INTRODUCTION

Management is the science and art of planning,

organizing, activating or directing, and controlling the

efficient and effective utilization of scarce resources to

achieve defined or set organizational goals and objectives

(Rodriguez, 1997).

It is a science in the sense that it makes use of

certain bodies of knowledge; and it is an art with the fact

that it follows certain series of activities that must be

carefully followed to be able to achieve objectives.

It is said that it involves the management of

resources. There are a lot of resources in an organization

that must be managed efficiently and effectively. Some of

these resources are financial assets, plant assets,

intangible assets, and human resources.

One of the most important areas of management is

personnel or human resource management, which is the major

focus of this aspect. Even more, Perfecto Sison directly

define management as the art of getting things done through

people. Regarding labor as the most important resource of

any organization, there is a must to carefully consider and

study the participation of the human resource in the

organization.

Taking into consideration the proposed business, which

is more of a service provider, personnel or human resource

is the make or break factor. Human is not just involved in

the management but in almost all levels of operation in

the whole process of providing service to the clientele with

utmost satisfaction.

In actuality, either service or good oriented, the

business do need the proper management of its most important

resource. It is said that an organization is only as good as

its people. The organization must have policies that shall

treat its personnel as a human personality with their

welfare and human dignity. Good relationship must be

established between executives and personnel or employees.

In view of this, the form of ownership, organizational

chart, job descriptions and qualifications, and management

proposals are embodied in a business management study.

Also, personnel compensation, general policies, and business

forms and records are taken into consideration.

FORM OF OWNERSHIP

The proponents have chosen general partnership as the

form of organization in this proposed project because in

this kind of ownership, certain advantages will be useful

for the business. One of which is the pooling of resources,

whereby two or more persons form as a group, thereby

contributing their own ideas, managerial talents, and assets

to put up a successful business.

These advantages are very beneficial to the proposed

project because it needs the combined potentials of the

partners. Another is the ability to obtain capital in which

the combined financial contributions of all the partners

stand behind the negotiation for business capital.

Thus, the partners have an obligation to give what they

have promised to contribute to the business in order that it

will have something to use in its operations. Aside from

that, the intimate relationships of the partners also

provide a strong support to capital acquisition.

Finally, the government has lesser restrictions in this

kind of business ownership or organization as compared to a

corporation.

The Paramount Learning Center (PLC) is committed to the

application of the PLC philosophy and a method of education.

A child attending Paramount Learning Center is exposed to a

method and environment which facilitates the total

development of the child. This is accomplished through the

prescribed use of the PLC materials and the introduction and

presentation of complementary activities, lessons and

materials designed to help in the adaptation process of the

individual in the successive stages of development.

(a) He makes and implements short and long-range plans

for the programs of the school;


(b) He interviews and does the hiring of new staff for

any vacancy in the organization;

prepares and supervises employee contracts;


(d) He oversees and approves timely purchases and

maintenance of all necessary office furniture and

equipments;

(e) He coordinates and consults with the other

partners on substantive program content and

administrative issues that have long-term significance;

organization being a supervisor and administrator enables

(c) Supervise pupils in classrooms, halls, cafeterias,

school yards and/or on field trips;


(d) Distribute teaching materials such as textbooks,

workbooks, papers, and pencils to pupils;


(e) Enforce administration policies and rules

(f) Instruct and monitor pupils in the use and care of

equipment and materials, in order to prevent

injuries and damage;

and office space;


(d) Maintains building, performing minor and routine

painting, plumbing, electrical wiring, and other

related maintenance activities;


(e) Notifies management concerning need for major

repairs or additions to lighting, heating, and

ventilating equipment; and


(f) Mows lawn, trims shrubbery, and cultivates

flowers, using hand tools and power tools.

A. General Policies

The partners must conduct the regular meetings

provided in the by-laws.


The general manager will be in-charged in

conducting meetings with all the employees in the

institution. The principal may conduct a meeting

with the faculty after or before classes.


Regular class days are from Monday to Friday.

