Car sales up
in Feb; two-
wheelers yet to
pick up pace
Automobile sales during
February showed a good
performance, riding on positive
growth by most passenger car
makers, who reported double-
digit growth. The two-wheeler
industry, however, is still reeling
under pressure from the impact of
demonetisation, with companies not
being able to convert enquiries into
sales. In the passenger car segment,
Maruti Suzuki India sold over 1.20
lakh units during the month in the
domestic market, up 11 per cent,
compared with 1.08 lakh units in
same month last year. The second
largest passenger car maker Hyundai
Motor India reported 4 per cent
growth year-on-year.

Pininfarina inks
Rs 460 cr pact

Mahindra group-owned
automotive design firm Pininfarina
has inked a pact worth 65 million
euros (around Rs 460 crore) with
Hong-Kong listed Hybrid Kinetic
Group for developing an electric
car. As part of the agreement,
the Turin-based company will
support Hybrid Kinetic in the
turnkey development of an electric
car from the styling concept
and development till virtual and
physical validation for series
production. The collaboration
agreement, worth about 65 million
euros, will have a total duration of
46 months and Tech Mahindra is
expected to play a significant role.
Mercedes-
Benz India eyes
double-digit
growth in 2017
After a marginal dip in volumes
last year, Mercedes Benz has said
that sales will bounce back in 2017
as demand picks up on the back of
new models. Roland Folger, MD
& CEO of Mercedes Benz India,
said that numbers for the company

grow by double digits after a flat
performance last year where demand

of negatives such as the ban on
larger diesel engines in the Delhi-

Maruti suzuki

Maruti Suzuki is set to outpace

digits in fiscal 2017 and repeat the

crossover WR-V and the new City
sedan to rev up its India sales in the
next fiscal. The company has sold a
total of 1,24,114 units in the April-
January period this fiscal, a decline
of 23.2 per cent. "Last year we
were in a run out period of previous
models and now we have launched
the new City and the WR-V will be
launched in this fiscal but the real
sales will happen in the next fiscal
year," Honda Cars India President
and CEO Yoichiro Ueno said.
Honda plans to launch the WR-V
on March 16, while the new City
sedan was introduced last month.
"Hopefully, these two models will
add to total sales volume of the
company in the next fiscal," he said.

technology. These are special-
purpose vehicles that play an
important part in rail network
maintenance and conservation.
Their job is to grind and clean the
rail head and they are designed
for operation on meter gauge and
standard gauge tracks. The two
Windhoff SF 60 railgrinders first
entered service in 1999/2000. The
power converters have become
obsolete and need replacing as the
availability of the vehicles can no
longer be assured. Replacing the
traction converters calls for an
integrated design. The design of
the new power converters will be
based on the DPU 103. To ensure
compatibility and functionality, the
converters need to fit the existing
installation envelope, taking
account of the mechanical and
electrical interfaces.

The humble car stereo has given way
to sophisticated radio platforms, which fit
into flat panels just 40 mm in depth (on an
average), giving automotive manufacturers
maximum flexibility for interior design.
These platforms also support colour
touch-screens and, depending on the target
market, can receive AM/FM, DAB/DAB+/
DMB, DRM, and HD radio via software-
defined radio technology.
These in-auto platforms support
smartphone connectivity via apps like
MirrorLink, CarPlay, Android Auto and
Baidu CarLife. In addition, they support
speech input and text-to-speech output,
and are equipped with Bluetooth, iPod/
USB connections, and an SD card slot to
support multimedia players. A rear-view
camera can also be connected and an
Ethernet-based audio/video bridge (AVB)
can support the connection of a surround-
view Electronic Control Unit (ECU) to the
system, giving the driver a 360-degree view
from the automobiles cockpit.

is software-controlled. He adds, There
is also a very important change which

think about the engines, the looks of the

Over the last two years, NVIDIA has
also created a niche for itself in developing
technology to power self-driving cars. Its
DRIVE PX platform is a supercomputer,
the size of a lunchbox, that delivers the
massive computing power required by
the artificial intelligence systems which
will navigate cars in the future. Audi has
become the first automaker to announce
that its developing advanced driver
assistance functionality based on DRIVE
PX, which will appear in the Audi A8
next year.

