FOREWORD

This standard is the revision of the standard 183-86, which it replaces.

The standard was initially elaborated in 1949 and was revised in 1964, 1972, 1983 and 1986.
In comparison with the 1986 edition, the revised edition includes the following changes and annotations:
- the title was completed with in fixed forming to make the difference from the second part of this
standard which is to be issued and whose scope is the execution technology for the cement
concrete pavements in mobile forming;
- introduction of the evaluation of cement concrete pavement quality upon classes (instead of
trademarks) according to the specific bending resistance, in compliance with the international
practice;
- stipulation of the use of special cement for pavements CD 40 STAS 10092-78 in the preparation
of the class BcR4,5 and BcR5,0 concrete in order to enhance the exploitation durability of the
works;
- introduction of admissibility limits for the number of fissures and cracks in the slabs in order to
enhance the exploitation durability of the cement concrete traffic pavements;
- introduction of two annexes in which the following specification is made: the properties that are
tested and the frequency of the tests that are undergone for concrete and its composition
elements in order to enhance the quality of the execution works of the cement concrete
pavements.
The draft of this standard was elaborated by the Institute for Research in Transportation (INCERTRANS)
Eng. Viorel Parvu.

1. GENERAL

1.1. Scope

1.1.1. This standard establishes the technical quality requirements for cement concrete pavements
executed in fixed concrete forming with jarring machines used in the construction field, refurbishment and
reinforcement works for:
- public roads;
- work roads;
- inside and outside industrial roads;
- roads that are directly connected to the public road network, even they are not part of the above-
mentioned categories;
- industrial platforms (for vehicles or for open air storage);
- parking platforms, stop areas, access alleys;
- shipyard platforms;
- airport tracks, running pathways and platforms for which the technical specifications in force
applicable to these works shall be respected as well.

1.1.2. The stipulations of this standard are not applicable for:

- pavements made of reinforced cast-in-place concrete;
- pavements in mobile concrete forming;
- pavements in prefabricated elements made of concrete or reinforced concrete;
- pavements in pre-stressed concrete;
- cyclist lanes;
- sidewalks and pedestrian alleys.

1.2. General specifications

1.2.1. In the meaning of this standard the road pavements made of cement concrete are designated in brief
as pavements, and the concrete used for their development as asphalt concrete.

1.2.2. The pavements are composed of elements, separated through joints, designated as slabs.

1.2.3. The thickness of the concrete slab calculation for the road works is done in compliance with the
specifications of STAS 1339 and for the other types of works included in the scope of this standard, in
compliance with the technical specifications in force that are applicable.

1.2.4. The pavements are executed on a cushion or foundation layer composed in compliance with
STAS 6400, usually in a single layer, in which case the concrete properties are those of the wear layer.

Note: Within a justified situation, the pavements can be executed in two layers, the upper layer being designated as wear
layer and the lower layer as resistance layer.

1.2.5. If reinforced, the cement concrete pavement is executed on the former asphalt pavement that can be
bituminous or of cement concrete as well. According to the size calculation of the road system, on the former
pavement a cushion layer can be executed.

1.3. Classification

1.3.1. The cement concrete pavements are classified according to the specific bending resistance.

Note: The classification of the asphalt concrete according to the bending resistance criterion is adopted as the bending
resistance is the main mechanical property of these types of concrete.

The classes of asphalt concrete their marking and the bending resistance specific values are according to
Table 1.

BcR 3.5 3.5 4.2
BcR 4.0 4.0 4.8
BcR 4.5 4.5 5.4
BcR 5.0 5.0 6.0

1.3.2. The specific bending resistance is defined as the resistance value under which, statistically
speaking, at the most 5% of the test results determined through the bending of the concrete prismatic test
pieces, at the age of 28 days, can be met

1.3.2.The specific bending resistance is determined through one of the following methods:
a) On prismatic test pieces with the dimensions 150 mm x 150 mm x 600 mm, loaded with two equal
and symmetrical forces, in compliance with the technical requirements in force. The specific bending
k
resistance therefore obtained is noted: Rinc150
b) On prismatic test pieces with the dimensions 100 mm x 100 mm x 550 mm, loaded with a single
force situated in the middle of the opening between the bearings, in compliance with STAS 1275. The
k
specific bending resistance therefore obtained is noted: Rinc100

k
Note The determination Rinc100 is admitted until 31.12.1994.

