terroristshadsnatchedsomevictimsphonesandhadusedthemtomakecalls,theATSofficial
said.

ThepolicesaidthatUS$220waspaidinSpainand$250waspaidinItalytogettheVoIPfacility.
AnonresidentPakistani,JavedIqbal,whohadmadethepaymentinBarcelonawascaughtby
thePakistanpolice15daysagowhenhewasinPakistan.

ThesatellitephonerecoveredfromtheterroristsinMumbaiwasusedforthefirsttimeandno
othercallsweremadeinanyotherterroroperationexceptfor26/11.

Take,forinstance,finalyearAurangabadCollegemechanicalengineeringstudentNadeem
Ansari.TheMadanpuraresidentofKalaPanisBITChawlNo.2presentedhimselfbeforeAnti
TerrorismSquadofficialsonThursdaysothattheycouldrecordhis
statement.TheATSwarnedAnsarisparentsonWednesdaythattheywouldbedetainedifhe
didnotcomedowntothecityfromhisAurangabadhostelwithin24hours.Ansari,wholeft
AurangabadlateonWednesdaynightaftergettingthecall,reachedMumbaionThursday
morningandwenttotheATSofficewithhisparentsandelderbrother.

ATSofficialssaidtheyhadareasonforeveryarrest,interrogationanddetention.Brainwashing
isnotconfinedtoonlymadrasasnow,aseniorofficialsaid.Thatiswhywe,too,aremovingout
ofmadrasasandintoengineeringcolleges,hospitalsandsoftwareofficestolookforsuspects,
headded.
AnditsnotonlytheATSthatispickingupwhitecollaryouthforinterrogation.ShivajiNagar
residentandsoftwareprogrammerMohammadAkhtargotacallfromacrimebranchunit.He
wantstheculpritstobearrestedandpunishedseverelyandknowsthatthepolicemaybeonly
doingitsjob.
Buthedoesfeelslightlyharassed,saystheyouthwhoearnsRs6,000amonthandistryingto
setuphisownbusiness.Theonlybrushwiththelawhehashadsofarisacaseofassaultwhen
hewasincollege.Twootherboys,bothresidentsofKalaPani,underthescannerforsome
years,werepickeduponWednesdayforquestioning.Bothweregraduates,officialssaid.
Officialsprobing7/11saythesuspectedinvolvementofSIMIhasforcedthemtolookforsuspects
intheeducatedclass.AlmosteveryoneintheSIMIthinktankwasagraduate,oneofthem
explained.

Statementsgivenbytwowitnessesalsosaidtheysawakeyaccused,SudhakarChaturvedi,with
agoldencolouredmotorbikeinSeptember2008.Officialssaiditwasthesamebikeusedto
plantexplosivesinMalegaononSeptember29.

PrimeaccusedSudhakarDwivedisaidameetingwasheldatDeolaliinAugust2007whereLt
ColPrasadPurohit,ChaturvediandMajRameshUpadhyaywerepresent.Itwasdiscussedat
themeetingthatsomethingshouldbedoneduringUrsinPanipatbecausethemaximumnumber
ofcowswereslaughteredthere,Dwivedisaidinhisstatement.

PurohitpromisedtosupplyexplosivesandChaturveditooktheresponsibilityofgettingtwo
bombplanters,Dwivedisaid.ThestatementalsoreferredtoaformermemberofParliament
whowaspresentatthemeetingbuthisnamewasblankedout.

DwivedialsotoldpolicementhatPurohitwassupplyingfirearmsformoneyandoneofhis
disciplescalledAshokfromBhopalprocuredaweaponfromhim.Ashokdepositedthe
moneyinPurohitsICICIBankaccount,Dwivediconfessed.Atanotherpoint,Dwivedisaid
PurohitwaspaidRs5lakhforagunconsignmentin2008byamanwhosename,too,was
blankedout.

Accordingtotheconfession,SadhviPragyaSinghThakurhaddemandedthatPurohitsupply
explosivessothatthegroupcoulddosomethingagainstthekillingofHindus.

