PARIS – If you ask Meceola Central
Dispatch Authority Director Laurie
Smalla, it’s necessary that voters
pass a proposal on the Aug. 3 ballot
that would raise the monthly 9-1-1
surcharge by 75 cents per phone.
The proposal, if passed, would reset
the 9-1-1 surcharge at $2.25 per
month for every phone capable of
dialing 9-1-1. The increase would go
into effect July 1, 2011. Under the
proposal county commissioners could
not increase the surcharge, but would
be able to lower it.
Meceola Central Dispatch fields all
9-1-1 calls from Mecosta and Osceola
counties, and then dispatches the
appropriate authorities to the reported
incidents. The dispatch center also
controls warning sirens in Big Rapids,
Remus and Morley.
Dispatch services have been
operating under a monthly $1.50 per
phone surcharge – which was set
by the state across all 83 Michigan
counties after a public act establishing
9-1-1 funding sunsetted at the end of
2007.
The $1.50 surcharge was set by the
Michigan Public Service Commission
based on that fact that there are
an average .93 phones per person
in Michigan. The Public Service
Commission stated in a 2008 release
that they deemed the $1.50 surcharge
“reasonable and applied this factor to
the county population based on the
2000 U.S. Census.” The commission
also acted upon advice from
Michigan’s Emergency 9-1-1 Service
Committee.
However, in Mecosta and Osceola
counties, there are actually .83
phones per person – the difference
translates to a more than $220,000
loss in revenue to the Meceola
Central Dispatch Authority, Smalla
said.
“We have done everything we
possibly can to keep our (expenses)
low,” Smalla said. “We’ve replaced to
full-time retirements will three part-
time people. We don’t really want to
reduce staff because we still have an
expectation to serve the public the
best we can.”
The dispatch authority needs to
increase the surcharge to balance its
operational budget, Smalla added,
noting that the proposed increase was
still less than the $3.20 surcharge in
place before Jan. 1, 2008, she added.

would have to find some other way to
increase revenue – like a millage or
loan, she said.
Mecosta County Sheriff John Sonntag
said the proposal had the support of
the Mecosta County Sheriff’s Office.
“I encourage everyone (to vote in
favor of the proposal),” Sonntag
added. “This is one of the ones we
need desperately.”

ARE YOU “UNDER
PRESSURE”?
(NewsUSA) - Beginning with the 2008
model year, tire pressure monitoring
systems (TPMS) are now standard on
all new cars in the United States, but
many drivers don’t know about them.
Often, drivers are first introduced
to TPMS when the icon on their
dashboard illuminates, signaling that
the air pressure in one or more tires is
low -- potentially dangerously low.
On average, underinflated tires are
responsible for nearly 700 vehicle
crashes every day. The National
Highway Traffic Safety Administration
estimates that, when all passenger
vehicles are equipped with TPMS, the
number of annual motor vehicle crash
fatalities will decrease by about 120,
and the annual number of injuries due
to motor vehicle crashes will decrease
by about 8,500.
To help raise awareness about
TPMS and the importance of proper

at highway speed, immediately grab
hold of the steering wheel with both

find a safe place to pull off to check
your tire pressure.
* Once checked, if the tires all appear
normal, proceed with caution to have
your tire pressure checked and filled
to the proper tire pressure. This can
be done at a gas station or tire service
center.
* If needed, have the problem tire or
tires and the TPMS system serviced
at your nearest tire service center.

a vehicle compacts the soil and makes it less able to absorb
water.
Keep shrubs and trees well away from both the septic tank and
the drainfield. Their roots can snake into pipes and clog them.
But you should encourage grass on the drainfield because it
absorbs water and prevents erosion—without digging its roots
into the pipes.
Pump periodically
With a standard system, call for a pump truck on a regular
schedule (typically every three to five years). If you’re careful
about what goes down your drains, you might be able to go
longer between service calls, so ask your pumper for advice. If
water-saving toilets and appliances, or at least fix toilet leaks
and pace out laundry loads. A houseful of guests can also stress
the system, so ask them to avoid long showers and full-throttle
faucet flows.
Too many solids are bad, too; they pile up as sludge in your
septic tank. If you have a garbage disposal, use it only to clean
out the fine scraps that collect in a drain strainer. Otherwise, you
could need to have the tank pumped every year or two.
Fats turn to scum in a septic tank. Instead if dumping them down
a drain, skim off grease or let it solidify in the refrigerator,
then toss into garbage—or your food waste recycling if that’s
available in your community. Also consider a compost pile for
food waste.
Chlorine bleach in moderate amounts isn’t as bad for a septic
omplete
sludge in the tank and therefore prolong the time between pump-
outs. Pump regularly instead. Some additives do nothing and
others have bad side effects, such as loosening the scum in the
tank so that it then clogs the drainfield.
