Resolved that Protection against Personal Intrusion Act be approved.

Section 5, Article 2 of the 1987 Constitution provides that, The maintenance of peace and order,
the protection of life, liberty, and property, and the promotion of general welfare are essential
for the enjoyment by all the people of the blessings of democracy.

This section of the constitution is parallel to the goal of House Bill number 4807.

The full text of House Bill number 4807 has not been released by the concerned individuals,
therefore, we in the affirmative side set the parameters to basing in the full text of House Bill
number 3548 which is the proposed law House Bill number 4807 substituted.

I, as the second speaker of the affirmative side firmly believe that this bill is beneficial because of
the following reasons:

First reason, the Protection against Personal Intrusion Act upholds to the fortification
of the right to confidentiality, privacy or seclusion.

Human Right Number 12, The right to privacy, states that: No one shall be subjected to
arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his
honour and reputation. Everyone has the right to the protection of the law against such
interference or attacks.

The right to self discretion is also basic human right.

In criminal law and the law of torts, It means the capacity to distinguish between what is right
and wrong, lawful or unlawful, wise or foolish, sufficiently to render amenable
and responsible acts.

When applied to public functionaries, this means a power or right conferred upon them by law
of acting officially in certain circumstances, according to the dictates of their own judgment
and conscience, uncontrolled by the judgment or conscience of others. This discretion
undoubtedly is to some extent regulated by usage, or, if the term is preferred, by fixed
principles.

Simply, Nobody should try to harm our good name. Nobody has the right to come into our
home, capture by camera or sound recording any instrument of any type or bother us or our
family without a good reason.
Second Reason, it will admonish everyone to respect the dignity, personality, and
peace of mind of every person.

Human Right Number 22, Social Security, states that: Everyone, as a member of society, has the
right to social security and is entitled to realization, through national effort and international co-
operation and in accordance with the organization and resources of each State, of the economic,
social and cultural rights indispensable for his dignity and the free development of his
personality.

Article 1 of the Universal Declaration of Human Rights: All human beings are born free and
equal in dignity and rights. thus, In balancing the rights, the right to respect for a private life
often needs to be balanced against the right to freedom of expression. For example a public
figure does not necessarily enjoy the same respect for their private life as others, as matters of
public concern might justify the publication of information about that person that might
otherwise interfere with the right to privacy.

Human rights are inalienable. They should not be taken away, except in specific situations and
according to due process. For example, the right to liberty may be restricted if a person is found
guilty of a crime by a court of law.
Third Reason, protection against self intrusion will help eliminate issues on petty
quarrels allowing the government time to deal with more pressing issues such as:

1. Heavy Traffic
2. Trash
3. Flood
4. High crime rates
5. Drugs
6. Poor Educational System
7. Poverty as seen in the squatter areas
8. Too much politics
9. Pollution
10. Poor healthcare

These issues are more substantial for the government to deal with, for this reason passing the
Protection Against Personal Intrusion will not only give them time to focus on these issues. It
will eliminate the petty fights caused by the diminutive effects of inaccurately labelling
PROTECTION AGAINST PERSONAL INTRUSION.

All rights are indivisible, whether they are civil and political rights, such as the right to life,
equality before the law; economic, social and cultural rights, such as the rights to work, social
security and education, such as the rights to development and self-determination, are
indivisible, interrelated and interdependent. The improvement of one right facilitates
advancement of the others. Likewise, the deprivation of one right adversely affects the others.

They are rights because they are things you are allowed to be, to do or to have. These rights
are there for our protection against people who might want to harm or hurt us. They are also
there to help us get along with each other and live in peace.

Reasons have been stressed, Protection Against Personal Intrusion is beneficial, and I, the second
speaker of the Affirmative Side, have spoken.