If anybody looks at the earlier pictures
and sees the Signa now, they will notice the
great transformation. Another parameter is
driver comfort. We are now giving many of
our vehicles expanded seats, so that they
are comfortable, ergonomically designed,
with adjustable steering and many more
other things. Then, of course, we have the
option of air-conditioned cabins. We also
provide simple blower fans. Our main
effort is to provide comfort to drivers as
they are mostly in their vehicles for a long
time. There are also many other things like
sleeper cabins, day cabins, infotainment
systems, etc.
To what extent is light weighting of
an auto body possible?
Light weight is important. We use a
lot of composites to reduce the weight.
Composites are used in the front bumper,
and the front grill. But because of Indian
traffic conditions, and on customer demand,
we also use a lot of high strength steel.
What are the challenges in
transforming concepts to reality?
Some challenges are bringing in
comfort at an affordable cost. Less weight
is another challenge we face, along with
the need to improve overall aerodynamics,
and reduce the fuel consumption. We keep
studying other areas to improve them and
provide better value to the customer. Even
quality is a huge challenge. To ensure that
you have good quality, and less variability,
we created a special team which looks
at craftsmanship. This team ensures that
different component panels of the body
match well (so that they create a smooth
surface) and there is no excessive flushness

and inaccurate gaps. We check each and
every component to ensure that it is in
the mean size, and then based on that,
we decide on what tolerance to allow.
That is where the craftsmanship comes in.
Will your vehicles be safe during
collisions, fire or any such accidental
situations?
We comply with all the regulations,
and also the international EC regulations.
If the vehicle hits an object with certain
energy, it will not catch fire. We have done
Tata Motors T1 Prima 1000 HP.
lots of study on this aspect which will keep
the vehicle safe even during a collision.
In India, Tata Motors and Cummins
Inc., USA, have a JV company called
Tata Cummins Pvt Ltd, established
in 1994, which develops high performance,
reliable and durable engines in the range
of 75 to 400 HP. These engines not
only comply with current and future
emission norms, but are also serviceable

car weight is of importance.
A
sahi India Glass Ltd. (AIS)
is Indias leading integrated
glass solutions company
and a dominant player
both in the automotive
glass and architectural glass segments.
It commands over 70 per cent share in
the Indian automotive glass market.
Vikram Khanna, CMO speaks on the
companys end-to-end solutions, which
cover manufacturing of glass, processing,
fabrication and installation services. Edited
excerpts:
Could you provide a brief overview
of Asahi India Glass Limiteds
operations in India?
Asahi India Glass Limited (AIS) was
established as a tripartite joint venture
between Maruti Suzuki, Asahi Glass and
Labroo and Associates in the year 1985.
It started with the prime objective of
providing international quality automotive
safety glass to the rapidly expanding
automobile industry in India. AIS has
grown from a one-customer one-plant set-
up to being one of the largest integrated
glass companies in India, manufacturing
a wide range of automotive safety glass,
float glass, architectural processed glass

and glass products spanning across the
entire glass value chain.
Over the years, AIS automotive glass
has expanded from a single location
manufacturing company into one with
multiple production and assembling
facilities across different regions of India.
Much of this growth was necessitated by
customer requirements; it was important
to be located close to customers
manufacturing facilities to provide
seamless service and effective delivery.
Today, we have four state-of-the-art
production facilities at Bawal (Haryana),
Roorkee (Uttarakhand), Chennai (Tamil
Nadu), and Taloja (Maharashtra) along with
three sub-assemblies-cum-warehouses at
Bengaluru (Karnataka), Halol (Gujarat)
and Pune (Maharashtra).
AIS is the most trusted supplier to the
leading original equipment manufacturers
(OEMs) in the passenger car, commercial
vehicle (trucks and buses), railways,
Metro coaches, tractors, and off-highway
segments. The widest range of glass
products available in the automotive
sector in India today is from AIS and
includes not just laminated windshields
and tempered glass for side-lites and
back-lites, but also a host of sub-assembly
and value-added products like defogger
glass, acoustic glass, encapsulated glass,
etc., and innovative products like plug-in
windows, water-repellant glass and rain-
sensor windscreen, to name a few.
What are the new technologies that
the company has incorporated in
windshield glass?
For the future, the focus is on value-
added products which offer thermal
comfort, noise reduction, reduction in
fuel consumption, and design/visibility
enhancement along with functional displays.
Across all OEMs, reduction in car weight
is also of prime importance and hence
ultra-thin windshield glasses with tougher
specs of quality are expected to be used
in future car models. We may also see
introduction of other value-added products
like solar glass, acoustic windscreens, IR
cut PVB windshields, IR cut acoustic PVB
windshields, and UV cut glasses in the entry
level Indian passenger car models. Currently
these high-end technology products are
available only in the niche segments.
Could you elaborate about acoustic
and solar glass for windshields?

