
After a back-and-forth first half, the Colts
took the lead to start the second and never
again trailed, relying on a pressure full
court press to set the tempo with the fast-
paced transition offense.
We werent playing well (in the first
half), Reynoso said. We were taking bad
shots a couple selfish plays here and
there that didnt allow us to get in the flow.
And [Delta] played tough. In the second
half we played really well on defense and
the press was working well, and we
rebounded the ball a lot better than we did in
the first half.
Caada last faced American River in
2014-15 in the championship game at the
Monterey Peninsula preseason tournament,
a game the Colts won 85-74. The only per-
sonnel remaining from that season are the
coaches, including Reynoso and American
River head coach Mike Giorgi.
American River is led by a trio of guards,
averages 20.6 points per game, ranking
sixth in the state. Sophomore Jericho
Avery (10 ppg) and freshman Armoni
Rivers (10.7 ppg) also average in double
digits.
They just make plays with that style and
tempo, Reynoso said. So we just need to
maintain our composure and our defensive
intensity and concepts.
Reynoso said the post play of the 6-5

I dont think they can contain our size in
that sense so I think our 4, 5s will have
good games and our guards will get some
open looks, Reynoso said. They just need

in Pac-12 tourney opener
SEATTLE Kristine Anigwe scored 34
points with 13 rebounds and four blocks and
eighth-seeded Califiornia pulled away from
ninth-seeded USC 71-58 in the opening game
of the Pac-12 Tournament on Thursday.
Cal was up 48-45 entering the fourth quarter
and Anigwe scored the Golden Bears first nine
points and had 11 in the period. Anigwes fifth
30-point game of the season was the school
record in the tournament.
The Bears (19-2) face top-seeded and sixth-
ranked Oregon State in the quarterfinals on
Friday.
The Trojans (14-16) led 28-20 late in the
first half before Cal closed with a 10-0 run
with Anigwe and Cowling scoring four each.
Anigwe stretched the run to 17-0 with the first
seven points of the fourth quarter and also had
Cals next five points.
Aingwe went 12 of 19 from the field and 9 of
10 from the line. The Bears shot 55 percent
(26 of 47) despite going 1 of 8 from distance.

Ed, had a long NFL career as a wide receiver, for
many years. So, I would never question his
commitment to team and all that, Lynch said.
But other people will. So, its something that
these kids have to weigh. I think it will affect
football going forward for many years to

Broncos boss John Elway, who also has
known McCaffrey since he was a youngster, did-
nt initially agree with his decision but has
come around, he said.
You know what, I understand it now.
Obviously, when I thought about it, kind of the
old school in me wanted to come out saying,
Why not play? Its your last game, Elway
said. But I tell you what, when you look at
where the league is now and the value of these
contracts for these kids coming out now, and the
risk that theyre taking, the old salty guy in me
got flipped back to saying I understand why
they didnt play.
The decisions by McCaffrey and Fournette
Smith cost himself millions by blowing out his
left knee in the Fiesta Bowl. Smith was project-
ed as a top-five pick before his injury, and
instead went to the Dallas Cowboys in the sec-
ond round with the 34th overall pick. The dif-
ference in guaranteed contract money is about

about gay teammate comments

Stoudemire has apologized for telling an
Israeli website that he would avoid a gay team-
mate.
Stoudemire told Walla Sport when asked
about the possibility of having a gay team-
mate: Im going to shower across the street,
make sure my change of clothes are around the
corner. When asked if he was joking, he said
theres always a truth within a joke.
Stoudemires comments drew criticism from
gay former NBA players Jason Collins and
John Amaechi.
When Stoudemire played for the New York
Knicks in 2012, he was fined $50,000 by the
NBA after tweeting a gay slur at a fan.