DwivedisaiditwashewhoconvincedPurohittoprocurebombmakingmaterialasPurohithad

TheATSmayfileanapplicationforthecustodyofSadiqShaikh,asuspectedIMmembercaught
bythecrimebranch.

Therehavebeentwoterrorstrikessince2005the11/7trainbombingsandthe26/11attacks.In
2006,theATShadarrested13suspectedSIMImembersandclaimedtohavedetectedthetrain
blaststhatkilled188people.

TheATSsaidthebombsweremanufacturedata100sqftroominGovandi.Thecrimebranch
hadin2008claimedtohavebustedanIndianMujahideengroupandsaidthebombswere
manufacturedataflatinSewri.

Sourcessaidthetwoagencieswereyettoagreeonwhichgroupwasactuallybehindthetrain
bombingsorwasanyothergroupinvolved.

YoushouldseethedesignofthebombsallegedlymadebytheIMmodule.Itdidnotcontain
RDX.ThebombsusedintheserialtrainblastscontainedRDXandwereconcealedinapressure
cooker.Ifthesame(IM)moduleisbehindSurat,Ahmedabad,Jaipurandotherblastswhydid
theychangetheirbombs?anATSofficerasked.

ThisjustcannotbeanIMplot.WhoknewIMin2006?theofficerasked,addingthatthecrime
branchneversharedanyinformationwiththeATS.

Thecrimebranch,however,saidithadsentanofficialcommunicationtotheATSinSeptember
October2008aftercitypolicechiefHasanGafoorannouncedthathackingcaseshadbeen
crackedwiththearrestofIMmembers.

CrimebranchsourcessaidSadiqandhisaideArifShaikhhadconfessedtotheirroleandeven
describedthecircumstancestosupporttheirclaims.Hesaidalmostallthebombsplacedon
MumbaistrainsweremanufacturedatAbuRashidsrentedflatinSewri.Sadiqalsorevealedthat
RiyazBhatkalhadtransportedexplosivesandchemicalstotheflat.

AdditionaldirectorgeneralofpoliceKrishPalRaghuvanshisaid,Iamholdingadditionalcharge
oftheATSnow.IwasnotintheATSwhenthe11/7investigationwasconducted.Letusgo

membersoftheterrorgroupIndianMujahideen(IM)andchargedthemwithwagingwaragainst
thenation.ThegroupisbelievedtobebehindaseriesofblastsinvariousIndiancitiessince
2005andtohaveusedunsecureWiFilocationsinMumbaitosendthreateningemailminutes
beforetheexplosionstookplaceinAhmedabadandDelhiin2008.

Interestingly,asanctionordergivenbyhomesecretaryChitkalaZutshi,whichisappendedtothe
chargesheet,saysthattheIMwasalsoinvolvedinbombblastsinMumbaisince2005.
However,itsnotclearfromtherestofthechargesheetwhetherithadahandinanysuchattack.
Since2005,MumbaihasbeenwitnesstotheJuly2006suburbantrainbombingsandthe26/11
strike.TheAntiTerrorismSquad(ATS)hasmaintainedthattheIMhadnoroleinthetrain
bombingsandinvestigationsintothe26/11attackarestillon.

ThechargesheetpainstakinglyliststhemannerinwhichRiyazBhatkalakeyconspiratorwhois
currentlyabscondingrecruitedyoungmentojointheIMandparticipateintheterrorattacks.A
partoftheIMsstrategywastospreadterrorthroughtheuseofitsmediacellheadedby

Lessthanfourmonthsago,MansoorPeerbhoy(inpicabove,circled),atechieworkingwitha
PuneMNC,expressedhiswishtoturnapproverinwritingbeforeanMCOCAcourt.OnTuesday,
hestoodupquietlyandsaidinflawlessEnglish,Idontwanttobeanapprover.Iamwithdrawing
myapplicationnow.Noreasonswereaskedincourtandnonegiven.Thesupportofhisfamily,
whichhasdecriedthemediaforblowingthingsoutofproportion,mayhaveplayedaroleinhis
decision.