This is a high-performance car glass
that is made by sandwiching two panels of
glass with a special PVB interlayer having
a high-dampening material. This blocks
high frequency sound waves and dampens
the acoustic and mechanical vibrations.
The key benefits are that it significantly
reduces noise and vibrations inside the
car cabin and reduces driver fatigue and
offers better comfort for the driver and the
passengers. The lower noise in the cabin
results in enhanced experience to enjoy
music, conversations and phone calls.
The IR-cut laminated glass is built with
a special PVB interlayer. This interlayer
has a special additive that blocks the suns
heat and prevents it from entering the
car. Solar control glass which is used for
side-lites and back-lites has a metal oxide
ingredient which blocks the suns heat.
The key benefits are that even if the car
is parked under the sun, it ensures faster
cooling of the cabin to a comfortable
temperature. It also improves the air-
conditioners performance due to less heat
transfer from outside and ensures longer
life of seat covers due to reduced heat.
What are the trends for the future?
There has been a lot of research
and development in this field. For
example, it is possible now to view your
navigation information sharp and clear
on your windshield itself. The dashboard
information is projected right on the
windshield through an in-built projector in
the cars console. The glass is built with a
wedge-shaped PVB film that is thin towards
the bottom and thick on the top. This
provides better clarity and avoids a blurred
image that usually occurs in a standard
windshield. This allows the driver to stay
focused on the road and at the same time

check dashboard information for speed,
fuel, navigation, etc. It thereby improves
driver comfort and enhances safety.
Further, driving through heavy rains is a
very risky task. Therefore there always has
been a demand for glass that can provide
better clarity during such situations. The
water-repellent glass for side windows is
built with a special hydrophobic coating
that increases the angle of contact to
prevent water from spreading on to the
surface. This ensures that the water droplets
slide off and not leave any marks on the
glass. Then there is glass that can melt
snow. The heated windshields use very
fine, almost invisible, heatable tungsten
wires, embedded on the PVB interlayer
film that are heated by the car battery.
It helps in defogging and removing of
snow deposits. There is glass that acts as
a sunscreen. This is to prevent the harmful
effects of UV rays that penetrate the inner
skin and cause long-term damage. The
UV cut glass is a high performance glass
manufactured with special additives that
block UV rays and heat from the sun.

What is the connection between

E
ven while motorcycle manufact-
urers in India and elsewhere are
going all out to make the bikes
more powerful, more stylish, and
even more brutish but still dependent on
petrol, there is a smaller world within
that big league where teams are working
on producing electric motorcycles that
will ultimately vie for the same pie.
One such company is Pune-based Tork
Motorcycles. Its first production in the
electric motorcycle category the T6X
which was developed in just a year after
the prototype was showcased, is rapidly
being readied for launch in April-June
2017 at a promotional pricing of Rs
1.25 lakh. Kapil Shelke, Founder, Tork
Motorcycles, speaks on whats driving the
company ahead. Edited excerpts: Kapil Shelke, Founder, Tork Motorcycles with T6X

Could you provide an overview of
the company and what led to its
establishment?
It started with my interest in electric
motorcycles while studying engineering.
I decided to build one as a college project.
That was in 2008 when I and my team
built an electric bike with a trellis frame
which was capable of doing speeds of up
to 96 kmph with a range of 60 km. We
were confident of having developed a
good product and so entered this bike in
the first-ever TTXGP held at the Isle of
Man in 2009. A bit of tinkering by adding
more batteries and a new, faster controller
saw the bike hit a top speed of 156 kmph!
But what was amazing was that on our first
outing at this first-ever TTXGP, ridden
by Isle of Man rider John Crellin, the
bike actually managed a podium finish,
that too among a 15-strong grid of teams
with bigger budgets and more experience.
This fuelled my interest further and
I kept working on developing a more
powerful, faster electric motorcycle. The
next year, i.e., in 2010, we secured an
overall third place in the TTXGP, which
had expanded to a six-round championship.
In more recent years though, as racing in
these electric motorcycle championships
has started to get exorbitantly expensive,
we have decided to use our expertise to
make electric motorcycles for the road.
The company was started based on my
experience of working as a CTO of an
EV maker in China where I had access to
plenty of knowledge on batteries.