St. Patricks Day, aka the Feast of St.
Patrick, is devoted not only to the wearing
o the green, but the eating of the green.
Both customs nod to the color of the sham-
rock, one of the great totems of Ireland, of
which Patrick is the patron saint.
Like the shamrock, mint is green, which
helps to explain why recipes for lamb with
a sweet-and-sour mint sauce abound in
Ireland (and throughout the British Isles).
My version of the sauce isnt sweet Im
no fan of sweet in my savory but it is
bright green, deeply flavorful and refresh-
ing, a tangy complement to some thin and
crispy lamb chops.

Meatballs a hearty dish

for a late-winter dinner

After the Mona Lisa, Italys most beloved
and enduring gift to world culture might be
the meatball. But talk to any two Italian
cooks about which ingredients actually
comprise a meatball and youre going to get
an argument. Fine. I took this contentious-
ness as a license to concoct a meatball
recipe of my own using the best tips from
Italian friends and colleagues.
Lets start with the meat in this meatball.
Ideally, it should be an equal mix of beef,
pork and veal, allowing each one to con-
tribute its own unique flavor and texture. If
you cant find ground veal at your supermar-
ket, opt for the meatloaf mix, which con-
tains all three meats. If theres no ground
veal and no meatloaf mix, youll be fine
with half pork and half beef.
To amp up the flavor to an even higher
level, Ive prescribed several umami
bombs: prosciutto, Parmigiano-Reggiano
and tomato paste. And of course, minced
garlic.
Tradition requires meatballs to be cooked
well done, which can make them dry.
Accordingly, Ive combined the meat mix-
ture with a panade. Panade, a paste made of
breadcrumbs soaked in milk, keeps the meat
juicy as the meatballs cook.
Of course, when you make meatballs, you
want them to retain their shape. A raw egg
helps to bind the ingredients, but you also
want to be sure to mix them rigorously,
either in a stand mixer or with your hands.
Refrigerating the meatballs for 30 minutes
before sauteing them also helps.
The finishing touch is to simmer the
meatballs in the tomato sauce. This process
allows for an exchange of flavors. Indeed, I
think of it as a marriage. Both the meatballs
and the sauce benefit greatly.

BETTER MEATBALLS
Start to finish: 2 hours, 15 minutes (1
hour, 15 minutes active)
Servings: 6
3/4 cup fresh bread crumbs
1/2 cup whole milk
1/2 pound ground beef (85 percent lean)
1/2 pound ground pork
1/2 pound ground veal
2 ounces prosciutto, finely chopped
2 ounces finely grated Parmigiano-
Reggiano, plus extra for garnish
1 large egg
2 tablespoons tomato paste
2 teaspoons minced garlic
3/4 teaspoon kosher salt
Pinch off a little bit of the meat mixture,
form it into a patty and in a small skillet
saute it until it is cooked through. Taste and
add more salt and pepper, if desired. Scoop
out the mixture, preferably using a 1-ounce
ice cream scoop and roll into balls. (If you
dont have an ice cream scoop, roll the meat
into walnut-size balls.) Chill for 30 min-
utes.
In a large skillet heat half the oil over
medium-high heat. Toss half the meatballs
in the flour, shaking off the excess and add
them to the hot oil. Reduce the heat to medi-
um and cook the meatballs, shaking the pan
and turning them gently until they are
browned on several sides. Transfer them to a
paper towel-lined plate. Repeat the proce-
dure with the remaining flour, oil and meat-
balls.
Add the wine to the skillet and simmer it,
scraping up the brown bits, until it is
reduced by half. In a large saucepan combine
the meatballs with the marinara and the
reduced wine. Bring the liquid just up to a
boil, turn it down to a simmer and simmer it
gently, stirring occasionally, for 20 min-
utes.

ing near a transit line is important to con-

The proposal offers 40 studios, 65 one-
bedroom units and 35 two-bedroom units
comprising a total of nearly 130, 000
square feet of livable space with 192 park-
ing spaces plus amenities including a gym,
community room and roof deck at 920
Bayswater Ave.
At maximum height, the project is pro-
posed to reach 45 feet, and the developer