Besidesthemediawing,IMhasthreeotherfactions:theMahmoudGazni,ShaheedZaqariand
Sabauddinbrigadestotargetsouth&northIndiabesidesVVIPs.

behindseveralblastssince2005inDelhi,Jaipur,Ahmedabad,HyderabadandLucknow.
Separatecaseshavebeenfiledagainstthematalltheseplaces.Someaccusedhostedadinner
inPunetocelebratethesuccessofAhmedabadblast.

The21menhavebeenchargedwithwagingwaragainstthenationaswellasunderprovisions
ofMCOCAandtheUnlawfulActivitiesPreventionAct.Ifconvicted,theymayevenfacecapital
punishment.Thechargesheetsaystheprosecutionmayexamine159witnessestobuildupits
case.Soonaftercopiesofthechargesheetweresubmittedinthecourt,theaccusedsaidthat
theywantedtoreaditthemselves.Thepolicewillfileaseparatechargesheetinthehackingcase

intothe26\11strikesarestillon.Theonlyblastsince2005istheJuly11,2006blaststhatkilled
188andinjured817,apolicemansaid.Thechargesheethoweverdoesntdelveintodetailon
theIMsroleinthetrainblasts.

LastOctober,commissionerofpoliceHasanGafoorstatedatamediaconferencethatIM
memberswereinvolvedinthetrainblasts.ButdirectorgeneralofpoliceANRoydeniedthisand
saiditwasAlQaedasploytomisguideinvestigators.Hesaid13personshadalreadybeen
chargesheetedbytheATSfortheblasts.Thereweremorecontradictions.TheATSclaimedthe

identifiedlocationsinColaba,CST,Dadar,Matunga,SionandSanpada.Heallegedlypennedthe
emailsenttomediahousesminutesbeforetheJuly27Ahmedabadblasts.

ThechargesheetsayssincePeerbhoywasworkingwithclientsinUSAhewasallowedtowork
fromhisresidence.AttendancerecordsshowhewasonleaveonJuly25andJuly27,2008
datesaroundwhichblastsinBangaloreandAhmedabadtookplace.

However,PeerbhoysyoungerbrotherAalim,anengineer,cametocourtwithhismother,a
teacher,said:Thechargesheethasnotbeenfiledandtrialisyettobegin.Butthemediahas

SusairajsallegedcrimewasmorepersonaltheKeralabornmodelandherboyfriend,Indian
NavysecondlieutenantEmileJerome,areaccusedofkillingSynergyAdlabscreativedirector
NeerajGroverlastyearandthenchoppinghisbodyintopieces.

Allthethreewomen,belongingtothreedifferentfaiths,areinadjacentcellsthatmeasure121sq
fteach.Thakur,SayyedandSusairajcleantheirutensilsandclothesontheirown.Theyhardly
talktootherprisoners,ajailofficialsaid.Thethreehavebeenkeptinseparatecellsinviewof
thesensitivityoftheircases,headded.

Alltheeightbarrackshavesixfansandatelevisionseteach.Butthethreespecialcellsdonot
haveasinglefanoraTVset.Theymakedowithonelighteach.Centralgovernmentrulesforbid

extendtoimprisonmentforlife,andshallalsobeliabletofine.
(2)Anypersonwho,withintenttoaidanyterrorist,attemptstocontraveneorabets,ordoesany
actpreparatorytocontraventionofanyprovisionofanylaworrulespecifiedinsubsection(1),
shallbedeemedtohavecontravenedthatprovisionundersubsection(1)andtheprovisionsof
thatsubsectioninrelationtosuchperson,haveeffectsubjecttothemodificationthatthe
referenceto"imprisonmentforlife"thereinshallbeconstruedasareferenceto"imprisonmentfor
tenyears''.