After building five successful
prototypes so far, Tork Motorcycles has
created its sixth bike and a first mass-
market electric motorcycle in the form of
the T6X. The T6X is powered by a 6 kW
lithium ion battery instead of a conventional
internal combustion engine. The bike

manages an impressive 27 Nm of torque
and a range of 100 km in a single charge.
The top speed is 100 kmph at present and
the battery is good for 80,000-1,00,000 km.
The bikes battery can reach 80 per cent
capacity with just one hour of charging,
and gets fully charged in two hours.
The T6X runs on 17-inch alloy wheels
shod with tubeless tyres that Ceat has
developed specifically for the vehicle.
Braking power comes from ABS-equipped
disc brakes, 267 mm rotors upfront and
a 220 mm rotor at the rear. The bike
weighs 130 kg, has a ground clearance
of 160 mm and a seat height of 785 mm.
The highlight is the full-digital 4.3-inch
TFT instrument cluster which can display
GPS maps. It comes with Torks Intuitive
Response Operating System, which not

The T6X is a technological powerhouse.
only monitors the bikes vitals, but also
lets the rider switch between sporty
and economical drive modes. In place
of the traditional fuel tank, the bike gets
storage space for a helmet and a mobile
charging point.
The T6X has been developed as a
serious electric option to petrol engine
motorcycles. While the T6X is intended
as a city commuter, it looks racy enough
to attract enthusiasts. The team wanted
the bike to stand apart from the general
perception that electric bikes are small,
cheaply built, battery-powered scooters.
From the production version, its amply
clear that the T6X has the muscle and
sheer good looks to take on any bike in
the 150-200 cc segment in India.
The bike is a technological powerhouse
as well. Its been designed to fit right
into the lives of the modern-day rider
by integrating various bike systems into
a smartphone app. This will let riders
keep tabs on their bikes battery status
wirelessly, allow the GPS to suggest
battery saving routes and even control
things like throttle response and power
output through the app.
What is the infrastructure set-up and
capacity of the company?
What we have today is an R&D centre
where we design the vehicle, do basic
engineering, prototyping and testing. We
are currently a team of 20 people. The
plant will come up as we move towards

production. Right now we are fine-tuning
and testing T6X to improve further on
quality and safety. Its a long process. We
have made six motorcycles so far, and all are
prototypes and nothing has been sold. But
we will commercialise T6X soon. Till date,
we are only a racing and R&D company.
Who will be your target buyer?
Our target buyer would be a knowledge
worker, a college or university student,
or a citizen who would like to upgrade
himself/herself. T6X will be a lifestyle
product and not just a transportation
medium for its user.
What are the advantages that electric
motorcycles offer over and above the
fuel bikes?
These vehicles have no noise,
no vibrations, no kick, no frequent
gear shift, no anxiety of fuel burn
in congested traffic, no frequent
servicing needs, and low running and
maintenance costs. We are offering all
this, plus similar specifications and
performance with its peers. There are
several factors that will lead more
people to buy electric motorcycles
such as convenience of riding and
maintenance, more than enough range
for city users, residential individual
fuel stations, long battery life,
connectivity, etc. We believe these
factors will come first, rather than
low running cost and green mobility.
How do you propose to go ahead?
Once we set up our plant, we will start
with Pune, Bengaluru and Delhi in the first
phase. Then we will move to Mumbai,
Ahmedabad, Hyderabad and Chennai.
We also plan to start exports in the next
two-three years. All these cities will have
physical locations to see the Tork T6X,
test ride it, and buy it. We will also put up
service networks in these cities.
How does the Indian market for
electric bikes compare with other
countries?
The Indian market demands mid-range
performance motorcycles. The era is over
when people wanted cheap and affordable
electric two-wheelers just to save money.
Now people need a performance vehicle
which does everything that any petrol
motorcycle does. The buyers are turning
towards electricity because of rising interest,
success of Tesla in the USA, push from the
Indian government, incentives and subsidies.
Globally, the electric vehicle market is more
stable and established. USA, Southern
Europe, South East Asia and China are
developed in terms of the EV market.
What are the challenges when it
comes to selling electric motorcycles?
The biggest challenge is people still
believe electric vehicles are costly to buy.
The fact is that considering purchase costs,
running costs and maintenance costs, EVs
cost less to anybody and this includes EMIs
as well. The second biggest challenge is
people believe that they will have to replace
batteries after two years, which will again
cost them much. The fact with T6X is that
the batteries will be good enough till the
life of the motorcycle. You dont have to
replace them again.
Are there any government incentives
to promote the production and sales
of such motorcycles?
Yes, there is a subsidy of up to
Rs 29,000 to the customer from the
government. Plus there is a subsidy for
companies like us who will install charging
infrastructure in cities. Also, some of the
states have low VAT rates, no registration
is required, and no road tax, etc.