This week, the board authorized attorneys
to proceed with three eminent domain
claims along El Camino Real. Aside from
the permanent Bohannon acquisition,
SamTrans is seeking temporary easements
for staging construction equipment includ-
ing 7,788 square feet at Bohannons proper-
ty; 2,118 square feet at a trustee-owned
property where Michaels Arts and Crafts is
located; as well as 1,004 square feet where
Big 5 Sporting Goods is located by 28th
Avenue, which is owned by two limited lia-
bility companies, according to SamTrans
staff reports.
The prices offered to each of the property
owners was not disclosed, although
Fitzpatrick noted once papers are filed with
the court or a settlement is made, more
information would be publicly available.
An independent appraiser provided a fair-
market property valuation for each parcel
and SamTrans was required to submit those
as offers, Fitzpatrick said.
The owners disagreed with the valuation
and the next steps were to begin eminent
domain. If agreements arent made, juries
could be asked to determine how much the
properties are worth.

has offered to set aside 14 of the units at an
affordable rate in exchange for allowing
additional density. A former auto shop and
five single-family homes sit on the land
slated for redevelopment.
Pilarczyk noted the application is still
in its formative stages, and is yet to be for-
mally vetted by city officials. He said it is
too early to tell when it may first go before
a city commission for public review.
We are still looking at the entire proj-
ect, and it is so early with the initial con-
cept, that whole process will have to be
determined, he said of the formal vetting
process.
Burlingame Planning Manager Kevin
Gardiner said he favored waiting for the
plans to be more thoroughly reviewed by
city staff before addressing the projects
merits.
We only just received the submittal for
this project a few weeks ago and it has not
finished its first round of plan checks, and
it hasnt been seen by the Planning
Commission yet, he said in an email.
There could be changes based on plan
check comments, but its still too early to
tell. Also there hasnt been an opportunity
for the project to be seen by the public in a
o f t h e p ro p ert y t o av o i d del ay s .
The reason were going through this
process is because we have to protect the
project schedule, said Gary Cardona,
SamTrans senior real estate officer. Were
hopeful we get a resolution, but we need to
protect the project schedule.
The last time eminent domain had to be
used was during the grade separation project
in San Bruno, he said.
Construction and design
The $180 million San Mateo project,
generally known as the 25th Avenue Grade
Separation Project, is funded by a combina-
tion of local, city, state and high-speed rail
funds. Various communities continue to
seek their own grade separation projects,
although funding is an issue for many.
The project has been touted as critical to
improving safety by eliminating at-grade
crossings, reducing gate downtimes, and
enhancing east-west connectivity between
the new massive mixed-use Bay Meadows
development and west of El Camino Real.
There should be better traffic circulation
in the area; it opens it up for bike and pedes-
trian traffic as well, said Brad Underwood,
San Mateos Public Works director. Its $647 million grant until the president out-

called for the applicant to collect perspec-
tives from those living nearby.
They should hold community meetings
with the area immediately impacted, she
said.
For his part, Pilarczyk said the develop-
er is planning to host such meetings to
gather feedback from the Burlingame com-
munity.

make a project that is a win-win for every-
body, he said.
Pilarczyks company has completed 87
apartment developments across the coun-
try, primarily on the West and East coasts,
including seven projects in California, the
closest of which is a 200-unit project in
Fresno, according to its website.

