Toilets made mandatory to contest Panchayat polls in Bihar
State election commissioner (SEC) Ashok Kumar Chauhan announced that toilets will be
mandatory requirement for eligibility to contest panchayat elections in Bihar.
Candidates have to give an undertaking regarding status of toilet by 1 January 2016 in
their home.
To ensure free and fair polling the elections will be held in 10 phases.
The decision is based on the legislation the Bihar Panchayat Raj (Amendment) Bill, 2015
which brought some new provisions including making it mandatory for candidates contesting all
level of panchayat raj elections to have toilets at their individual home by 31 January 2016.

Bihar Government approves 35 per cent job reservation for women


Bihar Government has approved 35 per cent reservation for women in government jobs in the
state including reserved and unreserved category.
Key Points about the Meeting
Cabinet meeting was chaired by Chief Minister Nitish Kumar.
Experts said that this is a result of several schemes initiated by Nitish Kumar for
womens empowerment.
At present state is providing 35 percent reservation for women in recruitment as police
constables and sub-inspectors and 50 percent reservation for women as primary
school teachers and in the Panchayati Raj system.

Rs 4,918-crore approved for Highway Project in Bihar


For the widening of NH 2 stretch in Bihar and to expand its infrastructure, Cabinet has
assentedRs 4,918-crore.
The decision in this regard has been taken by Cabinet Committee on Economic Affairs
(CCEA), which also approved 6-laning of Aurangabad Bihar/ Jharkhand Border
Barwa Adda section on NH 2 in Bihar and Jharkhand.
The highway with a stretch of 222 kms will diminish travelling time.

Nitish Kumar first rated for the K Veeramani Award for Social Justice 2015
Chief Minister of Bihar, Nitish Kumar has been selected for the K Veeramani Award for Social
Justice 2015 for his contribution towards social justice as Chief Minister.
The award will be presented by Periyar International, a Chicago-based voluntary
organisation at an award function, the venue of which is yet to be decided.
The award carries a plaque and a cash prize of Rs 1 lakh.

UDAY(Ujwal Discom Assurance Yojana) is a tripartite memorandum between Bihar
government, state Discoms and the Power ministry for the revival of debt ridden state distribution
utilities to save 9000 crores.

It is the second Non-UPA state after Uttar Pradesh to join this scheme
It will help the debt ridden distribution system of the state to save 9000 crores in the next

BHEL commissions 250 Mw unit at Nabinagar plant in Bihar


Bharat Heavy Electricals Limited has commissioned 250 MW coal-based thermal power
plant in Bihar.
This is the first 250 MW unit to be commissioned in the plant located at Nabinagar in
Aurangabad district of Bihar.

After liquor, Bihar government bans gutka and pan masala
i. Bihar government has decided to prohibit the distribution, manufacture, storage, distribution,
consumption, transportation, display or the sale of any type of gutka and pan masala for a
period of one year with effect from 21st May 2016 announced by RK Mahajan, commissioner Of
Food Safety,Bihar
ii. The state is empowered under Section 30 (2) (a) of the Food Safety and Standards Act,
2006.
Effects of Gutka and pan masala:
Gutka and pan masala containining tobacco or Nicotine. It causes acute Hyper- magnesemia,
cardiac arrest, oral sub mucous fibrosis, oral cancer, Leukoplakia, Esophageal cancer, Stomach
cancer, Metabolic abnormalities, reproductive health, Gastro intestinal and respiratory diseases.

Bihar CM Nitish Kumar launches Right to Public Grievance Redressal Act
Bihar Chief Minister Nitish Kumar on 5 June 2016 launched Right to Public Grievance
Redressal Act. The act seeks disposal of peoples' complaints or redressal of grievances from
Government officials within 60-days.
Features of the Law
The law has strict provisions in non-compliance of applications.
Officials not adhering to provisions of the law could be dismissed from service or face a penalty
of from 500 rupees to 5000 rupees.
All the 42 Departments of the State government will be covered under the new Act.
The Government has one Grievance Redressal Officer in each department as well as first and
second Appellate authorities.
In cases where the grievance cannot be redressed, then the complainant will get a letter citing
reasons for not getting the grievance redressed. In that case, the complainant can file an appeal if
he/she is not satisfied with the answer.