3.Anypersonwhounlawfullyandmaliciouslycausesbyanyexplosivesubstanceanexplosionof
anaturelikelytoendangerlifeortocauseseriousinjurytopropertyshall,whetheranyinjuryto

4.Anypersonwhounlawfullyandmaliciously
(a)doesanyactwithintenttocausebyanexplosivesubstance,orconspirestocausebyan
explosivesubstance,anexplosionofanaturelikelytoendangerlifeortocauseseriousinjuryto
propertyor
(b)makesorhasinhispossessionorunderhiscontrolanyexplosivesubstancewithintentby
meansthereoftoendangerlifeorcauseseriousinjurytoproperty,ortoenableanyotherperson
bymeansthereoftoendangerlifeorcauseseriousinjurytoproperty,shall,whetherany
explosiondoesordoesnottakeplaceandwhetheranyinjurytopersonorpropertyhasbeen
actuallycausedornot,beguiltyofanoffenceandshallbeliableonconvictiontoafineorto
imprisonmentforatermnotexceeding10yearsortocaning,ortoanytwoofsuchpunishments.

5.Anypersonwhomakesorknowinglyhasinhispossessionorunderhiscontrolanyexplosive
substance,undersuchcircumstancesastogiverisetoareasonablesuspicionthatheisnot
makingitordoesnothaveitinhispossessionorunderhiscontrolforalawfulobject,shall,
unlesshecanshowthathemadeitorhaditinhispossessionorunderhiscontrolforalawful

termnotexceeding7yearsortocaning,ortoanytwoofsuchpunishments.

3.Licenceforacquisitionandpossessionoffirearmsandammunition
(1)Nopersonshallacquire,haveinhispossession,orcarryanyfirearmorammunitionunlesshe
holdsinthisbehalfalicenceissuedinaccordancewiththeprovisionsofthisActandtherules
madethereunder:
Providedthatapersonmay,withouthimselfholdingalicence,carryanyfirearmorammunitionin
thepresence,orunderthewrittenauthority,oftheholderofthelicenceforrepairorforrenewalof
thelicenceorforusebysuchholder.
(2)Notwithstandinganythingcontainedinsubsection(1),noperson,otherthanaperson
referredtoinsubsection(3),shallacquire,haveinhispossessionorcarry,atanytime,more
thanthreefirearms:
Providedthatapersonwhohasinhispossessionmorefirearmsthanthreeatthe
commencementofhteArms(Amendment)Act,1983,mayretainwithhimanythreeofsuch
firearmsandshalldeposit,withinninetydaysfromsuchcommencement,theremainingfirearms
withtheofficerinchargeofthenearestpolicestationor,subjecttotheconditionsprescribedfor
thepurposesofsubsection(1)ofSection21,withalicenseddealer,or,wheresuchpersonisa
memberofthearmedforcesoftheUnion,inaunitarmouryreferredtointhatsubsection.
(3)Nothingcontainedinsubsections(2)to(6)(bothinclusive)ofSection21shallapplyin
relationtoanydepositoffirearmsundertheprovisotosubsection(2)astheyapplyinrelationto
thedepositofanyarmsorammunitionundersub0section(1)ofthatsection.]

7.Prohibitionofacquisitionorpossession,orofmanufactureorsaleofprohibitedarmsor

(a)acquire,haveinhispossessionorcarryor

25.Punishmentforcertainoffences
(a)manufactures,sells,transfers,converts,repairs,testsorproves,orexposesoroffersforsale
ortransfer,orhasinhispossessionforsale,transfer,conversion,repair,testorproof,anyarms
orammunitionincontraventionofsection5or
(b)shortensthebarrelofafirearmorconvertsanimitationfirearmintoafirearmincontravention
ofsection6or
(d)bringsinto,ortakesoutof,indya,anyarmsorammunitionfanyclassordiscriptionin
contraventionofsection11,
shallbepunishablewithimprisonmentforatramwithshallnotbelessthanthreeyearsbutwith
mayextendtosevenyearsandshallalsobeliabletofine.
(1A)Whoeveracquires,hasinhispossessionorcarriesanyprohibitedarmsorprohibited
ammunitionincontraventionofsectionsevenshallbepunishablewithimprisonmentforawith
termwitchshallnotbelessthanfiveyearsbutwhichmayextendtotenyearsandshallalsobe
liabletofine.
(1AA)whoevermanufactures,sells,transfers,converts,repairs,testsorproves,orexposesor
offersforsaleortransferorhasinhispossessionforsale,transfer,conversion,repair,testor
proof,anyprohibitedarmsorprohibitedammunitionincontraventionofsection7shallbe
punishablewithimprisonmentforatermwhichshallnotbelessthanfineyears,butwhichmay

