RE: Police Commission Report: January 1st to April 30th, 2017

The following information is provided as an update on crime statistics and new developments
within the detachment operations and administration for April 2017;

Detachment Reporting

I am pleased to report that Detachment General Duty uniform resources are at full capacity.
The detachment has received four new members over the past few months with the latest one
expected to arrive this week. The Crime Reduction unit has commenced its new duties the first
week of May with three members actively concentrating on our prolific offender program, hot
spot areas and priority offenders. An additional three Crime Reduction Unit members are
expected to be identified and staffed in the fall of 2017. In addition to local detachment
changes, our Operations Support Sergeant is receiving a transfer to Alberta and I am currently
working on identifying a replacement that is a priority for the detachment.

Uniform members continue to conduct pro-active curfew checks on those who are on
conditions by a police officer undertaking, bail or probation. In March there were 126 curfew
checks followed by 99 curfew checks in April. The constant attention and pressure on these
individuals has served to be beneficial for the accountability of 29 individuals.

In addition to this proactive work, additional investigations and offences that may be of interest
are as follows:

On April 4th, 2017, the RCMP executed a controlled drugs and substance act search warrant on
a local business and arrested two individuals. The search resulted in the seizure of
approximately 1.5 kg of marihuana and approximately $3500 cash. Charges of trafficking a
substance pursuant to the Controlled Drugs and Substance Act are being recommended with
the court appearance dates of August 9th, 2017. The names cannot be released at this time and
are pending charge approval by Crown Counsel.

On April 15th, 2017, the suspect identified in several break and enter to businesses was targeted
and arrested while committing an offence of break and enter. The offender charged is
identified as Mitchell Hunlin, who was originally released from custody now remains back in
custody as a result of a continued enforcement on him from not obeying his curfew conditions.
There were two additional charges of breaching his curfew that were sworn and Mitchell
Hunlins next appearance is May 31st, 2017.

On April 18th, 2017, the RCMP responded to a residence involving a double homicide. The
victims were identified as Jonathan Sellars and Devon Stewart. The Major Crime Unit along
with Williams Lake plain clothes members are continuing to investigate this matter as a priority.
Strategies were implemented to enhance public and community safety. There have been no
arrests to date and investigators are continuing their focus on obtaining evidence to charge the
individual(s) responsible for these horrific offences.

On April 22nd, 2017, officers stopped a suspicious vehicle and entered into a controlled drugs
and substance investigation. The occupants of the vehicle were arrested and a search of the
vehicle resulted in the seizure of weapons and ammunition. Jason Robert Gordon Smith is
charged with four weapons offences and was held in custody but has since been released on
strict bail conditions and is expected to appear in court at a later date.

On April 29th, 2017, the members of the plain clothes units, First Nation policing and uniform
duties apprehended a violent offender who was wanted on outstanding warrants and other
offences as a result of ramming a police vehicle. The offender targeted and identified as Jared
Ingle still remains in custody as a result of three charges on April 29th, 2017. The offences
include assaulting a police officer with a weapon, flight from police and driving in a dangerous
manner under the Criminal Code. Additional charges dated April 11th, 2017, included driving in
a dangerous manner, flight from police and failing to remain at the scene of an accident under
the Criminal Code. Jared Ingles next court date is May 31st, 2017.

The Detachment has had 2518 calls for service within the municipality for the months of
January 1st, 2017 to April 30th, 2017. The crime trends are as follows:

The theft of vehicle reports have decreased 28 percent from the previous year as there
were 25 completed thefts in comparison of the previous year with 32 thefts;
Theft from vehicle has decreased 56 percent from the previous year with 25 offences to

date and 39 in the previous year;
Break and Enters to businesses has increased 88 percent given 25 for the year with a
majority in February and April resulting in 25 reports and necessary measures as
indicated have been implemented with an offender charged;
Mischief under $5000 has decreased by 40 percent with 89 reported offences in
comparison to 125 offences in the previous year;
Robbery offences involving violent offenders have decreased 600 percent as in 2017
there had been only 1 offence in comparison to 7 offences in 2016.

The detachment continues to effectively focus on efforts of enforcement, education and


prevention with its community and partners. We look forward to the upcoming Williams Lake
Stampede where we have limited leave for our membership, who are involved in the policing of
this event including volunteering for events. We will be having a high policing presence like the
previous years to ensure the event is enjoyable and successful for all our community members.

The Crime Reduction Unit and Detachment members are looking forward to continuing to work
on the Liquor Store and Botanio Park initiative involving the local social chronic individuals
within the community. A strategy is being implemented to focus on enforcement and
prevention of individuals being heavily intoxicated within the park affecting families and
community members from enjoying their time. This will include providing appropriate support
services to the individuals identified as being responsible for being transient and intoxicated
within the area.
