4.0 Construction Method

4.1 Chassis
Obtain material for chassis and visually inspect for faults.
Check dimensions of material for compliance with (Chass_DWG_1)
Using a vice for stability, cut the PVC pipe to the desired length as specified in
(Chass_DWG_1) using a handsaw or a similar tool to ensure a straight cut.
Make two incisions as per drawing (Chass_DWG_1)
From the centre of the chassis cut two diagonal lines to the points you had just cut to
at the centre. Two pieces should fall free discard these.
Make a cut from the final position of the first cut to the final position of the second.
Drill holes as specified in (Chass_DWG_1) for the axles
Remeasure for correctness after these cuts are made, this is important because if the
opening is too small the bottle wont fit and if its cut too big there is the risk of the
bottle falling out.

MRP_SC_design_specs_package_r42.0.docx Page 3 Stellar Constructs

4.2 Wheels
As the wheels will be 3D printed, approach a representative of Stellar Constructs to
acquire a copy of the file containing the wheel designs along with documents
specifying settings which should be applied to the printer.
Take this copy to Ian Murray who you will find in building 314, introduce yourself
and inquire about 3d printing, he should be happy to assist in the printing of
components.
If you decide to do the printing yourself, make sure to use the settings specified to
achieve the best results
After the wheels have been printed, inspect them for symmetry and measure them
to ensure they comply with drawing (Wheel_DWG_2)

4.3 Axles
Obtain material for the axles and visually inspect for imperfections.
Check dimensions of part to ensure compliance with (Axle_DWG_3)
Using a vice secure the steel rod down.
Using a handsaw, cut the rod to the appropriate size according the (Axle_DWG_3)
Repeat this again so you have two axles of the same size.
Inspect the two axles for symmetry and compliance with the dimensions table
provided.

4.4 Bottle Harness

Obtain Material for the bottle harness and visually inspect for faults.
Stretch the rubber bands around the diameter of the pipe so they go over the hole
where the water bottle fits.

4.5 Rover Assembly

Assembly is not to be undertaken until sign off from Stellar Constructs Design team
has been obtained for all previous stages.
Bring all pieces together and do a final inspection for compliance with dimensions.
Thread the axles through the holes that were drilled on into the chassis.
Screw each of the wheels into place on the axles.
Place the water bottle into the chassis through the hole in the top.
Stretch the elastic bands around the chassis covering the hole where the water
bottle is kept.

4.6 Pressure and Performance Testing and Final Inspection
For the final testing of the mars rover prototype refer to the client requirements in
the client brief (Appendix A.2)
conduct all necessary tests
Inspect the rover for damage.
If it has taken considerable damage from the fall, consult a designer of Stellar
Constructs for discussion.

1.0 Introduction
This document assesses the most significant risks involved in creating the Stellar
Constructs Mars Rover as well as the risks involved in the project establishment,
construction process and testing stage. The risk management plan also deals with
the hazards that cause these risks and the mitigation to ease the severity of the
risks.

A measure of severity on likelihood can be found in Appendix A.4, this is used

throughout this document to assess whether or not Stellar Constructs would allow
the hazard to occur.

2.0 Project Establishment

2.1 Sickness & Injury
Stellar Constructs has identified that one potential hazard to the progress made
could be sickness of injury. It is a hazard to the progress made is if one member of a
group is unable to attend meetings or complete work. This hazard has been awarded
a D. It is not severe in nature but it could cause long term impacts for the group as
the workload is increased for certain members and the project may not be
completed on time as a result.

Risks associated with the sickness or injury of a team member include:

Incomplete work due to:

o the members inability to work while sick; OR
o the inability for the group to complete due to the extended workload for
those who are well.
Miscommunication could occur due to the lack of attendance at meetings
leading to misunderstandings and work completed to a different standard than
that agreed upon in the most recent meeting.
Delayed progress as a result of the team members sickness. Should a team
member not be able to complete their allocated work and the rest of the team is
relying upon them to complete it, delays may occur while the work is done by
other team members.