MutalikwasfirstarrestedonJanuary28forincitingagroupofyouthswhoattackedwomensitting
inapubatMangalore.AnewschannelthenairedaspeechdeliveredbyMutalikwherehespoke
aboutthe2008Malegaonbombblast.MutalikwasshownsayingMalegaonisjustaglimpseof
whatwecando.

WehavescrutinisedhisstatementandnotfoundanythingtolinkitwiththeMalegaonblastcase
sofar.However,ifMutalikslinksemergeinthefuture,actionwillbetakenagainsthim,saidATS

resemblestheleadcharacterinRobinSSharmasbook,TheMonkWhoSoldHisFerrari,except
thattheprotagonistinthebookisaworkaholicwholostthegoodyearsofhislifeintheratrace
formaterialsuccess.

ThepolicedeemeditappropriatetopresentthisbooktoSajiwhenherequestedforsome
readingmaterial.Thebookisfoodforthoughtforthosewhoarehungryfororientalwisdom.

Sajirequestedthepolicetoprovidehimwithbooksandpaperstopendownhisthoughts.He
putsupabraveface.Wedontknowifitsforreal,though,anofficersaid.

Meanwhile,theATS,whichisinvestigatingthecase,isyettotieupthelooseends.Weare
ascertaininghowthedrugsweresuppliedtohim.WeweretoldbytheNarcoticsControlBureau
(NCB)thatSajiwassuspectedtohavekeptapartofseizeddrugswhilehewaspostedaszonal
directorNCBChandigarh.However,hemixedlimestonewiththeseizedmaterialtobalanceout
thetotalamount.However,wehavenotboughtthistheorycompletely,aseniorpoliceofficer
said.

AdditionalcommissionerofpoliceParamBirSinghsaid,Weareprobinghislinkswiththedrug
mafiainthecityandifSajiwaspartofadrugsyndicate.ItislearntthatEnforcementDirectorate
(ED)officialsatKochisealedhiscabinandhavedrawnupapanchnamaoftheseizedmaterial.
SajihadtakenchargeasdeputydirectorofEDonJanuary9.

Mohan,arrestedlatelastmonth,facesseveralchargesundertheNarcoticDrugsand
PsychotropicSubstances(NDPS)Act.Thepolicehavesofarrecovered38.8kgofheroin
allegedlyprocuredbyhimtosellinthemarket.

Mohanissuspectedtohavestolen50kgofheroinfromtheNarcoticsControlBureau(NCB)in
Chandigarhduringhistenureaszonaldirector.

AseniorATSofficialsaidMohanrevealedthatheearnedRs30lakhbyreleasingpeoplecaught
withdrugsinChandigarhandotherplacesinnorthIndia.Wewillsendthereporttothe
ChandigarhNCB.SeveralpeoplefromMohansdepartmenthavecomeandquestionedhimas
well,theofficialadded.

TheATShasobtainedMohanslaptopandisbusyretrievingdetailsofhisthreemobilecards.
Wehaverecordedhisconversationaboutpushingdrugsandsellingitinthemarketwhilehe
wastalkingtoanotheraccused,VickyOberoi,saidtheofficer.

OberoitoldthepolicethatheknewseveralBollywoodpersonalities.However,theirlink,ifany,
hadnotyetbeenestablishedinthecase.