Railway minister flags off Danapur-Saharsa Janhit Express

ii. The App will be a part of Digital India program and will be linked with Soil Health scheme for
bringing access to new technologies to rural India. The App had been already launched by the
Prime Minister, Narendra Modi.
iii. CMRS is a web-based App that can be used with computer, mobile and tablet and aims to
increase farmers net income and sustain the productivity for rice-based cropping systems in
Bihar, India.

Government to set up National Banana Research Centre in Bihar


i. Union Agriculture and Farmers Welfare Minister Radha Mohan Singh announced that
centre is mulling to set up National Research Centre for Banana would at Goraul in BIHARs
Vaishali district.
ii. The land for this purpose was allotted when Jitan Ram Manjhi was the Chief Minister. This
announcement came while inaugurating a twoday HortiSangam-2016 organised by National
Horticulture Board at Hajipur.
iii. The Minister also announced that food processing industry would be set up in Hajipur or its
adjoining area, provided the state government cooperates on this.

BRICS policy planning dialogue meeting held in Patna


i. The BRICS Policy Planning Dialogue concluded in Patna, Bihar ahead of the eighth BRICS
Summit to be held in Goa. The Goa Summit will be chaired by India

Justice Iqbal Ahmed Ansari Sworn in as Chief Justice Of Patna High Court
i. Justice Iqbal Ahmed Ansari was sworn in as the 39th Chief Justice of Patna High Court by

ii. Chief Minister Nitish Kumar, his Deputy Tejashwi Prasad Yadav, Leader of Opposition in

Bihar signs MoU with Bangkok firm for disaster risk reduction
i. Bihar government signed a MoU with Bangkok-based Asian Disaster Preparedness Centre
(ADPC) to implement the Roadmap for Disaster Risk Reduction in Bihar (2015-30). The move will
help reduce disaster risk management in the state.
ii. The ADPC centre will deliver technical assistance to implement the Roadmap for Disaster Risk
Reduction in Bihar (2015-30).
iii. One of the targets of the roadmap is bring down the loss of human lives in natural

Bihar lifts ban on toddy sale, consumption
i. Bihar government-led by Chief Minister Nitish Kumar has lifted the Ban on the toddy (palm
wine) consumption and selling in the state.
ii. The Rashtriya Janata Dal Party which is alliance with Janata Dal were not in favor of the ban
when the state imposed a total liquor ban and the sale of toddy in April this year.

Bihar enacts Draconian Excise and Prohibition Bill, 2016 to restrict Alcohol Usage
A rigorous Bihar Excise and Prohibition Bill, 2016, was passed in the state Assembly of Bihar by
voice vote amidst boycott by Opposition over the state governments rejection of their proposals
in the over three hour-long debate on the legislation on August 1.
i. Prohibition on the manufacture, sale, storage and consumption of alcohol was imposed in Bihar
earlier in 2016, by amending the Bihar Excise Act, 1915. The Bill replaces the 1915 Act and
the Bihar Prohibition Act, 1938.
ii. The Bill outlines the following process to be followed in case an offence is committed:
If a person is found to have committed any offence under the Bill (such as consumption, storage
or possession of alcohol), any authorized person (such as the District Collector, Excise Officer, and
Superintendent of Police) may take action against the offender.
The Bill allows an authorized person to arrest the offender without a warrant. Alcohol, any
material or conveyance mode used for the offence may be confiscated or destroyed by
the authorized person.

Bihar cabinet nod for tax hike on petrol, diesel


i. Bihar Cabinet led by the Chief Minister Nitish Kumar gave its nod to increase VAT on petrol
and diesel by 1.5 per cent and 1 per cent respectively.
ii. Upon this VAT on diesel will go up 19 per cent from 18 per cent and on petrol it will be 26 per
cent from 24.5 per cent.
iii. The cabinet also approved to waive the entertainment tax on a Hindi documentary Guturgu-
guturgu.

