This part of PD 6682 gives guidance on the use of BS EN 13242:2002+A1,


which species requirements for aggregates for unbound and
hydraulically-bound materials.
Attention is drawn to the fact that BS EN 13242:2002+A1 fully takes
into account the requirements of the European Commission mandate
M125, Aggregates [1], given under the EU Construction Products
Directive (89/106/EEC) [2].
This part of PD 6682 is one of nine parts that give guidance on the
use and application of a series of European Standards for aggregates.
These European Standards were prepared by CEN/TC 154, Aggregates,
and have been adopted as British Standards. Conicting British
Standards relating to aggregates were withdrawn in June 2004.
Guidance on the other European Standards in the series is given in the

Introduction
This part of PD 6682 provides guidance on the use of

BS EN 13242:2002+A1 in the UK.


BS EN 13242:2002+A1 has been amended twice since it was rst
published in 2002. In 2004, Corrigendum No. 1 corrected the
CE Marking information in Annex ZA and amended a note about
national regulations for dangerous substances. Amendment No. 1
introduced additional requirements for recycled aggregates and was
published in May 2008.
BS EN 13242:2002+A1 only covers aggregates and does not
refer to other constituents of unbound and hydraulically-bound

materials, e.g. selected cohesive materials or y ash used for ll.


BS EN 13242:2002+A1 therefore refers to the constituent aggregates
that can be purchased separately and not to the end use product.
Accordingly, the specication of aggregates in accordance with
BS EN 13242:2002+A1 will only be appropriate in particular cases when
not already required by the end use product standard, for example,
the Highways Agencys Specication for Highway Works (SHW) [3].
BS EN 13242:2002+A1 species a range of categories for properties
to enable purchasers to select appropriate limiting values for the
wide range of aggregates used in unbound and hydraulically-bound
materials produced in Europe. In most instances, provision is also
made for producers to identify a declared value for properties when
the value is outside indicated categories.
This Published Document recommends limiting values for aggregate
properties within the ranges permitted in BS EN 13242:2002+A1.
Where possible, these recommended values are equivalent to those
specied in the SHW [3].
Speciers need to dene BS EN 13242:2002+A1 categories for properties
that are relevant to the particular end use of an aggregate. Some
example specications listing recommended BS EN 13242:2002+A1
aggregate categories for properties of aggregates with particular
different end uses are provided in Annex A, Annex B, Annex C, Annex D
and Annex E.
BS EN 13242:2002+A1 now includes requirements for classication of
the constituents of coarse recycled aggregates and indicates that their
suitability be assessed in accordance with the regulatory requirements
in the place of use. In the UK, this can include conformity with the
WRAP Quality Protocol [4].
BS EN 13242:2002+A1 species grades in terms of the consistency of
the aggregate, with the supplier declaring the typical grading for the
aggregate and working to tolerances specied in BS EN 13242:2002+A1.
These tolerances are restricted by BS EN 13242:2002+A1 to given values.

This part of PD 6682 gives recommendations and guidance on the use


in the UK of BS EN 13242:2002+A1, which species the properties of
aggregates obtained by processing natural, manufactured or recycled
materials for hydraulically-bound and unbound materials for civil
engineering work and road construction.

3 Overview of BS EN 13242:2002+A1
3.1 General requirements

3.1.1 General
BS EN 13242:2002+A1 species requirements using the following
groups of properties:
S geometrical properties, including grading, shape and nes content;
S mechanical and physical properties, including resistance to
fragmentation;
S weathering properties, including freeze-thaw resistance;
S chemical properties, including sulfate and chloride content.
BS EN 13242:2002+A1 also requires, when requested by the purchaser,
the provision of data on other aggregate properties, but without
limiting values.

