Y E A R E N D I N G D E C E M B E R 3 1 , 2 0 16
REPORT OF THE INDEPENDENT AUDITOR ON THE SUMMARY FINANCIAL STATEMENTS
To the Mayor and Members of Council of the Town of Strathmore,
The accompanying summary financial statements, which comprise the summary statement of financial position as at December 31, 2016, the summary statement of operations and summary statement of changes in net financial assets
for the year then ended, and related notes, are derived from the audited financial statements of the Town of Strathmore for the year ended December 31, 2016. We expressed an unmodified audit opinion on those financial statements in
our report dated April 19, 2017.
The summary financial statements do not contain all the disclosures required by Canadian public sector accounting standards. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial
statements of the Town of Strathmore.
Management's Responsibility for the Summary Financial Statements
Management is responsible for the preparation of a summary of the audited financial statements in accordance with the criteria as disclosed in note 1.
Auditor's Responsibility
Our responsibility is to express an opinion on the summary financial statements based on our procedures, which were conducted in accordance with Canadian Auditing Standard (CAS) 810, "Engagements to Report on Summary
Financial Statements."
Opinion
In our opinion, the summary financial statements derived from the audited financial statements of the Town of Strathmore for the year ended December 31, 2016 are a fair summary of those financial statements, in accordance with
Canadian public sector accounting standards.

In accordance with the Environmental Protection and Enhancement Act, Wheatland County has applied to Environment and Parks for an amendment to an existing approval to operate the Gleichen water treatment plant.
The existing Gleichen waterworks system consists of a surface water source from the Bow River {through the works of the Western Irrigation District), raw water storage located at SW of Section 24 Township 022 Range 23 West of the 4th Meridian; water treatment consisting of raw water aeration,
pre-oxidation {taste and odor) by Potassium permanganate, flocculation, coagulation, with rapid sand filtration, followed by disinfection using Sodium Hypochlorite, treated water storage and a distribution network within the Hamlet of Gleichen.
The EPEA application requests removal of the water treatment components and requirements, as well as the treated water distribution requirements from the Gleichen waterworks approval. The water treatment components will be eventually reclaimed, and the treated water distribution system
will be separately regulated by a Code of Practice under the EPEA that will be issued by Alberta Environment and Parks.
A directly affected person may provide input into certain regulatory decisions, as allowed by the Environmental Protection and Enhancement Act {section 73). Specifically, any person who is directly affected by this application may submit a written statement of concern within 30 days of the date of