The categorisation of this risk as D leaves very little need for the risk to be mitigated,
however (as outlined in the code of conduct Appendix A.3) Stellar Constructs
proposes that should a team member be sick communication can take place over the
group chat. However all members must be present for this and all must acknowledge
what has been agreed upon

MRP_SC_risk_management_r14.0.docx Page 2 Stellar Constructs

2.2 Plagiarism
Stellar Constructs acknowledges that plagiarism may occur during the project
establishment stage due to the fast paced nature of this stage. The hazards
associated with this risk are, in part the need for peer review and citation of
information sources. Should a member produce information already published the
group risks copyright infringement.

This risk is a systemic risk encountered in projects, plagiarising other peoples work
and using it for as your own without referencing them specifically. This can come
from simply reading over other groups designs to get ideas. The lack of references
for others' work breaches academic integrity, this is serious and as a result this has
been categorised as a measure B risk.

Given the high measure of this risk Stellar Constructs acknowledges that actions
must be taken to ensure that the penalties associated with this risk occurring do not
affect the group. Mitigation practises for this task have been established and could
include:

Peer checking of work to ensure the integrity of information. This may take
place during group meetings.
Group manager's role extended to reviewing and if necessary managing
references.
Reference as you go enforced by group members at group meetings.

Once the appropriate measures have been implemented, this should ensure that
this hazard does not affect the groups overall integrity. Stellar constructs re awards
this risk a D.

2.3 Lack of commitment

Stellar constructs have identified that a lack of commitment in the team as a major
hazard which could easily affect the end result of the project. This hazard may occur
when a team member is sick or if a team member does not share all that they are
doing with the team. Stellar Constructs have awarded this a measure C for severity
and likelihood as there could be major repercussions from miscommunication
between group members.

The risks associated with the hazard of miscommunication in the project

establishment phase of the project include:

Incorrect work due to a lack of discussion;

Unfinished work due to a rearranged deadline which was not communicated.

The likelihood of this occurring is low; however the severity of the hazard is high so
the measure C was assigned by Stellar Constructs.

Appropriate mitigation techniques could include:

formal emails sent containing the discussion of meetings held in the form of
minutes;

MRP_SC_risk_management_r14.0.docx Page 3 Stellar Constructs

one member of the group assigned to communicate any information discussed
to absent parties.
With the appropriate mitigation techniques applied this hazard can be reclassified as
a measure D hazard due to the minimal likelihood and minimised risk associated

3.0 Construction
3.1 Workshop Tools
Stellar Constructs acknowledges that the tools in a workshop used for construction
may not be safe, some of these tools include a hacksaw and vice. Initially Stellar
Constructs classifies these risks as measure C due to level of experience expected
which is set out in the tender evaluation criteria document (TenderEvaluation).

Risks associated with tools are injury and spoilt parts. Both of these are expected to
be of minimal problem to the subcontractor; however in the case that no tender is
received from a competent subcontractor; injury could occur form the incorrect use
of tools or a lack of concentration while using tools. Should the tendering company
be unsure of the correct use of said tools they must contact a designer of Stellar
Constructs before proceeding.

Although specified in (TenderEvaluation) that the sub-contractor should have

competencies working in a workshop environment mitigation techniques can still be
applied to minimise the overall risk of injury and/or spoilt parts. The use of personal
protective equipment while in a workshop environment will minimise the risk
associated with injury while all subcontractors working on this project should have
been briefed by Stellar Constructs as to how to go about the operation in case the
specifications specified above are not detailed enough.

3.2.1 Power Tools

The use of power tools is considered a significant hazard to the parties constructing
the Mars Rover Prototype. Stellar Constructs has awarded this hazard a C and deems
it high in both likelihood and severity. The reason for this is the project could be
halted due to injury or broken parts. Mitigation is required by Stellar Constructs and
is specified below.

