TABAK BASKETBALL TOURNAMENT

MAYOR KRISEL LAGMAN-LUISTRO CUP 2017

I. REGISTRATION, ELIGIBILITY AND PRIZES

A. INTER-BARANGAY
Players must be a resident of the represented Barangay.
Certificate of Registration from COMELEC must be submitted to the
Secretariat.
Players 17years and below must submit PSA Birth Certificate and
Barangay Certificate duly signed by the Punong Barangay.
Any player not registered in the Barangay to be represented but is
connected by affinity to any resident with Certificate of Registration
from COMELEC is entitled to play.
Registration fee is Php5,000 and Default bond is Php1,500.
Registration fee must be fully paid during the last day of
registration.
No team or player will be allowed to play without complete uniform.

I. RULES OF THE TOURNAMENT

Each team must be composed of Fifteen (15) Players, a Coach, an


Assistant Coach, a Watcher (time and score) and a Muse. In each
game, only twelve (12) players will be allowed to gain playing
minutes.
Replacement of players shall be allowed provided that the team has
not played any game. The organizers must be notified in writing of
any changes in the line-up prior to the scheduled game; otherwise,
the substitute player shall not be allowed to play.
Any team who fields unregistered team members will be
automatically be barred from playing the remaining scheduled
games and considered disqualified from joining the tournament.
All teams are required to attend the orientation/sports clinic to keep
the team members familiar with the FIBA rules.
The teams are also enjoined to participate in the parade and
opening ceremonies. Team officials, players and muses must be in
their officials uniform attending the event.
In all scheduled games, all registered team officials and players are
required to wear their official uniforms for proper identification.
All teams scheduled to play must be present at the playing venue
fifteen (15) minutes before the scheduled game to provide ample
time for warm-up. Any team that fails or refuses to field five (5)
players after fifteen (15) minutes upon the start of the scheduled
game shall be declared loser by default. The default fee shall be
forfeited in favor of the organizing committee and the defaulting
team will not be allowed to play the next scheduled game until a
new default fee is deposited to the organizing committee.
Only the players, coaches, assistant coaches, managers, and team
members are allowed to sit in the players bench. No other
individuals will be allowed to stay in the bench.
No player under the influence of drugs/liquor shall be allowed to
play or any player/official found to be under the influence of
drugs/liquor will be ejected and not be allowed to sit in the bench.
Team officials and players must always observe sportsmanlike
conduct in court. When warranted and after due investigation, the
officials or players who misbehaved (unsportsmanlike utterances,
physical violence, dirty finger, etc.) may be sanctioned by expulsion
from the game, suspension from playing the succeeding game or
termination from joining the tournament depending upon the
gravity of the offense and same shall be decided outright by the
referees and the technical committee. The decision shall be final
and irrevocable.
No team officials or players will be allowed to bring deadly or bladed
weapons in the game premises. Any weapon found to be in the
possession of any player, official or spectator may be forfeited and
necessary sanctions shall be imposed including criminal charges at
the most.
Games interrupted by fortuitous event (typhoon, brown-outs, etc.)
prior to scheduled game will be rescheduled, games interrupted
before the end of the first half will be replayed in a separate
schedule. Games interrupted after the second half will be replayed
in the remaining playing time. The teams shall be notified in writing
of any rescheduled games. Note: in both cases, only players who
were present in the previous game shall be allowed to play in the
rescheduled game.
Team officials will be allowed to obtain statistical information only
when the ball becomes dead or the game clock is stopped.
In case of tie in the team ranking, winner over the other will be
applied. In case of multiple ties, the ranking will be determined
using goal average/quotient system.
Protest concerning ELIGIBILITY of players will no longer be
entertained upon the start of the tournament.
All protests must be addressed to the Chairman of the Rules and
Protest Committee. Protest concerning the conduct of the game
should be made in writing and filed within 24 hours starting from
the time of the protested game. Failure to do so within the
prescribed time will mean forfeiture of the right to protest the said
game. Burden of proof shall fall on the protesting team.
The organizing committee upon the recommendation of the Rules
and Protest Committee may impose additional rules as it may deem
necessary.
In case of any undershirt, same must conform to the major color of
the uniform.
Wearing earrings, bracelets, necklaces and any other similar
accessories shall be prohibited during the game.
Table officials and referees have the right to rectify errors in time,
score and ball possession during a game whenever necessary.
In case of untoward incident, misdemeanor and or unsportsmanlike
action which may not be noticed by the referee the table officials
and or any member of the committee is authorized to call on such
action and provide sanctions on the erring player in coordination
concurrence with the referee.
The organizing committee shall not be responsible for any injury
that may be sustained by any player or team official during the
tournament. Individual player or coach shall automatically waive
their right to claim damages for any ailment/injury sustained during
the tournament.
The tournament shall be governed by FIBA-rules. Any provision in
the ground rules that is inconsistent with the FIBA rules shall be
deemed null and void.
Referees decision is FINAL.
A team who walked out shall lose the game by forfeiture but shall
be given 15 minute to recall their decision.
Only the team captain in the floor can communicate with the game
official and table officials regarding the technicalities except for
referees call.

III. SYSTEM OF COMPETITION

The registered teams will be bracketed.


Bracketing shall be determined by drawing of lots.
All teams shall play single round elimination in their respective
brackets.
The first two (2) teams in each bracket shall advance to crossover
semifinal knockdown game. Highest-ranking team in each bracket
will play with the second ranking team who advances to the
semifinals.
All winners / qualifiers in the semifinals game shall advance to a
best of three (3) Championships.
The losers shall settle for a single fight knockdown game.
