ARTICLE 2: BAJA Student India

Baja Student India 2015 is a college level engineering design competition, where the objective is to
design, build and test an open wheel single seated off-road race car.

A2.1 Introduction

Baja Student India 2016 will be held from 23-28 January, 2016. The venue for the competition will
be announced soon.
Total 50 teams will participate at the event, out of which 40 teams will be admitted based on rules
quiz (as described in 4.2) and top 10 teams (based on Overall Score) from Baja Student India 2015
competition will be admitted without rules quiz.

The competition code is BSI

The following document contains the official rules and regulations for Baja Student India 2016
competition.

This document specifies additional rules over and above the Baja SAE 2015 Rule book.

In case of a contradiction between Baja Student India 2016 & Baja SAE 2015 Rule book, Baja
Student India 2016 rules will supersede for the item/article in question.

Article 7: Registration

A7.1

Registration will be open to all teams from any University from 16th February 2015 - at 00:00 Hours
IST. Registration will be online on the official website. It is required for every participating
University/College to register (once and only once). During registration, the following details are
mandatory
Name and address of the University
Name, phone number & email ID of the Faculty Advisor
Name, phone number & email ID of the Team Captain
A team Name & email ID
Total team members (team construction can be changed even after Rules Quiz)
The team captain is expected to register on behalf of his/her team.

Registration closes on 12th March 2015 at 00:00 Hours IST. Multiple teams from the same university
are allowed to register as separate entries for the competition. On completion of registration, self
verification of all 3 email IDs (team captain, team & faculty advisor) and acceptance of registration
the teams will receive a log-in ID and password for their respective accounts on the official website.
After obtaining the Team log-in details, the captain can add details of the team members and assign
2 vice-captains for the team.

The team captain can also update the Team profile by providing links to the team Website,
Facebook Page, Twitter Feed & YouTube channel. This information will be publically available on
www.bajastudent.in under the Teams tab for publicity and to enhance the teams reach to event
followers and sponsors.

A7.3 Rules Quiz, Wait-list and Seeded Entries

A7.3.1 Rules Quiz

March 14th, 2015 - BSI rules quiz 1000 Hours to 1300 Hours IST
To qualify for the competition, each team except the 10 seeded entries from Baja Student India
2015 has to pass a rule book quiz. Only teams that have been successfully registered are eligible to
appear for the Rules Quiz. The questions will be based on Formula Student India 2016 Rules (i.e.
this document) and & Baja SAE 2015 Rule book. Teams will be given an Entry Permit to the
competition in the order in which they submit all the correct answers of the quiz until 40 Entry
Permits are given out.
After the 40 Entry Permits are given out, the rest of the teams will be given a Wait List Number
based on the order in which they submit all correct answers to the quiz questions. It is mandatory
for the team to answer all questions correctly in order to receive an Entry Permit/Waitlist Number
for the competition. Every time an incorrect submission is made, the team will be able to re-submit
their answers again only after a period of 2 minutes has lapsed since the previous submission. In
these 2 minutes the team can change their answers but the team will not be informed which
answers are incorrect. Any team that is found and proven to be using unfair means will be denied
Entry Permit to the competition.

A7.3.2 Car Numbers

After verification of payment, teams will be allowed to choose their car numbers for the
competition on a first come first serve basis. Double digit (11-99) car numbers will be available for
allotment to all teams and numbers 1 to 10 will be reserved for the top 10 (Overall Scores) teams
from JKTyre FDC 2015 competition. If these teams do not choose a number between 1 to 10 it will
not be made available to any other team later.
Car numbers once chosen cannot be changed and must be retained and displayed on all areas as
guided by the rules.

A7.3.3 Wait-listed teams

Teams on the waiting list will be granted an entry permit in the order determined by their waiting
list number in the following situations:
Any of the teams with an entry permit withdraws its registration
Any of the teams with an entry permit fails in the payment of registration fees before the
stipulated date
Any of the teams with an entry permit is disqualified based on incorrect information they
might have provided, or other rule violations confirmed by the organizers
Any of the confirmed teams misses 2 successive deadlines of documents submission.
Wait-listed teams if handed an entry permit, will be given the information using the team email
address and will have 5 days to submit proof of payment of their registration fees. Failure to do so
will result in the next team on the waiting list to be given an entry permit.
To be considered as a waitlisted team eligible for progression to Confirmed Team status, teams
must meet ALL the document submissions as per the competition calendar on time. Should a spot
become available, the team will be notified and they can proceed to make the payment of
registration fees.
Failure to meet the deadline will result in penalty/rejection from competition.