1.4. Marking

The cement concrete pavements are marked by specifying: the concrete class (according to subclause
1.3.2.) and the number of this standard.

The productivity of the concrete station shall be at least equal with the one of the device for setting
into function, in order to avoid its stopping from functioning.
3.1.2. The batching of the aggregates and of the cement and thermo-electrical plant ash is done
gravimetrically.
3.1.3. the dosage of the water and of the additive solution is done volumetrically with automatic batching
systems and with scales.
3.1.4. For the dosage of the concrete composing materials, the following deviations are admitted:
3% for each individual sort and 2% for the entire quantity of aggregates;
2% for cement, water and additives;
3% for thermal and electrical plant ash.
3.1.5. The minimum mixing duration shall be at least 60 s from the introduction of the last component.
3.1.6. The prepared concrete is transported with dump trucks with tight and clean bucket, protected from
adverse weather conditions (rain, wind, heat) that can alter its properties.

finishing of the wear layer surface shall not exceed the start time of concrete binding beginning determined in
compliance with STAS 1759.

NOTE The set into function of the concrete that presents a beginning of binding, is not admitted.

3.2. Pavement execution

3.2.1. The asphalt concrete is set into work on the platform prepared between metallic counter rails leveled
on cement binder lanes. The operation is executed in a mechanized manner, with the help of spreading
machines vibrator concrete compacting and finishing machine.
The pavement is executed with one or two layers, in compliance with the project specifications, according to
the device that compacts the concrete and its thickness through vibration.
The concrete laying, and is made on the prepared and compacted foundation according to the specifications
in STAS 6400.
In the cases when the upper layer of the foundation is made of materials stabilized with binder, asphalt
mixtures or cement concrete, the covering of the foundation with a sand layer and Kraft paper or
polyethylene foil is not necessary. Before the concrete pose, the surface of the ballast or broken stone
foundation is covered with a river sand layer with a 2 cm thickness, after compacting; on the sand surface a
Kraft paper or polyethylene sheet is laid.

these layers are repaired in the case of road modernization, to comply with the stipulations of STAS 6400.

3.2.2. The concrete pose is done only with mechanic spreading machines, with the exception of reduced
surfaces for which their use is not technically and economically justified (over-enlargement in curves, narrow
angle curves, declivities over the working conditions of the spreading device, platforms or stop areas on
small and isolated surfaces) for which the pose is done manually.

3.2.3. The concrete is compacted with the vibrator concrete compacting and finishing machine having:
vibration frequency 50 Hz 75 Hz, vibration amplitude approx. 1mm and the advancing speed min. 0.6
m/min, through two crossings on each layer or through one crossing for the entire thickness if they are
completed with a concrete depth pre-vibrating device, with the exception of the works mentioned at
subclause 3.2.2. that can be compacted with plates or vibrating beams having min 3000 vibrations/minute
and amplitude of approx. 1mm.

3.2.4. The finishing of the surface is done with vibrator concrete compacting and finishing machine equipped
with finishing beams; in the case that the vibrator concrete compacting and finishing machine do not have
such devices, the surface finishing is done with a metallic roll with a length of 34m, made of pipe 250mm
having a mass 150200 kg.
The finished surface of the concrete is channeled mechanically or manually with tools conceived for this
purpose, after the finishing concluding.

3.2.5. The protection of the freshly cast concrete in pavement is achieved in two steps as follows:
a) in the first phase considered from the concluding of the concrete channeling and until its binding
beginning, the protection is achieved through fixed or mobile protection roofs;
b) in the second phase, the concrete is protected through protection films (protection fluid P 45, polisol or
other similar chemical products).

NOTE:
1. The pavement protection against water evaporation as soon as possible after the finishing concluding and
channeling leads to the significant decrease of the slabs fissuring risk.
2. During the hardening period until the set into function of the pavement, measures are taken to prevent the
vehicles from circulating on its surface.

3.2.6. The cement concrete pavements are executed within the interval of atmospheric temperatures
+ 5 C + 35 C. The concrete temperature at the set into service does not exceed 30 C.

NOTE In exceptional cases, within the interval 0 C +5 C the works can be executed only with the approval of the
beneficiary, taking the prescribed special measures as far as the concrete preparation, laying and protection
are concerned, in compliance with the specifications of the technical and normative documents in force.
The pavement execution within negative temperatures is forbidden.
3.2.7. The concrete cement pavements can be set into service for vehicles, according to table7.

