This bill has no fiscal impact. This resolution recognizes that federal maintenance-of-effort
requirements can severely limit state budget flexibility; and requests that Utah's congressional delegation
submit federal legislation adding the following language to each maintenance-of-effort statutory
requirement: "In nowise shall the state amount obligated as a maintenance-of-effort calculation exceed
the amount of federal funding provided through the grant."

HB0013S01 - Snow, L. - Uniform Fiduciary Access to Digital Assets Act


This bill creates a new chapter within the Utah Uniform Probate code addressing access to a persons
digital assets; and provides for the responsibilities of the custodian of a digital asset upon request of an
agent or fiduciary.

HB0053 - Handy, S. - Missing and Exploited Childrens Day


This bill has no fiscal impact. This bill designates August 26 as Missing and Exploited
Childrens Day. The goal is to commemorate Rachel Runyan who was abducted at the age of three on
August 26. The hope is to remember missing and exploited children while encouraging safety regarding
our societies children and reminding people about the fight to find missing children.

This bill has no fiscal impact. It amends current legislation by including special function officers
as someone who is subject to prosecution if they have any sexual relations with someone in custody

HB0104 - Wilde, L. - Motor Vehicle Emission


This bill modifies provisions relating to the use of local emissions compliance fee revenues. It
promotes cleaner air by allowing a county that imposes a local emissions compliance fee to use revenues
generated from the fee to promote programs to maintain a national ambient air quality standard.

HB0132S01 - Hall, C. - School Bus Safety Requirements


This bill requires all new school buses purchased after June 30, 2017, to be equipped with
seatbelts for all passengers. This bill states that the state, a county, a school district, a school bus
operator under contract with a school district, or an agent or employee of a school district or operator,
including a teacher or volunteer serving as a chaperone is not responsible for ensuring riders wear the
belt and they are not liable for any injury related to the use, misuse, or nonuse of the seat belt.

HJR006 - Dunnigan, J. - Joint Rules Resolution on Legislative Procedures


This bill has no fiscal impact. This bill prohibits the rule on substitutes from being suspended and
modifies the legislative rules to accommodate the addition of salaried legislative training days as
recommended by the Legislative Compensation Commission and adopted by the Legislative
Management Committee. It also modifies provisions governing the adoption of substitutes to permit
substitutes to be adopted in non-numerical sequence, with certain restrictions.

exempting a telecommunications corporation or public telecommunications service from a requirement
of the Public Utilities Code after an informal adjudication, without a hearing, under certain
circumstances. One permissible circumstance is if no person opposes the request for informal
adjudication before 10 business days after the day on which the party files the request.

HB0120 - Westwood, J. - University Student Housing Construction


This bill has no fiscal impact. This bill exempts higher education institution projects for the
construction of student housing from the supervision of the director of the Division of Facilities
Construction and Management under certain circumstances. The construction of student housing is
exempt as long as it will not require the expenditure of state funds for operation and maintenance
expenses; or the cost of repairs or improvements.

security benefit as an amount received by a claimant as a monthly benefit in accordance with Social
Security Act, 42 U.S.C. Sec. 401. This bill provides that a claimant may claim a tax credit for certain
social security benefits that are included in the claimant's federal adjusted gross income. It also provides
that a claimant may claim either the retirement tax credit or the tax credit enacted by this bill.

HB0143 - Gardiner, A. - Tax Advisory Board Amendments


This bill has no fiscal impact. This bill modifies membership requirements for board members of
a tax advisory board for a county of the first class. It requires that the four non-mayor members be
residents of a county of the first class appointed by the county legislative body of the county of the first
class.

HB0037S01 - Schultz, M. - State Construction Code Amendments


This bill amends provisions related to the state construction code. It amends provisions relating
to residential installation of electrical outlets, drainage systems, installation of passive radon controls, and

HB0096 - Eliason, S. - Petroleum Vapor Recovery Amendments


This bill addresses vapor recovery systems for a gasoline cargo tank. It defines different terms
and requires the operator of a gasoline cargo tank to meet certain requirements to control the emission
of gasoline vapors, and indefinitely establishes penalties. This bill has no fiscal impact and passed
committee 8-1-5
HB0092 - Moss, C. - Physical Restraint in School
This bill allows school employees to use reasonable and necessary restraint when there is a
physical risk or risk of property damage. This bill passed unanimously and has no fiscal impact.

HB0035 - Cutler, B.R. - Minimum School Program Requirements


This bill has no fiscal impact. This bill amends provisions related to the Minimum School
Program. This bill allows the state to make an out of state payment to a neighboring state that
enrolls a resident of Utah in one of their schools. It repeals the Teacher Salary Supplement
Restricted Account.