Will we soon be able to take our eyes off the road, hands off the wheel,
sit back and relax, surf, text, or tweet while the car does the driving?

he arguments for taking
drivers out of the control loop
of moving vehicles are well
known. And the self-driving
car is practically an accepted
part of the future. Fewer traffic accidents
and enormous reductions in greenhouse gas
emissions via more efficient road trains,
where a convoy of autonomous and semi-
autonomous cars follows a lead vehicle,
are just two of the expected benefits.
In fact, car manufacturers have been
transitioning towards autonomous cars
for years; many new high-end cars are
semi-autonomous, assisting their human
drivers with features such as Automatic
Emergency Braking, Lane Keeping
Assistance, Adaptive Cruise Control, and
Self-Parking.
However, it is not just technology that
is needed to further the use of self-driving
cars, legal frameworks are needed too.
Insurance is just one example. Motor
insurance policies around the world are
based on the assumption that there is a
human driver in control of the car. The
introduction of self-driving cars will
create a transfer of insurance risk from
the car driver to the car manufacturer. For
example, if a self-driving car is involved
in a collision with a car controlled by
a human driver, how will liability be
assessed? As the vast majority of traffic
accidents are the result of human error,
will there be an assumption that the human
driver was at fault? Will the manufacturer
of the self-driving car have to provide a
telematics recordlike an aircrafts black
box recorderthat proves that it was
operating at all times in accordance with
its specifications? Insurance companies
and car manufacturers around the world
are considering this thorny problem.
Our ability to make cars smarter via
semiconductor technology is way ahead of
the legal and civil infrastructures that would
make fully autonomous cars possible in
the immediate future. However, although

the semiconductor industry cannot create
these frameworks and infrastructures, it
will play a major role in shaping their
development.
For example, communication between
vehicles (V2V) and the infrastructure (V2I),
collectively known as V2X, is a key part
of all future smart-driving scenarios and
its evolution (e.g. special extensions of
the IEEE 802.11 Wireless LAN standard)
will necessarily reflect what is known to
be technically and economically possible.
To this end, ST is working with V2X
experts Autotalks to deliver a mass market-
optimised V2X chipset for widespread
deployment by 2017.
The role of leading automotive
semiconductor innovators like ST is to
talk to everyone and work with other
innovative companies to make the dream
of self-driving cars come true. So, even
though our hands are not directly upon
the wheel, our eyes are firmly fixed on
the road ahead.

