2016 Mayorable and Vice Mayorable Candidates Forum

FORUM GUIDELINES
1. All sectors in the community shall be discussed during the forum. The sectors are as
follows:

a. Health
b. Education, Students and the Academe
c. Business, Livelihood and OFWs
d. Transportation
e. Agriculture, Aquaculture and Climate Change
f. Vulnerable groups: Senior Citizens, PWD, Women, Single-Parents
g. Tourism

2. Each candidate shall present their Programs and Platforms for every sector
mentioned. Candidates are/were given ample time to prepare for their programs for
each sector and allotted time will be given to each candidate for their presentation. The
candidates can also include their accomplishments and experiences for the sake of
public interest.
a. The Mayorables shall present their Programs and Platforms.
b. The Vice mayorables shall present their partys Legislative Agenda. This also
include the Legislative Agendas of their Sangguniang Bayan (SB) candidates.

3. Kiniray-a should be used as a language of choice throughout the forum so the


candidates can send the message clearly to the public. This also includes presentations,
inquiries, and questions and answers.

4. This is strictly a time-moderated forum. Definite time shall be allotted for each
candidate for his/her presentation. A bell ring will be heard 30 seconds before the time
ends so to warn/signal the candidate of his remaining time.

5. The order of speech and presentation will be in alphabetical order:

Mayorables:
a. PAHILGA, OPET (LP)
b. POLLICAR, MAXFIL (NUP)
c. SAMPIOR, JORREY (UNA)
Vice-Mayorables:
a. CAZEAS, INDAY MAGDA (LP)
b. HERNAEZ, GLENN (NUP)
6. The Forum starts with a 2 minute opening statement from all candidates.

7. The presentation of Political Agendas and Platforms for every sector follows the
following routine:

a. The speaker shall be given a maximum of 180 seconds (3 minutes) to present their
Agenda/ Programs and Plans for each sector.

b. The speaker shall then respond or answer the questions, rebuttals, and arguments
coming from other candidates running for same position. The discussion should be in
context with the speakers presentation. A duration of 180 minutes (3 minutes) shall
be given for the discussion.

c. Vulgar and foul use of language is strictly prohibited. Doing so will result to a
candidates forfeiture to participate in the forum.

d. After the presentation and discussion of Agendas and Platforms, panelists coming
from different sectors shall ask questions to all the candidates on current issues
pertaining to a particular sector. Each candidate will be given three minutes to
answer each question. No copies of questions shall be given to candidates prior to
the forum.

-The Panelists, who are experts on the specified sectors shall be chosen by
the Committee and their names shall not be revealed to the candidates.

8. An Open Forum within the candidates shall follow after the panel inquiry and platforms
for all sectors were presented. Candidates are allowed to ask questions and respond to
their opponents on any topics or issues. However brining up of issues involving private
and personal life is prohibited.

Candidates are requested to submit a maximum of five questions (for each
opponent) for the open forum 2 days prior the event for screening and validation.
Questions shall remain confidential until the debate proper. Moderators of the
forum shall be in charge of the questions, the sequence and the format of
questioning. Candidates are given 120 seconds (2 minutes) to answer each
question. A follow-up question is allowed, provided, that the entire duration of the
questioning will not reach 180 seconds (3 minutes).

10. Candidates should prepare a two minute closing statement to conclude the event.

11. Candidates shall fill-up Profile Form 2 days prior the event and submit it to the
Committee to be used as introduction and overview for the candidates during the forum.
12. To summarize, the following must be prepared by the candidates ahead of time:
2 Minute Opening Statement
3 Minute Programs and Platforms for Health
3 Minute Programs and Platforms for Education, Students and the
Academe
3 Minute Programs and Platforms for Business, Livelihood and OFW
3 Minute Programs and Platforms for Transportation
3 Minute Programs and Platforms for Agriculture, Aquaculture and
Climate Change
3 Minute Programs and Platforms for Vulnerable groups: Senior Citizens,
PWD, Women, Single-Parents
3 Minute Programs and Platforms for Tourism
A set of 5 questions for each opponent.

13. Ceremonial Signing of Programs and Platforms: The candidates are requested to
participate to the Ceremonial Signing as a symbolic gesture of their commitment to
remain true to their programs/projects/agenda that they presented during the
Candidates Forum once elected to office. PPCRV will monitor the status and
accomplishments of their plans and commitments regularly and will be reported to the
People of Anini-y in appropriate venues.