A7.3.4 Seeded Entries

The top 10 (Overall) teams from Baja Student India 2015 will be treated as Seeded entry and will
have direct entry to Baja Student India 2016. These teams do not need to appear for the Rules
Quiz.
However, if the Seeded Entry teams miss the payment deadline of 10 th March, 2015 they will need
to appear in the Rules Quiz on 14th March, 2015.

A7.5 Registration Fees

A7.5.1 Teams with an Entry Permit

Before 00:00hrs 15th March, 2015, all teams that submit all correct answers to the questions in the
rules quiz will receive an Entry Permit or a Wait List Number. Allotment of Entry Permit to a team
means that the team has successfully booked a slot for themselves at the competition.

A7.5.2 Registration Fees

The registration fee for Baja Student India 2016 is INR 75,000 (+ 12.36% service tax*) for up to 30
members. Should a team consist of more than 30 members, they will require paying an additional
INR 2,000 (+ 14% service tax) per additional member beyond the first 30 members. Additional
members can be added till 20th December 2015. Upon receiving the entry permit, the team is
expected to pay this fee by Demand Draft. Bank details and address to courier Demand Draft shall
be notified to all teams upon successful completion of the Rules Quiz.
The registration fees must be in form of a Demand Draft in favor of Delta Inc and payable in
Kolkata.

A Proof of Payment as per the above mentioned payment amount must be provided to the
organizers on or before the payment deadline mentioned above.
The proof of payment means the scanned copy of the Demand Draft & the courier receipt (with
tracking number) uploaded as single .pdf file on the team area of the competition website. The
Demand Draft Number, Name and amount must be clearly readable in the scan and for the courier
receipt the tracking number and address should be clearly readable. The Courier containing the
Demand Draft must clearly mention the following details in a covering letter:
Name of University
Car Number assigned
Name of Team Captain
Phone Number of the Team Captain
Email address of the Team Captain

The Demand Draft & the covering letter has to be couriered to the following address:

In event of failure to provide proof of payment of registration fee before the deadline, the team
will forfeit its entry permit and will be pushed to the bottom of the waitlist.

ARTICLE 8: RULES QUESTIONS

Any queries and clarifications about the rules should be addressed to the Baja Student India 2016
rules committee. The rules committee can be contacted by writing an email to
rules@bajastudent.in.

Questions sent to the rules committee must be clear and directed to a rule in the rule book. The
subject of the email must contain the name of the team, their car number (if assigned) and the rule
number the question is about. The email body must contain the rule number with the rule from the
rule book copied into it, followed by the question / clarification that the team desires.

The rules committee is a group of volunteers & attempt to respond to questions as soon as possible.
Any team registered (including wait-listed) teams will receive a response from the rules committee
within 1 week. Please note that emails in the incorrect format will be dropped automatically by our
email system.

PART B: TECHNICAL REQUIREMENTS

ARTICLE 2: REQUIRED ENGINE

Teams are required to use the Briggs & Stratton 10hp OHV Intek engine. Details regarding the
procurement of engine shall be provided to teams in the team portal area at www.bajastudent.in
after payment of registration fees.

B2.7 Transmission

Teams are free to use any transmission system. Continuously Variable Transmission (CVT) is also
permitted with appropriate shielding as in Article 15. The adapter for Engine & Transmission is to be
designed and installed by students as per the type of transmission used.

ARTICLE 3: ELECTRICAL SYSTEM

B3.2 Batteries

B3.2.1

Batteries must be mounted with sound engineering practice and not come loose during a roll over.
The battery must be safely placed & concealed.

B3.4 Brake Light

B3.4.1

The vehicle must be equipped with a red brake light that must be clearly visible and appear bright in
daylight. The brake light must be mounted at a minimum of 1 meter (39.4 in) above the ground.
Light must be mounted such that it shines parallel to the ground, not up at an angle. A person
standing 10 meters from the brake light in a 90 degrees cone behind the car should be able to tell if
the brake light is on without any difficulty in bright daylight.

