BACKGROUND
Indonesia is one of the worlds largest producers of palm oil, and has received
much attention in recent years particularly from the global community concerned
about the sustainability of palm oil production. In response, the Government of
Indonesia is taking steps towards building a greener economy that promotes
growth, equity, improved livelihood and environmental integrity. In order to
promote sustainable palm oil production and operation in Indonesia, the Ministry
of Agriculture, UNDP and several multinational companies have launched the
Sustainable Palm Oil (SPO) Initiative. The SPO initiative aims to improve the
capacity of palm oil smallholders and conserve natural resources together with
the Government of Indonesias Sustainable Palm Oil (ISPO) system, a mandatory
national sustainable palm oil certification scheme managed by the Ministry of
Agriculture, and through working with the Ministry of Forestry and relevant
Government of Indonesia institutions.

The SPO Initiative with the Ministry of Agriculture is organized around five
components: (1) Strengthen smallholders focusing on productivity and
environmental management, 2) Strengthen ISPO to protect forests, enhance
biodiversity conservation and mitigate and monitor GHG emissions, (3) Facilitate
social responsibility, empowering related communities and mediation systems,
(4) Reinforce ISPO framework and clarify ISPO standards for wider acceptance,
and (5) Establish SPO national and provincial multi-stakeholder platforms to
facilitate sustainable palm oil in Indonesia.

In order to provide conducive environment for SPO project staffs that are located
in Ministry of Agriculture office so that they are able to function in achieving SPO
output, it is therefore viewed that a professional architect/interior designer is
needed. A national consultant is being sought to support the SPO team as a
project officer to carry out the tasks specified below

II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE


PROPOSED ANALYTICAL WORK
The short-term architect/design consultant with qualification of having extensive
work experience in architectural/interior office design of a number of international
organizations is expected to provide technical advice on interior design work,
including selection or the most appropriate furniture and other elements such as
lightings and color of the interior as well as specification for electronic/IT
equipments to support the function.
Scope of work:
Schematic/Conceptual Design Phase:
1. Site visit to get a dimension and full exposure of existing working environment
including office furniture and make note on clients specific needs.
2. Collect information on the requirements and related issues for design analysis.
3. Propose and define renovation, type of materials and colors with some
alternatives, for preliminary consideration.
4. Present and discuss suggestions with UNDP and MoA including to revise the
drawings and designs based on clients input.

Design Development Phase:


1. Analyze the use of space and make principal drawings of how to optimize the
use of these areas, including to collect information on office furniture and make a
series of drawings which show different ways this could be used in a chosen unit.
2. Prepare document of interior design which includes design criteria,
standard/typical details which are integrated to the existing lay-out and view of the
facility.
4. Present and discuss solutions with UNDP and revise drawings/ designs as
needed.

Detail Design Phase:


1. Produce the architecture & construction drawing.
2. Prepare Bill of Quantity (BoQ) of the facility to be redesigned/ renovated
(including the specification, volume, dimension, type of materials and
equipment/furniture/interior selected with detail color specifications in consultation
with the client).
3. Prepare the construction cost estimate.

Implementation Phase/Monitoring:
1. Provide UNDP and MoA with technical solutions/support between design and
construction by receiving inputs from UNDP and MoA.
2. Technical contribution to the analysis of bids managed by Procurement Unit for
the renovation and acquisition of new furniture and the like.
3. To monitor/supervise and daily inspection at the work site.
4. To participate in coordination meetings with contractors, and UNDP and MoA
focal point during construction phase.

Expected Results/Final Products/Deliverables:


Schematic/Conceptual Design Phase:
1.A work-plan and timeline
2. Draft concept of design drawing.
Design Development Phase:
Proposed design drawing including plan and elevation.

Detail Design Phase:


1. To produce the architecture & construction drawing.
2. To prepare Bill of Quantity (BoQ) of the facility to be redesigned/ renovated
(including the specification, volume, dimension, type of materials and
equipment/furniture/interior selected with detail color specifications in consultation
with the client UNDP and MOHA).
3. To prepare the construction cost estimate.
4.To provide feedback during the procurement process

Implementation Phase/Monitoring:
1.To produce weekly report (plan vs development progress)
2. To produce final report including the hand-over note.

III. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:
Minimum Bachelor Degree in Architecture

II. Years of experience:


A minimum of 5 years professional experience in interior designing.
Proficient in Bahasa and English, spoken and written with ability to write
required reports.
III. Competencies:

Have good interpersonal and communications skills


Good coordination ability and team working spirit
Proficient with the usage of Microsoft Office applications, such as MS
Words, MS Excel, MS and Power Point
Ability to work independently and in a group

The payment will be made to the consultant at each payment schedule, upon