Powered tools are used to drill the holes for the axles. Risks associated with the
hazard of the drill could include the injury of oneself or the destruction of key
components for the project. Should an injury occur Stellar Constructs are liable and
thus this risk must be mitigated.

Mitigation techniques to stop injury could include the use of personal protective
equipment while the best way to avoid broken components would be to drill a pilot
hole as a guide for the drill in the final hole.

MRP_SC_risk_management_r14.0.docx Page 4 Stellar Constructs

3.3 Lack of accuracy & precision
The quality of the prototype is paramount to Stellar Constructs contract with the
client Mr. Maynard and as a result we require that all components are manufactured
with a high precision and accuracy. Stellar Constructs have identified that precision
and accuracy may be difficult in the construction process when cutting the section
from the chassis for the water bottle. Stellar Constructs rates this a measure B risk as
small imperfections will not affect the final result; however it is vitally important to
deliver to the client what has been requested in regards to functionality.

The risk associated with this hazard is the failure of components to perform as
expected when trials are run. Stellar Constructs consider this paramount to the
completion of this project.

The simplest way to avoid this happening is to ensure the person using the hacksaw
has experience. By getting someone with experience to cut the PVC pipe it will
reduce the rate of error, as they will understand how to use the equipment
properly. Stellar Constructs categorise this to a measure D given the appropriate
experience is held by the sub-contractor.

4.0 Testing
4.1 Loss in progress
One potential hazard in the testing phase is the testing of the Rover itself. Stellar
Constructs has given this hazard a measure C rating as this hazard presents itself due
to the fact that testing is taking place and any progress may be lost.

The destruction of the Rover upon landing could set the contracted group back;
however this is okay as the testing phase should allow designers of Stellar Constructs
to assess their designs against the conditions specified in Appendix A.1

One form of mitigation which could assist in the continued testing of the prototype
could be to slowly introduce harsher conditions until the conditions stated in the
client brief are met. This would allow for the Designers to gain an understanding of
what the strengths are of certain components and further allow them to understand
what caused the vehicle to break if it does. This would allow for the testing to stop
before the design breaks rather than after allowing for the designers to improve the
design without having to deal with setbacks such as a restart.

MRP_SC_risk_management_r14.0.docx Page 5 Stellar Constructs

4.2 Injury
The preliminary testing phase of the design as outlined in Appendix A.1 will involve
trial drops of the vehicle. If these trial drops are not conducted with the
consideration of others it could result in injury. Stellar Constructs have categorised
this as a measure D hazard as we believe this is highly unlikely however if it was to
occur it could cause injury. The risk associated is injury of members testing or injury
of those spectating.

Injury is a risk if the contracted company does not take safety precautions to ensure
that no one is injured. This could include setting up a boundary zone around the
testing area to ensure no one is hurt. If the appropriate measures were taken to
ensure that no one was injured during the testing phase the likelihood of injury
would be significantly decreased while the severity of injury stays the same. Another
means of protection from injury could be the wearing of closed footwear to ensure
if the prototype falls onto someone it does not injure them and its force is absorbed
if the aforementioned precautions were taken, the measure of D could be decreased
to an N meaning there is low likelihood and low severity.

4.3 Material Failure

A slight hazard while testing is the strength of the 3d printed wheels

A risk with these wheels is that they are produced to have less infill to reduce weight
and in turn reduce the price. This can cause the risk of the wheels shattering upon
landing. After shattering there is a possible risk of the fragments flinging and hitting
spectators of testers causing a moderately severe injury. This will also mean that the
Rover did not achieve what the design was set out by the client brief. Stellar
Constructs awards this risk a D measure as the severity if it were to happen would
be moderate while the likelihood of it occurring would be low to moderate.

Stellar Constructs suggests attempting to stress test the components before testing
the final prototype, this will give a better understanding of how much force the
components can take along with the amount of pressure the final prototype will be
under. Once the appropriate mitigation techniques are put in place Stellar
Constructs awards this risk an N measure. This is because any damage taken should
not cause injury nor should it cause any delays in the project schedule.

