equipment if it is determined that the total harmonic voltage distortion would otherwise be
unacceptable.
3.12 Specific Design Requirements
The basic equipment design shall be the responsibility of the SUPPLIER.
SUPPLIER shall submit, with the Bid, full technical details of proposed standard structural
equipment that most nearly meets the requirements detailed herein. Aspects of the
requirements that cannot be met, or for which the SUPPLIER proposes new or alternative
technology, shall be identified and the core distinctions explained.
Unless otherwise specified, all equipment shall be designed for continuous working under
the service conditions stated in the relevant documents and the Project Data Sheet.
The enclosure SUPPLIER shall produce the detailed equipment layout for a pre-assembled
concept showing all clearances and aisles with dimensions, subject to the COMPANY
approval.
The layout of Pre-fabricated Electrical Modular Package shall comply with current industrial
design practice and where applicable comply with IEC standards. The Pre-fabricated
Electrical Modular Package enclosure shall include for a low cost, fit for purpose build
design suitable for a design life of minimum of 25 years.
The SUPPLIER shall provide a Basis of Design specification for COMPANY approval prior
to commencement of construction. The Pre-fabricated Electrical Modular Package
enclosure shall be of steel containerised design with A0 fire rating, and shall be located in
non-hazardous areas. The SUPPLIER shall verify that that the structural design of the
selected container is suitable for loads imposed on the package during transportation,
lifting, installation and operation. Deflections shall be limited to avoid any adverse effect on
the pre-installed equipment.
The Pre-fabricated Electrical Modular Package shall be provided complete with all
equipment, lighting, socket outlets, switches and accessories, heaters, Utilities Distribution
Board, HVAC fittings, hardware and all other components, devices, bulk materials, prewired
with all internal wiring (including the wiring between LV Switchgear and the Utilities
Distribution Board). The Utilities Distribution Board shall be installed by SUPPLIER to
provide power to all the integrated equipment, lighting and socket outlets for the Pre-
fabricated Electrical Modular Package.
All equipment shall be designed and installed to facilitate inspection, testing, cleaning,
replacing and repair in order to form a system where continuity of operation is of prime
importance.
All equipment, when working under the environmental conditions prevailing, shall be
capable of operating for extended periods without interruption caused by overhaul or
adjustments and without risk of overheating of any part.
Any free issue equipment to be installed in the Pre-fabricated Electrical Modular Package
will be identified by the COMPANY at the order stage. The free issue equipment will be
delivered to the SUPPLIER works for installation by the SUPPLIER unless agreed
otherwise. It is the responsibility of the SUPPLIER to liaise with the free issue equipment
SUPPLIER in order to ensure correct interface regarding space requirements,
interconnection diagrams, heat losses, delivery dates and any other issues.
The number and size of supports, brackets and associated fixings shall be adequate to
support equipment, tray, ladder rack or cables in position, without imposing strain and the
finished installation shall present a neat appearance.

Electrical apparatus located inside the Pre-fabricated Electrical Modular Package shall be
standard industrial equipment.
The enclosure shall be designed to contain the LV Switchgear and Control Gear and
associated equipment, and to provide an environment suitable for that equipment. All items
of equipment shall be fully installed and wired so that it shall only be necessary to terminate
incoming and outgoing cables, auxiliary power supplies and final earthing connections in
order to make the unit fully operational.
The LV Switchgear and Control Gear shall be provided with a facility for the connection
of a temporary 400V diesel generator to allow for commissioning
The arc flash protection boundary shall be calculated and documented by the SUPPLIER
for the LV Switchgear. The calculation method shall be approved by the COMPANY. A
clearly visible red line, 75mm wide, shall be placed on the floor around the switchgear to
indicate the flash protection boundary perimeter. This line shall be durable. The location of
this boundary line and the method / material used for marking shall be approved by the
COMPANY.
The Pre-fabricated Electrical Modular Package shall contain one Normal Lighting
Distribution Board and one Utilities Distribution Board both fed from the LV Switchgear and
Controlgear. There shall also be one Emergency Lighting Distribution Board fed from the
AC UPS System. Hand-Off-Auto control shall be provided on the front of the feeder to each
Distribution Board to allow manual control of the lighting from within the switchgear
housing. This shall have terminations for a remote over ride switch.
The Pre-fabricated Electrical Modular Package will be elevated on concrete pillar
foundations. The Pre-fabricated Electrical Modular Package shall be provided with foot
plates with pre-drilled clearance holes for fixing to the pillar.
External cable entry to the Pre-fabricated Electrical Modular Package enclosure shall be
from the bottom via cable gland boxes. The Pre-fabricated Electrical Modular Package
enclosure shall have degree of protection to IP65 as minimum.