3.2.8. At the execution of the over enlargements in curves, only asphalt cement concrete is used.

3.2.9. The assignation of the pavements is executed in compliance with STAS 1598/91.

3.3. Joints execution

3.3.1. In order to avoid the fissures and cracks due to the temperature and humidity variations, unequal
settling and for construction necessities, the pavements are executed with longitudinal and transverse joints.

3.3.2. The longitudinal joints can be of:

- contact (for construction);
- dilatation;
- contraction.

3.3.2.1. The contact joints are executed between the concrete lanes over the entire thickness of the
pavement.

3.3.2.2. The dilatation joints are executed in the case that the pavement is wider than 100m (the case of the
platforms) at approximately half of the width, instead of a contact joint.

3.3.2.3. The contraction joints are executed when the concrete lane is cast with a width exceeding 5m, being
achieved on its axis.

3.3.2.4. All the longitudinal joints are executed in continuous line, breaks being not accepted.

3.3.3. The transverse joints can be of:

- contact for construction);
- dilatation;
- contraction.

3.3.3.1. The contact joints are executed on the entire width and thickness of the pavement when the
concrete cast is interrupted.

3.3.3.2. The dilatation joints are executed perpendicularly on the concrete lane axis, on the entire width and
thickness of the pavement.
The dilatation joints are executed at distances of approximately 100m, as well as in the following situations:
- at the edges of the dash panels or viaducts plates, bridges and small bridges, etc;
- at the curves edges having angles under 3.00 m, in the tangential point;
- in the declivity change points in which the project does not stipulate convex connections, STAS 863.

3.3.3.3. The contraction joints are executed at distances within 4m 6m perpendicularly on the road axis, in
continuous line on the entire width of the pavement or with a inclination of 1/6, from to its axis.

3.3.4. The contact joints are achieved through the application on the side surface of the previously cast
slabs, of a bitumen film, through aspersion with bituminous emulsion.

3.3.4.1. At the roads of technical class I and II, the streets of category I and II, as well as at the airport tracks
and platforms, the upper part of the contact joint, on a 30 mm depth of the slab thickness, is cut afterwards
on a 8 mm .. 10mm width, in order to allow an easy introduction of the blocking-up product (fig.5 and fig. 6).

3.3.5. The dilatation joints are executed by introducing a fir tree wood stick (kept in water for 24 h prior use)
of 20mm25mm thickness at the lower part of the pavement up to 3 cm from the slab surface in the case of
pavements executed with one layer or up to the upper level of the resistance layer in the case of pavements
that are executed with two layers. This wood stick remains in the work.
After that the existing concrete above the wood stick is removed through the execution of two parallel cuts,
with a distance of 20mm25mm between them, up to the upper level of the wood stick, according to fig.9
and 10.

NOTE: If the joint device is out of order or the air relative humidity is rapidly decreasing, the spore device is
used to cut first each third joint and then the others one cut.

3.3.8. The hole resulted at the upper part of the joints is filled (blocked-up) up to the pavement surface with
a blocking-up product as follows:

- in the case of longitudinal contact or dilatation joints, the filling of the holes is done with asrobit or
bituminous mastic;
- in the case of transverse contact or contraction joints, the filling of the holes is done either with
asrobit, either with products made of neoprene or rubber and bituminous mastic, either only with
prefabricated products of neoprene or rubber, either with bituminous mastic.

17
SR 183-1

3.3.9. The blocking-up bituminous mastic has the following composition:

- bitumen D 80/120 30% 35%
- DANUVAL, type I with textile insertion sort B 10% 8%
- filler 60% 57%

NOTE: Other blocking up products can be used only upon an approval of a specialized institute and upon
the agreement of the beneficiary.

4. NORMS AND QUALITY TEST METHODS

4.1. The concrete quality

4.1.1. The quality of the used materials is tested as described at paragraph 2.4.

4.1.2. The quality control for the concrete and for the component materials is done in the concrete stations in
compliance with STAS 1799, and the properties to be tested and the frequency of the testing is done as
described in Annexes A and B to this standard.

4.1.3. The results interpretation of the tests executed on asphalt cement concretes is done in compliance
with the technical specifications in force regarding the execution of cement concrete pavements.

