Preface

In the past few years, the demand for oil (energy) have shown a remarkable
increase. This increase lead to more offshore drilling operations, which require
more drilling Rigs and supporting Offshore Supply and Work Vessels of various
types and functions.

In order to keep these operations running safely and effectively, the need for a
well trained and skillful marine Officers appeared necessary to
professionally operate the offshore supporting vessels, and provide a safe
effective working environment for Drilling/Workover Rigs and oil platforms,
within the oilfields.

Skillful marine officers qualified for operating such vessels are also highly
demanded in all offshore services companies worldwide. Due to the sensitive
nature of work with offshore drilling/work over rigs and oil platforms within the
oilfields, the need to have a well trained, familiarized and competent officers,
those who can efficiently perform their duties and maintain efficiency in operating
vessels of different types and functions, deemed to be a necessity for both oil
companies and offshore services companies.

Training and familiarization programs for any type of job, is considered vital need,
specially for those type of jobs where alertness, cautions, precautions and safety
are every day practice, and offshore support vessels operations take important
and essential role among these jobs.

Familiarization Programs for newly joined officers and refresher programs


for officers already working onboard the offshore support vessels, will for
sure increase the efficiency and ability of the officers, to achieve successful
progress, performance and maintain readiness to efficiently encounter any
sudden or abnormal conditions with sufficient and adequacy of knowledge .

IMO have encouraged marine companies to enhance safety and safety


awareness for their crew , and to adopt ISM & SMS with procedures for officers
familiarization and procedures for handing over from one officer to another
supported by check lists and forms. IMO also called companies to fulfill their
obligations towards a safe working environment, and environmental protection
policy.

With the familiarization and refresher programs for officers holding an STCW
Qualification, a safe operations and a clean healthy environment can be
maintained.

PROGRAM

General Purpose

This program is intended to familiarize Officers, prior to joining and after joining
the company vessels with topics related to company policy , safety management
system, vessels operation, Charterer policies, regulations and safety techniques
within the operation area /areas.

Refresher familiarization is intended to maintain officers readiness and


awareness of safety of operations for both vessels and oilfields. Emphasize the
understanding of the value of Time Loss Accident Free Days concept.

The program consists of four sections. Each section covers certain period/ranks
and topics to be familiarized with.

General Objectives

Upon the completion of all the sections as one solid program the officers should
be able to :

Understand company and charterer ISM &SMS policies.


Understand and properly control the maneuvering of the vessel and well
familiar with its maneuvering capabilities.
Identify the function of each control button located
in the navigation bridge and other control panels.
Identify the offshore working areas in which the vessel is operating within
.(oilfields)
Understand and implement rules and regulations adopted for safety of
operation and environmental protection policy of both company and
charterer .
Correctly communicating ,reporting and log book writing and updating .
Successfully pass charterers practical evaluation and be a competent
officer.
Efficiently complete company & charterer documents forms, checklists
,associated with vessels inspection drills, and other special operations
preparedness and safety precautions related documents.

Section 1

This section applies to new joining officers as Pre- joining briefing.

Purpose

This section is intended to brief the newly joining officers prior to boarding
the vessels, so they can have a close idea about the company and
Charterer policy.

Objectives

Upon the completion of this section (pre-joining briefing) the officer shall have
an idea about the following:

Company Policy - ISM, SMS


Charterers SMS, MIM, GIs, Safety Flyers.
Type and nature of operation of the vessel.

Briefing shall be conducted in Rahima or Tanajib office. Under this section the
DPA.and/or Crewing Department shall make sure that the officer is holding the
required original certificates with him which are to be kept onboard.

The officer shall be briefed with the following topics :-

Company Safety Policy


Company Drugs & Alcohol Policy
Company Environmental Protection Policy
Company SMS
Charterer SMS
Charterer MIMs, GIs and Safety Flyers.
Vessels type and operation (AHTS, Maintenance, Utility, Crew Boat etc)
Name of the Company DPA and CSO.
Name of charterer Foreman

Documentation

Form OFP-1.0 shall be completed and signed by the DPA and/or Safety Officer /
Port Captain / Port Engineer and briefing Officer. Original retained in office file and
copy kept with officer and shall be handed over to Master to be retained onboard.

Section 2

This section applies to newly joined officers onboard vessels.

Purpose

This section is intended to familiarize officers after joining the vessel to


ensure that they are fully familiar with the vessel operations and various
machinery controls.

Also to ensure their preparedness and efficiency to safely take over


operation from previous officers.

This familiarization shall ascertain the competency of the officer to


successfully pass the Charterer practical evaluation.

The period of this familiarization shall not be less that 14 days.

Port Captain and/or Port Engineer shall confirm the officers readiness for
practical evaluation and safe and proper hand over.

Objectives

Upon completion of this section the officer shall be able to :

Identify vessels files ,and documents


Be familiar with vessels particulars.
Identify areas of vessels operation, oilfields, charts, Tide tables,
communication and reporting stations.
Easily obtain information from charterer MIMs ,GIs safety Flyers and other
marine safety bulletins.
Practically competent in maneuvering and ship handling.
Efficiently use the vessel operation controls and controls change over in
normal and emergency situations.
Identify the charterer SMS manual and obtain necessary information.
Successfully pass the charterer evaluation test .
Keep up a good documentation for the vessels operation and crew activities
in a professional like manner.
Safely and efficiently operate the vessel and organize the crew with zero
accidents and zero tolerance.