There is enough right-of-way in the area
to allow it to construct elevated tracks adja-
cent to the existing tracks, which will
enable it to continue service throughout
most of construction, said Caltrains
Project Manager Rafael Bolon.
Although nothing has been determined,
this area may be considered for passing
tracks should the states high-speed rail
ever come to fruition.
Once Caltrains new tracks are in place,
along with a new Hillsdale Caltrain station
relocated further north toward 28th Avenue
on the elevated platform, crews will pick up
the existing tracks and be able to move
them over within a weekend, Bolon
explained.
After the tracks are finalized, the streets
will be lowered where necessary and new
crossings for vehicles, pedestrians and
bicyclists can be completed, he said.
Construction will include holes for the
future infrastructure required to hold up elec-
trification equipment a massive project
for which Caltrain supporters were disap-
pointed to hear federal officials have
delayed a decision on whether to issue a
lines his budget.
Some have suggested Caltrains grant was
delayed due to California Republicans who
felt electrification was too closely tied to
the states controversial high-speed rail.
The proposal at Bayswater Avenue is one
of Burlingames largest residential devel-
opments up for review currently, alongside
the wellness community proposed by the
Peninsula Healthcare District.
Should it gain approval as proposed, the
Bayswater Avenue development would be
the largest in Burlingame since the 290-
unit apartment and townhome development
to be built by SummerHill Housing Group
along Carolan Avenue was approved by
officials in 2015.
The only other sizable proposed devel-
opments recognized by the city are around
20 units on El Camino Real and another at
Douglas Avenue. Relatively near the pro-
posed development, but just across the San
Mateo border, is the 888 N. San Mateo
Drive development at Peninsula Avenue
that is just over 200,000 square feet and
has 155 units.
With the Bayswater Avenue development
still in its early stages, Pilarcyzk said he
looks forward to gathering input on the
proposal.
This is still a very long project, he
said. There is a long way to go and a lot of
feedback that has to be heard. This is just
the initial submittal to the city.

The transfer of ownership for the
Atherton Court Apartments along
north of Marsh Road marks a step in a
new direction for Foster City-based
MidPen Housing, which has developed
or rehabilitated hundreds of affordable
housing communities across the Bay
Area. MidPen Housing President Matt
Franklin said the pressure rising rents
have put on the current climate means
those working to protect affordable
housing have to be nimble.
I think the first impact is stabili-
ty, he said. We think some of the res-
idents [there] are vulnerable economi-
cally. Were going to bring some sus-
tainability and predictability to that.
Franklin said its not uncommon for
residents to see a 15 percent to 25 per-
cent increase in rent when new owners
acquire a rental property, which often-
times sends residents who cannot
afford the higher rents to other neigh-
borhoods, counties or even states for
housing they can afford. Though new
building projects are one strategy
MidPen and other agencies have
employed in increasing affordable
housing options for residents, they are
often slowed by the high costs of pur-
chasing land.

The two opened their first restau-
rant 20 years ago, and previously
operated the Russian Family
Restaurant in San Bruno for some 12
years. In 2012, they relocated the
restaurant to 2086 Broadway in
Redwood City, where they turned a
printing shop into a family dining
room accented with warm wood tones
and bright colors and patterns adorn-
ing tables set for small groups.
Vladimir Sommer said the couple has
lived in Redwood City for the past 20
years, and saw promise in the
Broadway storefront five years ago,
even when few restaurants occupied

For Cole, though the countys cost
of investing in an existing building
may be higher than it would be with a
new development, its hard to put a
number on the value of affording resi-
dents predictability in their housing
situations. Cole said a number of resi-
dents already receiving county servic-
es currently live in the Atherton Court
Apartments, and knowing they can
stay there will allow them to make the
most of them.
Franklin said his nonprofit hopes to
begin work on a complete rehabilita-
tion of the property in early 2018 once
MidPen is able to secure funds from a
set of financing programs. Both
Franklin and Cole alluded to the
important roles partnerships between
a variety of agencies and a knowledge
of the network of funding mechanisms
play in making building and rehabili-
tating affordable projects possible.

expands the tools available to the
county in preserving affordable hous-
ing.

rant. Decreasing unemployment rates

business, but has made it difficult for
them to pay a larger team. This means
the Sommers can be seen washing
dishes or cleaning the restaurant at
the end of the day.
Nobody escapes the clean up, he
said.
This fall, the Sommers will be cele-
brating their fifth anniversary in
Redwood City. To celebrate, they are
updating their menu with items they
have tried out as specials.
With the little spare time they
have, the two go on small trips they
can fit in a two-day window, looking
for someplace where the telephones
dont work, Vladimir Sommer said.
With this economy, we cant take
off more than two days, he said. We
are always here when the restaurant is
open.