3.1.2 Geometrical properties


The following geometrical properties are specied in
BS EN 13242:2002+A1 and are usually considered appropriate for
aggregates used in hydraulically-bound and unbound materials in
the UK.
Grading, measured by the washing and sieving test method in
BS EN 933-1.
Shape of coarse aggregate, measured by determining the akiness
index as specied in BS EN 933-3.
Shell content of coarse aggregate, measured by the test method in
BS EN 933-7.
Fines content, measured as part of the washing and sieving test
method in BS EN 933-1.

3.1.3 Physical requirements


BS EN 13242:2002+A1 species requirements for the following
physical properties.
a) Resistance to fragmentation, measured in accordance with the
Los Angeles test method in BS EN 1097-2.

b) Resistance to wear of coarse aggregate, measured by determining


the micro-Deval coefcient in accordance with BS EN 1097-1.

c) Particle density, measured in accordance with BS EN 1097-6 and


declared on request.
Further details are given in 4.3.

3.1.4 Weathering properties


Weathering properties are usually grouped under a characteristic
known as durability. BS EN 13242:2002+A1 species requirements
for the following weathering properties, which are usually considered
appropriate for aggregates used in hydraulically-bound and unbound

materials concrete in the UK.


a) Water absorption, determined using the appropriate test in
BS EN 1097-6, used as a screening test.
b) Resistance to weathering, determined using the magnesium
sulfate soundness test in BS EN 1367-2.
Further details are given in 4.4.

3.1.5 Chemical requirements


BS EN 13242:2002+A1 species requirements for the following
properties.
a) Constituents which alter the rate of setting and hardening of
hydraulically-bound mixtures, measured in accordance with
BS EN 1744-1.
b) Volume stability of steel slag aggregate, measured in accordance
with BS EN 1744-1.
c) Water-soluble constituents, measured in accordance with
BS EN 1744-3.
d) Water-soluble sulfate content, determined using the test specied
in BS EN 1744-1
BS EN 13242:2002+A1 requires that producers declare the results
on request.

3.2 Constituents of recycled aggregate


BS EN 13242:2002+A1 species requirements for the proportions of
constituent materials in coarse recycled aggregate. Requirements
are based on the sorting test specied in BS EN 933-11 and
BS EN 13242:2002+A1 requires that producers declare the results
on request.
For recycled aggregates in the UK, the sorting test is also a requirement
of the WRAP Quality Protocol [4].

Amendment No. 1.

3.3 Evaluation of conformity


BS EN 13242 requires that producers undertake initial type tests
and factory production control in accordance with BS EN 16236 to
ensure that the product conforms to BS EN 13242 and to declared
values as appropriate.
BS EN 16236 requires that producers undertake initial type tests
relevant to the intended use to show conformity with BS EN 13242 in
the following circumstances:
a) to characterize properties for new sources of aggregates;
b) where there is a major change in raw materials or processing
which can affect the properties of the aggregates.

The results of the initial type tests are documented as the starting point
of the factory production control for that material. Factory production
control is used to monitor conformity of the aggregates with the relevant
requirements and the producers declared values.
For recycled aggregates in the UK, evaluation of conformity can
also include conformity with quality protocols for the production of
aggregates from inert waste (for example, the WRAP Quality Protocol [4]).
Minimum frequencies of test are specied in the requirements for factory
production control in BS EN 16236. Further details about evaluation of
conformity are given in 4.7.

Guidance on the requirements for attestation of conformity to the


provisions of the EU Construction Products Directive [2] is given in
Clause 5.

