Request for Proposal for Empanelment of Advertising/PR Agency/ies

Bharatiya Mahila Bank Limited, a Bank wholly owned by Government of India


(hereinafter referred to as the Bank), invites Applications in sealed envelope from
eligible Advertising Agencies/PR Agencies (hereinafter referred to as the
Applicants), for empanelment of Advertising/PR Agency/ies for the Bank
(hereinafter referred to as the Agency or Selected Agency) for increasing the
visibility, enhancing the image of the Bank and positioning the Bank as the Bank for
Economic Empowerment of Women.

Details of the Tender

Applications are invited from reputed, accredited advertising agencies for


empanelment with Bharatiya Mahila Bank Limited for a period of 36 months from
1st September 2015. Agencies should have the ability to provide the Bank with
complete, comprehensive, multi-media, multi-lingual, pan-India
Advertising/PR/Publicity services.

Introduction

1. Bharatiya Mahila Bank Limited, formed with the vision of Economic


Empowerment of Women has a branch network of 56 branches as of 31st March
2015. In the Financial Year 2015-16, the Bank will be opening around 100 Branches
including in rural areas. Since inception in November 2013, the Bank has been
creating awareness about the Bank and about its various products, services and
facilities through different channels of communication. The Bank hereby invites
applications for empanelment of Advertising and PR Agency/ies to provide
various routine as well as special and specific Advertising, PR, Publicity,
Activities and Programmes and awareness campaigns for the Bank for a period
of 36 months from 1st September 2015.

2. This Tender Document has been prepared solely for the purpose of Empanelment
of Advertising/PR Agency/ies for the Bank.

3. The Mission and Vision of the Bank are as given below:

in both urban and rural areas by:
Facilitating inclusive growth through access to financial services
Addressing needs of women across all strata
Eliminating lending bias against women
Promoting asset ownership by women
Promoting women entrepreneurship
Supporting womens livelihood
Supporting self-help groups to widen outreach
Promoting financial literacy amongst women

While the focus of the Bank will be to cater to the needs of women it would not
exclude any segment from its purview and hence would provide services to both
men and women.

Eligibility Criteria
The applications will first be evaluated against the stipulated eligibility criteria of the
Bank as mentioned below. Compliance of all the stipulated criteria is mandatory.

1. Accreditation: Should be an accredited agency as on the date of RFP. Copy of


accreditations should be submitted. Bank reserves the right to verify the same.
2. Should be a registered entity.
3. Five years of experience in the field of Advertising/Publicity/PR Services during
the last Five years.
4. Of the aforesaid experience of five years, minimum of 3 years of experience
should be in providing Ad/PR agency services to Banks (Private Sector/Public
Sector/ Foreign Banks/Regional Rural Banks) / Finanical Services Firms like
Insurance Companies (Private Sector/Public Sector) / Mutual Funds/
NBFCs/MFIs (proof to be enclosed) during the last five years.
5. Certificate of satisfactory service by Clients of agency should be provided with
Tender Documents.

6. Should have handled at least three local/regional/national level campaigns in the
last three years in Advertising/PR/Publicity Services.
7. Agency should have full-fledged office(s) at Delhi with the state-of-the-art
infrastructure and manpower including creative team to support timely service
for activities within the scope of work. Agencies should enclose necessary
documents along with application. Bank shall verify the same.
8. Agency should provide a dedicated exclusive team to the Bank for providing
various services.
9. Should have minimum annual turnover of Rs. 10 crore or above (Rs. Ten Crore or
above) in the last three financial years. Agencies will submit the audited financial
statements. (Standalone Turnover of the company applying for the empanelment
will only be reckoned, not the group company or subsidiaries.)
10. The net worth of the agency should be positive during each of the previous three
financial years.
11. Each Application should be accompanied by a write up on the Agencys plan for
Bharatiya Mahila Bank Ltd., brand building, image enhancement and positioning
of the Bank; to create awareness about the Bank, its products, services and
facilities during the year 2015-16, 2016-17 and 2017-18.
12. The Agency must have high reputation and neither there should have been any
adverse media publicity about the Agency during last three years nor the Agency
should have been blacklisted by any Public Sector Bank or Government
organization in India. The agency should not have been penalized or found guilty
in court of law.
13. The agency should have adequate resources to handle full-fledged, multi-media,
multi-lingual Advertising, PR, Publicity, public awareness campaigns, media
buying services and proficiency in proof reading in major Indian languages.
14. The application should be complete in all aspects, with all necessary
documents/enclosures.

