Chair/Co Chair: The committee is now in formal session. We will discuss _______ (topic).
Your input in todays discussion and ideas for resolutions is desperately needed. We will begin
by roll call to see which countries are present. (Chair goes through a list and each country
responds after its name)
Make sure delegates say Present and Voting if they plan to vote on resolutions.
If delegate just says Present, theyre abstaining from voting on resolutions.
Their vote is needed when there is points and motions
InformationonLogistics
Chair/Co Chair: The chair would like to inform the delegates that there are ___ delegates in this
committee. In order for delegates to pass a motion, there must be of the delegates in favor of
the motion, which is ___ delegates. In order for the committee to enter voting block, there must
be a majority of delegates in favor, which is ___ students. Once again, you need of the
delegates, which is ___ to pass a motion, and you need of the delegates to pass a draft
resolution or entering voting block, which is ___ delegates.
Once you move into voting block remind them about the logistics of that.
If a delegate is absent take that into consideration because that will change the number of votes
that are needed.
SpeakersList
Chair/Co Chair: The Chair will highly smile upon a motion to open the speakers list.
Once they open the speakers list and you have a list of who will speak wait until at least 5 people
have spoke to take other points or motions.
Rule to dilatory is used when someone makes a motion that is silly or youd rather have that
motion happen later. For instance if your committee is having too many unmoderated caucus
then say Rule to dilatory and suggest that they either move to the speakers list (if it wasnt
finished) or to a moderated caucus.
Country: Thank you honorable chair, (Country name) motions to open the speaker's list.
Chair/Co Chair: Thank you delegate __________. That motion is an order. Are there any points
or motions on the floor?
All countries must vote in procedural matters. All those in favor of opening the speaker's list,
please raise your placards.
Chair/Co Chair: At the chairs discretion, we will set the default speaking time to one minute.
Are there any motions on the floor to increase speaking time?
If there are no other motions or points the chair says: Seeing none, we will vote.
If there is another motion, the co-chair will write the motions on the board so that the committee
can remember what they are voting on.
Chair/Co Chair: The Chair recognizes the delegate from ___________ (Country).
Country: Thank you honorable chair, _________(Country) motions to set the speaking time for
__________ minutes/seconds.
Chair/Co Chair: Thank you delegate. That motion is an order. Are there any other points or

Chair/Co Chair: There is a motion (or two or three motions) placed on the floor to set the

You will start with the largest time and go down to the smallest.
If it all fails, start over, try to set a different speaking time. Do the process all over again until it
passes.
Chair/Co Chair: The speaker's list is now open. All countries wishing to be placed on the
speaker's list please raise your placards.
As the country raises its placard, the co-chair will write the countries in order. List countries'
names on board or powerpoint.
Chair/Co Chair: We will now be initiating the speakers list, with the speaking time set at
______ seconds/minutes. If you were not added and would like to be added to the speakers list
please send a note up to the chair.
Chair/Co Chair: ______________ (First country on list) you have the floor for _____________

You continue this on till 5 or 6 delegates have read their speeches.

Now when 5 or 6 delegates have read their speeches you can suggest that they move into a
moderated caucus. If theyre fine with continuing on with the speakers list just continue on.
Chair/Co Chair: The chair would highly smile upon a delegates motion to enter into a
moderated caucus.
Country: Thank you honorable chair, (Country name) motions to move into a moderated
caucus.
Chair/Co Chair: Thank you delegate __________. That motion is an order. All countries must
vote in procedural matters. All those in favor of moving into a moderated caucus, please raise
your placards.
Chair/Co Chair: The chair would look favorably upon a motion to move into a moderated
caucus for the purpose of discussing _____________________(subtopic). (Countries raise their

Give them an example of a subtopic to talk about.
If your main topic is about Refugees

Make sure youre writing down each motion the delegates propose. Then start voting from the
largest time to the smallest.

Chair/Co Chair: This motion passes/fails.
If none pass move back into the speakers list.

wishing to speak may just raise their placards and stand from their seats.
Remember to time everything so one person takes the overall time and the other times the
speaker.
UnmoderatedCaucus
In an unmoderated caucus the purpose is for delegates to discuss about resolution ideas, find
allies, and write resolutions.
Chair/Co Chair: The chair would smile upon moving forward into unmoderated caucus.
Chair/Co Chair: There is a motion placed on the floor to move into an unmoderated caucus for
the purpose of ________. All of those in favor.(Count). All of those opposed.(Count).
If your delegates start writing their resolutions tell them to share with you their resolutions to
give a brief summary about it when it comes to resolution presentations.
ConsultationoftheWhole
Chair/Co Chair: The chair would look favorably upon a motion to move into a consultation of
the whole. The Chair recognizes the delegate from _____(Country).
Country: Thank you honorable chair. _____________ (Country) motions to move into a
consultation of the whole.
Chair/Co Chair: That motion is an order. (Repeat the motion) There has been a motion to move
into a consultation of the whole. All those in favor? All those opposed?
Going down the rows of delegates, each delegate stands and gives a 30 second speech regarding
their countrys position.
ResolutionPresentation
Chair/Co Chair: The chair would look favorably upon a motion to move into resolution
presentations, with a presentation of time of (5-6 minutes). The Chair recognizes the delegate
from _____(Country).
Country: Thank you honorable chair. _____________ (Country) motions to move into
resolution presentations with a presentation time of (5-6 minutes).
Chair/Co Chair: That motion is an order. (Repeat the motion) There has been a motion to move
into resolution presentations with a presentation time of _____. All those in favor? All those
opposed?
Chair/Co Chair: Delegates of resolution (1a, 1b, etc, the number being the topic and the letter
the resolution), please send your representatives to present your resolution.
After each presentation delegates are able to ask clarifying questions with the left over time the
presenting group has.
Once all resolutions have been read you can move into voting bloc.
Chair/Co Chair: Resolution presentations have ended. The Chair would look favorably upon a
motion to move into voting block. Are there any points or motions on the floor?
VotingBloc
All delegates that said Present and voting must vote. All of those who said Present will be
abstaining.
Chair/Co Chair: The Chair would look favorably upon a motion to move into voting block. Are
there any points or motions on the floor?

Chair/Co Chair: That motion is an order. (Repeat the motion) There has been a motion to move

or leave the room until voting has concluded. Friendly reminder you need of the delegates to

I suggest writing the number of delegates needed to pass a resolution on the board.

require a simple majority to pass. Continue until all resolutions have been voted on)
