of $120,000,000.00, AND, resolving that the appropriate city officials are authorized
to do all things necessary to amend the 2016-2017 adopted budget to include
revenue and expenditure appropriation for water infrastructure and distribution

how many damage claims have been filed against the City since January 2016,
who filed those damage claims, and whether or not they were approved or denied -
with approved claims detailing the amounts paid and denied claims stating a
reason for denial. He also requests that the Chief Legal Officer explain, in writing,
under what authority she is allowed to approve or grant damage claims without
prior approval from the Flint City Council and/or Flint Receivership Transition
Advisory Board (RTAB). Ms. Fields asks that all investigative documents are
included for said damage claims, as well as a written final legal opinion for each.

The City of Flint established a Commercial Rehab District, legally described in the
Attachment, after a public hearing was held on January 9, 2017, to allow interested
parties to comment thereon.
The taxable value of the property proposed to be exempt plus the aggregate taxable
value of property previously exempt and currently in force under Public Act 210 of 2005
does not exceed 5 percent of the total taxable value of the City of Flint.
The owner(s) of the property at 615 S. Saginaw St is/are not delinquent in any taxes
related to the facility.
The application was approved for less than 10 years.
The application is for commercial property as defined in section 2(a) of Public Act 210 of
2005.
The Flint Ferris Building, L.L.C. has provided answers to the City of Flint, to all required
questions under the application instructions.
The City of Flint requires that rehabilitation of the facility shall be completed by
December31, 2017.
The commencement of the rehabilitation of the facility did not occur more than six
months prior to the filing of the application for exemption.
The application relates to a rehabilitation program that when completed constitutes a
qualified facility within the meaning of Public Act 210 of 2005 and that is situated within
a Commercial Rehabilitation District established under Public Act 210 of 2005.
Completion of the qualified facility is calculated to, and will at the time of issuance of the
certificate, have the reasonable likelihood to, increase commercial activity, create
employment, and revitalize urban areas in which the facility is situated.
The rehabilitation includes improvements aggregating 10 percent or more of the true
cash value of the properly at commencement of the rehabilitation as provided by section
2(j) of Public Act 210 of 2005.
IT IS RESOLVED, that the appropriate officials of the City of Flint do all things
necessary to grant a Commercial Rehab Exemption for the real property, excluding
land, located in the Commercial Rehabilitation district at 615 S. Saginaw St., fora

The City of Flint, in partnership with the Crim Fitness Foundation, Flint Community Schools and
Eagles Nest Academy desires to submit an application to the Michigan Department of Transportation
(MOOT) to request Safe Routes to School fimding. Funding from the program would enable
infrastructure projects to occur at Eisenhower Elementary, Brownell-Elolmes Elementary, and Eagles
Nest Academy. These improvements would include upgrades to sidewalks, school signage, crosswalks,
street signage, and curbs, ultimately encouraging children to safely walk and bike to school.
MOOT requires a formal commitment from the public agency that will be receiving these funds
and will be implementing and maintaining these infrastructure projects.
The Department of Public Works therefore requests concurrence that the adoption of this
resolution shall attest the Citys commitment to partner with the Crim Fitness Foundation, Flint
Community Schools and Eagles Nest Academy in support of the Safe Routes to School Program.

Upon acceptance of the Up Armored HMMWV Humvee the City cannot sell, trade or cannibalize any
tactical vehicle acquired through the 1033 Program. The Up Armored HMMWV Humvee has a value of
approximately $60,000.00 which will need to be posted to the Citys Capital asset listing.
IT IS RESOLVED that the appropriate City officials are authorized to do all things necessary to accept
this Up Armored HMMWV Humvee and to add the estimated value of $60,000.00 to the Citys Capital

Whereas, $100,000,000.00 is available from the US Environmental Protection Agency (EPA) to provide
capitalization grants under the Safe Drinking Water Act (SWDA) and the Water Infrastructure Improvements for
the Nation Act (WIIN); and
Whereas, these grant funds have been awarded through the State of Michigan, Department of Environmental
Quality along with local matching funds provided by a State appropriation in the amount of $20,000,000 for water
infrastructure and distribution improvements; and
Whereas, the City Council supports acceptance of these federal grant funds and State appropriation to be received
through the State Michigan Department of Environmental Quality (MDEQ) in the amount of $120,000,000.00;
and
Whereas, the grant dollars will be awarded in installments by types of work and the first draw from these funds
will be $32,000,000 to be used for service line replacements throughout the City; and
THEREFORE BE IT RESOLVED, by the Flint City Council that the Council hereby accepts the federal Water
Infrastructure Improvements for the Nation (WITN) grant in the amount of $100,000,000 and the appropriation
within the State of Michigan MDEQ in the amount of $20,000,000 for a total award of$120,000,000; and
BE IT FURTHER RESOLVED that the appropriate City officials are authorized to do all things necessary to
amend the 20 16-17 adopted budget to include revenue and expenditure appropriation for water infrastructure and
distribution improvements in the amount of $32,000,000 within the Water Fund, to be split appropriately tinder
City of Flint Grant Codes # FEPA I 7WIIN- 1, and SDEQ- I 7LEAD2, and to budget any unspent grant funds in
subsequent fiscal years in which they continue to remain available by the grantor(s).

Background/Summary of Proposed Action: The City has been granted $100,000,000.00 in WIIN
(Water Infrastructure Improvements for the Nation) monies from the USEPA through the State of
Michigan. The local match requirement is also being funded by the State of Michigan, Department of
Environmental Quality (MDEQ) $20,000,000 State appropriation within their FY 2016/17 operating
budget. Further, the FY 2016/17, City budget needs to be amended to include and appropriate such
funds so that they can be recognized and spent. The funds will be provided on a reimbursement basis,
following satisfactory completion of the listed grant activities and proof of products and deliverables.
The USEPA is distributing the WIIN dollars in installments by type of work. The first installment to be
received and appropriated by the City will be $32,000,000 out of $40,000,000 designated for service line
replacement from the WIIN grant and associated State match. There are currently five anticipated
installments. They are as follows:
The project list above may change as the City works through the Drinking Water Revolving Loan water
source selection process.
The attached resolution is accepting the full grant of $100,000,000 from the USEPA, $20,000,000 from
the State of Michigan for a total award of $120,000,000. The resolution also appropriates $32,000,000
of the $120,000,000 for service line replacement. The City was notified by the USEPA via telephone
that the award has been made to the City of Flint on 3/16/20 17.
Financial Implications: The City does not have available funds to pay for this work, and must
follow the grant guidelines in order to have the full expense refunded by the grant without disallowed
costs and/or repayment. The City must follow Federal guidelines related to Federal funds, and guidelines
for local matching funds accompanying Federal grants.