Scope of work and Background

Bharatiya Mahila Bank Limited is a Public Sector Bank, wholly owned by Government of
India. The Bank has been incorporated with a vision of economic empowerment of
women. The Bank has a powerful tagline Empowering Women Empowering India. The
Bank hereby invites applications for empanelment of Advertising and PR Agency/ies to
provide various routine as well as special and specific Advertising, PR, Publicity,

Activities and Programmes and awareness campaigns for the Bank for a period of 36

The Bank proposes to takeup local/regional and national campaigns through the
following channels:
Electronic: television, radio, internet, mobile phone communication

Print: Newspapers (National as well as Regional), magazines, pamphlets, leaflets,


brochures

Outdoor: Hoardings, banners, posters, hand-outs, canopy activities at vantage


points etc.

Entertainment: Cinema halls (Single Screens and Multiplexes)

Outreach programmes: Putting up stalls in exhibitions, street plays, etc. in mofussil


towns and rural centres in the country.

Other innovative modes of communication.

The agencies should have capabilities of delivering through all these media. Ability to
takeup any other related services will be preferable. Once empanelled, the performance
of the agency shall be reviewed periodically and in case of dissatisfactory performance,
the empanelment is liable to be terminated.

(A) Advertising

The scope of work shall be, but not limited to, the following:
i. Brand Building
ii. Designing layouts for
Brochures/Leaflets
Hoardings/ Posters/Banners/Bulletins/Newsletters
Stage Backdrops
Annual Reports
Corporate stationery and Branch stationery
iii. Developing signature tones for the Bank.
iv. Planning for different corporate communication campaigns from time to time
including media campaign for the Bank along with a cost-benefit analysis.

v. Developing creatives for release of advertisements in Print, electronic and
outdoor media.
vi. Developing TV Commercials and Radio Jingles for the Bank and for its various
products, services and facilities offered by the Bank.
vii. Developing Corporate Films for the Bank.
viii. Developing films on various products, services and facilities offered by the
Bank.
ix. Developing marketing and branding strategy for the Bank.
x. Preparing banners and scrollers for Banks website.
xi. Preparing Budgetary Estimates covering the cost of all major head of works
relating to Advertisement/PR/Publicity activities for approval of the Bank.
xii. Preparing a project plan for execution of the work including activity chart and
timelines to ensure that the work is completed as per schedule. The project plan
needs to be approved by the Bank.
xiii. Any other work related to corporate publicity, media campaign, etc. for
popularizing Bharatiya Mahila Bank Ltd. and establishing the Banks Brand.

(B) PR Related
The target audience for the PR activities would be on a pan India basis and include:
(a) National media including financial & General publications, magazines,
regional publications, electronic channels and on line media
(b) Financial community
(c) Potential customers
(d) Employees and
(e) Other stakeholders.