B3.6 Reverse Light and Alarm

Vehicles with reverse must be equipped with a backup light which is clearly visible when the car is in
reverse in bright daylight from a distance of 6 meters from the back of the car. The reverse light
must be mounted at a minimum of 70 cm (27.6 in) above the ground. Vehicles with reverse must
also be equipped with a backup alarm. The alarm must sound whenever the vehicle is in reverse and
must be clearly audible over the background and engine noise from a distance of 6 meters behind
the car.

ARTICLE 5: VEHICLE IDENTIFICATION

B5.3 SAE Logo

This is NOT required for BAJA Student India 2015.

Teams must display event logo along with advertising from the competition sponsors. These will be
distributed during registration at the competition.

ARTICLE 6: TRANSPONDERS

B6.3 Transponder Purchase

Teams will be provided with transponders by the event organizers at no extra cost.

ARTICLE 8: ROLL CAGE

B8.3 Roll Cage Structure

B8.3.1 Elements of the Roll Cage

Roll cage members which are not straight must not extend longer than 711 mm (28 in.) between
supports (points A and B). Small bend radii (<152 mm, 6 in.) at a supported end of a member are
expected, and are not considered to make a member not-straight. The minor angle between the two
ends of a not-straight tube must not exceed 30.

B8.3.13 Roll Cage Specification Sheet

Each vehicle must present a completed Roll Cage Specification Sheet at Technical Inspection. While
procuring the tube, one should get a copy of tube material specification and also ensure this is
certified from a govt. recognized laboratory. Both Roll Cage Specification Sheet & tube material
certificate must be presented during the final event.

Additionally, teams must submit the Tube Material Certificate and Welding Process Check Report
online as per the Documents Submission Deadlines in PART-A Article 10

ARTICLE 9: COCKPIT AND THROTTLE

B9.10 Fire Extinguisher Size and Location

Each team must have at least two identical fire extinguishers. The fire extinguishers need to be of
minimum 2 kg capacity and of ABC type. Both must be brought to technical inspection. All fire
extinguishers must be equipped with a manufacturer installed dial pressure gauge. The gauge must
be readable.

THERE SHOULD NOT BE ANY FIRE EXTINGUISHER PRESENT INSIDE THE VEHICLE.

ARTICLE 10: DRIVER RESTRAINT

Teams are required to submit a picture of the driver restraint showing the safety specification and
date of purchase/expiry as per the Documents Submission Deadlines in PART-A Article 10

ARTICLE 16: DRIVER EQUIPMENT

B16.1 Helmet, Neck Support/Collar & Goggles

All drivers must wear a well-fitting Motocross/Motorcycle style helmet with an integrated (one
piece composite shell) chin/face guard and a rating of:

Snell M2010, SA2010 or higher. Goggles must incorporate tear-off or roll-offs.

ARTICLE 4: COST EVENT

The cost event at Baja Student India 2016 will carry 100 points. The cost event will be split up in 3
categories. These are as follows:

Real Case Scenario: Teams will receive a real case scenario prior to the
event. The scenario will contain details of the part in consideration and 40 points
the specifics about the goals and scoring.
Event Day/Visual Inspection, Clarity & accuracy The cars will be
reviewed for the accuracy of the cost report, clarity showed by them
about the rules. A maximum of 40 points will be awarded for the same & 40 points
the penalty method as specified in the Rule S4.19/20/21 will be applicable
if any parts/assemblies are missing from the cost report.

C4.2.4 Cost Report Electronic Format

The template for the e-Cost Report will be made available to the teams on www.bajastudent.in by
13th July, 2015 0000 Hours. Submission MUST be made on www.bajastudent.in ONLY. Emails of the
electronic report will NOT be accepted.

C4.2.5 Cost Report Hard Copy

Teams must carry a printed and spiral bound copy of the cost report in its entirety to the event &
presented during the judging process. . In case of differences between the written copy and the
electronic copy, which are not covered by addenda per Baja SAE 2015 Rule book Rule S4.17, the
electronic copy will be judged. Teams who fail to present the printed copy during Cost Event judging
will be given 0 points at the Cost Event.