4 Requirements of BS EN 13242:2002+A1

4.1 General
Each clause in BS EN 13242:2002+A1 that species aggregate
properties starts with a general subclause, which draws attention to
the necessity to specify only those properties relevant to the particular
aggregate and end use of the aggregate. Where this is the case the
wording when required is used.
The aggregate size is described in BS EN 13242:2002+A1 in millimetres
with the designation d/D, where d is the lower limiting sieve size and D
is the upper limiting sieve size. Most of the particle size distribution of
an aggregate lies between these two values and requirements for this
are specied in BS EN 13242:2002+A1.
NOTE Whilst aggregate descriptions are identied as d/D in
BS EN 13242:2002+A1, the d and D values appear in the grading
categories in the reverse order giving the percentage passing D before
giving the percentage passing d, e.g. a 10/20 aggregate with a grading
category of GC85/20.
In BS EN 13242:2002+A1, tables of specied requirements allow the
purchaser to choose an appropriate category for each property.
The style of category designation is intended to be self-explanatory
and related to the specied limiting value. For example, category FI35
means that aggregate with a maximum akiness index value of 35
is required. The style becomes more complex in the case of grading,

and careful understanding of the grading requirement tables in

BS EN 13242:2002+A1 is necessary. For example, category GC85/15 is


the grading designation for a coarse aggregate with a minimum 85%
passing the D size sieve and a maximum of 15% passing the d size sieve.
An option to use a no requirement category is also provided.
For example, a nes content category of fNR is included in
BS EN 13242:2002+A1 which means that there is no specied

requirement for nes content. A category f3, on the other hand,


would require a limiting value of 3% by mass passing a 0.063 mm
sieve. A different approach is normally adopted in the UK. When the
value obtained for a particular property is outside the indicated limit
or categories the producer can provide a declared value. For example,
if the resistance to fragmentation of coarse aggregate [measured by
the Los Angeles coefcient, LA] exceeds 60, the producer can state

the maximum expected value of LADeclared. Thus, if this value were 65,
the producer would state LA65 and aggregate purchasers would then
determine whether this is adequate for their purposes.

4.2 Geometrical requirements

4.2.1 Aggregate size


BS EN 13242:2002+A1 species the following three options for sieve
size ranges for use in the description of aggregate size:
a) basic set;
b) basic set plus set 1;
c) basic set plus set 2.
In the UK, aggregates are generally supplied to the basic set plus set 2.
The aggregate size designations listed in Table 1 are recommended
for use in the UK in unbound and hydraulically-bound materials.
Guidance on the grading associated with these aggregate size
designations is given in 4.2.3, and guidance on the sieve sizes used to
assess the grading is given in 4.2.2.

4.2.2 Sieve sizes


BS EN 13242:2002+A1 species grading requirements in terms of
percentages passing lower d and upper D sieve sizes and in terms of
percentages passing sieves with sizes that are multiples or fractions
of d and D. When using the BS EN 13242:2002+A1 basic set plus set 2
range of sieve sizes, as has been adopted for use in the UK, some of
these multiples and fractions are not exact sieve numbers from the
ISO 565 R 20 series. Therefore, footnotes in the BS EN 13242:2002+A1
grading tables give provision for the selection of next nearest sieve
sizes in such circumstances.
For the UK, a selection of next nearest sieve sizes from the ISO 565 R 20
series is given in Table 2 to cover such eventualities. Table 2 shows how
they relate back to the multiples or fractions of the d and D sieve sizes

The sieve sizes given in Table 2 are recommended for use in the UK
for aggregates for unbound and hydraulically-bound materials. The
gradings in Table 3, Table 4 and Table 5 use these sieve sizes.

4.2.3 Grading

4.2.3.1 General

General grading requirements for aggregates for use in unbound and


hydraulically-bound materials are specied in BS EN 13242:2002+A1.
However, it should be noted that BS EN 13242:2002+A1 species that
testing and declaring geometrical properties are limited according to
the particular application at end use or origin of the aggregate.
The current method of producing unbound and hydraulically-bound
material is to combine various coarse aggregate sizes with one or more
ne or all-in aggregate sizes such as to meet the specied grading

requirements for the mixed material. There is a near-innite number


of size combinations which can be put together in order to produce
any required grading in the nished material, so use of particular
specied gradings of either coarse, ne or all-in aggregate is not
necessary in the specication of this material. The grading categories
in BS EN 13242:2002+A1 should therefore be considered only as
categories of convenience that may be used in commercial transactions.
Where, for contractual reasons, the grading limits are referenced
directly to BS EN 13242:2002+A1 and this part of PD 6682, the grading
category along with the grading limits should be selected from
Table 3, Table 4 and Table 5. These tables give the recommended
BS EN 13242:2002+A1 grading categories for coarse aggregates for
the manufacture of coarse, ne and all-in aggregates.