TherewererumoursaboutMohantellingthepolicethathegavemoneytogetapostinginthe
EnforcementDirectorate(ED).However,ATSadditionalcommissionerParamBirSinghsaid,He

Mumbai:Thestateantiterrorismsquad(ATS),probingtheMalegaonSeptember2008bomb
blast,islikelytoregisteracaseagainstformerBJPmemberofparliament,BLSharma(Prem)
andothersforconspiringtoengineerbombblastsacrossthecountry.

Sharma,whohadbeenMPtwicefromeastDelhionaBJPticket,participatedinameetingheld
onSeptember21,2007atNashikinwhichsomeoftheMalegaonblastaccusedalsotookpart.
ThosepresentinthemeetingincludedoneBhaiDalvi,NinadBedekarandMalegaonblast
suspectsDayanandPandeyandLtColPrasadPurohit.Themeetingwasvideographedby
Pandeyusinghislaptop.TheATSisplanningtoregisterthecaseinaNashikpolicestation.

TheMalegaonblastsuspectshadconspiredtoconvertsecularIndiaintoacompleteHindu
Rashtra.Inthemeeting,SharmaclaimedtobeaVHPminister.Whiletalkingaboutanaction
group,Sharmasaid,Youngmenwantthreethings.Women,money.....Wecangivethat.Ifwe
asktheyoungmentodoworkanddonotgivethemanything,theywillnotbewithusforalong
time.

ThemeetingsCDandtranscriptsarenowpartofevidenceintheMalegaonbombblastcasewith
theMCOCAcourt.Inthemeeting,Dalvisaidthathehadturned70andstillwantedtofight.
Thereshouldbemultipleblastsacrossthecountryatthesametime,Dalvisaidinthe
conspiracymeeting.Itsokaybecauseifpressuremounts,thenconversionswillstart,said
PandeyreferringtotheconversionofMuslimsintoHinduism.Oncetheprocessstarts,itwillnot
taketimefortheentirecountrytoconvert,addedPandey.

WeareconsideringthisandareplanningtoregisteracaseinNashik.Thereisinsufficient
evidenceagainstsomeofthoseaccusedintheblastcase,saidanATSofficialonthecondition

onthenightofJanuary24,promisedtoresignfromtheforceifallowedtogo.Sajiaskedthe
officerstotakeintoconsiderationthebadnamehisarrestwouldbringtotheIPSfraternityand
thetraumahisfamilywouldhavetoface,asourcesaid.

Saji,whoisincustodyoftheATSfordrugtrafficking,wasaskedbyhisaccomplice,VickyOberoi,
tocometoalocationtocollecthisshareofmoneyforadeal.SajicametoMumbaifromNew
Delhiafterattendingaweeklongtrainingassociatedwithhisnewpostingofdeputydirector,
enforcementdirectorate,Kochi.

AseniorpoliceofficersaidOberoiwastofindabuyerforthe40kgpureheroinSajihadbrought
bytrainlastyear.SajidemandedthathebepaidRs5.5lakhperkgandOberoicouldkeepthe
extraamount.ItisbelievedthatSaji,duringhistenureatNarcoticsControlBureau,Chandigarh,
sold20kgheroinandmadeRs20lakh.SajihopedtomakeoverRs2crorefromtheMumbai
deal,anATSofficialsaid.

ThoughOberoiandaHaryanaconstablewerearrestedonJanuary17,Sajiwhowasundergoing
atrainingprogrammeatCBI,Gaziabad,didnotknowaboutit.Saji,followinghisnewpostingin
Kerala,hadtakenanewmobilenumber.WhenOberoidisclosedSajisrole,weaskedOberoito
speaktoSaji.WerecordedtheconversationwhereSajispokeaboutthedeal.Thereareseveral
textmessagesaswell,theofficersaid.

SajihadpushedOberoiintothedrugtradelastyear.SajimetdrugdealersincludingtheJ&K
basedNaseebChandathisofficialresidenceinChandigarh.Sajihadalsoreleasedtwodrug
peddlersinChandigarhafterhewaspaidRs7lakh,theofficeradded.