Bihar government to implement Pradhan Mantri Fasal Bima Yojana


i. Nitish Kumar-led Bihar Government is agreed to implement the Pradhan Mantri Fasal Bima
Yojana on an experimental basis in Kharif season with immediate effect.
ii. The move by the Bihar is to test whether the Scheme is actually helps Farmers or the
Insurance players who involved in the Scheme.

replaces the existing two schemes National Agricultural Insurance Scheme and the Modified NAIS.
Under the provisions farmers premium has been kept at a maximum of 2 % for foodgrains and
oilseeds, and up to 5 % for horticulture and cotton crops (annual Yielding).

schemes
i. Bihar Chief Minister Nitish Kumar announced a bunch of development projects and
schemes regarding the seven resolves adopted by his government for the next five years.
ii. On the 70th Independence Day, Nitish Kumarannouncedthe launch of Student Credit Card
scheme from October 2 and this scheme promises Rs. four lakh interest free loan to students for
pursuing higher education.
iii. Another scheme of providing free Wi-fi facility would be made available in all state
universities and colleges from February 2017.
iv. A new scheme of launch of startup capital of Rs. 5,000 crore to help young entrepreneurs
start their ventures.
v. An innovative scheme of opening centers in all 534 blocks in the state forimparting
language training and computer knowledge to youths to prepare them with better employment
prospects

Former Governor of Bihar, West Bengal and Haryana A R Kidwai Dies


Former Governor of Bihar, West Bengal and Haryana,A R Kidwai passed away on August 24,
2016 in New Delhi. He was 96.
i. Born on July 1, 1920, in Baragaon in UP. He started his career as a professor of Chemistry, and
became Dean of Faculty of Science at Aligarh Muslim University. He also served as Chairman of
Union Public Service Commission from 1974 to 1977. He was Chancellor of AMU between 1983 to
1992.
ii. He served as Governor of Bihar twice, from 1979 to 1985 and 1993 to 1998 and he served as
Governor of Bengal between 1998 and 1999.
iii. Later he served as Governor of Rajasthan and Haryana till 2009 and he was member
of Rajya Sabha between 2000 and 2004.

Nitish launches website on 350th Prakash Utsav
i. Bihar Chief Minister Nitish Kumar launched a website to provide information on the celebration
of 350th Prakash Utsav of the Sikh guru in 2017. The website has been developed by tourism

Patna High Court quashed Bihar Prohibition of Liquor Act


i. The Patna high court quashed the government notification completing banning liquor in the
state by saying it was ultra vires to the Constitution.
ii. A division bench of the court comprising Chief Justice Iqbal Ahmed Ansari and Justice
Navaniti Prasad Singh quashed the 5 April 2016 notification of the state government to stop
consumption and sale of alcohol in the state.

Bihar become first state to link exams to Aadhaar number


i. Bihar School Examination Board(BSEB) become the first state board in India to link students
examination forms with their Aadhaar numbers to avoid duplication and facilitate easy access to
documents announced by BSEB chairman Anand Kishor.
ii. The initiative will be implemented from the BSEBs compartmental exams, which are scheduled
for November.

First International Sikh Conclave started in Bihar, ahead of 350th birth anniversary
celebration of Guru Gobind Singh
i. Nearly 150 Sikh luminaries from India and abroad were participated in the first three-day
international Sikh conclave in Patna.
ii. Bihar Chief Minister Nitish Kumar announced that the state government was organised this
conclave ahead of the 350th birth anniversary celebrations of Guru Gobind Singh, the 10th
Sikh guru, in Patna Sahib.
iii. Scholars, artists, businessmen, politicians from India and countries like Canada, UK, USA,
Myanmar and New Zealand were participated in the conclave.
iv. Nitish Kumar also announced a three-day state holiday during the festival, known as
Prakash-Parv, and which was celebrated at Takht Sri Harmandir Patna Sahib, the birthplace
of the 10th Guru.

the silt in the river.

approved the construction of a new link between Sahibganj bypass in Jharkhand to Manihari

Veteran socialist leader Ram Ekbal Singh passes away


i. Veteran socialist leader and freedom fighter Ram Ekbal Singh has died after protracted illness.
He was 94.
ii. Singh, a native of Varsi village of Bhojpur district was elected to Bihar Legislative Assembly on
Socialist Party ticket in 1969.

