REGULATION ORDINANCE NO. 2009-279

AN ORDINANCE NAMING THE UNNAMED ROAD FRONTING
THE BARANGAY HALL ~F TABUC SUBA, JARO GOING TO
SITIO ILAYA CONNECTIMG DELFIN GONZALEZ AVENUE to
"ESTRELLA M. GONZALEZ AVENUE", IN HONOR OF THE
LATE DONA ESTRELLA MAR.AVILLA GONZALEZ

WHEREAS, Rules and Regulation Implementing the Local Government Code

of 1991 and NHI Revised Guidelines provide "that street, plaza or any public place may
be named or renamed to honor a perspn or family who contributed to the welfare of the
Filipino people" and also, "proposed qames must have historical and cultural significance
and must contribute to the positive development of national pride through the good
example by the name being used";

WHEREAS, the National Hist~rical Institute (NHI), thru Ludivico D. Badoy,

NHI Executive Director III, in his letter'reply to our communication dated 20 May 2008,
does not interposed objection to the naming of the unnamed road in honor of the late
Estrella M. Gonzalez on the presumptio:n that the naming will coincide with the ten ( 10)
years after the honoree's death. However, the Institute recommends that the title "Dofia"
be deleted and that her middle initial be used instead of her middle name, thus "Estrella
M. Gonzalez Avenue";

WHEREAS, the collective sentiments of the barangay officials and the people of
Brgy. Tabuc Suba, Jaro, Iloilo City, strongly favored the naming of the unnamed road
fronting the barangay hall ofTabuc Sub~ going to Sitio Ilaya connecting Delfin Gonzalez
Avenue to "Estrella M. Gonzalez Averiue" in honor of the late Dofia Estrella Maravilla
Gonzalez;

WHEREAS, Estrella Maravillq Gonzalez who died last March 2, 1995, was a
retired public school teacher, devout Catholic, an active leader of various religious
organizations and well-loved in the community. During her life time, she devoted her
precious time rendering dedicated hum~itarian services to the needy in the neighboring
barangays. The honoree, Estrella Mar~villa Gonzalez, was the wife of Delfin Gonzalez,
the last mayor of then the Municipality of Jaro. The deceased was also the loving mother
of distinguished son Raul Gonzalez Sr., former DOJ Secretary, former Congressman,
Lone District of Iloilo City and at present, the Chief Presidential Legal Counsel of
President Gloria M. Arroyo, and also the father of Congressman Raul Gonzalez, Jr..
Consequently, the renowned Gonzalez, family had rendered dedicated public service to
the community that significantly contrilimted to the welfare of the Filipino people.

NOW, THEREFORE, let it b~ ordained by the Sangguniang Panlungsod of the

City of Iloilo, in session assembled that:

Section 1. The unnamed road fronting the barangay hall of Tabuc Suba going to
Sitio Ilaya connecting to Delfin GonzaI:ez Avenue is hereby named and shall be identified
as "Estrella M. Gonzalez Avenue", in honor of the late Dofia Estrella Maravilla
Gonzalez.

Section 2. The Office of the 'President of the Republic of the Philippines; the
Congressman, Lone District of IloilP City; the Philippine Postal Corporation; the
National Historical Institute, Manila; ;the City Assessor's Office; the City Treasurer's
Office; the Barangay Secretariat; the Barangay Council of Tabuc Suba, Jaro, Iloilo City;
and the Gonzalez Family of Quintin Salas, Jaro, Iloilo City, be notified of the ordinance.

Section 3. The ordinance shall take effect immediately upon approval.
