For appointment to this grade, a candidate must have:


(i) served for a minimum period of eighteen (18) years, three (3) of which should have been

Duties and Responsibilities


The Secretary, Trade will be responsible to the Principal Secretary for advising on issues relating
to domestic and international trade policies, strategies and programmes. Specific duties and
responsibilities include:
(i) formulating, implementing and reviewing trade policies and programs;
(ii) developing linkages with bilateral, regional and international trading partners;
(iii) overseeing trade research and market intelligence for trade development and ensuring
business information to the business community and stakeholders is disseminated;
(iv) coordinating Public Private Sector Partnership for trade development;
(v) providing consultancy and technical guidance on trade issues to the business community;
(vi) facilitating the growth development and graduation of Micro Small and Medium
Enterprises (MSMEs);
(vii) overseeing the establishment and management of business information and solution
centres; and
(viii) sourcing for funds through government budgetary process and any other development
partner/donor support for the financial operations of the Department of Trade.

(i) implementing policies and strategic objectives relating to external trade and
investment;
(ii) handling trade disputes and responding to public complaints/customer care issues;
(iii) participating in public-private sector partnership for trade development;
(iv) identifying business opportunities in the international market;
(v) coordinating incoming/outgoing trade delegations, organizing contact promotion
programmes, buyer/seller meetings and trade missions;
(vi) negotiating bilateral, regional, and multilateral trade agreements and marketing the
country on matters of foreign direct investment;
(vii) providing consultancy and technical guidance on international trade issues; and
(viii) managing business information in the division and providing international trade
information to the business community.

At the Headquarters
(i) implementing government policies, strategies and programmes on domestic trade and
investment;
(ii) providing consultancy and technical guidance on trade issues to the business community;
(iii) coordinating the development of wholesale hubs/wholesale markets and tier 1 retail
markets in the distribution value chain;
(iv) managing business information databank;
(v) facilitating the settlement of trade disputes and responding to public complaints/customer
care issues; and
(vi) coordinating preparation of divisional work plans, setting performance targets and
preparing budget estimates for the Department.

At the County
(i) implementing government policies, strategies and programmes on domestic trade and
investment;
(ii) coordinating planning and administration of trade and investment functions of the county;
(iii) providing consultancy and technical guidance on trade issues and managing business
information in the county:

For appointment to this grade, a candidate must have a Bachelors degree in any of the following
disciplines: Commerce, Accounting, Marketing, Business Administration, Business Information and
Technology, Business Management, Entrepreneurship, Economics or International
Trade/Business/Relations or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities


This is the entry and training grade for this cadre. An officer at this level will be on the job
training and will work under the guidance of a senior officer. Specific duties and responsibilities
include:
(i) collecting and compiling economic and trade related data;
(ii) disseminating business information to the business community;
(iii) compiling data on recovery of loans owed to the joint Loans Board (JLB);
(iv) facilitating international trade promotion activities through trade fairs and exhibitions;
and
(v) implementing trade related development projects.

WEIGHTS AND MEASURES OFFICER II TEN (10) POSTS - V/No.178/2016

Basic Salary Scale: Ksh.24,662 Ksh.29,918 p. m. (Job Group J)

For appointment to this grade, a candidate must have a Bachelors degree in any of the
following disciplines:- Physics, Mathematics, Legal Metrology, Information Communication
Technology or equivalent qualification from a university recognized in Kenya.

Duties and Responsibilities
An officer at this level will work under the guidance and supervision of an experienced officer.
Specific duties and responsibilities include:
(i) testing and stamping mechanical and electronic weighing and measuring equipment;
(ii) collecting data on verified equipment at traders premises, stamping stations and
verification office;
(iii) sampling prepackaged goods for quantitative analysis;
(iv) preparing testing equipment for inspection and investigation purposes;
(v) preparing weighing and measuring equipment during trade fairs and exhibitions; and
(vi) giving evidence in court on cases arising from infringement of the weights and Measures
Act (Cap 513) and Trade Descriptions Act (Cap 505).

DEPUTY CHIEF ECONOMIST/STATISTICIAN - FIFTEEN (15) POSTS - V/No.179/2016

For appointment to this grade, a candidate must have:


(i) served for a minimum period of fifteen (15) years, three of which should have been in
the grade of Senior Economist/Statistician I, Job Group N and above;
(ii) a Bachelors degree in Economics, Statistics or equivalent qualification from a university
recognized in Kenya;
(iii) a Masters degree in Economics or Statistics or equivalent qualification from a university
recognized in Kenya;
(iv) attended a Strategic Leadership Course in a recognized institution;
(v) demonstrated outstanding professional competence, ability and integrity as reflected in
work performance and results; and
(vi) managerial experience necessary for the effective management of staff.