3.0 Detailed Explanation of Criteria
3.1 Experience
3.1.1 Experience using hacksaws and drills and managing hazards
Construction will require use of hacksaws, drills, and other hazardous tools
and will take place in an environment where other hazards may be present.
Stellar Constructions regards minimisation of risk to person and fatal injuries
during the construction of the Rover Prototype to be critical.

Stellar Constructions will assess ability to manage safety risks by reviewing

the experience of the tendering fabrication companies. Experience must
demonstrate knowledge of correct use of tools such as hacksaws and drills
which are essential to the prototypes construction, as well as a knowledge of
proper safety procedures and personal protective equipment standards that
will be implemented within proposed construction environment.

Experience can be demonstrated by appropriate documentation detailing

high school subjects taken relating to the use of hacksaws and drills or
previous projects undertaken by members of the prospective fabrication
company, and by outlining the proposed safety procedures and PPE
requirements.
3.1.2 Knowledge of the construction process
It is critical that the tender company demonstrates an understanding of the
engineering manufacturing process and the ways in which the original
prototype can undergo change as the construction process evolves.
Knowledge of this will allow for effective communications between the client,
Stellar Constructs and the selected tender company.

3.2 Time Management

3.2.1 Able to complete tasks within a given time frame
Due to the time sensitive nature of this project and to ensure the delivery of
the product is on time, the fabrication company hired by Stellar Constructs
must be able to show that they assign relevant tasks and are able to
complete them within the specified time frame. Evidence can be provided by
way of meeting agendas with the accompanying minutes from the tendering
fabrication company.

MRP_SC_tender_evaluation_r31.0.docx Page 4 Stellar Constructs

3.2.2 Delegation
The ability to delegate is essential to the completion of this project, to save
time the tendering company must prove they can delegate and complete
work in a sufficient amount of time without risking a late submission. This
requirement is standard to any projects undertaken by Stellar Constructs and
it is an expectation of the tendering company to appropriately delegate the
work load on their own time without the input from Stellar Constructs
professionals. Should the tendering company not prove that they are capable
of such a task they will be withdrawn from the tender pool.

3.3 Communication
3.3.1 Proper email etiquette
Due to the contracted fabrication company residing under the company
banner of Stellar Constructions and their client, proper email etiquette as set
out below needs to be followed to uphold the respect, appropriate formality,
and business nature of the Mars Rover Prototype project. Evidence of this
communication will be assessed based upon the number of minutes where
absences have occurred and been signed off. If less than 75% of the meetings
where a member has been absent have lacked the adequate communication
and apology of absence the tendering company will be removed from the
pool. Should the tendering company have 100% attendance ratio this
criterion will be satisfied.
3.3.2 Replies within 24 hours of Original Contact
The Mars Rover Prototype project is on a strict supply deadline. Accordingly,
the selected tendering company needs to be able to respond in a timely,
reasonable manner. There is a 72 hour maximum wait time expected by
Stellar Constructs before a substantive response is sent back regarding what
has been asked. Should this deadline fail to be met a formal apology and
explanation is required.

MRP_SC_tender_evaluation_r31.0.docx Page 5 Stellar Constructs

3.3.3 Email communications
Emails should be addressed to StellarConstructs@Outlook.com for the
purposes of the:

organisation and approval of meetings

further clarification of decisions; and
any related queries.
Communications not conducted through direct emails or minuted meetings
are not considered official business there will be no guarantee that this will
be accepted. As a result of this the contracted fabrication company should
expect that any messages sent through alternative forms of communication
will be disregarded.

3.4 Meetings
3.4.1 All necessary members are to attend all scheduled meetings
For proper clear communication to exist between all parties involved in this
project, group meetings must be attended to ensure that everyone is up-to-
date with important decision making and can input ideas as well as sort out
any miscommunication that may occur during the construction process. Proof
of this may be demonstrated in past minutes that note the attendance record
for the members who will be attending meetings and thus their commitment
to this project.