The audi 2017a3, an entry level luxury sedan gets a facelift and a new
smaller petrol heart that is peppier and more frugal.
t
he A3 is one of Audis
bestsellers. About one out of
every six cars that Audi sells
in India is an A3. But, it has
been facing stiff competition
from new launches at both ends of the
price segment in which it is positioned.
There is now a plethora of choice available
from non-luxury brands that have forayed
into the entry luxury segment and these
are vehicles that are as loaded if not
more than the A3. And its traditional
rival the Mercedes-Benz CLA is a strong
competitor too.
So, to take on the new competitors
and to sweeten the deal for entry-luxury
buyers, Audi is now due to roll in the 2017
A3. The new model with its A4-apeing
face was launched in Europe last year.
The face-lifted A3 comes just at the right
time with its predecessor having been in
the Indian market for over two years.
Design
The new A3s design gives it a lot
more individual character. And that is
key in Audis line-up where quite a few

of its models just seem to look too much
like the others. The latter with its shapely
sportsback design. The 2017 A3s best
angle is the front where the optional LED
DRLs and projector headlamps, the now
wider and sharper bonnet grille and the
redesigned front fender together deliver
greater visual impact. The headlamps
now sport the saber-tooth kink on the
outer edges like in the new A4. But, the
India-spec A3 still doesnt get some of
the features like the Matrix LEDs found
in the European spec model, nor is all the
equipment you see in the pictures here
standard. Base variants of the new A3
will still get only Xenon headlamps. The
side profile of the new A3 doesnt throw
up any major change except for the new
16-inch alloy wheels. At the rear, the A3
facelift gets new LED combination tail
lamps with the dynamic turn indicators
that seem to swipe in the direction of the
turn. There is also a new integrated boot
lid spoiler.
Cabin
The facelift to the A3 extends into
the cabin as well. The previous A3 had at
one point in time also been offered with a
fairly stripped down base variant, which
is not on offer any more. In contrast, the
new 2017 model gets more equipment to
subtly push up its luxury quotient. While
the overall layout of the fascia seems to
be similar, there are bits and pieces of
new trim and some obvious additions
like the new three-spoke steering wheel
that boost the cabins appeal. A new two-
zone climate control with the new aircraft
inspired chrome ringed vents, a panoramic
sunroof, milano leather seats and wireless
charging spot in the centre console are the
other additions that one notices. There is
the retracting 7-inch infotainment display
at the top of the centre stack combined
with the MMI touch version of Audis
MMI system. In terms of space, the A3 is
not a biggie. The cabin offers just enough
space for an adult at the rear seat even if
the driver at the front is sub-six feet. This
is a drivers car and the rear can also only
realistically keep two adults comfortable;
three will be a squeeze.
PerformanCe
The real change in the new 2017
A3 is the smaller, but peppier 1.4-litre
petrol engine. The smaller four-cylinder
turbocharged gasoline engine replaces
the earlier A3s less frugal 1.8L TFSI unit.
This new 1.4 is the same engine in the
current A4 and is offered in the same state
of tune. It delivers the same 150 hp of peak
power from 5,000 rpm and peak torque of
250 Nm from 1,500 rpm. The uniqueness
of this engine is the new cylinder on
demand system, which is basically a
cylinder deactivation protocol. At low and
medium loads on the engine (essentially
in city traffic or while cruising at average
speeds on the highway), the system cuts
off or deactivates two cylinders. Only
during hard acceleration do all the four
cylinders fire.

its Vietnamese presence with Chinese ally, Dongfeng Motor.

