1. Feature Introduction
With this feature CQI adjustment based on dynamic BLER target, the NodeB monitors the channel
quality fluctuations for HSDPA users in a cell in real time and dynamically selects a proper BLER
target based on the monitoring result. The NodeB then uses the BLER target to adjust the CQI
reported by the UE. Based on the adjusted CQI, the NodeB determines an appropriate TBS to
achieve higher downlink throughput for HSDPA users and higher cell throughput.
1.1. Aim
The feature aims at improving HSDPA user throughput; this is mainly through adjusting CQI
dynamically based on Real time channel quality measurements.
1.2. Claimed Impact
This feature increases the downlink throughput for HSDPA users and cells by up to 10.
Calculation for adjusting the CQI may increases the downlink load of the NodeB DSP slightly.

1.3. Pre-Requisites
1.3.1. Software
WRFD-010610 HSDPA Introduction Package.
RNC license for the feature equal to number of Cells.

1.3.2. Hardware
The BTS3812E and BTS3812AE must be configured with the EBBI, EBOI, or EDLP board.
The BBU3806 must be configured with the EBBC or EBBCd board.
The 3900 series base stations must be configured with the WBBPb, WBBPd, WBBPf, or
UBBPd board.

2. Technical Considerations
2.1. Brief Technical Description
The CQI measures the channel conditions of a UE and is reported from the UE to the NodeB. Without this
feature, the NodeB determines an appropriate TBS based on the reported CQI, system resources, and the TFRC
policy. If the reported CQI and related conditions remain the same, the NodeB does not change the TBS because
it does not consider the ever-changing radio environments.

The constant changes in radio environments, caused by multipath effects and UE mobility, lead to fluctuating
channel quality. Under these circumstances, choosing a TBS based on the reported CQI makes it difficult to
always achieve the optimum downlink throughput.
With the feature CQI adjustment based on dynamic BLER target, the NodeB monitors the channel quality
fluctuations for HSDPA users in a cell in real time and dynamically selects a proper BLER target based on the
monitoring result. The NodeB then uses the BLER target to adjust the CQI reported by the UE. Based on the
adjusted CQI, the NodeB determines an appropriate TBS to achieve higher downlink throughput for HSDPA
users and higher cell throughput.

NOTE:

The BLER described in this section refers to the SBLER at the MAC-(e)hs layer and reflects the average block
error rate at the MAC layer. Accordingly, the BLER target described in this section refers to the SBLER target at
the MAC-(e) hs layer.
The required BLER target may be high in some environments; therefore this feature is not suitable for networks
that limit the BLER target.
This feature requires that both the network and UE support HSDPA. This feature is applicable to all HSDPA
terminals except for the terminals that are configured with MIMO. Different terminals may have different
performance for the same TB size. Some terminals may have greater BLERs. This feature adjusts the TB size for
terminals based on data transmission performance to achieve optimized performance.

2.1. CQI Adjustment process


CQI adjustment based on dynamic BLER target is performed in each TTI. The following describes the adjustment
process:
1. Based on the CQI reported by the UE, the NodeB checks the actual radio environment, which is affected by
multipath effects and UE mobility.
2. Based on the actual radio environment and channel quality of the UE, the NodeB obtains an optimum BLER target,
which helps to achieve the highest possible throughput for the UE.
3. Based on the ACK, NACK, or DTX indication from the UE in the current TTI and on the optimum BLER target, the
NodeB calculates the CQI offset, which can be a positive or negative number. The NodeB then uses the CQI offset
to adjust the CQI.
4. Based on the adjusted CQI, the NodeB selects an appropriate TBS by using the TFRC algorithm.

3. Trial Details
3.1. Trial Scope & Time line
The trial was done on Kharj and Wadi cities under N132.
Trial was done on 18-Apr-2016.
Benchmark was done on AL-kharj City and N132 level.

4. Trial Results

4.1. HSDPA User and Cell Throughput

HSDA Cell throughput improved on Kharj city by almost 4% and on RNC132 level by almost
2.5%.
HSDPA User throughput is stable on both city level and RNC level.

4.2. NACK ratio

NACK Ratio was reduced from 21.2% to 19% of Al-Kharj City which indicates that unused
resources were assigned wrongly to users in bad radio conditions.

4.3. PS Traffic and Drop rate

PS Traffic trend and PS_DCR trend is stable on both RNC and City level.

4.4. CS Traffic and Drop rate

CS Traffic trend and CS_DCR trend are stable on both RNC and City level.

4.5. HSDPA and HSUPA Users number

HSDPA and HSUPA users number increased in Kharj City 4.5%.

4.6. RRC Success rate

RRC_SUCCESS_RATE is stable on both City and RNC level.

4.7. RAB setup Success rate

RAB_SETUP_SUCCESS_RATE is stable on both City and RNC level.

5. Recommendations and Conclusion


The feature showed very good improvement in HSDPA throughput and NACK ratio which indicates that previously
some resources were assigned wrongly to users in bad radio conditions and also users in good radio conditions could
be assigned more resources by increasing their reported CQI.

This was solved by calculating target BLER dynamically based on Real time measurement done by NODEB.

Feature is highly recommended to be activated over all Huawei region using CQI feedback cycle of 8msec for regions using
a 2msec feedback cycle feature gain will be less cause real time measurment for the channel is already done by reporting
CQI every TTI.