4.2.3.2 Coarse aggregates


BS EN 13242:2002+A1 species general and additional grading
requirements for coarse aggregates. To ensure consistency, the
additional requirements give overall limits for the percentage passing
the mid-size sieve and the tolerances to be applied about a typical
declared value passing the mid-size sieve.
The recommended sieve sizes for use in the UK are listed alongside the
BS EN 13242:2002+A1 grading limits for coarse aggregates in Table 3.

4.2.3.3 Fine aggregates


BS EN 13242:2002+A1 species the oversize/undersize requirements
for ne aggregates and tolerances to be applied about a declared
typical grading.
The recommended sieve sizes for use in the UK are listed alongside the
BS EN 13242:2002+A1 grading limits for ne aggregates in Table 4.

4.2.3.4 All-in aggregates


BS EN 13242:2002+A1 species the oversize/undersize requirements for
all-in aggregates and tolerances to be applied about a typical grading.
The recommended sieve sizes for use in the UK are listed alongside the

4.2.4 Shape of coarse aggregate


BS EN 13242:2002+A1 requires that the shape of coarse aggregates

NOTE The akiness index test differs from the superseded UK test method
in BS 812-105.1 because it is based on different dimensional ratios.
The shape of the coarse aggregate is determined because of its effect
on the stability of end use products in which the aggregate is used.
In the UK, the shape of the aggregate is not specied because the
stability of end use products assessed, instead of the aggregate itself.
For instance, the stability of subbases and other hydraulically-bound
layers is controlled by specifying, when appropriate, the use of

crushed aggregate in accordance with the SHW [3]. It is recommended,


therefore, that the category FINR is adopted.
An option to use the shape index specied in BS EN 933-4 is given in
BS EN 13242:2002+A1. It is not anticipated that it will be used in the
UK and it is recommended that the category SINR is adopted.

4.2.5 Percentage of crushed or broken particles and totally


rounded particles in coarse aggregates
In order to ensure adequate mechanical interlock when using crushed
gravel aggregate, BS EN 13242:2002+A1 species the determination
of the percentage of crushed or broken particles in accordance with
BS EN 933-5. Category C50/10 should be adopted, because it ensures
adequate mechanical interlock of the material. Aggregates obtained
from crushed rock are assumed by BS EN 13242:2002+A1 to have a
category C90/3 and do not require further testing.

4.2.6 Fines content


The nes content specied in BS 13242:2002+A1 relates to the
percentage passing a 0.063 mm sieve.
BS EN 13242:2002+A1 denes a range of nes content categories.
The category that should be adopted is dependent on requirements
that exist for the end use product into which the coarse, ne or all-in
aggregate will be incorporated.

4.2.7 Fines quality


BS EN 13242:2002+A1 contains a normative annex with a selection

of requirements to ensure no harmful nes, e.g. clay, are present.


In the UK, nes content is considered non-harmful, provided the
materials conform to the maximum nes content values specied in
BS EN 13242:2002+A1.
Two of the conditions in the annex of BS EN 13242:2002+A1 give
the option to assess harmful nes content using the sand equivalent
or methylene blue tests. These tests are not considered sufciently
precise for the purpose of determining harmful nes content in ne
aggregates for unbound and hydraulically-bound materials in the UK.
It is recommended that aggregates and ller aggregates are assessed

for harmful nes, using either a nes content limit or evidence of


satisfactory use.