here it seemed
vulnerable at one
point and had to be
thrown a lifeline,
today it has turned
predator with plans to acquire Opel from
General Motors in Europe while Proton of
Malaysia has become its latest acquisition
target in Asean. It is also within this region
that PSA has recently announced its intent
to accelerate operations in Vietnam. India,
meanwhile, is a critical part of the Asia
plan, where an alliance has just been inked
with the CK Birla group.
Revival of PSa
PSA Chairman, Carlos Tavares has
played a key role in spearheading the
turnaround where the other important
trigger is Chinese ally, Dongfeng Motor.
It was this company, along with the French
government, which bailed out the French
automaker when it was virtually down and
out. Tavares then came on board from a
previous stint as Chief Operating Officer
of Renault and the journey since then has
been astonishing in terms of the pace of
revival. Asia/Asean strategy will be critical
for the PSA going forward. Sure,the Opel
acquisition will help it emerge the second
largest player in Europe after Volkswagen
but it is this part of the world, which is
firing on all cylinders in the automotive
space. China, of course, is the biggest
growth engine apart from already being
the largest market globally with sales of
over 25 million cars annually.
PSA has already identified Dongfeng
as its strategic partner for growth in both
China and Asean and this is where some
interesting dynamics will come into play
in the coming years. In a way, the closest
comparison can be made to General Motors
and its Chinese partner, SAIC Motor Corp,
which in tandem are keen to spread their
wings across the world.
It was a couple of years ago when PSA
had, in an investor presentation, indicated
that it was important to unleash PSA
Chinas strengths to tackle the world.
As part of this plan, the French group
said it would endeavour to transform a
growth story into a performance driver by
enhancing brand value in China through
a global brand positioning.
The country would be a pillar of
the core model strategy involving
R&D synergies through partnerships.
Significantly, Chinese vehicles would be
developed on global programmes as part
of the roadmap. PSA, in its presentation,
had indicated that there were nearly 3,000
people dedicated to R&D in Shanghai,
Wuhan and Shenzen. The areas of
research include vehicles, powertrain and
connectivity. Reiterating that the Chinese
R&D teams are operational and highly
qualified, it spoke of the Peugeot 408
sedan, Citroen C3XR, DS5 and DS6 that
have been developed in China. The overall
objective was to ensure a substantial global
basket from China where 76 per cent of
the local range would be common with
Europe or other regions by 2022. The
first global programme, C-CUV, will see
five vehicles and four brands (Peugeot,
Citroen, DS and Opel) assembled in China
and Europe with Dongfeng, Changan and
GM/Opel as allies.
ChineSeS global ambition
Tavares is clearly working towards
a plan that will see the maker of the
Peugeot and Citroen brands quickly scale
up its global ambitions. This will involve
consolidating its presence in China with
Dongfeng while quickly putting in place
the building blocks for Asean. The India
plan has just been announced, where the

Asean, be it the Proton bid or assembly
in Vietnam, has also factored in Dongfeng
as part of the strategy. This will be in
line with the plan to jointly grow their

equally interesting that another Chinese
company, Geely (which owns Volvo
Cars) is also in the race for Proton, which
perhaps means that Malaysia could end
up becoming an important hub for the

Thailand, Vietnam and the Philippines will
be easier to handle from Malaysia for the

emissions regulations that compromise
emissions performance of vehicles. This
makes India extremely vulnerable as it is
rapidly motorising and dieselising without
a strong compliance framework. Even
China has gone ahead to recall 2.0 litre
Volkswagen diesel cars.

emissions testing, prepare for real driving
emissions testing with portable emissions
monitoring systems for Euro VI vehicles
and make vehicle manufacturers liable and
accountable for emissions performance
of the vehicles during their useful life
on the road.
The current practice of pollution under
control programme (PUC) is rudimentary
and ineffective. It is not designed to
address complex emissions control systems
in new vehicles. This cannot screen
inherent technical flaws and frauds for
which manufacturers are responsible that
compromise the emissions performance
in the real world.
The key highlighTs of The Cse
analysis
Very poor PUC compliance and
ineffective tests
The PUC system, the only system to
check emissions from on-road vehicles
in India is extremely weak in terms of
lax norms, poor enforcement and poor
quality test procedures. New data from
the Delhi Transport Department shows
that failure rate is as dismal as 5 per cent
-- nearly all vehicles pass the test. There is
no data, however, on how many vehicles
show up for test.
The PUC norms for on-road vehicles
are extremely lax for the older pre-Bharat
Stage IV vehicles. While under PUC, petrol
cars are tested for carbon monoxide and
hydrocarbons along with lambda (that
indicates the optimum condition needed for
proper functioning of catalytic converters),
diesel vehicles are tested only for smoke
density. While all norms are lax, those for
on-road diesel vehicles are particularly
lenient -- smoke density norms are 50 HSU
only for the Bharat Stage IV-compliant
diesel vehicles. For pre-BS-IV vehicles,
the norm is as lax as 65 HSU.