The scope of work shall be, but not limited to, the following:

i. Increasing the visibility of the Bank


ii. Ensuring top of mind recall of the Bank
iii. Positioning the Bank as a Bank for Economic Empowerment of Women
iv. To ensure Press/media coverage about Banks products, services and facilities.
v. To maintain a media database and share the same with the Bank and notify the
updates achievements and initiatives.
vi. Developing all editorial communications to be disseminated to the media
including information kits, write up on Bank, Banks products, services and
facilities offered by the Bank, press releases, backgrounders features, etc.

vii. Manage all media events like press conferences, select briefings, one-on-one
meetings etc.
viii. Managing programmes like launch of new products/ Conferences/
AGM/EGM/Exhibitions/Mega Camps etc.
ix. Disseminating information on national basis or locally, (as per business
requirements) through press releases and other modes of communication.
x. Provide a Report on the press coverage with all the clippings in the
publications and CD of the electronic media coverage after every event/branch
opening/launch of new product etc. The Agency shall study the Banks
products vis--vis those offered by the competitors and evolve Unique Selling
Propositions and positioning strategies. Agency shall also have access to
syndicated studies available in the industry and use the research findings for
devising Banks promotional strategies.
xi. Agency shall offer product promotion strategy and tactical campaigns. The
agencies shall develop necessary creatives, TVCs, radio jingles online and
digital advertising, promotional materials, in-branch display utilities, contests,
customer loyalty programs, BTL activities, etc. and implement the same in
coordination with the Banks media planning agency.
xii. Agency shall conduct an impact study of the campaigns from time to time and
submit periodical report.
xiii. Present a report on daily and monthly basis covering news on Bank, peers and
the BFSI sectors.
xiv. Prepare a proactive crisis communication strategy for the Bank and also to
identify the target audience for communication.
xv. Internal communication: Assist the Bank in designing and releasing the
internal newsletters, other journals/newsletters brought out by the various
departments of the Bank.
xvi. Assist the Bank to create presence and expand the presence in Social Media and
provide support for social media related PR activities by the Bank.
xvii. Prepare a communication strategy for dissemination of Bank related
information including press communications in digital space and other media.
xviii. Draft all external communication matters including articles /speeches. Ensure
maximum coverage and visibility for all press releases issued by Bharatiya
Mahila Bank Ltd. and all the new products launches and activities of the bank
xix. Prepare a Comprehensive Media plan for execution during 2015-16, 2016-17
and 2017-18 including activity chart and execute the same as per approval of
the Bank.
xx. Media audit/perception study.

The Agency is required to ensure that the Bank is adequately publicized in various media
including print, electronic and other media etc. throughout the year. Pre-launch publicity
campaigns at various locations where the Bank would be opening branches, including in
rural areas, would also have to be initiated to ensure publicity and awareness about the
Bank, among the masses, particularly women.

The scope of service described above is general but is not exhaustive i.e. does not
mention the entire incidental services required to be carried out for complete execution
of the work. The services shall be provided all in accordance with true intent and
meaning, regardless of whether the same may or may not be particularly described,
provided that the same can be reasonably inferred there from. There may be several
incidental services & assignments, which are not mentioned herein but will be
necessary to complete the work in all respects.

(C) Public Relations Activity at Head Office and Various Branches of the Bank

With the Bank's vision on economic empowerment of women, it is vital to reach the
maximum number of people in the country, particularly women. The agency should have
excellent contact with national, regional and local press. Service of the empanelled
Advertising and PR agency, shall include identifying and maintaining contacts with
media across the country and assisting the Bank and branches in coordinating with the
press at national, regional and branch level.

Press clippings of news relevant to the Bank and Banking industry appearing in
newspapers, magazines, electronic and digital media with their translations in
English/Hindi need to be provided to the Bank on a daily basis.

(D) Photography and videography of events organized by the Bank or other events
as directed by the Bank

Providing assistance for photography and/or videography of events, organized by the


Bank or other events or corporate profile shoot will also be part of the services to be
provided by the empanelled agency.

(E) Market Research

The Agency would be required to either conduct Market Research for the Bank directly
or facilitate through such other specialized Market Research companies to undertake
surveys and studies on the impact of Competition, Bank's Brand presence, customer
impact etc. from time to time. The work will be on project basis.