Nalanda University Chancellor George Yeo resigns from post


i. The Chancellor of Nalanda University resigned his post on November 25, 2016.He was taken
this decision because of autonomy in the university.
ii. The university Board was reconstituted by President Pranab Mukherjee as its Visitor on
November 21. He also approved giving temporary charge of Vice Chancellor to current VC Gopa
Sabharwals whoes one-year extension expired on November 24, 2016.
iii. The new governing board will be a 14-member body which will be chaired by the chancellor. It
will also comprise vice-chancellor, along with five members nominated by India, China,

iv. Former revenue secretary NK Singh was a member of the Nalanda Mentors Group.

ADB And GoI Signed $500 million loan to Build Longest Bridge across River Ganga
i. The Asian Development Bank (ADB) and the Government of India(GoI) have signed
a $500 million loan to build Indias longest river bridge, a 9.8 km long road bridge across
the Ganges River to improve transport connectivity between North and South Bihar for a better
link between the State Capital, Patna, and the surrounding areas.
ii. The new Ganga Bridge will be located near Patna and will span both channels of the Ganges
River and serve as an alternate route to the existing Ganga Bridge.
iii. The project will also build viaducts, embankments, and toll and service facilities, and will link
to national highway networks.
iv. The new Ganga Bridge will benefit over 9 million people by reducing the travel time to Patna
from the surrounding regions, in particular north Bihar, which will ease access of people to states
administrative and social services.
v. Along with ADBs loan, the state government of Bihar will provide support equivalent
to $215 million. The project is expected to be completed by the end of December 2020.

Nitish kicks off free power connection for every Bihar household
i. Bihar CM Nitish Kumar launched Har Ghar Bijli Lagataar (uninterrupted power supply to
each home) scheme and promised free electricity connection to each household in the state in the
next two years.
ii. Around 40 lakh above poverty line (APL) households would be provided free power
connection under the schemes. The below poverty line (BPL) households are covered under other
schemes.
iii. Launching the scheme, which is one of the seven resolves (Saat Nischay) of his grand
alliance government.

Minister of State for Health & Family Welfare Smt Anupriya Patel released the few new postage
stamps in New Delhi on December 26, 2016
The New Postage stamps were
i. Special Cover on freedom fighter Shri Gaya Prasad Katiyar
ii. A set of eight Commemorative Postage Stamps on Personalities Series: Bihar . The eight
personalities are Dr. Sachchidananda Sinha, Karpoori Thakur, Dashrath Manjhi, Vidyapati ,

Bihar Government approves 50% reservation of Backward Class in judicial services


i. Bihar government led by Chief Minister Nitish Kumar, on December 27 approved an
overall reservation of 50% in both, subordinate and superior judicial services, in the state
after consulting with Bihar Public Service Commission and Patna High Court.
ii. Currently, there was a provision of only 27 percent overall reservations in subordinate services
while no quota in superior services. Out of which the Extremely Backward Class (EBC) was getting
10 percent and Scheduled Castes (SC) and Scheduled Tribe were getting 16% and 1%
respectively and zero percent for OBC.
iii. But after the decision, 50% posts would be filled through reservation in both services
with 21% posts reserved for Extremely Backward Class (EBC), 12% for Other Backward
Class (OBC), 16% for Scheduled Castes (SC) and 1% for Scheduled Tribe (ST).
iv. The 50 percent quota will be reserved in appointment of both services conducted by the BPSC
to fill the posts of Judicial Magistrates and Munsif Magistrates along with appointments conducted
by the Patna HC to fill the posts of Additional District and Sessions Judges.
v. Besides, the cabinet also decided 35 percent reservation for women in each category,
besides one percent post would be reserved for ortho-physically differently-abled persons.

i. The 10-days Tripitak Sutrapath Mahotasava has begin at Bodhgaya in Bihar on December
2, 2016. It will end on December 11, 2016.
ii. Over three thousand Buddhist from many countries are participating in this festival.

Former Bihar Minister S P Tarun Passes Away


i. Former Bihar Minister and veteran Congress leader Surendra Prasad Tarun passed away in
Patna on December 21, 2016. He was 88.
ii. Tarun was a former MLA from Atri in Gaya and Hilsa in Nalanda district and he was the minister
of state for education from 1985-1988.