The Supreme Court has recently
given directions to the EPCA to audit all
the 614 PUC stations. There are serious
concerns over quality and credibility
of PUC tests across the cities. In fact,
a detailed audit that was carried out by
the Central Pollution Control Board in
2013 in 76 PUC centres exposed serious
anomalies non-compliance with the code
of practice; unavailability of calibration
certificate for testing instruments in several
centres; poor condition of laboratory; leak
test failure; and non-functioning analysers.
This clearly brings out the ineffectiveness
of the programme.

diesel smoke. There is no real correlation

makes the emissions test more rigorous,

The PUC system is not even designed
to test tiny particles and NOx on road

Volkswagen was caught cheating on
NOx emissions. In fact, too much focus
on reducing smoke can actually increase
NOx emissions as a trade-off. But new
generation diesel vehicles will come
with advanced emissions control systems
to reduce particulate and NOx. If these
systems perform sub-optimally, there can
be uncontrolled emissions.
The fact that India is totally unprepared
to prevent emissions frauds and under
performance of emissions control systems
on roads was proved a few years ago when
the Tavera fraud case of General Motors
was exposed. These models passed the
certification tests with one set of engines
that did not the match those actually
sold in the market. But this incident did
not lead to any major reform to establish
in-use compliance norms and monitoring
in India. The Indian government does not
have the power to penalise manufacturers
for non-compliance and violation. This
has serious implications as the next
level of Euro V and Euro VI standards
will require advanced particulate
traps and NOx control systems like
SCR to cut toxic diesel emissions. If
engineering deficiency reduces the
effectiveness of these systems or if
these are not properly operated like
urea refilling in SCR system, it can
lead to uncontrolled emissions and
nullify pollution control measures
in our cities.

If a problem or malfunction is detected,
the OBD II system illuminates a warning
light on the vehicle instrument panel to
alert the driver. This warning light will
typically display the phrase "Check
Engine" or "Service Engine Soon," and will
often include an engine symbol. The OBD
system stores important information about
any detected malfunction so that a repair
technician can accurately find and fix the
problem. It is notified to monitor catalyst,
fuel injection system, particulate trap,
coolant temperature, EGR, fuel system,
emission control systems, etc. Smog check
inspections in USA for post-2000 model
vehicles are now primarily based on an
inspection of the OBD II system -- tailpipe
testing is no longer required. It identifies
emission-related components covered
under warranty; eliminates unnecessary
repairs; and gives information about area
of malfunction or a specific component.
This reduces cost of warranty repairs and
ensures customer satisfaction; allows early
detection of malfunctions etc. But this
system will require strong surveillance and
appropriate software to work effectively. In
Europe, the OBD system has often failed
to detect high emissions from diesel cars.

conform with the stated emissions targets.
An independent authority should monitor
this process without being influenced
by industry. Only such a system will
make non-compliance with regulations
more expensive for companies than
compliance with regulations and ensure
implementation. The Auto Fuel Policy
committee has recommended an emissions
warranty and recall programme and in-use
compliance regulations. But this has not
been implemented.
CSEs review shows that currently,
Indian certification agencies do not select
vehicle samples for certification tests
randomly and independently. In fact,
certification agencies give prior notice to
manufacturers about the approximate time
during which samples will be collected
from a given lot. This compromises
independent and impartial testing. Legal
procedures for the MoRTH to issue
mandatory recalls or levy fines have not
been established yet.
The nexT sTePs
India will be in deep trouble if massive
motorisation happens without strong
compliance with emissions limits. This
will enhance the public health risk.
1. Strengthen PUC norms and testing
for older vehicles. Ensure 100 per
cent compliance by linking annual
insurance with PUC certificates.
2. Overhaul emissions tests for diesel
vehicles to enable monitoring of
particulate and NOx emissions.
3. Integrate OBD with the inspection and
maintenance programme.
4. Need immediate technical preparedness
to implement Real Driving Emissions
Test Procedures and Standards based on
portable emissions monitoring system
with a small margin for deterioration.
5. Ensure unbiased and independent type
approval tests for vehicle certification
by the test agencies.
6. Need defeat device regulations: Prevent
use of defeat devices like SCR disablers
that are being openly sold in the
global market.
7. Industry should be mandated to declare
actual certification emissions data,
real world emissions data and allow
free access.

At present, the truck drivers in India
are ageing and there are few young drivers
who take up this profession. One of the
reasons behind doing this event is to make
the truck driving profession inspirational
and encourage younger drivers to take up
the profession. The T1 Racer Program is
one of the countrys most comprehensive
motorsports driver training and selection
programs conceptualised and conducted
by Tata Motors. All the participants have
to undergo an evaluation and selection
process over a period of 2 months before
taking part in the race.
The T1 Prima Truck Racing
Championship comprises of three