4.3 Mechanical and physical requirements

4.3.1 Resistance to fragmentation of coarse aggregate


BS EN 13242:2002+A1 species that, when required by the purchaser,
resistance to fragmentation in terms of the Los Angeles coefcient is
determined in accordance with BS EN 1097-2 and the results declared.
Table 6 lists recommended categories for the Los Angeles coefcient
maximum values specied in BS EN 13242:2002+A1.

Whilst the Los Angeles test is the reference test for resistance to
fragmentation, BS EN 13242:2002+A1 includes an option to assess
resistance to fragmentation by determining the impact value in
accordance with BS EN 1097-2, which is based on a DIN test method. This
alternative test requires the use of special equipment not available in

4.3.2 Resistance to wear of coarse aggregate

the determination of resistance to wear in terms of the micro-Deval


coefcient in accordance with BS EN 1097-1. This micro-Deval test
is used particularly when interlocking particles rub together in an
unbound pavement. In the UK, there is not yet enough experience of
this test or values derived from it for it to be used in specications.
Therefore, it is recommended that category MDNR is adopted.

4.3.3 Particle density and water absorption


BS EN 13242:2002+A1 requires, when required by the purchaser,
the particle density and water absorption of the aggregate to be

determined in accordance with BS EN 1097-6 and the results declared.


The individual clauses and annexes of BS EN 1097-6 contain different
test methods that reect the traditions of a number of countries.
The wire basket method for large coarse aggregate, the pycnometer
method for coarse aggregate and the pycnometer method for ne
aggregate are appropriate for use in the UK.

4.4 Durability requirements

4.4.1 Sonnenbrand of basalt


Sonnenbrand is a type of rock decay that is tested in order to
determine the susceptibility of certain types of young basalt
aggregates, found in some European countries, to degradation
through mineralogical instability. This phenomenon is not experienced
in the UK and it is not anticipated that this test will be applied in the
UK. It is recommended that category SBNR is adopted, although further
information should be obtained on the susceptibility of imported
basalt aggregates to sonnenbrand.

4.4.2 Durability Water absorption and magnesium


sulfate soundness
BS EN 13242:2002+A1 species a means for assessing the durability
of an aggregate by determining its freeze-thaw resistance, using
BS EN 1097-6 as a screening test, followed by either a freeze-thaw test
as specied in BS EN 1367-1 (based on a DIN method) or a magnesium
sulfate soundness test as specied in BS EN 1367-2.
The recommended approach in the UK is for aggregates to be
considered satisfactory without further testing if they conform to
water absorption category WA242. Aggregates with water absorption
greater than 2% should be considered satisfactory for general purposes
if they conform to the magnesium sulfate soundness category MS35.

4.5 Chemical requirements

4.5.1 Acid-soluble sulfate


BS EN 13242:2002+A1 species three categories for the acid-soluble
sulfate content of an aggregate. The categories vary depending on
which type of blast-furnace slag aggregate is used. Recommended
BS EN 13242:2002+A1 categories for UK aggregates are given in Table 7.

4.5.2 Total sulfur


BS EN 13242:2002+A1 species limits for the maximum total sulfur
content to 1% by mass for aggregates other than air-cooled
blast-furnace slag. A maximum limit of 2% by mass is required if

air-cooled blast-furnace slag is to be used.


For current UK aggregate sources where the measured value of total
sulfur content during initial testing is 0.1% by mass or less, it is not
necessary to undertake further testing. In this case, the total sulfur
content can be assumed to conform to the 1% maximum limit unless
there is a signicant change in the quarry deposit.
Pyrrhottite, an unstable form of iron sulde, is an uncommon
constituent of aggregate in the UK. Therefore, unless specic
information on its presence is known, the special precautions indicated
in BS EN 13242:2002+A1 are unlikely to be needed in the UK.