(F) Miscellaneous Communication

As part of compliance to corporate governance norms, Bank releases advertisements in


national and regional dailies, on Banks performance at regular intervals. Similarly, Bank
has several other requirements for mass communication, like notice ads, tender ads, ads
for Board meetings, etc. The empanelled ad agencies shall provide necessary creatives/
art works for these requirements and implement such communications in coordination
with the Banks media planning agency.

Agency shall also be required to develop the creatives on various topical issues/occasions
viz Foundation Day, Independence Day, Republic Day, Branch/Office opening either in
India or abroad, launching of new product or services, and Occasional campaigns like
Womens Day, Festivals Onam, Pongal, Diwali etc. Agencies shall also be required to
undertake event management functions for the Bank from time to time. This will include
all works relating to event management such as hiring of stage, stage dcor, MC, sound,
lighting, security, etc. Agency shall also help the Bank in conceiving, designing and
production of corporate advertisements.

General Information for Tendering

1. Selection of agencies will be on the basis of their meeting the eligibility criteria
detailed in the Tender Document and through a selection process by the Bank. For
details of application, requirements, list of documents to be submitted along with
application and scope of work, please visit 'Tenders' Section of the BMB website
www.bmb.co.in. Interested agencies may submit their application along with their
credentials in sealed envelopes to Assistant General Manager, Bharatiya Mahila
Bank Ltd., Corporate Communications and Marketing Department, 9 th floor, IFCI
Tower, 61, Nehru Place, New Delhi 110019, before 5.00 P.M. on July 9, 2015.
2. All the supportive documents shall be duly signed on all the pages by the authorized
signatory.
3. Applications which are incomplete in any respect are liable to be rejected.
4. Tenders received late on account of any reason whatsoever shall not be entertained.

6. RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR ALL BIDS. The Bank
reserves the right to accept or reject any or all the responses to this Tender Document
without assigning any reasons whatsoever.
7. The Bank shall not be responsible for any delay on the part of the Agency in obtaining
the terms and conditions of the proposal or submission of the proposal.
8. The Applications shall be received by the officials indicated, on or before Thursday,
July 9, 2015 by 5:00 p.m. unless and until extended by the Bank with due
information to all concerned at the following address:

9. No extensions to the timelines shall be considered. If the last date of submission of
Application is declared as a holiday for any reason, then the last date for submission
of application shall fall on the next working day. The submission shall be in the
format outlined in this Tender Document and be submitted only through hand
delivery or courier at the stipulated place and on or before the stipulated date and
time. All applications shall be as per the format prescribed by the Bank. If the
application in response to this Tender does not include all the documents and
information required or is incomplete or submission is through Fax/Email
mode, the application is liable to be summarily rejected.
10. All submissions, including any accompanying documents, provided in response to
this Tender Document shall become the property of the Bank and shall not be
returned.
11. The Bank reserves the right to amend, repeal or reissue this Tender Document at any
time.
12. Amendments, if any, will be mailed to each of the eligible Agency should the occasion

arise. Such amendments shall be binding on all such eligible Agencies.
13. The Banks decision with regard to evaluation shall be final.
14. The Bank does not bind itself to empanel any agency and reserves to itself the right
to reject any or all the Tenders received without assigning of reasons thereof.
Further, the Bank reserves the right to empanel one agency or more than one
agency.
15. The process of application evaluation, approval and the subsequent activities may
be assumed to take a reasonable amount of time. Therefore, the applications shall
remain valid for 3 months after the date of opening of Tender prescribed by the
Bank. An application valid for a shorter period shall be rejected by the Bank as non-
responsive.
16. Before applying to this Tender, the Applicants are requested to carefully examine
the Tender document and read the terms and conditions outlined therein.
17. The tender application must be accompanied with
i. A Corporate brochure of the agency
ii. Documentary evidence establishing the agencys eligibility to bid and
qualification to perform the tasks/works assigned, if the bid is accepted.
iii. Copy of Article and Memorandum of Association / Partnership deed or
Proprietorship deed, if any. In case of Article/Memorandum of
Association, the scope of work must indicate Advertising and Public
Relations as business of the firm.
iv. In case of any change in the agencys status due to Merger or Acquisition
etc, the documents to support the statutory positions of the agency shall be
provided.
v. Certificate of incorporation