C4.2.7 Penalty for Non-Submission

Teams that submit reports (electronic version) later than the specified date will be penalized -10
(ten) points per day, up to a maximum penalty of -80 points. Teams that do not submit a Cost
Report will receive 0 (zero) points for the Cost & Manufacturing Analysis score. Minimum Event
score is 0 (zero) points.

C4.2.8 Cost Adjustment Form

For changes in your corrections made after the submission of the cost report please use the Cost
Addendum form. For all new parts, which are manufactured, a drawing must be attached to the
addendum form.
The addendum inclusive of all drawings must be uploaded to the Team Portal area on
www.bajastudent.in by 20th January, 2015, 0000 Hours.

PART D: Complete Car Pictures Submission

The goal of the Running Car Video and Photo documentation is to ensure that all teams present a
car to Technical Inspection in race ready condition, which is capable of passing. The following
photographic & video documentation are required to be submitted by 12/10/2015. Please note,
this documentation may be submitted as early as 5/9/2015, and all teams are strongly encouraged
to submit as early as possible.

Running Car Video Submission (ALL items mentioned below are MANDATORY)

- Driver must wear full safety gear


- One student must be holding a fire extinguisher at all times and be prepared to use it. This
student must be seen on the video during the engine start and when the car first moves.
- Car must be seen to have its engine started, and then:
1. Move forward a minimum of 50 and a maximum of 100 meters. During the test drive,
the vehicle must negotiate 2 bumps, a minimum of 0.5 m high. The surface for the
test can be loose gravel, dirt or mud.
2. Gear change up and gear change down (automatic or manual transmission CVT cars
may disregard),
3. Make a U turn of which the outside radius will be maximum 9.0 meters and delimited
by one cone (or similar device) at the U turn center and a minimum of 5 cones (or
similar devices) on the outside line,
4. Accelerate at the exit of the U turn and travel a minimum of 50 meters and a
maximum of 100 meters,
5. Brake and lock all four wheels. The video must clearly show front and rear wheels
locking on the camera side of the car (this will be tested again at Competition, where
both sides will be observed).
6. The entire video needs to be shot in HD and must be continuously shot, from the
time the driver gets in the car, including engine starting, rolling the car, performing
the maneuvers as described above and coming to a standstill with all four wheels
locked under braking.
7. At the conclusion of the video test, the driver must bring the car to a complete stop,
and then egress the vehicle.

Should a team submit a video which does not meet all of the criteria above they will be
penalized with 75 points from total points scored. Teams will be notified, by the judges
reviewing the video submissions, within 10 days from the date of submission.

Deadline for Running Car Video is 16th November,2015 by 0000 Hours.

Please Note:
All photos must be of sufficient quality (focus, resolution, lighting, etc.) to make out
engineering detail. Any or all photos, without sufficient clarity and detail, will be
considered a non-submission.
Both video and pictures submissions are mandatory. Failure to submit any of the
above detailed video and photographs will be considered as non-submission.

After submitting Running Car Video / Photographic Documentation, there are three possible
outcomes:

- A Rated Car: The BSI Judges find the car meets the minimum standard of good
engineering workmanship and safety. The car will be allowed to compete in BSI and may
proceed to Tech Inspection. The BSI Judges might send the team a list of items they feel
the team can improve on to be more competitive.

- B Rated Car: The BSI Judges find the car needs some redesign / rework /
remanufacture in order to meet the minimum standard of good engineering
workmanship and safety. Within 20 days of video / photo submission, the team will be
sent a list of required improvements (in the form of a prioritized checklist) to be
completed. The team will get a unique second chance to redesign / correct / repair all
checklist items in the time remaining until the BSI competition. All items on the returned
BSI Judge checklist will be inspected at the BSI event site prior to Tech Inspection. If the
team made satisfactory improvements / corrections they will be allowed to compete and
proceed to Tech Inspection. Failure to make satisfactory improvements / corrections will
result in the team being judged ineligible to compete in BSI.

- C Rated Car: The BSI Judges find the car needs extensive redesign and/or
remanufacturing in order to meet the minimum standard of good engineering
workmanship and safety. The car will be judged as potentially ineligible to compete in
BSI. Within 20 days of video / photo submission, the team will be sent a list of required
improvements (in the form of a prioritized checklist, complete with suggested solutions).