B. Internal Control Policies:

a.) The bookkeeper will record and keep all receipts

and other financial records of the institution.


b.) The Cashier will keep the cash collections of the

day and will report the same to the Managing

Partner two to three times a week in a regular

payment.
c.) The cash collected will be deposited to the bank

every Friday counter-signed and/or approved by

the Managing Partner.


d.) The separate record of the bookkeeper must not be

accessed by the Cashier, and vice versa.


e.) The bankbook of the institution shall be under

the name of Paramount Learning Center and that

there shall only be two signatories, the Managing

Partner, and the Cashier.

C. Policies on Hiring

It is a must for the institution to hire employees who

are competitive on their respective fields and also well-

versed on their duties. Therefore, the following policies

shall apply:

a.) The interested applicants shall submit the

following requirements to the Managing Partner for

review with all the other partners:


1. Resume with 2 X 2 latest ID picture
2. NBI Clearance
3. Police Clearance
4. Birth Certificate
5. Medical Certificate
6. Photocopy of SSS ID and PhilHealth card.

b. There will be an IQ test for chosen applicants who

were selected based on the documents that they

submitted and their tests will be checked by the

secretary based on certain criteria and will

submit the interpretations and results to the

partners.

c. The secretary will post the names of all qualified

applicants who will undergo interview with all the

partners.

d. The partners will interview the remaining

applicants. After final assessment, the name/s of

the applicant/s that passed will be posted and

they also are informed through phone calls, and/or

e-mail.

D. Employee Policies

Our employees are one of the most important resources

of our company. Having competitive employees helps achieve

the aim of our company. Competent, well-trained, well-

assessed and are expert of their respective jobs are the

qualities the company must consider. Therefore, the

following policies shall apply:

a.) Training
Training is very much needed in order to

improve the employees skills and enhance their

capabilities. The very purpose in training employees

is to facilitate and help them perform their job. The

following are the rules to be imposed:

1. Newly hired employees will be oriented by their

respective direct superior before the first day

of their work.
2. Training will also be conducted to the

prospective employees, and that their direct

superior will be in-charge of training them.


3. Employees directly involved with the pupils,

including janitors and security guards, are

required to take up at least 2 days training on

how to handle and observe reasonable care of

children.

b.) Uniforms and Identification Cards


Uniforms and IDs are compulsory for the

employees in order that the clients and community

will know the company as well as its employees.

So, the rules are as follows:


1. The employees of the company should be wearing

their uniforms and IDs during business hours.

The schedules for wearing the uniforms are as

follows:
a. Teachers: Navy Blue with collar

2. ID Cards must be worn at all times and be

placed at the chest level.

c.) Work Load


1. Teacher/Adviser. A full Time teacher renders

six(6) hours a day of teaching divided into two(2)

classes.
2. Full Time School Personnel. All full-time

school personnel render eight (8) hours a day of

service in the school. The management however

reserves the right to require all or any of the

school personnel to report to work on a Saturday

in certain instances not contrary to laws with

equitable pays.
d.) Days work

The institution aims to serve the pupils and

all of its constituents to the maximum ability and

capacity. Thus, the employees of the company shall

be working in the time agreed:

a.) Teachers
Nursery 1 - 9:00am-11:30am; 1:30pm-4:00pm in

Mondays to Fridays
Pre-Kindergarten 9:00am-11:30am; 1:30pm-

e. Salaries, Employee benefits and Mandatory deductions


1.) Salaries:
The company, in consideration of its

employees, aims to pay them with just and

reasonable compensation that will help them live

their desired standard way of living. By doing

this, the employees will stay with the company and

perform their duties at their best. Accordingly,

these rules shall apply:


a.) The salaries of the employees shall be above

the minimum salary rates provided by the

Department of Labor and Employment, and the

Labor Code of the Philippines.


b.) The mode of payment of salaries will be on

the 3rd and 18th day of the month.


c.) The employees working beyond their regular

working hours shall be paid with an overtime

pay which is equal to 25% of their regular

salary. This is in conformity with the rules

provided by the Labor Code of the

Philippines.
d.) Employees who will be working on regular

holidays shall be paid with their regular

wages and additions required by law, while

those who will be working on special

holidays shall be paid with an additional

compensation equal to 30% of their regular

wages.