immunity over gruesome tweets

PARIS The European Parliament
voted Thursday to lift the immunity
from prosecution for French far-right
leader Marine Le Pen for tweeting grue-
some images of Islamic State violence,
a crime that carries up to three years in
prison in France.
The legislature voted by a broad
majority in Brussels to clear the way
for the possible prosecution of Le Pen
over tweets she made in December
2015 showing executions, including
the killing of American reporter James
Foley by Islamic State extremists.
French prosecutors in the city of
Nanterre had asked lawmakers to lift
the immunity that Le Pen enjoys as a
member of the European Parliament.
Le Pen, a leading candidate in this
years French presidential election,
posted her tweets in response to a jour-
nalist who drew an analogy between
her anti-immigration National Front
party and IS extremists. She was trying
to show the difference between the two
groups but the effort backfired, drawing
widespread condemnation.
Le Pen took down the tweet showing
the killing of Foley after his family
protested, but left up another image of
violence by Islamic State extremists.
Under French law, publishing vio-
lent images can be punished by up to
three years in jail and a fine of 75,000
euros ($78,800).
Before the vote, Le Pen on Thursday
defended her tweets, saying she just
wanted to condemn the barbaric prac-
tices of IS, also known as Daesh.
Im a lawmaker. Im in my role when ruption allegations targeting another
I condemn Daesh, this is my role, she
told French TV station LCP. And if I
dont fulfill my role, Im worth noth-
ing as a lawmaker. Nobody can prevent
a republics representative from con-
demning Daeshs acts of violence.

actions.

talism and those who want to hide the
atrocities, Rachline said.
The lifting of Le Pens immunity
does not relate to another corruption
case centered on her aide at the
European Parliament, who is suspected
of being paid from EU money while
working on her partys behalf. Le Pens
chief of staff, Catherine Griset, was
handed a preliminary charge of receiv-
ing money through a breach of trust.
The campaign to replace Frances
unpopular Socialist President Francois
Hollande has also been rocked by cor-
top contender, conservative candidate
Francois Fillon.
Fillon, a former prime minister and
once the front-runner in Frances two-
round April-May presidential election,
announced Wednesday that he was sum-
moned to appear before judges on
March 15 for allegedly using taxpay-
ers money to pay family members for
jobs that may not have existed. Fillon,
however, vowed to stay in the race.

Malaysia releases North
Korean held in deadly chemical attack
KUALA LUMPUR, Malaysia Malaysian police on
Friday released the only North Korean it had detained in the
killing of the half brother of North Koreas leader, as it con-
demned the use of a banned nerve agent in the attack and
vowed to bring the perpetrators to justice.
Ri Jong Chol, who had been detained since Feb. 17, four
days after Kim Jong Nams death, was handed over to immi-
gration officials for deportation. Police never said what
they had thought his role had been in the attack, but nation-
al police chief Khalid Abu Bakar confirmed Friday that Ri
was released due to a lack of evidence against him.
Malaysian Attorney General Mohamad Apandi Ali has
said that Ri would be deported because he didnt have any
valid travel documents.
Two women one Indonesian, one Vietnamese have
been charged with murdering Kim at an airport terminal
Feb. 13. They were caught on grainy surveillance video
smearing what Malaysian authorities say was VX nerve
agent on his face and eyes, though both reportedly say they
were duped into thinking they were playing a harmless
prank.

MOSCOW The intense attention being given to the
new U.S. attorney generals meetings with Russias ambas-
sador could obstruct improved Washington-Moscow rela-
tions, the spokesman for Russian President Vladimir Putin
said Thursday.
The spokesman, Dmitry Peskov, told reporters he did not
know about the meetings last year between Ambassador
Sergei Kislyak and Jeff Sessions, who at that time was a
U. S. senator. Sessions also was a policy adviser to
President Donald Trumps campaign.
News of the two meetings has added fuel to the controver-
sy over whether Russia was improperly involved with
Trumps campaign. It spurred calls in Congress for Sessions
to recuse himself from an investigation into alleged
Russian interference in the U.S. presidential election.
