North Dakota Members Impress


Emergency Management Officials.

It was another mission to show


the local, state and federal officials that
the Civil Air Patrol is a precise, proficient and professional
organization. Members across the state of North Dakota took part in a
Roads Acting as Dams (RAAD) exercise. Civil Air Patrol members took
over 200 photos of aerial footage for a much needed bird’s eye view of
various possible weak spots on the ground. Devils Lake has brought
havoc to local citizens in recent years with the massive acreage it has
consumed due to flooding. With heavy rains in 1993 the lake rose 5
feet in 6 months and hasn’t stopped since. Devils Lake has risen 24
feet in the last 15 years consuming over 81,000 acres of houses,
trees, farmland etc. The lake is currently 120,000 acres with no stop
in site. It is forecasted to rise and consume up 300,000 acres in the
years to come. This has been an ongoing battle for the engineers of
the community and state. Maj Bill Kay is the North Dakota Director of
Operations and was the incident commander of this mission he states
“this was the first opportunity to work with Ramsey County and the
department of emergency management to help protect the Devils Lake
basin”. He goes on to say “This was a very successful exercise with
over 200 photos provided to the local, state, and federal agencies”
They were pleasantly surprised by the support of an all volunteer
organization and enjoyed working with the CAP. It was great for the
members to hone in their skills on an exercise so when they are on a
mission they will be that much better. During the exercise there was
also a mock search and rescue of a civilian boat that was also a
success. This exercise was put together by the Emergency
Management office to see how Ramsey County could react to any
breaches in the roads that are currently acting as dams.
Wreaths Across America fundraising drive is underway.

Wreaths Across America is an awesome fund raiser, and a huge gesture to the veterans of
our great nation. As well as being a great cause we can make $5 per wreath sponsorship
for the squadron. There will be a projected 3800 graves at the ND Vets Cemetery, and
each deserves to have a wreath adorn it this Christmas. Maj Sean Johnson has
established a timeline for us all to follow:

WAA Ceremony 13 Dec 08, 1100 hrs, ND Vets Cemetery

The Corps of Cadets will be working to put together a fitting ceremony to


honor our vets interned at the ND Vets Cemetery. I will be the MC. We are working on
trying to get a significant presence from the rest of the wing, and we definitely need to
have a good showing from our own squadron.

The presence is most important, and we will need help putting all the
wreaths out as well. We will also be encouraging the community to come and not only
take in the ceremony, but help place the wreaths at gravesites.

North Dakota Wing Leadership Academy 2009


The North Dakota Wing Leadership Academy will be on the weekend of the 23, 24, and
25 of January. The Leadership Academy commander is C/2nd Lt Justin McDowell. He
will be opening up positions and planning the Leadership Academy in the coming days.

He will also be working closely with the cadet staff. C/2nd Lt Justin McDowell will be
looking for support from across the Wing. This is a Wing event and we hope to have
people from all over the wing be there and apply for Cadet Staff positions. If there are
any questions you can direct them to C/2nd Lt Justin McDowell or to LT. Col Ludlow.

Policy for Saluting Veterans not in uniform
Veterans and active-duty military not in uniform can now render the military-style hand
salute during the playing of the national anthem, thanks to changes in federal law that
took effect this month.

“The military salute is a unique gesture of respect that marks those who have served in
our nation’s armed forces,” said Secretary of Veterans Affairs Dr. James B. Peake. “This
provision allows the application of that honor in all events involving our nation’s flag.”

The new provision improves upon a little known change in federal law last year that
authorized veterans to render the military-style hand salute during the raising, lowering or
passing of the flag, but it did not address salutes during the national anthem. Last year’s
provision also applied to members of the armed forces while not in uniform.

Traditionally, members of the nation’s veteran’s service organizations have rendered the
hand-salute during the national anthem and at events involving the national flag while
wearing their organization’s official head-gear.

The most recent change, authorizing hand-salutes during the national anthem by veterans
and out-of-uniform military personnel, was sponsored by Sen. Jim Inhofe of Oklahoma,
an Army veteran. It was included in the Defense Authorization Act of 2009, which
President Bush signed on Oct. 14.

Squadron Leadership School (SLS)


The SLS is required for promotion to Captain and is required for your Benjamin O Davis
Award. We recommend attending this class early in your CAP career as it will help you
to better understand CAP and how it is run. You can learn more about the SLS on-line

Corporate Learning Course (CLC)
The CLC is an advanced course run at the Wing level and is required for promotion to
Major and the Grover Loening award. This class will get more in-depth on the missions

Unit Commander's Course (UCC)


The UCC is designed for current commanders and those members who want to command
a squadron someday. It offers great learning and advice from former Squadron and Wing

Wing Staff Positions open.


There are some open (or soon opening) wing staff positions that need to be filled. These
positions can be filled by member as an additional duty or as a primary duty. As an
additional duty you do not have to transfer to Wing HQ Sq (ND001) if you would prefer
to stay in your current Squadron.

REMEMBER!
In accordance with orders from National Headquarters, After 31 December, 2008, anyone
not having completed the basic ICS classes will no longer be 101-qualified and will not
be able to participate in live missions or SAREXes. Additionally, those of you who are
in training for emergency services specialties, you must complete the required ICS
courses before you can become qualified as ground team members.

Everyone who is emergency services qualified needs to complete IS-700 and IS-100
(suggest you take them in that order.) if you have not done so already. IS-200 is required
by mission pilots, ground team leaders and most mission base staff. Also, IS-800 and ICS
300 are required by most mission base staff.

ICS course completion is tracked on the 101 card. If you have previously completed the
ICS courses and it is not listed on your 101 card, you must give or forward me a copy of
the email you received from the EMI Independent Study Program. This way I can place
it in your ES records, and input the information into eServices. If I do not receive this
information from you, I will not be able to give you credit for completing the required
ICS courses.

Parents and Senior Members: KS Wing is looking for help


from adults as well and encouraged them to help out as
support people- ie. cooks and logistics (full seniors can
participate in all staff positions). You are invited to
experience encampment with your cadet.

Transportation will depend on the number and willing


parents. We may be able to allocate a vehicle to take
cadets to encampment. I would need 1 parent or a senior
member to volunteer to take the van and 4 cadets to
register in order to allocate a vehicle for the event.

familiar figure in the North Dakota Civil Air Patrol… The presentation