4.1.4. The quality verification for the concrete in the work is done by extracting cores from the pavement.

4.2. Pavement quality

4.2.1. The pavement quality, evaluated through the quality of the asphalt concrete set into work is seen as
adequate if:
- no execution errors are visually observed (holes in the surface or sides of the pavement,
segregations, exfoliations, fissures, cracks etc)
- the quality of the delivered concrete is adequate regarding the bending resistances determined on
prismatic test pieces and the compression resistances determined on cube test pieces or prism fragments
with a 150mm section manufactured at the concrete station, as well as the compression resistances
determined on cores;
- the test through non-destructive methods shows that the concrete has an adequate structure.

4.2.2. The verification of the dislevelment in the pavement surface is done during execution, immediately
after the first crossing of the vibrator concrete compacting and finishing machine and at reception, with the
help of the level of 3.00 m length and of a chock.

4.2.2.1 In longitudinal profile, the measuring of the dislevelments is done on each concrete strip or traffic
lane and namely on their axis, using the level of 3 m length and a wedge of 20 cm length and maximum 3 cm
width having an inclination of 1 : 10 and level marks corresponding to the 1 mm height differences. To read
the dislevelment, the wedge is introduced between the pavement and the level lower side, being recorded
only the readings that exceed the admissible dislevelment as described in subclause 2.1.6.
The frequency of the measurements is: every slab achieved during execution and every 50 m at reception or
randomly at the request of the reception commission.

4.2.2.2. In transverse profile, the dislevelment verification is mandatory in front of the profiles indicated in the
project and, upon request of the reception commission also between these profiles. The measurements are
done in a similar manner to the ones described at A 2.2.1. for the alongside profile, but using a level with a
length equal to half of the road width, respectively on the width of the road with single slope for highways,
curves with single slope, etc.

4.2.3. The verification test of the transverse slope is done with the level mentioned at paragraph 4.2.2.2. with
the bench level and a scaled wedge with a 30 cm length, maximum 3 cm thickness and the height at
extremities of 1.5 cm and respectively 9 cm.
The scaling on the upper part of the wedge shall correspond to the 1 mm height differences.
The verification of the transverse slope is mandatory done in front of the profiles mentioned in the project
and between these profiles upon the request of the reception commission.

18
SR 183

4.2.4. The verification of the quotas in the road axis mentioned in the longitudinal profile is done with a
leveling device.

4.2.5. The test of the concrete pavement thickness is done through direct measurements at the extremities
of the concrete strip, every 200 m and on cores extracted from the pavement.

4.2.6. The verification of the roughness of the pavement surface is done through the sand height method, in
compliance with STAS 8849.

4.2.7. The verification of the joint execution and blocking-up, of existence of cracks and breaches, is done on
the grounds of visual observations obtained by walking in the first day and preferably on chill weather along
the sector of executed pavement.

NOT: In case a Viagraf apparata is available for the determination of flatness of the road in longitudinal
profile, the verification and the results interpretation is done with this apparata, as per the technical
regulations in force.

4.3. Verification results

4.3.1. The test results are noted in the construction site control records and are integrant part of the
construction book.

4.3.2. The beneficiary through its official representatives has the duty to periodically check the data recorded
in the material quality certification documents (laboratory analysis and test bulletins, quality certificates
issued by the suppliers etc)

5. SPECIAL SPECIFICATIONS
5.1. The defects occurred at the surface of the pavement shall be fixed before its set into service.
The repairing procedure is established by mutual agreement with the beneficiary and the project coordinator
and is done in compliance with the technical and normative documents in force.

5.2. In order to provide the durability in service, the cement concrete pavements are excluded from the
sodium chloride treatment (industrial salt gems) that is undergone during winter against ice formation, for
5 years from their execution date.

6. WORKS RECEPTION
6.1. The reception of the cement concrete pavements is done in three steps: for each phase, preliminary and
final.

6.2. The reception for each phase is done during and after the pavement preparation.
After this acceptance the written report for hidden works is closed.

6.3. The preliminary acceptance is done when all the works presented in the documentation are completely
concluded and at least one month after the set into service.

6.4. The final reception is done after the expiring of the guaranty period in compliance with the legal
stipulations in force regarding the are observed reception of construction works and the specifications in this
standard.