HB0062 - Stratton, K. - Educator Rights Amendments


This bill defines what is abusive conduct and requires a local school board or charter school
governing board to update a policy relating to bullying and implements a grievance process for a school
employee who experiences abusive conduct. This bill passed unanimously and has no fiscal impact.

HB0125 - Owens, D. - Student Residency Amendments


This bill states that the determination of a childs school district of residence is determined by the
State Board of Education instead of the District Board of Education. It also enacts provisions governing
the childs school district of residence for a child who is receiving services from a health care facility or
human services program. This bill passed unanimously and has no fiscal impact.

This bill clarifies that persons are not civilly liable when administering an opiate antagonist under certain
circumstances. There is no fiscal impact and passed 9-3.

HB0101S01 - Redd, E. - Adoptive Studies and Evaluations Amendments


This bill adressed who may conduct a home study as part of a preplacement adoptive evaluation
and also requires a home study to contain certain information with the evaluation. This bill has no fiscal
impact and passed unanimously.

HB0130S01 - Daw, B. - Cannabinoid Research


This bill allows for the possession, distribution and importation of cannabis, cannabinoid
medicine, and expanded cannabinoid medicine for research.
Under the auspices of an Institutional Review Board (IRB), research can be conducted to investigate
the medical benefits of cannabinoid medicine.
This authorization allows for the importation, possession and distribution for use in the study.

HB0061 - Redd, E. - Pharmacy Service for Discharged Hospital Patients


This bill allows hospitals to dispense a limited supply of prescription medication to an individual
who is not a patient. This bill has a one time $1800 fiscal note and passed unanimously.

HB0080 - Cutler, B. R. - State Technology Governance Amendments


This bill eliminates divisions within the Department of Technology Services and directs the chief
information officer within the Department of Technology Services to appoint a chief information security
officer. This bill has no fiscal impact and passed unanimously.

HB0154 - Ivory, K. - Telehealth Amendments


Amends the Medical Assistance Act regarding reimbursement for telemedicine services; amends
the Insurance Code to require insurer transparency regarding telehealth reimbursement; amends the
Public Employees' Benefit and Insurance Program Act (PEHP) regarding reimbursement for
telemedicine services; describes responsibilities of a provider offering telehealth services.
A practitioner treating a patient through telehealth services may not issue a prescription through
electronic prescribing for a drug or treatment to cause an abortion, except in cases of rape, incest, or if
the life of the mother would be endangered without an abortion.
There is a yearly $5200 fiscal impact and passed favorably 9-2.

HCR004 - Snow, V. L. - Concurrent Resolution Recognizing 50 Years of Public Television


This concurrent resolution recognizes the 50th anniversary of the Public Broadcasting Act and
Utah's three public television stations; and recognizes the success and important services provided by
KUEN, KUED, and KBYU. No fiscal impact and passed unanimously.

HCR005 - Handy, S. - Concurrent Resolution on Clean Fuel School Buses


This concurrent resolution urges the state to secure $20 million from the approximately $32
million allocated to the state from the Volkswagen settlement funds to begin replacing dirty diesel school
buses with clean fuel school buses; and urges qualified school districts to bring a plan and a 100%
match to obtain a portion of the funds, resulting in a $40 million initiative to replace all Utah dirty diesel
school buses with one of the numerous clean fuel school bus alternatives. No fiscal impact and passed
unanimously.

This bill amends the Election Code in relation to early voting. This bill permits an election officer
to extend the last day of the early voting period to the day before the election date.

This bill is a very long one and is very difficult to digest. It modifies provisions related to insurance. This
bill replaces the term "health benefit product" with "health benefit plan". It also clarifies that rules are
made under Title 63G, Chapter 3, Utah Administrative Rulemaking Act. There are about 30 highlighted
provisions. I think it is best you read those to better understand what this bill seeks to accomplish. It has
no fiscal impact

This bill creates a pilot program related to teachers at American Indian and Alaskan Native
concentrated schools located in certain areas and makes technical corrections
4 year pilot program that consists of a grant that targets the needs of American Indian and Alaskan
Native students.

*HB0090 - Ward, R. - Insurance Opioid Regulation
This bill requires a health insurance policy, a health plan offered to state employees, the Medicaid
program, and workers' compensation insurance to establish policies for prescribing certain controlled
substances. It will apply to insurance plans entered into or renewed on or after July 1, 2017. It requires
these insurance groups to report their policy to the Health and Human Services Interim Committee. This
sunsets on July 1, 2022.