Duties and Responsibilities


An officer at this level will assist the Chief Economist/Deputy Director of Statistics in the day-to-
day administration of the Planning division or the Central Bureau of Statistics or a Central
Planning and Project monitoring Division in a Ministry. Specific duties and responsibilities
include:
(i) general direction of the economic planning function and production of statistical data at
national level;
(ii) preparation of National Development plans, strategies, policies and programmes;
(iii) monitoring and evaluation of policies and programmes;

(iv) collation and presentation of statistical data in the form of survey reports and bulletins in
Ministries; and
(v) directing, controlling and coordinating the various planning or statistical activities of
professional and supporting staff within the Planning Departments.

DEPUTY DIRECTOR OF MUSIC ONE (1) POST - V/No.180/2016

For appointment to this grade, a candidate must have:


(i) served for a minimum period of fifteen (15) years, three (3) of which should have been
in the grade of Assistant Director Music, Job Group P and above or in a comparable
and relevant position in the Public Service or Private Sector;
(ii) a Bachelors degree in any of the following disciplines: Music, Arts (Music) in education,
Musical Arts, Performing/Creating Arts, Leisure and Recreation or any other equivalent
qualification from a university recognized in Kenya;
(iii) attended a Strategic Leadership course in a recognized institution; and
(iv) demonstrated merit and ability as reflected in work performance and results

NOTE: Possession of a Masters degree in a relevant field will be an added advantage.

Duties and Responsibilities


An officer at this level will head a division within the department. He/She will be responsible for:
(i) formulating, implementing and reviewing music and dance policies and legislations;
(ii) ensuring that modalities on compensation for the use of community music and dance are
in place;
(iii) promoting linkages of cooperation and partnerships locally, regionally and globally;
(iv) coordinating documentation, conservation, preservation and dissemination of music and
dance;
(v) sensitizing music and dance artistes on their rights, privileges and obligations;
(vi) collaborating with other music stakeholders to ensure promotion of Kenya music and
dance that is of national, educational, cultural and artistic value; both locally and
internationally;
(vii) establishing National and County Music and Dance Centers;
(viii) overseeing the training of music and dance artiste (s) to ensure quality and standard; and
(ix) supervising music and dance programmes during State and other public functions.

SENIOR ASSISTANT DIRECTOR OF MUSIC ONE (1) POST V/No.181/2016

Basic Salary Scale: Ksh.89,748 Ksh.120,270 p.m. (Job Group Q)

For appointment to this grade, a candidate must have:


(i) served for a minimum period of twelve (12) years, three (3) of which should have been
in the grade of Principal Music Officer, Job Group N and above or in a comparable and
relevant position in the Public Service or Private Sector;
(ii) a Bachelors degree in any of the following disciplines: Music, Arts (Music) in education,
Musical Arts, Performing/Creating Arts, Leisure and Recreation or any other equivalent
qualification from a recognized institution;
(iii) attended a strategic leadership course in a recognized institution; and
(iv) demonstrated a high degree of professional competence, administrative capabilities in
initiating and implementing music and dance policies.

NOTE: Possession of a Masters degree in the relevant field from a university recognized in Kenya
will be an added advantage

Duties and Responsibilities


Specific duties and responsibilities include:
(i) participating in the development of policies and legislations relating to music and dance;
(ii) organizing local, regional and international music and dance related conferences,
symposia, workshop, seminars and exhibitions;
(iii) preparing and presenting music and dance programmes during state and other public
functions;
(iv) collaborating with education disseminators to ensure that music and dance talent is
identified and developed;
(v) educating and disseminating information to music and dance artistes on their rights,
privileges and obligations;
(vi) monitoring and evaluating the development of the music and dance industry;
(vii) collaborating with other stakeholders to ensure promotion of Kenya music and dance

For appointment to this grade, a candidate must have:


(i) at least fifteen (15) years cumulative service, three (3) of which should have been in the
grade of Assistant Director, Film Services, Job Group P and above or in a comparable
and relevant position in the Public Service;
(ii) attended a strategic leadership course in a recognized institution; and
(iii) demonstrated managerial, administrative and professional competence in work
performance; and
(iv) exhibited a thorough understanding of national goals, policies, objectives and ability to
relate them to film function.