Points Penalty:

If a team is promoted from being a C car to a B car after pre-tech inspection at the event, they
will be allowed to compete. However, they will be penalized 50 points from overall points scored at
BSI.

Ineligibility:

If a team fails to make the required improvements / corrections & miss the deadline by more than 7
days, the team will be rejected and that teams spot will be offered to the next team on the Wait
List. However, the team is still allowed (and strongly encouraged) to come to BSI with their car and
speak with Design Judges and receive advice and insight on how to improve their next years car,
and enjoy the BSI atmosphere of learning and competing.

File Formats:

All photos must be at least 1366 X 788 pixels, in size. File naming convention is as follows:
CarNumber_TeamName_IMG_ImageNumber.jpg. (69_TeamTiger_IMG_34.jpg) Please use the
numbering format listed above for all photos. (Example: The number 12 photo will always be the
front view of the vehicle with the cockpit template in place.)

All pictures need to be uploaded on the specific upload location ONLY.

Any additional documentation needs to be in .pdf format and in the form of a report. Submission of
files which require specific software to open and view the files will be treated as non-submissions.

Please Note:
Late submission will be treated as non-submission. Non-submission will result in teams
being judged ineligible to compete at BSI.
Submissions not adhering to guidelines (File Name Convention / poor resolution /
incomplete submission) will be treated as a non-submission. Non-submission will result in
teams being judged ineligible to compete at BSI.
Teams who submit video & photos well ahead of the deadline will have more time to make
corrections on their car. All teams are strongly encouraged to send the required video /

photo submissions as soon as possible. (Sharp teams will take advantage of receiving
feedback ahead of the competition.)
If a team is judged ineligible, it means they will not be allowed to submit their car for Tech
Inspection, or participate in any Static or Dynamic events. However, they are still strongly
encouraged to bring their car and visit BSI, in order to gain feedback for future years.

Re-inspection of Corrections Checklist at BSI:

Inspection of B & C cars , to ensure compliance with all items on the corrections checklist will be
held at the competition site, prior to Tech Inspection. The B car teams need to satisfy the BSI
Judges that they have indeed made all the corrections pointed out in the feedback checklist. This
inspection will be carried out by Design Judges, Rules Committee members & the Tech Inspectors.

Summary:

The intent of the Running Car Picture requirement is to allow competitors to be better prepared for
the BSI competition when they arrive on-site, while ensuring that every team has a strong chance of
quickly and easily passing Tech Inspection. It is also a chance to identify weak teams in order to
allow Wait List teams a chance to compete. For too many years we have seen students come to
competitions world-wide, only to either quickly break their car due to lack of testing, or spend all
week thrashing on their car in a failed last ditch attempt to get it running.

Shrewd BSI student competitors will easily see the benefit of essentially having their car previewed
by the BSI Design Judges ahead of the competition and then implementing the suggested
improvements.

Part D: Endurance Event Driver Change


D5.2 Endurance

BSI 2016 endurance will run for 4 hours & 10 minutes. However, the event format & length can be
altered at the discretion of Clerk of Course due to weather, safety or other reasons which might put
the drivers, marshals and/or audience members safety at risk.
Any decision for altering the endurance format will be sole discretion of the Clerk of Course and not
subject to appeal.

D5.11 Driver Change


At least one driver change is mandatory in the event. It must take place as such

1. At least one driver change must happen between one (1) hour since the start of endurance
event and three (3) hours since the start of the endurance event. [2 hour window]
2. This driver change will happen in a special driver change area marked out in the Endurance
Track walk.

3. The first driver change in the above defined window must take 10 minutes, since passing the
entry line to the driver change area. If the next driver is ready to start his/her session before
10 minute stop is over (s)he must wait for the 10 minute duration to pass.
4. No refuelling or repair work will be allowed during the driver change.
5. No team members (including drivers) are allowed near the vehicle during this 10 minute
inspection process.
6. Safety inspectors will inspect the vehicle during the mandatory driver change and have the
right to retire the vehicle from endurance after the 10 minutes have elapsed.
7. The new driver replacing the old driver should have been outside the car for at least one (1)
hour and ten (10) minutes prior to the car entering the drive change area.
8. Any additional driver changes are at teams discretion.