4.5.3 Constituents which alter the rate of setting and


hardening of hydraulically-bound mixtures
The requirements of BS EN 13242:2002+A1 apply where constituents
which alter the rate of setting and hardening of hydraulically-bound
mixtures are suspected. However, with current processing practices in
the UK, the signicant presence of such substances is likely to be rare
and testing is not normally necessary.

4.5.4 Constituents which affect the volume stability of


blast-furnace and steel slags for unbound aggregates
BS EN 13242:2002+A1 species requirements for constituents which
affect the volume stability of air-cooled blast-furnace slag and steel slag.

4.5.5 Water soluble sulfate content of recycled aggregate


BS EN 13242:2002+A1 species, when required by the purchaser,
the determination and declaration of the water soluble sulfate
content of recycled aggregates in accordance with BS EN 1744-1. It is
unlikely that this requirement will be used in the UK because other
requirements for sulfate content provide an adequate level of control.
NOTE This requirement was introduced into BS EN 13242:2002 by
Amendment No. 1.
The hot water test method for the water soluble sulfate content
of recycled aggregate is different to that for natural and articial

4.6 Constituents of coarse recycled aggregates

in coarse recycled aggregate in accordance with a visual sorting
test in BS EN 933-11. This allows the producer to declare conformity
with the categories for constituents of coarse recycled aggregate in
BS EN 13242:2002+A1.
The constituents of coarse recycled aggregate are divided into the
groups listed in Table 8; the list of groups is similar, but not identical,
to the established UK method in Clause 710 of the SHW [3].

4.7 Evaluation of conformity

4.7.1 General
BS EN 13242 contains requirements for the evaluation of
conformity necessary for producers to demonstrate that their
products conform to BS EN 13242. These requirements are specied in
BS EN 16236 and are divided into:
a) initial type tests;
b) factory production control.

used for demonstrating conformity with the requirement of the
EU Construction Products Directive [2].

materials from secondary sources placed on the market as aggregates
might be covered by national regulations for dangerous substances.

4.7.2 Initial type tests


Initial type testing is a series of tests carried out on the aggregate,
relevant to its intended end use, before it is rst placed on the
market. This testing is used to identify the categories specied within
BS EN 13242 and BS EN 16236 to which the aggregate conforms.

BS EN 13242 requires initial type testing for new sources, if there is
a major change in raw materials, or when the aggregate is to conform
to a new requirement for which it has not previously been tested.

particular uses of the aggregate, these should be requested prior to
ordering, allowing sufcient time for testing.

4.7.3 Factory production control


Factory production control is the means of dening the quality
system which producers are required to operate to demonstrate ongoing
conformity of their product to BS EN 13242. Detailed requirements for
factory production control are given in BS EN 16236.

For recycled aggregate, factory production control is also part of the


WRAP Quality Protocol [4].
NOTE The WRAP Quality Protocol [4] requires the delivery
documentation to state that the aggregate was produced under a system
of factory production control conforming to the protocol.

4.8 Designation and description


Aggregates should be identied in the following terms.
a) Source and producer; where an aggregate is rehandled in a
depot, both the original source and depot should be given.
b) Type of aggregate; BS EN 932-3 should be consulted for specic
guidance, as required by BS EN 13242:2002+A1. Essentially, when
a rock or mineral is predominant (more than 50%), its presence
is reected in the name of the material, e.g. quartzose sand
and basaltic gravel. When no single type is predominant,
the material is said to be heterogeneous and its name can
include the most frequent types, e.g. heterogeneous siliceous
gravel and heterogeneous quartzo-feldspathic sand. For the
UK, shortened local versions continue to be adopted and full
petrographic descriptions made available on request to the
producer. The phrase recycled aggregate should be used for
recycled aggregate.
c) Constituent categorization for recycled aggregate.
d) Aggregate size.

4.9 Marking and labelling


Delivery tickets are required to contain their serial number, the
aggregate designation, the date of dispatch and the European
Standard identier, BS EN 13242:2002+A1.
For recycled aggregate, the delivery documents should also state that
the aggregate was produced to a quality protocol for the production
of aggregates from inert waste (for example, the WRAP Quality
Protocol [4]).

