As promised, here is a Dropbox link for the emails from Debra with the City to you forwarding the agenda with
attachments for the January Council meeting.

Here is the timeline of when the agenda and attachments were sent, etc.

Debra e-mailed you the Agenda and Engineer's Report on Thursday, January 7th at 5:44 p.m. The incomplete
Agenda was the one attached to this email.
Agenda was the one attached to this email.

You emailed Debra on Friday, January 8th at 3:04 p.m. to tell her that you believed that you were sent an
incomplete Agenda. You also requested a copy of the Ordinance being considered for adoption.

Debra emailed you on Friday, January 8th at 5:22 pm the correct Agenda and the Ordinance you requested. As you
can see, The Administration and the City Council Members were NOT
included on this email.

Debra emailed the City Council Members; Annette, the Mayor and Supervisors, etc.
on Thursday, January 7th at 5:41 pm. The Agenda and Engineer's Report
were attached. The incomplete Agenda was the one that was inadvertently attached to this email.

The City Council members did not receive a second email as you did. However, the correct Agenda was in their
booklets at the City Council Meeting on Monday - January
11. Also, the correct Agenda was posted on the Front and Back doors at City HaII on Friday, January 8th at 9:30
am. Also, the correct Agenda was sent to
the Rayne Acadian Tribune on Friday, January 8th at 10:00 am or so.

So, the City Council members did not see the correct Agenda until they arrived
for the City Council meeting on Monday, January 11th, unless they read the agenda that was posted at City Hall on
the doors. However, the Mayor discussed the Agenda items with most of the City Council members, individually,
prior to the meeting.

You were sent a separate email forwarding the agenda and attachments. You were not included in the original
email to the council members on Thursday, January 7th at 5:41 pm, as the statute only mandates that the media
receive notice in the same manner as the council is given notice. Nonetheless, I have been advised that your email
address has now been added to the same Distribution list for the Council and you will be noticed and copied in the
same email sent to the Council members, etc. in the future.

We are continuing to work on the remaining portions of your public records request and will make response as the
information is gathered.

If there are any records that you cannot send in PDF, I will be happy to inspect and make my own copies of the
records at city hall. But if I do decide I need copies, please advise the city that if there is no city policy setting
the cost of copies of public records, the charge for the copies must be set according to the standard approved
rate, 25 cents per page. Last time they tried to charge me $1 for each page, an amount they just pulled out of thin
air. They also put me in a room with blaring music to view records telling me they were attempting to keep me
from hearing through walls.

Do you know if the city has gathered the ONE email that was sent to council notifying them of the items set for
the January 2016 meeting? I can understand there may be a delay in the production of the insurance information,
but searching for an email only takes seconds. I would like an explanation of the delay in producing the emails?
What is involved in the retrieval that takes a week to produce?

The last 60 days for the emails is fine.

I have also not researched the exemptions surrounding the release of information regarding benefits for
public employees. What I am curious about is whether or not there are people being covered by the city with
insurance, at the cost of the tax payers, who may not qualify. I am not sure the specific name of the public
document that would pertain to this information so I am describing the information I would like access to as
specifically as possible. I am not interested in the specific type of coverage or whether they have their
dependents listed on their policy. I only want to know the individuals who are receiving the benefit. It would
also be helpful if the information would include any policies the city has regarding insurance coverage for
employees.

I am writing to let you know that as of today, we estimate that it will take a minimum of 5 business days to
research, gather, retrieve and redact (any non-public information) regarding the various items you have
requested.

I'm also writing to let you know that with regards to the specific emails you have requested, the City has
engaged an IT specialist to come and search the City's computers to ensure a thorough and complete
search, to include the specific parameters mentioned in your request. It is my understanding that the City is
not currently on a centralized "server," so this requires the IT person to go from computer to computer to
conduct the searches. I hope to have a better timeline tomorrow, when the IT specialist is scheduled to

We are also conducting research with regards to your request for the city to release the names of the

information is, in fact, protected, we will provide the statutory authority for the decision.

I'd like you to confirm, too, that your request for the specific email information is indeed limited to the past
60 days. We need to provide this as a search parameter to the IT specialist.