NOTE: possession of a Bachelors and Masters degrees in any of the following Social
Sciences and Humanities will be treated as an added advantage. Mass Communication,
Information Science, Sociology, International Relations, Geography, History, Art and
Design, Government, Economics, Anthropology, Literature (Linguistics/ Drama/
Theatre/Arts/Music)

Duties and responsibilities


Duties and responsibilities at this level will include:
(i) overall planning leading film production teams;
(ii) formulating, implementing and reviewing film policies and procedures;
(iii) coordinating and administering filing production units located in various duty stations in
the country;
(iv) planning, controlling, directing and managing resources for film production and film
promotion; and
(v) liaising with other relevant departments and assisting in the day to day administration of
the Department.

SENIOR ASSISTANT DIRECTOR, FILM SERVICES ONE (1) POST - V/No.183/2016

Basic Salary Scale: Kshs.89,748 Kshs.120,270 p.m. (Job Group Q)

For appointment to this grade, a candidate must have:


(i) served for a minimum period of three (3) years in the grade of Assistant Director Film
Services Job Group P;
(ii) attended a Strategic Leadership course in a recognized institution; and

(iv) carrying out comprehensive health needs assessment at health facility and community;
(v) formulating interventions to address identified health needs

OCCUPATIONAL HEALTH AND SAFETY OFFICER FIFTEEN (15) POSTS


V/No.185/2016

Basic Salary Scale: Kshs. 31,020 Kshs. 41,590 p.m. (Job Group K)
For appointment to this grade, a candidate must have a Bachelor of Science degree in any of
the following disciplines: Occupational Health and Safety, Nursing, Engineering,
Biochemistry, Chemistry, Physics, Zoology or its equivalent and relevant qualifications from
a university recognized in Kenya.

Duties and Responsibilities


This is the entry grade for this cadre. An officer at this level will assist in the enforcement of
Factories and other Places of Work Act (Cap 514) and its subsidiary legislation to ensure safe
places of work. Duties and responsibilities will include:
(i) maintaining of statistics on safety and health hazards, accidents, dangerous occurrences
and occupational diseases;
(ii) processing applications for registration of work places and employers under
Occupational Safety and Health Act and Work Injury Benefits Act respectively;
(iii) processing work injury benefits claims;
(iv) preparing workers for medical examination and carrying out medical examination;

(v) documenting the presence and use of first aid services and occupational health in the
workplace;
(vi) manning occupational health clinics and carrying out counselling services on basic
occupational health issues; and
(vii) training on occupational safety and health.

LABOUR OFFICER II TWENTY-FIVE (25) POSTS V/No.186/2016

Basic Salary Scale: Kshs.24,662 Kshs.29,918 p.m. (Job Group J)

For appointment to this grade, a candidate must have a Bachelors degree in any of the
following disciplines: Labour Relations, Industrial Relations, Human Resource Management/
Planning/Development, Business Administration, Economics (lower Second Class), Sociology,
Psychology, Anthropology and Statistics from a university recognized in Kenya.

Duties and Responsibilities


This is the entry grade for this cadre. An officer at this level will be on the job training and
working under the guidance of an experienced officer. Duties will include:
(i) carrying out labour inspection;
(ii) handling labour complaints and trade disputes through conciliation;
(iii) advising employers, employees and other stakeholders on labour laws and relations;
and
(iv) collecting and analyzing data on labour matters.

PRODUCTIVITY OFFICER II SEVEN (7) POSTS - V/No.187/2016

Basic Salary Scale: Kshs.24,662 Kshs.29,918 p.m. (Job Group J)

For appointment to this grade, a candidate must have a Bachelors degree in any of the
following disciplines: Economics, Commerce, Accounts, Business Administration,
Entrepreneurship Development, Environmental Science, Information Technology or any
other relevant Social Sciences from a university recognized in Kenya.

Duties and Responsibilities


An officer at this level will work under direct supervision and training of a senior officer.
Duties will include:
(i) developing data collection tools;
(ii) compiling and dissemination of productivity reports;
(iii) analyzing data in specific sectors; and
(iv) preparation of promotional and training materials on productivity.

Duties and Responsibilities


An officer at this level will be responsible to the Secretary, Urban Development for
organization, management and administration of the Urban Development function.
Specific duties and responsibilities include:
(i) formulation and review of National, Regional and County policies on Urban
development;
(ii) implementation of the Urban Areas and Cities act Cap 275, the National Urban
Development Policy;
(iii) Chief Government Advisor on Urbanization and Urban Development matters;

(iv) providing guidelines for urban investment and development of property;
(v) working with other state agencies on technical backstopping and capacity building
matters;
(vi) provision of technical advice and assistance to Counties/Urban Boards and Committees
on Urban planning, infrastructure, water and sanitation, buildings, roads and urban