The base of the Pre-fabricated Electrical Modular Package shall be constructed of
structural members sized by design structural calculations and reinforced to meet or
exceed specific static and dynamic loads. Structural members shall be located to
coordinate with the enclosed equipment so as to support it properly and allow maximum
access to equipment openings for cable penetrations.
Every removable floor panel shall be provided with tapped holes for attachment of a lifting
aid. The floor installed for equipment shall be levelled and flush with the finished floor. A
smooth finished floor is required. Equipment having removable elements which roll out on
the enclosure floor shall be mounted level with respect to the finished floor so that elements
can be rolled in and out of compartments.
Penetrations in the floors shall utilise certified multi-cable transits to prevent propagation of
fire or the ingress of dust or sand. Internal cables shall be routed on dedicated supporting
steel-work, which are heavy duty, hot dip galvanised cable ladder racks or approved equal,
and/or cable tray, and held in place with stainless steel cable straps. Minimum bend radii of
cables shall be observed with any tray/rack/support work.
Approved proprietary cable transits shall be used where cables pass through walls, roofs
and floors in pressurised enclosures.
The SUPPLIER shall provide the number of transit frames and tiers for each penetration
position by reference to the schedule of cable transits.

The SUPPLIER shall prepare drawings for the transits, to co-ordinate the positions of
cables passing through and indicating the cable number, insert block and spare block
sizes.
Transits shall be located in the positions indicated on the drawings. The SUPPLIER shall
be responsible for the cutting of all bulkhead and welding of all transit frames into position.
All transits shall be identified by weatherproof labels on either side of their penetration. The
labels shall preferably be fixed to adjacent racking and be easily readable from the deck or
ground below, with letters of at least 50mm height.
The SUPPLIER shall determine the quantity (including spares) and provide and install the
necessary transit insert blocks and frame accessories.
Care shall be taken to continue the trefoil formation of single core AC cables when passing
through transits. Non-magnetic brass stay-plates are required within the transits and each
trefoil group shall pass through the same transit frame.
Spare ways in transit frames shall be filled with blank filling blocks. A minimum of 25%
spare ways shall be allowed in each penetration location.
Cables passing through transits must be perpendicular to the transit for a minimum
distance of 100mm on each side of the transit.
Multi-cable transits are to be either a rectangular or circular frame constructed from a
minimum of marine grade mild steel, aluminium or stainless steel depending on the type of
material it is to be fixed into. All transit frames shall be suitable for welding into place.
Bolted flange type transit frames shall not be used.
Cable insert blocks are to be manufactured from halogen free, non-flammable, intumescent
elastomeric polymer. These are to be made available in module sizes from 15mm to
120mm and to be able to seal cables from 3mm to 100mm in diameter without additional
modification on installation.
Stay plates are to be manufactured from brass or stainless steel and inserted between
horizontal rows of cable insert blocks within the steel frame itself. Where pressure in
excess of 3.5 bar is expected, stay plates, which have been suitably tested, are to be used
together with an additional 5mm packing strip for increased compression.
The compression system is to comprise of a compression plate and end-packer. The three-
part end-packer unit is to be installed from one side, and only once an external
compression tool has correctly compressed the transit. The side elements of the end
packer are to incorporate steel pins to evenly distribute pressure to the compression plate.
Multi-cable transits shall have the following certification requirements:
Approved for H Class Hydrocarbon applications (Jet Fire Test)
Accepted and approved by the relevant certification authorities
The SUPPLIER shall provide all necessary equipment for lifting the complete Pre-
fabricated Electrical Modular Package enclosure including spreader beam, lifting lugs,
straps, chains, shackles and hooks, as required.
Where the enclosure cannot be lifted from the top, the base shall be designed with base
lifting lugs capable of lifting the fully equipped structure at the specific lifting points with no
distortion of equipment in the enclosure.
The Pre-fabricated Electrical Modular Package shall be provided with air conditioning units
to maintain the internal temperature to 24C, at the maximum average of 50C outdoor
ambient temperature. The air conditioning units shall be wall mounted or free standing. The

air conditioning system shall be sized to allow a minimum of 10% overload margin and a
minimum of 5 air changes per hour.
The SUPPLIER shall provide battery backed internal lighting controlled by manual
switching in the Pre-fabricated Electrical Modular Package.
The Pre-fabricated Electrical Modular Package shall be provided with a self-contained fire
alarm system incorporating fire and smoke detectors. An external audible and visual alarm
shall be fitted to alert personnel to take the necessary safety measures for evacuation.
The Pre-fabricated Electrical Modular Package shall be provided with a firemans isolating
switch for the disconnection of all incoming power to the LV Switchgear and Controlgear
thereby preventing dangers posed in event of an emergency.