5 Provisions of the EU Construction

BS EN 13242:2002+A1, Annex ZA, addresses the provisions of the


EU Construction Products Directive [2]. Both BS EN 13242:2002+A1
and its Annex ZA were produced under a Mandate [1] given by the
European Commission and the European Free Trade Association to CEN.
Annex ZA is described as informative, but its requirements become
mandatory to ensure conformity with the Mandate [1] and/or where
CE marking is applicable to aggregates.
Clauses in BS EN 13242:2002+A1 (identied in Annex ZA) indicate the
characteristics that are subject to regulatory requirements for the
Contracting Company W.L.L., 01/06/2016, Uncontrolled Copy, BSI

specied application in one or more European Member States. There


is no obligation to determine or declare a value for a characteristic
in a Member State where there is no regulatory requirement for that
characteristic, unless it is subject to a threshold value.
Conformity with these identied requirements confers a prescription
of tness of the aggregate and llers for the intended uses indicated
in BS EN 13242:2002+A1. However, to meet the provisions of the
EU Construction Products Directive [2] fully, aggregates are also
required to conform to any transposed European legislation and
national laws relating to any dangerous substances referred to in the
clauses of BS EN 13242:2002+A1.
Within the notes in BS EN 13242:2002+A1, Annex ZA, reference is
made to the type of compliance requirement, for example:
S pass/fail threshold value;
S categories;
S declared value.
BS EN 13242:2002+A1 also details the allowed levels for attestation
of conformity as 2+ or 4. The requirements of the two levels are
summarized in Table 9.

In the UK, the level of attestation for aggregates for unbound and
hydraulically-bound materials is 4. For other applications, when the
purchaser has particular concerns that the integrity of the aggregate
will have a major impact on either of the following, they should
adopt appropriate contract specic quality assurance procedures or

acceptance testing regimes for other applications to give the required


degree of condence in:

a) safety when in use;


b) other performance properties of an installation (for example,
concrete applications involving the storage or containment of
dangerous substances).
It is not appropriate to expect higher attestation of conformity
requirements, as these are general national requirements related
to the demonstration of tness to be placed on the market for
general use and not readily exible to meet contract-specic needs.
Such contract-specic quality assurance procedures or acceptance
testing regimes should follow the same basic format as those in
Contracting Company W.L.L., 01/06/2016, Uncontrolled Copy, BSI

BS EN 13242:2002+A1.
BS EN 13242:2002+A1 also identies the requirements for CE marking
and labelling in Annex ZA.
The UK and two other EU Member States do not currently consider that
there is a mandatory requirement to CE mark products. Consequently,
there is no current legal requirement to CE mark aggregates supplied
within the UK or to or from Ireland and Sweden. CE marking will be
required for aggregates supplied to or within other Member States
translated into the language of the Member State supplied.
If producers decide to CE mark their aggregates, they need to comply
with the indicated requirements. Where the CE mark identies
a particular characteristic, the supplier is required to indicate the
category or declared value appropriate to the aggregate. The purchaser
is responsible for conrming that the declaration of properties on the
CE mark conforms to their particular requirements.
It should also be noted that, where aggregates are placed on the market
in a European Member State where there is no regulatory requirement
for a particular characteristic, the supplier is not required to determine
the performance for this characteristic. In this case no performance
determined may be stated in the CE marking information.
BS EN 13242:2002+A1, Annex ZA, also provides a link with national
regulations for dangerous substances. Procedures to ensure conformity
to national regulations are still being developed.

The specication for unbound mixtures used for the subbase layers
of roads is set out in the SHW [3] using aggregate requirements from
BS EN 13242:2002+A1 and grading requirements from BS EN 13285.
The specication also includes requirements for the maximum
permitted proportions of selected components of recycled aggregate.
