Abstract. This article presents the analysis of a teaching method System based on
Skills, a proposal which has already been used at SENAI, since 2002, in which
graduates professionals, not only in technical competence, but critical and creative,
as well. In educational field, the word competence is brought up as a proposal to

reorganize the teaching and learning process, which demands the curricular levels to
be revised, teaching methodology and to evaluate the teachers Pedagogical
concepts. According to MEC, the competence development suggests an educational
competence towards the student who learns through activities, projects and drilling
exercises on competence. What really worries people is what the teachers
understand by competence, how they exert this concept onto their pedagogical day-
to-day activities. To analyze this model effectively, it was suggested by fact the
understanding and the teachers pedagogical accomplishment at SENAI, and
interviewing as a tool to gather information the Perrenoud(1999), /le Bortef( 1994)
and Melchior( 2003). Proposals as a background. In this context, its compulsory to
have critical people who are acknowledgeable in terms of socio-political and
economical aspects.

Introduo
Nas ltimas dcadas do sculo XX, tanto nos pases europeus como nas
Amricas, a proposta educacional vem com reformas inovadoras, diante da
complexidade e exigncias da sociedade moderna.
Ento, na dcada de 90 surge a pedagogia das competncias. Mas o que
competncia? Esse termo faz-se to presente nas idias pedaggicas e est
orientando ou definindo vises ou at mesmo polticas educacionais. Tanto nos
Parmetros Curriculares como nas diretrizes curriculares que circulam no Brasil
propem, uma pedagogia voltada para as competncias.
Como observa Perrenoud (2000, p.15), o conceito de competncia, da mesma
forma que os saberes de experincia e os saberes de ao, suscita h alguns anos
inmeros trabalhos. As definies a propsito da noo de competncia podem
representar perspectivas tericas divergentes.
Para o mesmo autor, a competncia a capacidade de mobilizar diversos
recursos cognitivos para enfrentar um tipo de situao.
As atuais propostas curriculares brasileiras para a educao bsica e para a
educao profissional, tm como princpio curricular: o foco nas competncias.
