BRIEF FOR A COS (TRG AND OPS) ON NATIONAL BLUE OCEAN STRATEGY
(NBOS)

BACKGROUND

1. The primary role of MAF is to defend the sovereignty of the nation


and its interest. The secondary role of MAF is to assist the civil authorities
during peace time which includes nation-building. The present
Government Transformation Plan (GTP) initiated by the Prime Minister
has provided us an opportunity to further improve our nation-building
capacities through collaborative measures with other agencies under the
purview of the National Blue Ocean Strategy (NBOS).

2. This brief will provide the necessary info for better understanding
of the BOS and NBOS.

OVERVIEW OF BOS

3. BOS is a business strategy book first published in 2005 and written


by W.Chan Kim and Renee Mauborgne of The BOS Institute at INSEAD.
The book illustrates what the author believe is the high growth and profits
an org can generate by creating new demand in an uncontested market
space or a Blue Ocean rather than by competing head-to-head with other
suppliers for known customers in an existing industry.

4. Porters on business strategy describes the needs of org to pursue


on it competitive advantage. Ref Flag A. This writing consist of:

OVERVIEW OF NBOS

9. The government had found the formula contained in the theoretical


business strategy particularly beneficial in maximizing output, while
incurring the lowest cost possible. The obj of NBOS which are:

a. To reduce crime.

b. Rehabilitate prison inmates at army camps.

c. Provide household assistance.

d. Ensure rural water supply.

e. Optimizes vacant armed forces land for agriculture.

MAF INVOLVEMENT

10. Through NBOS initiatives, the MAF is able to take the lead role
whilst enhancing our capacity building potentials in conducting Inter

Agency Cooperation. The NBOS programmers is divided into three


segments which is:

a. NBOS 1. Strategic collaboration between MAF and RMP.


The deployment of policemen to reduce crimes with joint patrol
duties.

b. NBOS 2. Strategic collaboration between MAF and


MOHA (Prison Department). The community rehabilitation
programmers for prison inmates with less than two years jail at
sentence army camp. The first to host detention centre are:

(1) Mahkota Camp, Kluang Johore.

(2) Syed Sirajuddin Camp, Gemas, Negeri Sembilan.

(3) Tok Jalai Camp, Alor Star Kedah.

(4) Batu 10 Camp, Kuantan Pahang.

(5) Desa Pahlawan Camp, Kok Lanas, Kelantan.

c. NBOS 3. Strategic collaboration between MAF and


Ministry of Rural and Regional Development with rural infra
development. Household assistance rural water supply and
optimal use vacant armed forces land for agriculture.

BENEFITS OF THE NBOS

11. There are many benefits of the NBOS which are:

a. Enhancing the relationship between the public and MAF


would fulfill a parallel impact to national sy.

b. Enhancing cooperation between inter agency which is


RMP, Prison Department, Ministry of Home Affair and Ministry of
Rural and Regional Development.

c. Cooperation with RMP in NBOS 1 save the govt RM639


million ringgit in cost for five years.

d. Correctional Rehabilitation Program save cost between


RM50 million and RM60 million each detention centre.

e. Reducing RM200 million the construction cost for rural


road in Sarawak.

f. Savings of RM10,000 per unit in the house construction


cost and houses be built faster within a duration of two months.

ISSUES AND CHALLENGES

12. There are some issues as follows:

a. To help government gave millions ringgit in cost by maximizing


their resources. Flag 1

RECOMMENDATIONS

13. The understanding of MAF involvement on NBOS should be


clearly explained and informed to each level of MAF pers.

14. A part from implementation of NBOS that can be considered for trg
purpose, the actual program must not be affected especially to the lower
plan.

CONCLUSION

15. The NBOS becomes useful tools for inter agencies coop and
collaborations effort especially the MAF which is now can be seen as the
leading role agencies in its implementation. The MAF involvement in the
NBOS offers MAF nation-building capabilities besides focusing on its
prim role to def the nations sovereignty.