2.) Employee Benefits

Employees are very much motivated when given

additional incentives and allowances as a reward

for their good performance. As they say, there is

always a corresponding reward for a good deed and

a punishment for a bad one.

Thus, the company employs the following

policies:
a.) 13th month pay:
Employee of the company shall be paid with a

13th month pay which is equal to one month salary.

This will be given on the 24th day of December.


b.) Vacation leave
The employees are allowed to have 5 days

vacation leave with pay in one year. If not

utilized, it is convertible into cash. The

payment will be the same as their basic salary.


c.) Maternity leave / Paternity leave
Women at the company are entitled with one

month maternity leave to take care of their new

born baby. Men are also entitled to one week

paternity leave to assess his wife.

d.) Sick leave


Every employee shall be given a 5 day sick

leave in 1 year in order to recover for any

illness that may be contracted while working. If

not utilized, it is convertible into cash.


e.) Others
Children of employees who shall enroll in

the institution shall be granted full scholarship

on tuition fees.

3.) Deductions
The following are the deductions imposed by

the government and company in connection to the

salaries of the employees:

a.) Withholding Tax


The employer withholds income taxes from the

employee salaries. The amount withheld is in

accordance with a table issued by the Bureau of

Internal Revenue and it is to be remitted in the

following month.

b.) SSS Premium


Corresponding amount is deducted from the

employee salary in accordance with the table

issued by the Social Security System. The amount

of money withheld is considered as a contribution

for the protection of the employee and his family

in cases of disability, sickness, retirement and

death.
c.) Philhealth Premium
All employees covered by SSS and GSIS are

also required to contribute a corresponding amount

from their salaries for their Philhealth

contribution. This will serve as a fund for health

care purposes.

F. Policies on Absences and Tardiness


It is the policy of the company to monitor the

attendance of its employees who shall maintain a good record

of attendance in working with the company. The following

rules shall apply to issues on absences and tardiness:

1st Offense: Oral reprimand. This will apply when the

employee has been absent for 1 day without any

prior notice.
2nd Offense: Written reprimand. This rule will apply when

the employee accumulated 3 consecutive absences

without official leave.


3rd Offense: One week suspension. This will apply when the

employee absent himself for 5 accumulative days

without any permission to leave.


If the employee plans to get absent on the succeeding

day/s, he must inform the secretary immediately. Filing for

application for leave of absence shall be accomplished one

day before the planned absence. In case of tardiness and

under time, the hours accumulated will be deducted to the

regular days worked, thereby reducing his salary.

G. Termination Policy

It is the policy of the company to impose discipline to

the employees while they are working in the company. Thus,

any unfavorable actions done by a certain employee will not

be tolerated and that he may be possibly terminated from his

work. The following are the grounds for termination:

a.) Under the influence of alcohol or drugs while

performing his job.


b.) Misbehavior of the employee toward the institutions

constituents.
c.) Negligence towards his/her work.

d.) Violations of the rules and regulations imposed by the

company.
e.) Gambling or any forms done by the employee from money

inside the institution.


f.) Fraudulent acts done inside the company.

These rules shall apply:

1st Offense: Written reprimand

2nd Offense: Suspension for one school year

3rd offense: Expulsion from work

H. Policy on Collection of Fees

The business entity shall collect a minimum of

Php2,000.00 down payments to each student. The remaining

balance shall be collected in order of the following

percentages:

30% of the total or all of the remaining balances on

the first grading period.

30% of the total or all of the remaining balances on

the second grading period.

30% of the total or all of remaining balance on the

third grading period.

All of the remaining balance on the fourth grading

period.

Promissory notes must be approved by the manager and

will be strictly collected within a period of one (1) month

upon signing the promissory notes.

If the student will drop without entering the school,

he/she will be charged 50% of the total miscellaneous fees.