Steering, Navtex, Echo Sounder ..etc.)
Compass reading and error obtaining (Gyro - Magnetic)
Tidal calculations.
Stability calculations.
Safe anchoring.
Ship cargo capacity, deck cargo , bulk and liquids.
Muster station, emergency drills .
Safety precautions before entering 500 meters safety zone around the Rigs.
Safe donning of the escape set and breathing apparatus .
Safe operation of the FRC.
FIFI monitor operation.
Towing Winch, Pins, Karm Fork, Tuggers, Wire, Stretcheretc.
Oilfield chart symbols .
Communications, VHF working channels .
Rig Move procedure and instructions.

- Annex OFP-2.0 Providing familiarization in way of questions and answers,


shall be considered only as a guidance to facilitate the process.

- Form OFP-2.1 for Masters and Ch/Mates to be completed and signed by the
P.capt.and/or Safety officer with signature of the familiarized officer. Original
to be sent to office file and copy shall be retained onboard.

- Form OFP-2.2 for Chief Engineer to be completed and signed by the Port
Engineer with signature of the familiarized Chief Engineer. Original to be
sent to office and copy shall be retained onboard.

- Form OFP-2.3 for 2nd Officer to be completed and signed by Port Captain
with the signature of the 2nd Mate. Original to be sent to office and copy
shall be retained onboard.

- Form OFP-2.4/3.2 - A letter of confirmation shall be submitted to the Rig


Move Office stating that the candidate was fully familiarized in accordance
with the containment of this section before calling for evaluation. The
confirmation letter shall be signed by the Port Captain and/or Port Engineer.

Section 3

This section applies to Master and Chief Officer being transferred to


vessels with different function and/or different propulsion, bridge control
system which they never served onboard or within the last 12 months.

Purpose

This section is intended to familiarize Master and Chief Officer whenever


they transferred onboard a vessel with different job function and/or different
propulsion / maneuvering control system to ensure that they are well aware
and familiar with the new control system. Its very essential and vital that this
familiarization be completed in the way that officers can identify each control
button, control levers, and gauges readings to safely operate and respond to
any abnormal situations in a good seamanship like manners.

The period of this familiarization shall not be less than 14 days.

The Port Captain shall confirm the officers readiness to for evaluation and
proper hand over.

Objectives

Upon completion of this section the officer shall be able to

Identify each button function on the control station.


Practically demonstrate the function of the different buttons and control
levers.
Practically demonstrate the change over from one control mode to another.
Show the ability to change over controls in emergency situations.
Efficiently handle and maneuver the vessel.
Efficiently start and operate main engines and other Auxiliary machinery,
systems, pumps, plants ..etc.

Topics

The officer shall be familiarized with the following :

The function of the buttons and levers located on the Forward Control
station.
The function of the buttons and levers located on the Aft control station
and/or side station if applicable.

Take over controls of the main propulsions and side way propulsions from
E/R to navigation bridge control.
Start and stop of main and side way propulsions .
Gauges readings for RPM, PITCH and clutch in/out .
Safe procedure for changing over control from forward to aft station and vise
versa .
Safe procedure for changing over from Auto mode to manual steering mode.
Start and stop buttons for the liquid cargo pumps .
Emergency stop buttons for the main engines and Liquid cargo pumps
(diesel ,water, mud)
Buttons and switches related to the towing winch, towing pins , Karm Fork,
Shark Jaws .etc.
Buttons and switches related to the operation of the fire monitor and FIFI
pumps take over controls.

In addition to the above topics the officer shall be familiar with all aids to
navigation equipment located in the bridge.

Documentation

- Form OFP-3.0 for Master and Chief Officer shall be completed and signed
by the Port Captain with the officers signature. Original to be retained in
office file and copy to be retained onboard the vessel.

- Form OFP-2.4/3.2 - A letter of confirmation shall be submitted to the Rig


Move office stating that the candidate was fully familiarized in accordance

Section 4

This section applies to all officers onboard regardless of the period


served onboard company vessels.

Purpose

This refresher familiarization is intended to refresh the officer With the


information and any updates , mainly those which are Related to safety
awareness ,safe operation, safety Memos safety flyers and also SMS
manual, MIMs, GIs .General safety talks related to areas of operations.

Objectives

With this refresher familiarization done on Quarterly base The officers shall be
always aware and updated with:

Company SMS manual and company policy.


Charterer SMS manual
Charterer MIMs ,GIs and safety flyers.
Personal and operational safety procedures.
Any other safety issues arises or under discussion .

Topics

The officers shall be refreshed with the following

Company SMS sections.


Company safety policy.
Company alcohol & drugs policy
Company environmental protection policy.
Charterer SMS, MIMs,GIs, Safety flyers.
Personal and operational safety procedures
Pollution prevention and reporting.
Communication and incidents reporting.
Any safety issues arises at the time.

This refresher familiarization can be conducted by DPA or Safety Officer or Port


Captain.

The topics of SMS, MIM, GI can be based on choosing certain sections to refresh
the Officers with.

The topics can be completed on one or more visits.