The Pre-fabricated Electrical Modular Package enclosure shall be sized to accommodate
all electrical equipment, maintaining the minimum clearances between respective items of
equipment to facilitate ready access for installation, cabling, testing, commissioning and
safe maintenance working. Vertical clearance shall be measured from the highest part of
the equipment to the underside of the lowest roof beam. Minimum clearances around
electrical equipment within shall be:
Front clearance for LV switchboards and panels - 1600 mm
Rear clearance for front access LV switchboards or panels - 100 mm
Rear clearance for panels requiring back access - 1500 mm
Front to front clearance between different switchboards or panels - 1600 mm
Front clearance for wall mounted panels or equipment - 1000 mm
Side clearance between switchboards - 800 mm
Side clearance between panels - 200 mm
Battery rack to wall clearance for:
o Single row, single or double tiered racks - 100 mm
o Double row, double tiered racks - 750 mm
Battery rack to rack - 750 mm
Head room clearance under overhead equipment - 2500 mm
Front clearance at operator station, annunciator or control panel - 1600 mm
Access stairs and platforms shall be designed to be fully self-supporting onto grade level
concrete foundations
Stairways and landings shall be provided with 30mm thick open grill rectangular pattern
flooring with bearing bars at 30mm centres and transverse bars at 100mm centres with
5mm thick (double serrated) main bearing bars or similar approved equivalent, together
with handrails and shall all be galvanised.
At equipment entrances, rails shall be removable to facilitate handling of equipment, and
the platform shall be designed for the maximum weight of equipment to be moved in or out
as one piece.
Stair treads shall be fitted with non-slip nosings. Hand-railing posts, top and knee rails shall
be made from tubular steel. Floor, platforms and walkways shall be provided with 100 x
6mm kick plates. The minimum width of platforms to external equipment doors shall be
1500mm. The slope of stairs shall be a maximum of 5 (vertical) in 6 (horizontal), and the
rise of the treads shall be 200mm maximum.

The height of the stairs shall be from grade to 200mm below the finished floor level.
All doors shall be designed as escape doors with a push bar and shall open outwards.
Handrails in front of equipment doors shall be demountable.
All doors shall be steel with solid upper and lower panels. Door frames shall consist of
insulated steel hollow box sections of suitable sizes to resist high wind pressures.
The doors shall be used for access to the equipment and egress of personnel, and shall be
equipped with a lock.
The door shall be fitted with an automatic door closing mechanism sized to close against
enclosure pressurization and to be robust for high winds. These shall be complete with
heavy duty hinges, lockable lever latch handles with overriding internal, horizontal, full
width panic bars and high performance seals. A nylon check rope to retain the door at 90
degrees to opening shall be provided for all doors. Locks, handles and hinged pins shall be
stainless steel. The inside face of each door shall be fitted with a Panic Bar, which shall
override the door lock. All ironmongery and hardware shall meet local fire safety Regulation
and shall be to the COMPANY approval.
The door entrance shall be sized to permit passage of the largest unit of equipment
installed within the Pre-fabricated Electrical Modular Package. This shall be accomplished
by utilising standard height doors with a removable metal panel located above. The panel
shall have retaining straps/chains to guard from accidently dropping when unbolted.
The SUPPLIER shall ensure that the doors should be suitably sized with the dimensions of
installed electrical equipment taken into consideration.
A metal awning shall be installed over the entrance of all doors to limit rain water ingress.
The Pre-fabricated Electrical Modular Package shall be provided with the following
equipment as a minimum:
Suitably rated rubber floor mats laid in front of panels for entire length in Pre-fabricated
Electrical Modular Package enclosure having a steel floor
Wall mounted, framed, shock treatment instruction card in English and Arabic language
with local plant internal emergency telephone number prominently shown
Easily accessible First Aid box containing full compliments of ointments, medicines and
bandages for the treatment of electrical burns
CO2 fire extinguishers
Wall mounted/freestanding cabinet or a hanging rack for special tools and equipment
necessary for safe operability and maintenance of the switchgear
Wall mounted padlock cabinet with sufficient padlock/keys for all switchgear cubicles
A minimum of 2 sets of PPE clothing including UV flash protection masks
Multi-layer phenolic type labels (white/black/white) for all equipment, including the Pre-
fabricated Electrical Modular Package, and shall be fixed to equipment with screws or a
non- reactive adhesive as appropriate
The following warning notices as a minimum shall be provided on all doors as applicable:
"DOORS TO BE KEPT CLOSED"
"ENTRY FOR AUTHORISED PERSONNEL ONLY"
"DANGER 400 VOLTS"
"DANGER 230 VOLTS"
