Urban Growth Through Industrial Location /Expansion

A well-known process and industrial dispersal (meaning locating industries in areas outside
Metro Manila) remains to be the favorite and recurring development strategy in the Philippines. The
popularity of the model stems from the expectation of the benign or spread effects that the new or
expanded industries will have on the locality and the surrounding areas. This model is based on the
Myrdals Theory of Cumulative Causation.

The chart graphically illustrates how economy of the local area expands from initial impulse- location of
the new industry into the area.

The countrys experience in regional industrial dispersal has been limited to direct provision of serviced
sites in developed industrial estates. This explains the popularity of CALABARZON and Cebu as preferred
industrial locations.
CalaBaRZon Region comprised of the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon - is based
in Calamba City, Laguna.

The Region is located in the in the adjacent south of Metro Manila. It is among the three regions that
comprise a contiguous urban beltway corridor identified as the nucleus of industrialization in the
Philippines. It is known as the industrial powerhouse of the Philippines.

CaLaBaRZon has a big supply base of semi-processed industrial raw materials and industrial components
coming from its 31 world-class industrial estates and economic zones (ecozones). The region has more
potentials for infrastructure development as the location of facilities of the Malampaya gas project in
Batangas and Quezon serve as magnets of business development activities

OTHER EXAMPLES

DAVAO CITY -which will have manufacturing, warehousing and agro-industrial components, will be part
of the 88-hectare mixed-use complex that Damosa Land will start developing. And the area, located 300
meters from the Anflocors Davao International Container Terminal (DICT), is about 25 kilometers north
of Davao City.

SPECIAL ECONOMIC ZONE ACT OF 1995 (RA 1716)

"Special Economic Zones (SEZ)" hereinafter referred to as the ECOZONES, are selected areas with
highly developed or which have the potential to be developed into agro-industrial, Industrial
tourist/recreational, commercial, banking, investment and financial centers. An ECOZONE may contain
any or all of the following: Industrial Estates (IEs), Export Processing Zones (EPZs), Free Trade Zones, and
Tourist/Recreational Centers.

Highlight: The scores of additional towns and cities in 38 provinces as potential sites for special
economic zones.
Behavioral Theory approach to assists target cities or municipalities to improve their urban services in
order for them to provide greater attraction for potential investors.

Studies have tried to assess the impacts of industrial estates on the national and regional economy. But
none of the studies has considered the impacts on the socio economic and spatial development of a
host town or city.