If the student will drop after the first month but

before first grading, he/she will be charged 30% of the

tuition fee plus 100% miscellaneous fees.

Furthermore, if the student will drop after first

grading but before the second grading, he/she will be

charged 50% of tuition fee plus 100% miscellaneous fees.

Finally, if the student will drop after the second

grading, he/she will be charged 100% of the total fees to be

paid within the school year.

This policy however may be revoked depending on the

reason of dropping. Permissible reasons includes, but not

limited to, physical disabilities which cause the student

not able to enter the class, physical illness that needs

continuous and proper medication, serious family problems,

catastrophes in which the student or his family was

affected.

I. Health and Safety Policies

It is the companys objective to maintain its

employees, students, as well as the constituents while

inside the vicinity of the institution. Thus, it is the

policy of the company to undertake precautionary measures in

attaining the said objectives. Here are some of the

preventive rules:

a.) Smoking within the vicinity of the school is not

allowed.
b.) Bringing in of deadly weapons is not allowed

inside the school campus i.e. ice picks, knife,

guns, explosives.

personnel should be cleaned up and kept after

using.

J. Fetching Policy
Each student must have a fetcher, either parents,

relatives or any authorized person. Each fetcher must have

their own Identification Card issued by the school. This

Identification Card is included in the miscellaneous fees to

be paid by the parents.

The fetcher will only be waiting outside the gate of

the school. If there is a valid reason to enter (i.e. to

pick up heavy things in behalf of the pupil, etc.) then the

fetchers will be allowed to enter.


The management will be strict in this policy for the

protection and welfare of the student. The parents and / or

authorized fetcher will be oriented after the enrollment of

the pupil.

K. Policy on Student Absences

1. If the student has been absent for more than 20% of the

total school days, he/she will earn no credit and

repeat the same level in the next school year.

2. However, if the student was assessed to have high

grades but has incurred 20% of the total school days,

he may be allowed to enter to the class provided he is

willing to cope with his missed classes and excert more

effort to pass his class.

3. On the contrary, if the student was assessed to have

low grades and has incurred 20% of the total school

days, he must repeat the same level in the next school

year.

1. Illness or medical reason.

2. Death in the family. It is only applicable to immediate

family member of the family as well as death of

grandparent/guardian/benefactor.

3. Natural disaster/calamities or force majeure.

4. Serious family problem.

If the student will incur 3 or more absences, the

teacher is responsible on informing the parents when there

is a parents teachers association (PTA) meeting.

If the student was unable to take quizzes and/or

examination, a special work and/or examination must be given

by the teacher to enable the student to cope with the missed

classes. Let it be noted that if the student will incur 5 or

more absences, the parent must accompany his/her child to

school to explain the cause of the absences.

MANAGEMENT PROPOSAL

The proponents have decided to adopt a hybrid of Theory

Y and Theory Z as the type of management of personnel

because it conforms well to the companys objective of

maintaining a good relationship between the owners and the

employees and as well as promoting camaraderie among

employees and management.

Theory Y speaks about the nature of the human being in

connection to its working relationship with other people. It

says that a human being in work does not need to be coerced

in order to finish the job assigned to him. It is of his

nature that he will do his job assigned to him. This

emphasizes that an average person learns to accept and seek

responsibilities. So a person, through his own initiative,

should know his responsibilities and willingly accept it

without any objection.

Lastly, the theory tells us that the capacity to

exercise a relatively high degree of imagination, ingenuity,

finding the solution to any problem that may arise. There

are no limitations or restrictions in doing such. In the

end, the company will benefit from such ideas being shared

by each employee.

Theory Z speaks of promoting closer, cooperative and

trusting relationships between all working groups in the

company. Its central thought is the creation of an

industrial team and a stable, cohesive work environment

where employees feel affiliated and independent while

sticking to the proper qualities and control of the needs of

the organization (Cuyugan,J., A Business Planning). It would

not just enhance the working force but also to provide an

example to the pupils in the school. A sound relationship

and trust among the working force will provide a foundation

to fulfill what is presented in Theory Y and would support

companys mission and vision.