18. Inability of submitting any of the documents as asked for in the application shall
disqualify the agency.
19. Applications once submitted cannot be withdrawn by the agency and the same
shall be treated as final.
20. In case a subsidiary company desires to apply with the financial backing of its
parent company, the parent company shall have to give a written undertaking that
it would bear all financial or contractual liabilities of the subsidiary with regard to
the empanelment as Advertising/PR agency and the subsidiary has been
authorised by them to submit the tender for and on their behalf.
21. The agency shall not assign any project assigned by the Bank, whole or in part, to
any other agency, even to its own subsidiary or parent agency, without the Banks
prior consent.

22. The application shall be submitted in a sealed envelope clearly marked Tender for
Empanelment of Advertising/PR Agency for BMB/CCD/TD/001/2015-16 and
submitted to the Assistant General Manager, Bharatiya Mahila Bank Ltd.,
Corporate Communications and Marketing Department, 9th floor, IFCI Tower, 61,
Nehru Place, New Delhi 110019, before 5.00 P.M. on July 9, 2015.
23. Application processing fee of Rs. 6,000/- (Rupees Six Thousand Only) to be paid
through NEFT transfer to Account Number 111400001620 in the name of Bharatiya
Mahila Bank Limited on or before July 9, 2015. IFSC Code is BMBL0000002. Branch
Name is Nehru Place. Payment details to be given in the format as given in
Annexure 4. Annexure 4 to be submitted along with the Application Form.
24. This Application processing fee is non-refundable. Any application where the
Application processing fee has not been furnished, shall be rejected.
25. Each of the empanelled agency/ies is required to give an interest-free refundable
Security amount for INR 1, 00,000/- (Rupees One Lakh Only) to be remitted to
Account Number 111400001620 in the name of Bharatiya Mahila Bank Limited.
IFSC Code is BMBL0000002. Branch Name is Nehru Place. The Security amount of
the Selected Agency shall be retained till the time as agreed in the agreement to be
executed between the Bank and the Selected Agency or till the termination of the
agreement.

(G) Confidentiality

Information provided under this RFP and subsequent Agreement (if the Agency is
selected) is confidential and neither Party shall at any time either during the association
or at any time thereafter divulge either directly or indirectly to any person(s), firm or
company, business entity, or other organisation whatsoever, any Confidential
Information that the Other Party may acquire during the course of such association or
otherwise concerning the Other Partys business, property, contracts, trade secrets, clients
or affairs.

(H) Indemnification

All applicants under the RFP absolutely, irrevocably and unconditionally hereby
indemnify and undertake to keep the Bank and /or its directors, officers, employees,
agents, and representatives indemnified and hold harmless for all time from and against
all charges, costs, losses, claims, demands, damages, and liabilities, obligations, suits,
judgments, penalties, proceedings, prosecutions, litigations, or actions, financial or
otherwise; at law or equity, including the expenses of defending any claim of liability by
any third party, and from and against all actual damages sustained, whatsoever, whether

past, or current suffered or incurred by the Bank and or its directors, officers, employees,
agents and representatives due to reason of (a) breach, misconduct, omission, or (b)
negligence on the part of the Agency and or its directors, employees, in the performance
of the Services including, but not limited to, any claim arising out of improper or illegal
use or adoption or invasion or infringement of the copyright or intellectual property
right.

