County Mounties Constitution

The name of this club shall be the County Mounties 4-H club.

MEMBERSHIP
This club is open to anyone in 3rd grade through 12th grade.
A. Members must attend six (6) club meetings per year
B. Each member is required to participate club activities unless otherwise excused by
leader
C. If member is below before mentioned age, membership can be granted as a mini-member
Cloverbud

Membership may be revoked for the following reasons:


A. Non completion of the 4-H year
B. Failure to attend required number of meetings
C. Failure to participate in at least one (1) club activity unless otherwise excused
D. Failure to show proper respect to leader, officer, or others in charge
E. Unpaid dues before the May meeting
F. Failure to do speech, if required
G. Failure to participate in fundraising activities for two (2) consecutive years.
H. Failure to participate in a minimum of two (2) community builders projects

ENROLLMENT
Per WI 4-H Policy, enrollment is open year round, however, members are encouraged to re-enroll by
November 1st. If a 4-H member wishes to exhibit at the county fair and receive fair premiums, Junior
Fair exhibitors must be enrolled in animal related or shooting projects by March 1st and in all non-animal
projects by May 1st.
Members who change projects prior to the deadlines listed are requested to inform project leaders of
changes as there is no automated system which notifies leaders of changes after initial enrollment or re-
enrollment.

DUES
The cost of one (1) year membership in the County Mounties will be $3.00 for a regular member.
Mini members Cloverbuds are free.
An additional $1.00 per month will be added after January 1st for any late payment of dues.

GENERAL MEETINGS

The club shall hold a general meeting (all members present) at least nine (9) times in each year.
The purpose of the general meetings shall be to conduct all of the clubs business, to vote on any special
club activities, and to be informed about club projects and interests through talks and demonstrations.
The general meeting will be held once a month on the first Monday of each month, unless otherwise
noted.
The general meeting will begin with the pledge to the U.S. flag and the 4-H pledge.

ATTENDANCE AT GENERAL MEETINGS


All members are expected to attend all general meetings.
According to the rules of membership, each member must be in attendance at a minimum of six (6)
meetings. Only one (1) absence within a year may be unexcused.

Absences are defined as follows:


A. Excused Absence: Must call, text, or email general leader at least one (1) hour before a general
meeting.
B. Unexcused Absence: No call, text, or email to general leader at least one (1) hour before a
general meeting

Membership may be revoked if a club members attendance does not meet the required rules listed in
the Membership section. General leadership will review each case before membership is revoked. Lack
of attendance or revoking of membership would mean that a member would not participate in the
county fair. Special attendance problems will be reviewed by an appointed committee.

ELECTION OF OFFICERS
At the August meeting of each year, officers will be elected to the specified positions under the
following conditions:
A. A club office will be held for one year.
B. The term of office will run from November through October.
C. Any 4-H project achieving member may run for office.
D. A member may hold the same office for two consecutive years before they must step down.
E. A member may only hold one office at a time.

OFFICER DEFINITIONS
President: Will supervise and lead meetings, confer with leader, or others in charge, and attend all
general meetings.

Vice-President: Will assist the President and attend all Committee meetings. The Vice-President will
lead any meetings that the President cannot attend.

Secretary: Will keep minutes of all meetings, will keep attendance, and will write any club-related
correspondence. The Secretary will also keep any and all official records of the club. This shall include
year end point awards.

Treasurer: Will keep club funds, collect all fees and keep financial records. The Treasurer will also be
responsible for paying any of the clubs bills through club funds. The Treasurer will also record trophy
donation receipts unless otherwise designated.
Newsletters: One member will create and e-mail the clubs newsletter at least nine (9) times per year.

Officers are expected to attend all meetings and should not take any office if they cannot honestly fulfill
their duties for that office. They may be replaced through a popular vote of the full membership.

PROJECTS
A club member must take at least one (1) project per year.
Members are strongly encouraged to participate in horseless horse projects.

TALKS AND DEMONSTRATIONS


All members 6th grade and older will be required to do a talk or demonstration in front of the club. The
member must do one per year. If a member fails to do a talk or demonstration he/she will not be
allowed to show at the fair. Each speech will be a minimum of 3 minutes per speaker. Members under
6th grade may do a talk or demonstration, for extra points, if they desire.

COMMITTEES
A standing or ad-hoc committee (either by appointment or volunteer) will be formed to take care of any
activities or projects covered by the club.

The following committees will be standing committees.

Fundraising committee: Will consist of all club members to organize the annual County Mounty
fundraiser. Each member, therefore, must participate in our annual fundraiser in some way (i.e.,
donation collection, planning, activity). An adult chairperson or co-chairpersons must be appointed.

Agenda committee: Will meet before the November meeting of each year to organize an agenda for the
following year. This agenda shall be presented at the January meeting for general membership to use as
a reference for the upcoming year.

Banquet committee: Will be responsible for total organization of the October award night. They shall
organize refreshments, prizes, and agenda for award presentation.

Constitution committee: Shall consist of all the officers. Shall meet before the January general meeting
to prepare revisions to the constitution. Any revisions shall be voted on at the January general meeting.
The constitution shall be revised bi-annually on the even numbered years.

Fair decorations committee: Will purchase materials and do organizational work for fair decorations, but
may or may not be obligated to actually make decorations.

No committee meeting shall take place without the guidance of leader or approved adult in attendance.
PUBLICATIONS
Each club member and family is responsible for reading the publications sent out from the 4-H office or
from the club. There is no excuse for missing meetings or events because of lack of knowledge. All
members should refer to the County Mounties agenda for meeting dates and locations.

AMENDMENTS TO THE CONSTITUTION


Any amendments or additions to this constitution must be approved by two-thirds () majority of
members present at the meeting. Any additions or corrections in the constitution must be presented at
the January meeting or one (1) meeting before they are voted on, so that all members have an
opportunity to be present for voting.

DISSOLUTION OF CLUB
In the event of dissolution of the County Mounties 4-H club, any assets must be turned over to the
Sheboygan County 4-H Horse Project.
