MINUTES OF CPF MEETING HELD ON 14 FEBRUARY 2017

1. WELCOME: Bob welcomed all to the meeting.

4. CONFIRMATION OF MINUTES:

Roy confirmed the minutes of the previous meeting. Margie seconded them.

5. MATTERS ARISING

Bob heard some disturbing news that the NRLA are going to try out new cameras. The camera put
up near the Worralls have been changed and Clive Voss gave them permission to change the
camera. Those cameras were paid for by the farmers. Roy mentioned that there had been a
problem with the number recognition on that camera. Bob also mentioned that the camera at Mount
West had been given to the Mount West system, that camera was also paid for by the local farmers.
Bob is still trying to the cameras to feed to the SAPS office. They are looking at an overlay system to
work with Bundunet. Bob is going to follow up on this. Bob was told that if he wants to view the feed
he would have to pay R10 000 per link to Bundunet, we have 3 links.
Bob thinks that the Mount west feed is not viewed by Bundunet, but he is not sure who is viewing the
feed.

Moira asked Captain if she had received copies of the By-Laws. Captain said she had received
copies from Howick and her staff are appraised of them and have copies in their vehicles.

Roy asked about the electric gate at the SAPS offices. Captain replied that they should start work on
them tomorrow. The gates with operate with buzzers and remotes. This project has already been
paid for. The CPF have funds available if there is a need for more remotes.

6. CRIME REPORT

Captain welcomed everyone back after the holidays. Captain extended a warm welcome to the
Headmasters of the local High Schools.

Captain said that the Crime report will include Rural Safety and Sector Policing.
There was an increase in crime year on year in January. There were 30 cases reported this year in
comparison with 24 cases in 2016. These are crimes that the community reported to SAPS.

Roy asked for details of the Stock Theft at Bellwood. Roy mentioned that he only found out about
the theft the next day. Roy did not even know that the cattle had been found. Captain mentioned
that Nsele had said that the cattle were missing, by the time the messages were sent out the cattle
had been found.
Roy mentioned that if he had known earlier he could have requested a plane to help with air
assistance.

Captain mentioned that on 22 February at the Royal Show Grounds there would be a Medal
Ceremony. There are 6 SAPS members who were going to be awarded with Long Service medals
for 10 and 20 years of service..

Bob asked Captain if they could set up a date for Officer Mdunge to receive a Certificate of Service
from the Rotary.

Captain mentioned that if you want to join the Police Reservists the forms are now available at the
SAPS Office. Reservists will receive training and firearm training as well. The candidates must be
between 25 and 50 years old, not have a criminal record. Reservists are required to work 16 hours
per month (Voluntary). Captain asked Dan to speak to the people at Zenzani village and inform
them about the reservists.

Captain mentioned that there had been stories about copper theft near Zenzani. The copper that is
being stolen is redundant cable, which is being taken. If anyone has information about who is
removing the cable, please contact Captain. There is a reward for the conviction of copper theft.

The private security companies wanted Captain to mention to the CPF members that if anyone is
caught with Telkom, Eskom cable or transformers they can receive a prison sentence of up to 15
years.

7. NEW MATTERS:

Bob mentioned that the CPF did have a braai for the SAPS members at the end of last year. Bob put
out a notice for donations for the food, drinks etc. Bob was overwhelmed by the response from our
community and extended his thanks to everyone.

Bob mentioned that the CPF had funds available which was going to be used in erecting the security
gate at the SAPS office, but someone has made a donation to cover the cost of the gate.

Bob asked the members if there was an objection to using the funds to erect a Black Spot sign on
the R103 where there were a lot of accidents.

Moira mentioned that before we erect a sign we need to do a Black Spot audit. A few years ago the
NRLA got a man to do a Black Spot audit. Mr Bennet did acknowledge that the area was a High
Accident Area. The truck traffic seemed to have decreased since the weigh bridge in Mooi River
became functional. Moira also said that we would need authorisation to erect a sign. Moira
suggested we contact Blake McKenzie and do a follow up.

Captain mentioned that she could get information from N3TC (Miles le Roux). Captain said that the
speed over distance is also helping with keeping the accidents down. Captain had also contacted
the taxi owners and asked them to be aware of the dangers on the R103.

It was suggested that maybe we need to erect white crosses to represent the lives that had been lost
in certain areas. There are laws to the distance from the road that these cross could be erected. It
was suggested that at the high accident area that the crosses be placed on the bank and not near
the road. The crosses would be more visible on the bank.

Moira mentioned that we would need about 28 crosses. It was suggested that the date of the
accident be inscribed on the crosses. We would need a sponsor to have the crosses and
inscriptions on the crosses made.

Bob and Captain will get together to start working on this project.
Foxy asked that now that Berg Security had gone was Ballid the only security firm. Captain
mentioned that Nsele is still around. She also said that she works closely with both Ballid and Nsele,
they have a good working relationship.

As the new year has started Captain is sure that T Nzimande will contact the Headmasters of the
local schools and set up a programme for the Youth Desk.

Bob mentioned that the next meeting on 14 March will be the Annual General Meeting. The CPF will
be looking for a new Chairperson. Sue has asked Bob to step down as Chairman of the CPF. If
anyone wants to take over the position, please let Di know.

Bob would like to set up an Executive Committee to set up aims and targets for the CPF in the new
year. If anyone has any ideas or projects that they think the CPF would be interested in please chat
to Bob.

Captain suggested that the notice for the AGM be translated and put up in the local areas.

8. CPR by Dave Adams.

Bob asked Dave to do a presentation for the CPF members on what to do if someone collapsed.

Dave introduced himself to the members. Dave is a paramedic and runs his own business in
Rosetta. Dave does First Aid courses and sells First Aid supplies.

Dave explained how to do CPR. He started with the following things to always remember.
3 Hs C A B which stand for

H Hazards, always look for hazards in the area.


H Hello, identify yourself and ask if the patient needs your help
H Help, request someone to phone for assistance, ask them to report back to you.
C Circulation, check the patients pulse
A Airway clear the airway. Sweep, roll patient to 90
B Breathing, tilt chin, look, listen.
Dave then showed the members how to do the Heimlich manoeuvre to assist with people who are
choking.

Dave also demonstrated how these could be performed on children.

Bob thanked Dave for the informative demonstration.