(I) Termination
i. The Bank shall have the right to avail Services from other agencies as well and this
RFP does not confer any exclusive rights to any Agency for Services rendered/to be
rendered. Inter-se allocation of work between the agencies in such case would be the
sole discretion of the Bank and the decision of the Bank in this regard shall be final.
ii. In the event of non-performance of the Agency, as decided by the Bank, or any
disputes or differences arising between the Parties hereto on any matter / provision
set out in this RFP and subsequent Agreement for the selected Agency, the Parties
shall try to resolve the matter amicably inter se. The defaulting Party shall be given
notice of 7 days to alter the situation and resolve the dispute or reverse the damage
caused in any way.
iii. In the event of default by the Agency/ies and/or noncompliance with its obligations
within the stipulated period, the Bank shall be at liberty to terminate the Agreement,
immediately, without further notice, and shall additionally have the right to claim any
further rights available under the law, including without limitation, the right to
damages.

(K) Evaluation

Technical Evaluation

The process of evaluation is detailed hereunder:

The evaluation process shall be done by Bharatiya Mahila Bank Ltd., on the basis of
examination of documents and samples of creative works submitted by the agency/ies
as mentioned in the Tender Document. After evaluation of documents and samples etc.,
the Bank will shortlist Agencies which will be satisfying the eligibility criteria in all
respects and declare the Agencies which are technically qualified for further evaluation.
Applications are liable to be disqualified if, at any stage of evaluation, it is found that the
Agencys declaration with regard to any of the set eligibility criteria as indicated and the
other data, if any, given in response to this Tender is incorrect.

Presentations (Second Stage of Evaluation): The above short-listed agencies will be


advised to make a presentation of maximum one hour duration to the Evaluation
Committee on their capabilities, experiences, etc and showcase their work done for other
clients. These agencies will be given sufficient notice for this presentation. This
presentation will include a strategy suggestion for the Bharatiya Mahila Bank Ltd.,
outlining the agencys understanding of the bank.

Date and Time for presentation shall be intimated to the shortlisted agency/ies by the
Bank. The evaluation of the presentation will be done by the Evaluation Committee.

Bank will further short-list agencies based on the presentation and these agencies will be
empanelled and will be called Qualified Agencies/Empanelled Agencies.

These Qualified Agencies/Empanelled Agencies only will be considered further for


Techno-Commercial Bids. The qualified agencies/empanelled agencies will be required
to participate and submit in the Techno Commercial Bids from time to time for various
Advertising/PR/Publicity related activities, sometimes even at a very short notice i.e.

may be on the date of notice itself and commence the required advertisement/PR work
within the time stipulated by the Bank.

Submission of Bid

Interested agencies may submit the sealed bid in a sealed envelope as detailed below:

SEALED ENVELOPE

It shall contain the Technical bid for empanelment of Advertising/PR agency/ies as per
format, duly signed by authorized representative of agency with company seal. This
envelope shall be superscribed Tender for Empanelment of Advertising/PR Agency for
BMB/CCD/TD/001/2015-16 - Technical Bid. The name and address of the agency
should be mentioned on each envelope.

The Empanelled Agency/ies shall be on the Banks panel for a period of three years from
1st September 2015. However, the period shall be extended by the Bank on mutually
agreeable terms with the Agency for a further period, subject to satisfactory annual review
of performance, at the sole discretion of the Bank.

The Bank reserves the right to select or empanel one or more agencies for implementation
of a Project/Projects.

The response submitted to the Bank by the Applicant shall be taken to be a legally
binding offer from the Agency, and as such may be accepted or rejected (with or
without conditions) by the Bank at its sole discretion.

The Applicants shall bear all costs associated with the preparation and submission of
the Tender. The Bank shall in no case be held responsible or liable for these costs,
regardless of conduct or outcome of the Tender process.

The Applicants shall submit their offers strictly in accordance with the terms &
conditions of the Tender document.

Disclaimer

Subject to any law to the contrary, and to the maximum extent permitted by law, Bank
and its directors, officers, employees, contractors, representatives, agents and advisers,
disclaim all liability from any loss, claim, expense (including, without limitation, any

legal fees, costs, charges, demands, actions, liabilities expenses or disbursements incurred
therein or incidental thereto) or damage (whether foreseeable or not) (Losses) suffered by
