REGULATION ORDINANCE NO. 2008-280

AN ORDINANCE CREATING THE POSITION OF ONE (1) ASSISTANT
CITY ASSESSOR FOR ADMINISTRATION IN THE OFFICE OF THE
CITY ASSESSOR

And seconded by Councilors Eduardo L. Pefiaredondo and Eldrid C. Antiquiera

WHEREAS, last June 6, 2008 the Committee on Good Government and Public
Accountability (Blue Ribbon Committee) received the 2nd indorsement dated May 26, 2008 from
Hon. Jerry P. Trefias, City Mayor;

WHEREAS, the 2nd indorsement includes the request of Mr. Nelson E. Parreno, City
Assessor, for the creation of position of Assistant City Assessor for Administration in the City
Assessor's Office;

WHEREAS, Section 17 of Republic Act 7160 states that:

"Section 17. - Basic Services and Facilities. - Local government units shall continue
exercising the powers and discharging the duties and functions and taking over the
responsibilities of national offices and agencies that by the provision of this code, have been
devolved to LGU's the function pertaining to agriculture, health, public works, education,
tourism, etc. and likewise exercise such other powers and functions necessary, appropriate or
incidental to efficient, effective provision ofthe basic services andfacilities."

WHEREAS, Section 76 of Republic Act 7160 states that:

"Section 76. - Every LGU shall design and implement its own
organizational structure and staffing pattern taking into consideration its
services requirements and .financial capability, subject to the minimum
standards and guidelines prescribed by the Civil Service Commission. "

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City

of Iloilo, that:

Section 1. - There is hereby created a position of one (1) Assistant City Assessor
for Administration in the City Assessor's Office, Iloilo City;

Section 2. - The funds for the said position shall be charged against the abolished
seven (7) vacant positions of Agricultural Technologist in the City Agriculturist Office;

Section 3. - This ordinance shall take effect upon approval.
