2 Overview
2.1 Introduction
The sampling rate of the traditional narrowband speech signals is 8 kHz, and the speech
frequency ranges from 300 Hz to 3400 Hz. With the development of communication
technologies, users have higher requirements for speech quality. The narrowband speech
signals, however, cannot always meet users' requirements for speech quality. WB AMR is
introduced to provide high-grade speech quality.
The sampling rate of WB AMR is 16 kHz, and the speech frequency ranges from 50 Hz to 7
kHz. Compared with AMR, WB AMR has wide high frequency extension and low frequency
extension. Therefore, WB AMR can provide better speech quality. MOSs of WB AMR calls
can be measured using instruments that comply with the P.862.2 or P.863 standard.
In a GSM system, WB AMR specifies five speech encoding rates. In addition, WB AMR
occupies only full-rate channels.
The active codec set (ACS) supported by Huawei WB AMR contains three speech encoding
rates: 6.60 kbit/s, 8.85 kbit/s, and 12.65 kbit/s. The BSC automatically selects an appropriate
speech encoding rate from the ACS.

VOICEVER(BSC6900,BSC6910) is set to FULL_RATE_VER5(Full-rate VER 5). To
enable WB AMR, the MSC must support full-rate speech version 5.

3 Technical Description
NOTE
Transcoder (TC) is a coding and decoding unit in a BSC or mediate gateway (MGW).
For example, if a TFO or TrFO connection is not established in A over TDM mode:
l For the downlink source coding, the sampling rate for the Pulse Modulation (PCM) code
stream over the A interface is 8 kHz, whereas the WB AMR sampling rate is 16 kHz.
Before encoding the received PCM code stream, the TC therefore increases the sampling
rate to 16 kHz for the PCM code stream decompressed according to the A/ law.
l For the uplink source decoding, the TC decodes the PCM code stream and generates a
PCM code stream with the 16-kHz sampling rate. However, the PCM code stream
transmitted over the A interface uses the 8-kHz sampling rate. In this case, the TC
decreases the sampling rate to 8 kHz, performs compression according to the A/ law,
and then sends the compressed PCM code stream to the A interface.
If one MS (MS 1) involved in a call uses narrowband AMR but the other MS (MS 2) uses
WB AMR:
As shown in Figure 3-3, after wideband signals with the 16 kHz sampling rate
arrive at the TC on the MS 2 side, the TC performs WB AMR source decoding and
decreases the sampling rate to 8 kHz for the signals. Then, the core network
transmits the obtained PCM code stream to the TC on the MS 1 side. The TC
performs AMR FR source coding and sends the encoded signals to MS 1.

l In A over IP mode:
The core network can initiate speech version conversion, which requires support of the
core network, to convert WB AMR to narrowband AMR so that a TrFO connection is
established. An end-to-end narrowband AMR call is then set up.

4.2 TFO
Due to the high sampling rate, WB AMR can provide more spectrum information on speech
signals. The spectrum information, however, is partially lost on the A interface due to the
decrease of the sampling rate to 8 kHz. This affects the quality of services provided by WB
AMR.
In A over TDM mode, the TC forcibly initiates TFO negotiation after a WB AMR call is set
up, If both the calling and called MSs support TFO, TFO can be performed.
The TFO messages are transmitted in fixed bit spacing on a 16 kbit/s subchannel. The TFO
Frame and TFO Message are transmitted without encoding or decoding. When the TFO
Frame and TFO Message are transmitted over the A interface, the sampling rate does not need
to be decreased. In this way, the spectrum information on speech signals can be saved and the
speech quality can be ensured.
4.3 TrFO
In A over IP mode, the MGW performs the functions of the TC.
Enabling WB AMR in A over IP mode requires support from the MSC and MGW. To achieve
the optimal speech quality after WB AMR is enabled, TrFO must be enabled on the CN.

5.1.2 Activation
Using MML Commands
On the BSC LMT, perform the following steps:
Step 1 Run the SET BSCBASIC command with A Interface Tag, Um Interface Tag, and Abis
Interface Tag set to GSM_PHASE_2Plus.
Step 2 Run the SET GCELLCCACCESS command with Speech Version set to an appropriate
value based on actual requirements.
NOTE
Select FULL_RATE_VER5(Full-rate VER 5) under the Speech Version parameter while retaining the
default speech versions.
Step 3 Run the SET GCELLCCAMR command with the following parameters set to recommended
values:

When configuring the WB AMR feature on the CME, you must perform a single configuration first, and
then perform batch modifications if required.
You must perform a single configuration for a parameter before batch modifications of the parameter.
You are advised to perform batch modifications before logging out of the parameter setting interface.
Set parameters on the CME configuration interface according to the operation sequence
described in Table 5-2. For the method of performing the CME single configuration, see
CME Single Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the icon on the
CME configuration interface to start the batch modification wizard. For the method of
performing batch modifications through the CME batch modification center, press F1 on the