3.4.2 Groups members are to arrive at meetings on time

For timely and information rich meetings it is a requirement of Stellar
Constructs that all members having agreed to attend a meeting will appear in
a timely fashion.
3.4.3 Meetings to be held twice a week
Stellar Constructs is bound to a contract which requires the design to be
produced within a given time. To ensure that this objective is achieved Stellar
Constructs requires members of the selected tender company to attend at
least two meetings each week to present progress reports and gain
understanding of what is required. These meeting times will be established
through the use of email.

MRP_SC_tender_evaluation_r31.0.docx Page 6 Stellar Constructs

3.4.4 Apologies sent with a 24 hour notice
If the companys representatives for any reason are unable to attend a
meeting it is a requirement that Stellar Constructs is informed of this no later
than 24 hours before the meeting is set to take place. In the case of a minor
disruption for the company's representatives may postpone the meeting to a
later date or time. If a major disruption has occurred any critical queries may
be sent via email.

3.5 Commitment
3.5.1 Requirements
Members of the selected tender company agree to commit their time to the
construction of the vehicle according to the plans detailed by the designers of
Stellar Constructs. Commitment is required throughout the construction
process and any issues that arise will have to be dealt with without
withdrawal from the project. This will require ability to improvise in
unforeseen circumstances.
The commitment of the tender company will be assessed based of the
number of meetings held and documented (with minutes) along with the
number of attendees at each meeting. If the number of attendees fluctuates
or there are fewer than five recorded meetings the tendering company will
be deemed uncommitted and discarded from the pool.

3.6 Standards
3.6.1 Attention to detail
An acute attention to detail must be prevalent in the tendering companys
previous assignments to ensure that the tendering company is capable of
completing the job. It is absolutely essential that the project is completed
with a keen attention to detail, for this reason Stellar Constructs requires that
the tender company presents all minutes, and drawings for assessment by
the Designers of Stellar Constructs. If the designs are presented poorly or the
overall quality and detail of the minutes does not align with the weekly
progress reports the tendering company will be deemed unworthy and
removed from the pool.

A.4 Hazard & Risk Severity Table
Severity
Likelihood

Low Moderate High Severe

Low N D C A
Moderate D C B A
High C B A A
(Risk Management Plan, 01/04/17)

The ratings above outline the severity and likelihood of a risk or hazard on the groups overall
performance. The table above has been used for risk management and will be referred to
throughout the risk management document. Below is a detailed explanation of the severity
represented by each character above. Stellar Constructs aims to mitigate all hazards to the lowest
level of severity and likelihood ensuring the safe and successful completion of the project.

- The severity measure N represents a very minimal effect on the team's output as there is a low
likelihood of occurrence and a low severity of the associated risk. Any action required to
continue past this point would involve very few changes to the group's dynamics.
- Stellar Constructs' severity measure D outlines the fact that there may be some long term
impact for the risk. A measure of D occurs when there is either moderate severity or likelihood
of the risk occurring. Stellar Constructs however deems this measure to be acceptable for any
risks which may occur given that the appropriate mitigation techniques and practises have been
employed to lower both the likelihood and severity prior to being awarded this measure.
- The measure of C is deemed unacceptable by Stellar Construct, if a measure of C is awarded to
any risk or hazard which is identified mitigation techniques must be employed to lower either
the severity of likelihood. A measure of C is deemed unsafe by Stellar Constructs and should
there be no mitigation techniques applied is deemed unacceptable.
- Finally a measure of A above is deemed a highly risky or un unsafe activity by Stellar Constructs
and no further mitigation techniques should be employed to avoid any potential outcomes
which could occur. Should a risk be awarded a mark of A a meeting would be called to discuss
alternative methods to achieve the same result for the associated risk.
