REGULATIONS made by the Minister of Health in consultation with the Food Advisory Committee under Section 32 of the
Food Act, No. 26 of 1980.

Regulations
1. These regulations may be cited as the Food (Iodization of Salt) Regulations, 2005 and shall come into operation on
31st of December, 2005.
2. Iodized edible common salt shall be in the form of ordinary salt obtained by washing off its impurities and adding
thereto the ingredients of potassium iodide, potassium iodate or calcium iodate, which contains sodium chloride of not less
than ninety seven percentum (97%) by weight on dry matter basis :

Provided however, that suitable stabilizing agents shall be used if potassium iodide has been used for iodization of
salt.
3. Iodized edible common salt shall be crystallized solids either in granular or powdered form and white in color, free
from visible impurities such as clay, grit, shells and other extraneous matters.

4. Eighty percentum (80%) by weight of the iodized edible common salt in granular form should be capable of passing
through a sieve, with an aperture of 4.75 mm (B.S.4).

5. Iodized edible common salt shall comply with the following requirements :-
(a) The level of moisture in such salt shall be less than six percentum (6%) by weight ;
(b) matters insoluble in water, on dry basis shall be less than half percentum (0.5%) by weight ;
(c) sodium chloride (NaCl) content on dry basis shall be not less than ninety seven percentum (97%) by weight;
(d) matters soluble in water other than sodium chloride on dry basis, shall be less than two percentum (2%) by
weight ; and
(e) the iodine (I) content of the salt, on dry basis, shall be not less than fifteen mg per kilogram (15 mg) of the salt
and not more than thirty mg per kilogram (30 mg) of the slt.

6. The iodized edible common salt shall be packed in transparent containers. Where the packing material is polythene,
the thickness of such material shall be not less than 75 micrometers :

Provided however, that the provisions of this regulation shall not apply to iodized edible common salt in free-flowing
powdered form in containers used as table-top sprinklers.

7. (a) Packages containing iodized edible common salts shall be labeled according to the Food (Labelling and
Advertising) Regulations - 2005 published in the Gazette Extraordinary No. 1376/9 dated 19.01.2005.

(b) There shall be printed or painted on the label of any package containing iodized edible common salt in any two
of the three languages namely Sinhala, Tamil and English of the following :-

(i) the common name of the product as Iodized Edible Common Salt or Iodated Edible Common Salt ;

(ii) the words use without washing ;

(iii) the words store away from sunlight and heat.

8. No person shall manufacture, import, store for sale, sell, offer for sale, expose or keep for sale, transport or distribute
any type of edible common salt other than iodized or iodated common salt for purposes of human consumption, including salt
used as an ingredient of food and for food manufacture :

Provided however, that the provisions of this regulation shall not apply to the use of common salt for industrial
purposes under the authority of a Permit issued by the Chief Food Authority after registration of such industry with the Chief
Food Authority.

9. An application for a permit under regulation 8 shall be made in the prescribed Form set out in Schedule I to these
regulations.

10. A Permit issued under regulation 9 shall be substantially in the Form set out in Schedule II to these regulations.

11. The Food (Iodization of Salt) Regulations - 1993, published in the Gazette Extraordinary No. 788/7 dated October
14, 1993 are hereby rescinded.

Note :

1. This permit is valid for purchase / import / transport / store only one consignment of salt specified in the
permit. Any salt manufacturer issuing the said quantity of salt should indicate the quantity of salt issued to
the permit holder on the body of the relevant permit in indelible ink and indicate the date of issue. In the case
of imported salt, the permit should be produced at the Imported Food Inspection Unit for verification and
endorsement at the time of clearance.

2. If the consignment of salt purchased / imported is not transported on the same day, endorsement to that effect
should be made on the body of the relevant permit by the organization issuing salt or in the case of imported
salt, by the official of the Imported Food Inspection Unit. A permit without such endorsement is not valid for
transport of salt on days other than the day purchased or cleared from the port.
